BUGGY POLICY Heacham Manor & Searles Resort Golf Clubs Use of Ride-on Buggies on the Golf Course. Introduction The purpose of this document is to establish a standard for the safe operation of all ride-on buggies operated on the course at Heacham Manor and Searles Golf Club. Due to disability, some members, visitors and guests may not be able to play golf without the help provided by a motorised ride-on buggy. The document also sets down the criteria to be applied and conditions to be met when the Club considers applications for buggy use. Qualifications for use in poor conditions: During certain wet or muddy conditions the use of a ride-on buggy will not be allowed unless authorised by the Club and will be restricted to members, visitors and guests demonstrably having a genuine incapacity to play golf unless aided by the use of the buggy. (See also `Use in General Play and Competitions` below). Use of Buggies: Any person who operates a ride-on buggy on the golf course is deemed by so doing, to have the knowledge, training and skill to safely operate this vehicle and be fully accountable for their actions and the consequences thereof. The safe operation of ride-on buggies on the course requires conscientious application and adherence to the minimum standard of care prescribed by this policy. Ride-on buggies must be operated in accordance with the requirements of the following documents: Golf Buggy Safety Policy Golf Buggy Safe Working Practice Golf Buggy Safety Policy Acknowledgement Form. Private Buggy users must also sign Appendix A / B the LICENCE FOR PRIVATE BUGGY OWNERSHIP AND USE THEREOF, and provide the appropriate documentation or payment. In order that these conditions can in practice be met, the Club Secretary/Manager or their approved nominee must whenever possible be given prior notice of a requirement by a member, visitor or guest to use a ride-on buggy. The Club reserves the right to refuse permission if some or all of the conditions stipulated are not complied with. The Club also reserves the right to withdraw authorisation if the medical condition or disability necessitating the use of a ride-on buggy ceases, or, the conditions for its use are not fully complied with. From time to time the Club staff may determine that the state of the course or the weather is such that safety on or the condition of the course may be unacceptably compromised if a ride-on buggy is used. This might apply to the whole or just part of the course. Potentially unsuitable conditions include water logging, frost, etc. Where such conditions arise the club will review the situation on at least a twice daily basis. Use in General Play and Competitions During general (non-competition) play a ride-on buggy shall only be used by disabled members, visitors and guests authorised to do so. Ride-on buggies may be used during closed and open qualifying competitions by those suffering from a disability within the meaning of section 6 of The Equality Act 2010

Golf Buggy Safety Policy: The Club has a duty of care to all users of the golf course. The topography of certain areas of the course is such that caution and prudence must be shown by the user of a ride-on buggy. It is also necessary for the Club to provide adequately safe means of access for all golfers including those given permission to use buggies. Moreover, the Club has to ensure the safety of golfers who do not wish to use ride-on buggies but who might be at risk from a mechanically defective ride-on buggy or its careless use. This duty of care also applies to members of the public using the various rights of way. Buggy Route: To enable buggies on the golf course through the winter and to minimise damage to playing areas of the course a buggy route has been developed (Marked by green and white toped stakes). - Failure to follow the buggy Route may result in removal of buggy usage. To assist the safe employment of ride-on buggies all potential users (members, visitors and guests) shall comply with the following conditions: 1. Ride-on buggies must be operated with the utmost courtesy, care and consideration for the safety and convenience of pedestrians. Pedestrians must be afforded the right-of-way at all times. 2. Buggy routes on the golf course must be followed at all times, especially in wet conditions. 3. The signs and instructions employed on the course to warn buggy riders of potential danger areas or, areas forbidden to ride-on buggies because of concerns about danger or, the potential to cause unacceptable wear and tear to the course, must be followed at all times. 4. Ride-on buggies must be operated and parked in such a manner that they do not impede or interfere with normal pedestrian or vehicular flow on roadways, ramps or pavements. 5. Ride-on buggy operators will be responsible for the security of ignition keys for the period that the buggy is on the property owned by the Clubs. 6. Heacham Manor & Searles Golf Clubs have no responsibility for ensuring the safe operation of ride-on buggies on or beyond the confines of the course and the club car-parks other than those operated by their servants or agents. The Club will accept no responsibility for any loss or damage caused to any property other than that arising from the negligent use of a ride-on buggy by their servants or agents. 7. No ride-on buggy will be operated in excess of 5 miles per hour. All speed limits must be observed. 8. Ride-on buggies shall be used only between dawn and dusk. 9. Ride-on buggies must be operated in compliance with the common` rules of the road` regardless of whether ride-on buggies are operated on pavements or roadways. 10. Operators must stop the buggy at blind intersections and proceed with caution. 11. The consumption of alcohol and/or the improper use of drugs is not permitted when using the ride-on buggy. 12. The Manager/ Director of golf have the authority to immediately prohibit any individual from using or being carried on a ride on buggy. Application for reinstatement of permission can only be made to the Club

