OPENING The meeting was opened by the Chair at 1930 hours, with a welcome extended to attendees. 2. DECLARATION OF INTEREST Western Australia State Council Page 1 of 7

The Chair outlined to the Council that in accordance with principles of good governance, the Board of CAMS has requested that at the commencement of all Council meetings that each member declare any matter that may amount to a conflict of interest and that such a declaration be included in the meeting minutes. No pecuniary interests and/or potential conflicts of interest were declared. 3. RATIFICATION OF PREVIOUS MINUTES WASC 0080 The minutes of the last State Council meeting, held 11 June 2015, were a true and accurate record of the meeting. Moved S. Sterner, seconded M. Grogan. CARRIED 4. CORRESPONDENCE CAMS State E-Newsletter CAMS Speed Read For latest minutes since last State Council meeting, please refer to CAMS website. 5. REPORTS WASC 0081 WA CHAIRMAN Report as tabled by N. Rahimtulla RAC Track an inspection was carried out with Kim Scraegh and Jurgen, with Michael Grogan in attendance. Progress has been made and we have set a time of three weeks to finalise all the work required, after which, I believe, that CAMS will be in a position (once I have submitted photographs and a report) to issue a track licence for the facility. Scrutineering I called a meeting of 11 scrutineers and had nine attend the meeting to discuss the issues relevant to scrutineering in WA. I am pleased to announce that the level of support and willingness to work together bodes well for the future. A report has been sent the parties concerned for their perusal and further thoughts on progressing the matter. The next meeting will be on Wednesday 26 August. CAMS has issued a response from the CEO to a letter sent by Bruce Paix in relation to licencing requirements. This is on the website. AASA Licences it seems that some competitors have been issued with an AASA licence. This is the form of a credit card style card for them to use at AASA sanctioned events. The problem was brought to my attention recently where the holders believed that AASA was an offshoot of CAMS and this was a CAMS licence. Something that should be borne in mind by any of you that have one. Also use of a CAMS licence at an AASA event may not necessarily cover you in the event of an issue. Collie there has been a lot of rumours and innuendo about what is happening at Collie. Some of this has been fuelled by some members of the State Council. AASA did a presentation to their board about offering their services for the track. No decision was made by them and CAMS has also been invited to address their board and this will be undertaken by the CEO. The matter is an issue for the CAMS administration to deal with the relevant parties and not for some members to attempt to get involved in as it is outside their jurisdiction. The President referred to the recent Motor Sport Conference in Mexico which he attended along with selected CAMS senior executives and noted: The President presented a discussion at the Conference on the pathways for Young Drivers, highlighting the work of the CAMS Academies and our commitment to Formula 4; The President attended a meeting of the Single Seater Commission and confirmed that he is on a working party of three people reviewing Formula 3 and in particular, exploring both Regional and National Championships for the future, with an emphasis on cost control. The President chaired the ASN Development Taskforce meeting and stressed the significance of CAMS involvement with the Taskforce. Work performed by CAMS for the taskforce, such as for example the training modules, are funded by the FIA. In turn this enhances our brand and reputation internationally which then opens up opportunities for funded training engagements for CAMS. Eugene Arocca (EA) mentioned that where appropriate, the Directors attending State Council meetings should from time to time emphasize the value (without going into specifics) of the international engagement in helping to fund CAMS national programs. Rally Australia Report: RA received confirmation from the FIA that it was acceptable for the ARC vehicles to compete in the WRC round at Coffs, subject to certain conditions; RA was operating within its budget to date CEO Report: The meeting with the Australian Sports Commission (ASC) on the 21 July, 2015 was extremely well received however there is no short term possibility of increasing our reduced funding. Nonetheless, CAMS will work with the ASC to explore the following opportunities during 2015: We will be holding a Rookies Formula 4 test day in September/October for 2016 prospects. Decision Paper: Charter for Standing Nominations Committee The Board RESOLVED to ACCEPT the Decision Paper: Charter for Standing Nominations. In 2014 the Board established a Standing Nominations Committee (SNC) to assist with the recruitment and appointment of Directors for CAMS entities. The SNC Charter was presented to the Board for approval. Decision Paper: NCR 18a Amendment The Board RESOLVED to ACCEPT the Decision Paper: NCR 18a Amendment. The purpose of the resolution was to remove the conflict between the National Competition Rules (NCR), the Khanacross Standing Regulations and General Regulations by removing the words "No passenger may be carried" in NCR18a. Decision Paper: Australian Drift Championship EOI The Board RESOLVED to ACCEPT the Decision Paper: Australian Drift Championship EOI. The Board resolved to approve a call for Expressions of Interest for a promoter of the Australian Drift Championship for 2016. General Business: The President confirmed that there continues to be discussion in the industry about CAMS offering drivers special deals in Formula 4. This is factually incorrect and Directors should be quick to correct any such misinformation whenever it is brought to their attention. Western Australia State Council Page 3 of 7

