Opening remarks SSN welcomed members/participants and opened the meeting. 2. Approval of agenda Commission remits 2013 2014 The meeting agenda should be organized according to the structure of the commission remit. The commission should use the present remit as the basis for its work and maintain efficient working practice. A member of the commission should be given the responsibility to prepare minutes within a week after a meeting and e-mail them to the IOF secretariat. In order to simplify this task, these minutes should be concise and should contain an executive summary suitable for publication on the Internet. 3. Approval of previous minutes The minutes of Commission meeting in Vuokatti 2013 were approved as a true record of that meeting. 4. The responsibilities and the work of commission - Responsibilities this year. See appendix. 1

5. Strategic planning Commission remits 2013 2014 6. Event development Commission Remits 2013-14 / Trail Orienteering Commission (new/updated tasks for 2014 bolded) o To trigger WOC candidates for the next three championships. o During 2014 study any need of changes of the Eligibility rules based on WTOC Nations views collected in 2013. o Evaluate the new competition format PreO Relay and make suggestions for improvement, if needed. o Develop the ECTO (unofficial European Cup in TrailO) launched in 2013. o Introduce a TrailO Relay discipline to replace the teamevent. The goal should be to introduce TrailO Relay at WTOC 2016 and consequently replace Team World Championship. Special task for 2013: To discuss a proposal with WTOCnations and propose draft Rules at WTOC 2013. o Introduce WRE in TrailO and World Ranking List. Special task for 2013: Study the possibility to start an informal WREseries from 2013 or 2014. PreO Relay o We agreed that it s very important to introduce high quality Relay in becoming WTOCs because a goal is to replace Team World Championship in the future. o In Italy during WTOC 2014: Italy will use draft rules for PreO Relay that was approved in TOC meeting in Vuokatti. SEA Lennart Wahlgren will assist organizers. After Italy we will evaluate the draft rules. o Croatia 2015 o Sweden 2016 A level to make a protest o Now you have everything to win and nothing to loose. How can we raise a level to make a protest? o Could we have it this way in Rules? Protests may only be made by team leader MF will take contact to David Rosen. Clinics in the future o Clinics are reserved for EAs, development seminars are for organizers, new countries etc. o O-Ringen 2014 Clinic for both new EAs as well as current EAs. It will be held during O-Ringen in Skåne, Sweden 2

on Tuesday afternoon and Wednesday (22-23 July) o 2015 in Sweden (pre-wtoc), combined with Nordic Match May Unofficial European Cup 2014 o Event adviser for the events, even unofficial (not from IOF EA list). MF has send some information to organizers: Appoint an EA (Event Adviser) for the event The EA should not belong to the organizing club. The EA should preferably come from another country. The EA doesn t need to be on the IOF list of Event Advisers. The IOF will not cover any traveling costs for the EA since the ECTO is not an official event. We agreed that young orienteers are needed in Trail orienteering and creating TempO has been a good start. An introduction of the junior class would mean a deviation from the principal of TrailO: everybody, regardless of gender, age or physical ability shall be able to compete against each other on equal terms. We have to find some other way to recruit more young orienteers. Electronic recording (MF) o Commission Remits 2013-14 / Trail Orienteering Commission: TrailO should for international Championship use Electronic punching. Goal: Implemented WTOC 2016 o Special task for 2013: Together with IOF find technical solutions and financing for an electronic punching system for TrailO. 4

o MF has taken contact to Henning Spjelkavik from IT Commission. o System made by Chinese orienteers has solved problems in recording, but that system is not formally approved. 7. Competition rules Commission Remits 2013-14 / Trail Orienteering Commission: Eligibility in Paralympic class Special task for 2013: Collect the view from WTOC nations on the Eligibility rules during 2013. During 2014 in TOC study if there is any need of changes of the rules. During 2014 study any need of changes of the Eligibility rules based on National Federations views collected in 2013. To propose rules changes for 2015 IOF Competition Rules to the Council by 15.10.2014. Eligibility in Paralympic Class o Eligibility is normally relevant for 3 years, for wheelchair users it s 5 years. o AJ will send an email to National federations (TrailO contact persons): Send us your suggestions on how the current rules should be improved by the end of March. o We decided to postpone any decisions to TOC s next meeting (July 2014 Italy). During 2014 we will study any need of changes of the Eligibility rules based on National Federations views and TOACs proposal. o TrailO Athletes Commission s Proposal Changes to eligibility criteria for Paralympic class was discussed. 8. Organisers guidelines and other discipline related documents The rewrite of Technical Guidelines for Elite Trail Orienteering is complete. It was approved with small number of corrections before placing on the website. TrailO Athletes Commission s Proposal Introduction of a zero tolerance rule. Athletes Commission s Proposal was discussed. This same issue was also discussed by the working group during the comprehensive revision of the guidelines. And it was not included. Introducing a zero tolerance rule would actually legitimize bad/incorrect planning and placement of flags by the planner who does not follow the guidelines. It is better to educate planners and EAs how to plan controls in a way to avoid such problems. Organizer s guidelines: VV will start to work with this in our agenda in Italy. Information for planners to understand people with different kind of disabilities is prepared by VV. VV will send a draft to BHP and we will 5

take in our agenda in Italy. It was discussed that we might need a register were wheelchair users describe what kind of help they need. Event Advisers Handbook for TrailO: RF will work with this. The Event Advisers Handbook for WREs (http://orienteering.org/footorienteering/event-advising/documents-for-event-advisers/) as an example in our agenda in Italy. IOF standard CC format for PreO and TempO? A control card with 6 boxes (A to E and Zero) We decided to suggest to Anna Jacobson this text to be put in website: Take contact to Martin Fredholm if you need information about control cards or results programme. 9. Mapping standards Commission Remits 2013-14 / Trail Orienteering Commission: To regularly check that the map standards are evolving harmoniously with the development of the discipline and its formats. To suggest changes and clarifications to the Map Commission. To collaborate with the Mapping Commission in monitoring maps of IOF events. New version from ISOM will be released soon. We decided that MF will take contact to Map commission about double location descriptions. 10. Accreditation of SEA/EA 11. Selection of SEA/EA for IOF events 12. Other matters Letter from TrailO seminar in Moscow 11-13 October 2013 was answered. 13. Future Commission Meetings Next TOC meeting in Italy during WTOC 2014. o Wed 9 July, Day 1, afternoon o Thu 10 July, Model 2, afternoon. o We decided to make an invitation to TOAC for meet us in Italy during WTOC. o 6
