Distribution of Circular: It is important that the information in this Circular is brought to the attention of all Carnival Officials, Team Managers, Coaches and Competitors. Non receipt of this Circular will not be taken as an excuse if a Club, Team or Individual does not comply with the requirements outlined in this and other Bulletins and Circulars. ENTRIES The method of entry is via Surfguard Carnival Entry System for all Clubs. The name of the event is WBC Branch (U15 to Masters) Senior Championships. Entry Fee: All competitors - $5.00 (Inc.GST) per event will apply. Late Entry Fees - $50.00 (Inc.GST) plus $5.00 (Inc.GST) per event will apply to all entries. A Tax Invoice for all entries (including late entries) will be issued to all Clubs in the week after the event. No faxed entries will be permitted. CHANGES TO ORIGINAL ENTRIES FOR BOTH MASTERS AND SENIORS WILL BE ACCEPTED AT COMPETITION. (ie. Entry Conditions: All Competitors wishing to compete at the WBC Branch Senior Championships 2019 must be proficient/or attained the relevant SLSA Award for their Age Group by the close of entries (17.02.2019) to be eligible to compete. All Competitors must have completed the minimum 25 hours of Beach Patrol duties (or pro rata hours as per the current SLSQ Patrol Operations Manual), as random checks on patrol hours and proficiency status will be conducted. All entered athletes must have completed and signed the SLSA Application for Membership Form and paid any required membership fees as proof of their eligibility to race. NB: It is an offence to enter a person who does not meet any of the above requirements (even if events appear in Carnival Manager, it doesn t mean the Competitor is eligible for all those events). Any irregularities will be considered and dealt with by the appropriate Committee(s). Competitors (from U17) can compete up in Open individual events, but not in U19 individual events. In Team events, the U17 competitor can compete up to U19 and/or Open age group. UNDER 15 COMPETITORS CAN COMPETE IN THEIR AGE GROUP ONLY. THEY ARE NOT PERMITTED TO COMPETE IN UNDER 17, UNDER 19, OPEN OR MASTERS INDIVIDUAL OR TEAM EVENTS. Masters Competitors can only compete in one team race category per event. Masters and Senior Events are two separate categories for the Champion Club. Non-Events Generally, for all events, IF only one (1) individual or team marshall for an event, that event is declared a non-event. However, for these Championships, there will be exceptions to this rule as follows: - Masters: In age groups that have only one (1) starter/nomination, that event will be declared a NON-EVENT and that competitor will move down to the next younger age group to compete. The only time an event will be conducted with one (1) competitor, is if that event is the youngest age group (i.e. 30-34 yrs). - Under 17 to Open: If there is only one (1) starter in an Under 17 individual event, that event will become a NON-EVENT and that competitor will be moved into the Open age category for that particular event. - If there is only one (1) starter in an Open Individual OR team event, that event will be conducted. - Under 15: If there is only one (1) starter (Individual or Team) in an Under 15 event, that event will be conducted as this is the youngest Senior age group. Events in different age groups may be run together to streamline the Carnival Programme. ENTRIES CLOSE ON SUNDAY, 17 FEBRUARY 2019

NB: Branch Championships comprise the third and final round of the Branch Premiership Series. Competitors for an event must be race ready and able to compete when that event is marshalled. Events WILL NOT be held up for competitors without the proper equipment/apparel or who are still competing in another event (eg a different age category). Events will be conducted in accordance with the SLSA Surf Sports Manual 35 th Edition (Revised July 2018) plus any subsequent Bulletins/Circulars/Publications/etc. or Surf Sports Manual on SLSQ Club Management Apps https://slsqcm.entegyapp.com.au/page/61/391 Director/Deputy Director of Surf Sport and delegate, will be coordinating IRB Water Safety Roster. All Clubs need to supply IRB Driver and/or Crew listed on the roster. Club s IRB shift allocation on the roster will be determined by Club s nominations. Eg. more competitors nominated, more shifts allocated. A Broad Roster for IRB Water Safety will be released 10 days prior to the Championships. CLUBS NOT MEETING THE PRE-REQUISITE NUMBER OF OFFICIALS, IRB DRIVER AND CREW AND WATER SAFETY MAY BE DENIED A START/CONTINUANCE AT THE CARNIVAL. IT IS UP TO CLUBS TO SOURCE AND FULFILL THEIR IRB OBLIGATIONS. Dress of Competitors: For this event Club Competitors caps MUST be worn in all races to assist with identification of athletes for these Championships. SLSQ Policy MS13 (01.07.2017) will be adhered to, requiring all competitors in ocean or water-based surf life saving events held in Queensland to wear high visibility lycra/rash top/singlet. Permitted colour for these Championships is Fluorescent Pink only In regard to swimwear, please refer to SLSA Surf Sport Manual 35 th Edition (Revised July 2018), Section 2.5.1 for allowable swim suit styles. 3. Surf Boats must have an approved Rescue Tube on board. Composite Teams: The following solution to trial was adopted at Council Meeting, and shall continue: - Have mixed/male and female team events - Clubs nominate their teams as club teams - Team Managers to liaise with each other to formulate team prior to marshalling - Composite Teams must only come from a maximum of TWO (2) different clubs. - If composite get placing they get the medals - Points can be allocated for composite team towards champion club on pro-rata basic by surf team winning each competitor gets 1.5 points towards their club. - Charges (fees) to club done after carnival is over. MEETING/BRIEFING TIMES: Meeting and briefing time will be advised closer to the date, once the program is finalised. NB: IT IS MANDATORY THAT ALL COMPETING CLUB TEAM MANAGERS ATTEND THE TEAM MANAGERS BRIEFING AND ENSURE THEY HAVE COMPLETED AND SIGNED THE TEAM MANAGERS DECLARATION. COMPETITION STARTING TIMES: Saturday, 23 rd February 2019-9.00 am Marshalling First events - 30 mins prior to starting time Sunday, 24 th February 2019-8.30 am Marshalling Times - 30 mins prior to starting time MEDALS: As previously minuted and passed in Branch Council meeting (19.07.2015) the following shall apply: That medals will be awarded to all Individuals and Team events, except Masters Team events ( which will be issued upon request after the championship ). If only 3 competitors start in an event, medals will be awarded to 1 st and 2 nd only and if only 2 competitors start, medal will be awarded to 1 st place only. PROTESTS/APPEALS: All protests shall be lodged with the appropriate Carnival Official in accordance with the procedures set down in the current edition SLSA Surf Sports Manual (35 th Edition (Revised July 2018) and shall identify the specific sections/clauses in stated Manual upon which the protest is based. Protest Forms will be readily available from the Competition Liaison Officer. A fee of $110.00 (inc. GST)l will be charged to lodge each appeal with the Appeals Committee. This fee is payable in CASH ONLY. Should the appeal be successful, the fee will be refunded. FINAL BULLETIN, COMPETITOR LISTING and TIMETABLE OF EVENTS: These will be distributed to all Clubs no later that 48 hours after close of entries, subject to the timely lodgement of information by ALL participating Clubs.