Golf Buggy Safe Working Practice The use of a Golf Buggy on Searles and Heacham Manor All Golf Buggy operators must hold a current driving license Golf Buggy operators must not be under the influence of drink or drugs Never allow children or persons not holding a driving license to drive the Golf Buggy Checklist for Buggy Users: Know the controls and how to use them Ignition switch and key Accelerator Foot Brake Parking Brake Reversing Control Set the brake before leaving the Golf Buggy BEFORE USE All operators of Golf Buggies must sign a Safety Policy Acknowledgement form before they are allowed to drive the Golf Buggy Golf Buggy can only be used for number of occupants it was designed to carry DURING USE Always follow the designated buggy route Do not move off until occupants are seated Always remain seated and hold on while vehicle is in motion Hands and feet must be kept inside the Golf Buggy at all times Golf Buggies must only be driven in designated areas (Buggy route) The vehicle must be used to progress the game and must not be driven up and down looking for golf balls The vehicle must not be used on tees or greens or slopes leading up to them Do not drive on banks of the rivers or within 10 yards of any bank. Check the area behind the vehicle before backing up Set the brake before leaving the Golf Buggy Always consider the terrain, existing vehicular and pedestrian traffic conditions, as well as environmental factors that may affect your ability to operate the vehicle safely Drive the vehicle only as fast as terrain and safety considerations allow. To avoid tipping over, drive Golf Buggies straight up and straight down slopes Slow down before corners. All turns must be executed at reduced speeds Avoid sudden stops or change of direction that may result in a loss of control * Be extra careful when the course is wet and muddy AFTER USE When the vehicle is to be left unattended, turn the key to the off position. Remove the key and engage the hill brake.

Golf Buggy Safety Policy Acknowledgement Form: All golfers must complete this form Prior to operating a Golf Buggy Any person who operates a Ride-on buggy on Heacham Manor & Searles Golf Clubs premises is deemed, by so doing, to have the knowledge, training and skill to safely operate the vehicle and shall be fully accountable for their actions and consequences thereof. The safe operation of Ride-on buggies requires conscientious application and adherence to the minimum standard of care prescribed by this policy. Customers Own Golf Buggy Use Golf Buggy Safety Policy 1. Authorisation to operate a Golf Buggy is contingent on the Possession of a valid driver s license. 2. The Buggy routes on the golf course must be followed at all times, especially in wet conditions. 3. Golf Buggies must be operated with the utmost courtesy, care and consideration for the safety and convenience of pedestrians. Pedestrians must be afforded the right-of-way at all times. 4. Golf Buggies must be operated in such manner that they do not impede or interfere with normal pedestrian or vehicular traffic flow on roadways, ramps or sidewalks. 5. Golf Buggies must be operated within the confines of Searles and Heacham Manor only. 6. No Golf Buggy will be operated in excess of 5 miles per hour. All speed limits must be observed. 7. Golf Buggies are intended for use only between dawn and dusk. 8. Golf Buggies must be operated in compliance with the common rules of the road regardless of whether Golf Buggies are being operated on roadways. 9. Operators must stop Golf Buggies at all blind intersections and proceed with caution. 10. Golf Buggies must not be parked in any manner likely to obstruct or interfere with the flow of pedestrian or vehicular traffic in heavily travelled areas. Pedestrians as used here, shall include persons in wheelchairs or mobility assistance devices. 11. Operators must not stop (bring a Golf Buggy to rest for any period of time) in the middle of roads and walkways. 12. Golf Buggies must not be adapted in any way from the manufacturer s design. Golf Buggies must conform to the current CE standards. 13. All Golf Buggies used on Searles and Heacham Manor must be:- Maintained to the manufacturer s service recommendations and records kept of the maintenance for inspection on request. 14. Subject to condition of course, buggies maybe excluded, notices will be posted.

