Singapore Sailing Federation Festive Season Regatta 10 14 December 2014 Singapore Sailing Federation NOTICE OF RACE 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 National prescriptions will apply. 1.3 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.4 For the medal race, the sailing instructions of Addendum Q take precedence over any conflicting instructions. 1.5 If there is a conflict between languages the English text will take precedence. 2 ADVERTISING Advertising will be restricted to ISAF Regulation 20. 3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the following class(es): Single-handed Dinghy Double-handed Dinghy Windsurfing Keelboat Byte 420 RS:X SB20 (12-14 Dec) Laser 4.7 470 Bic Techno Laser Radial Raceboard Laser Standard 3.2 All competitors are required to have at least an SOF Opti-Racer certification or a Dinghy Proficiency Level 1 for single-handed dinghy sailors. Double-handed sailors will require at least a Dinghy Proficiency Level 2. Windsurfers will require at least a Windsurfing Proficiency Level 1.
3.3 Eligible boats may enter by completing the attached form and sending it, together with the required fee by 3 December 2014 to: Singapore Sailing Federation 1500 East Coast Parkway Singapore 468963 3.3 A minimum of 6 entries is required to complete an event. 4 FEES Required fees are as follows: Events Early Bird Special (by 26 November, 5pm) Normal Fee (after 26 November, 5pm) Single-handed $81 $122 Double-handed $163 $244 Windsurfing $81 $122 5 COMPETITION FORMAT 5.1 The regatta will consist of an opening series and a medal race or last race for all classes. 5.2 For each event, 10 races are scheduled in the opening series. If at least 6 races have been completed in the opening series of an event, the top 10 finishers will advance to the medal race. 6 SCHEDULE 6.1 Dates of racing: Start date 6.2 Number of races: End date 10 December 2014 14 December 2014 Events Total no. of Opening series races Medal Race Races per day All classes 10 1 Up to but no more than 4 6.3 The scheduled time of the warning signal for the first race each day is 1100h. For the SB20 class, scheduled time of the warning signal for the first race on 12 Dec is at 1500h, while the following days will be at 1100h.
7 SAILING INSTRUCTIONS The sailing instructions will be available after 3 December 2014 at National Sailing Centre. 8 VENUE 8.1 Attachment 1 shows the location of the regatta centre. 8.2 Attachment 2 shows the location of the racing areas. 9 THE COURSES The diagrams in Attachment 3 show the courses, including the order in which marks are to be passed and the side on which each mark is to be left. 10 PENALTY SYSTEM Decisions of the protest committee will be final as provided in rule 70.5. 11 SCORING 11.1 Five races are required to be completed to constitute a regatta. 11.2 Six races are required to be completed to constitute an opening series. 11.3 (a) When fewer than 5 races have been completed, a boat s series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. However, the score from the Medal Race, if any, will not be excluded. (c) In medal races, a boat s score shall be double the number of points specified in RRS Appendix A4.1, and the score for that race shall not be excluded from the series score. (d) Ties in the series score between boats with different medal race point scores shall be broken in favour of the boat that scored better in the medal race. This changes RRS Appendix A8. (e) The boats assigned to compete in the medal race will be ranked highest in their fleet, except boats disqualified from the medal race under RRS 5 or RRS 69. (f) A boat assigned to compete in the medal race shall make a genuine effort to start, sail the course and finish. A breach of this paragraph shall not be grounds for a protest by a boat. This changes RRS 60.1(a). The penalty for a breach of this paragraph will be ranking the boat 10 th in the regatta. If there are two such boats, they will be ranked 9 th and 10 th, in order of their openingseries ranks, and so on. This changes RRS A2. 12 SUPPORT BOATS Support boats shall be identified with a green flag with a corresponding course letter to be displayed on a staff attached to the support boat. Boats not displaying the flags shall not enter the racing areas. 13 BERTHING Boats shall be kept in their assigned places while they are in the boat park.
14 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats.