Appendix A: LICENCE FOR PRIVATE BUGGY OWNERSHIP AND USE THEREOF ON HEACHAM MANOR AND SEARLES GOLF COURSES THIS LICENCE is made the day of 20 _ Between the Owner, SEARLES (CAMPING GROUND) LIMITED of South Beach Road, Hunstanton, Norfolk, PE36 5BB and the Licensee, OF DURATION 1. This Licence shall last for one year from the _ ( the Licence Period ) LICENCE FEE 2 The Licence Fee shall be 100 per annum. A pro rata amount will be charged from the start of the contract to _, any part month will be charged as a full month. I possess and have produced a copy of certified evidence that I have a disability within the meaning of section 6 of the Equality Act 2010 which disables me from playing golf without the use of a ride-on buggy; I am therefore exempt from paying the licence fee. A copy of a valid doctor s certificate or completion of Appendix C is to be attached. LICENSED ACTIVITIES 3. In consideration of the Licence Fee the Owner permits the Licensee to use one golf buggy on the Golf Courses and road at Searles (Camping Ground) Ltd Sites at Hunstanton and Heacham ( the properties ) SUBJECT TO compliance by the Licensee of all obligations arising under this Licence and under the Regulations laid down by the Owner for the use of golf buggy s and the Golf Buggy Safety Policy detailed in Annexure A and the Golf Buggy Safe Working Practices detailed in Annexure B and such other safe working practices from time to time advised by the Owner to the Licensee (collectively referred to as the Regulations). LICENCEE S OBLIGATIONS 4. The Licensee agrees with the Owner that the Licensee will observe the Regulations referred to above and will pay the Owner full compensation for loss or damage caused to the Owner or anyone else by any breach of the terms of this Licence or of the regulations.

TERMINATION OF LICENCE 5. The Golfer may end this Licence immediately in the event of non-payment of any part of the Licence Fee or any breach of any of the Regulations or other obligations of the Licensee and the Licensee shall forthwith cease to use the golf buggy on the Owners property or any part thereof. NATURE OF THIS AGREEMENT 6. This agreement is personal to the Licensee and may not be assigned to any other party. THIRD PARTY RIGHTS 7. This agreement does not create, confer or purport to confer any benefit or right enforceable by any person not a party to it. Appendix B: LICENCE FOR OWNERS PRIVATE BUGGY OWNERSHIP AND USE THEREOF ON SEARLES LEISURE RESORT, HEACHAM MANOR AND SEARLES GOLF COURSES THIS LICENCE is made the day of 20 _ Between the Owner, SEARLES (CAMPING GROUND) LIMITED of South Beach Road, Hunstanton, Norfolk, PE36 5BB and the Licensee, OF DURATION 1. This Licence shall last for one year from the ( the Licence Period ) LICENCE FEE 2 The Licence Fee shall be per annum. A pro rata amount will be charged from the start of the contract to, any part month will be charged as a full month. Appendix D: Buggy Route: To enable buggies on the golf course through the winter we have developed a buggy route to minimise damage to playing areas of the course. - Please follow the green and white posts driving from post to post, avoiding fairways at all times. - Please leave the buggy on the buggy route, adjacent to your ball and walk from the buggy to your ball. - The route is represented by Red Lines Front Nine Blue back nine below, follow this route all times. - Failure to follow the buggy Route may result in removal of buggy usage.