WASC 0083 AMSDC Report as tabled by N. Rahimtulla Speed Working Group looking at the National Based Classes to be finalised by 30/09/2015 for commission approval and implementation for 2016 some of the states still have to submit their recommendations. The same thing is being done by the Hillclimb subcommittee. Super Sprint Standing regulations these are currently under review with the intention that recommended changes be implemented for 2016 Regularity the final draft and amendments to the NCRs that are required are now nearly complete and this should go the board at the end of August for approval. 2016 Australian Hill climb championship will be held in Victoria on 27-30 October at Bryant Park. Enthusiast Working Group happy to announce that Tony Ford has been co-opted on to this working group to represent WA. National Khanacross Regulations carrying of passengers at National Meetings. The matter has been sent to the board, and I believe this was approved. Targeted Scrutiny proposed to extend this to include Club and Multi club Speed Events on optional basis. Hurney. The WA MRP has been in regular contact by face to face, email and telephone over numerous matters of late. These include the following- Discussion of the wholesale changes to National racing championships made by the MRC Concern that the make up of the MRC doesn t accurately reflect the motor racing constituency of CAMS where the vast majority of competitors are amateur racers who own their own cars, fund their own racing and have no aspirations to joining the thinning ranks of professional drivers. Responding to a request for input to the MRC on particular matters - which frankly seemed vague at best Facilitating a small change to the racing weight for the F1,000 category An MRP meeting is scheduled for later this month. The two-day WASCC race meeting in July was quite successful with great competition in Formula Ford, Formula Vee, Saloon cars, HQs and Historic Touring. F1,000 debuted for 2015 at the meeting, and whilst the numbers were disappointing the pace of these 1 litre bike powered cars surprised some with 15 year old Jordan Love securing pole position @ 53.9 seconds - over three seconds quicker that the Sunday race pole at this year s V8 meeting. WASC 0090 WASC 0091 WASC 0092 WA OFFICIATING PANEL WA STEWARDS PANEL The Volunteer Expense Reimbursement Policy and claim form have been revised and are now in effect. Copies of the policy and claim form available from State office wa@cams.com.au. WA OFF ROAD PANEL Report as tabled by H. Piercy. The Off Road discipline in WA is having a good season. The third state round was held at Kalgoorlie on the weekend of the 11th and 12th of July. An entry list of 30 cars, including many of the best pro buggies in the state ensured tough competition for all. There was one major accident, a high speed end for end by a buggy, and both crew members were taken to hospital for check-ups and released. The panel has asked all participating clubs to undertake a survey and report back as to what competitors would like the WA State Championship to consist of for 2016. In the past the state championship has consisted of 5 rounds with 4 to count. There are potentially 6 events which could be applying for state rounds next year. The Western Desert Racers are also looking at the option of applying for a round of the AORC for 2016 although there is serious doubt as to whether this is worthwhile after the way they were treated by Melbourne in 2014. As no reason was given for the event not being considered for the 2015 AORC they do not know what is required for the event to be accepted for 2016, except possibly move WA east a few thousand kms. With two WA State Championship events at Mogumber and Three Springs still to go in the next two months and the Gas Dash in October, competitors have a busy time ahead. WASC 0093 WASC 0094 WA MOTORKHANA ADVISORY PANEL WA MOTOR SPORT DEVELOPMENT ADVISORY PANEL Report as tabled by M. Grogan. The panel last met on June 9th and a number of items were discussed including sending a new copy of the Panels terms of reference to all CAMS Clubs. WA Drift is in discussion to introduce pre-season audits for scrutineering, tow-point requirements and ROPs. This will be based on the Speed Events model. Currently Western Australia State Council Page 5 of 7

awaiting CAMS review. A Drift working group is to be developed which will encompass ROPS discussions. It was reported that regularity is developing rapidly in WA and there are ongoing plans for a series to be developed. It was decided by the Panel, that modern and historic regularity will simply become regularity, and there no disparity between the regulations. The next speed event will be at the WASCC on the 8th of August and it will be a super sprint and plans are well on the way with the Australian Hillclimb Championship in November and Shannon s Insurance has come on board as the naming rights sponsor. WASC 0095 WA OFFICE Affiliations No Limits Car Club has re-affiliated for 2015. New affiliations for 2015: Southwest Veteran Car Club (enthusiast club) R&S Valiant Club, Charger Club of WA (sporting club). State Executive has approved these affiliations and no objections by State Council were noted. Come & Try Days are a great way to bring new members to your club. AGENDA ITEMS WASC 0096 Saloon Car Western Nationals 2016 See Decision Paper 7.1, as tabled by C. Kneafsey. The Western Australian Saloon car club wishes the Western Australian State council to approach CAMS in regards to WASCC/Barbagallo Raceway hosting the 2016 Saloon car CAMS Nationals title, as part of the Western Saloon car Nationals festival planned over the 19th to 21st of August 2016. C. Kneafsey gave some background information on the issue. The chairman read a statement from Ben Pretty which stated CAMS would consider a proposal supported by all state Saloon car stakeholders. A discussion was had by the Council. C. Kneafsey to develop a detailed plan and get agreeance from other states. State Council endorses the idea of CAMS being approached in regards to a Saloon cars Nationals event being hosted in Western Australia. WASC 0097 WASC 0098 Saloon Car Category Management Group meeting See Decision Paper 7.2, as tabled by C. Kneafsey. The Western Australian Saloon car club wishes the Western Australian State Council to approach CAMS to hold a CAMS Saloon Car Management Group meeting for 3k Saloon cars. A chairperson for the group is to be elected. The meeting is to be held at a CAMS state office and a CAMS representative to be present. Minutes must be taken. C. Kneafsey gave some background information on the issue. The chairman read a response from Ben Pretty. CAMS will not organise the meeting however they will support it with teleconference and meeting facilities. The chairman will speak with Ben Pretty to see what can be done by CAMS in order to move forward, however, ultimately, the future of the category will be determined by the Saloon car competitors and groups. State Executive & Office Bearer 2016 nominations State Council to resolve that nominations for 2016 positions be opened. Nominations are open for State Executive positions as well as Panel Chairs. WASC 0099 WASC 0100 WASC 0101 MG Car Club CAMS Licence Disclosure Fit and Proper Person See Discussion paper 8.1, as tabled by Tony Ford. In respect of CAMS competitor licence and licence renewal applications, to raise concerns over aspects of the requirement by CAMS for applicants to make a declaration in regard to being a fit and proper person. T. Ford provided some background and an overview of the issue. A brief discussion was had and delegates were given time to consider the motion, to request that CAMS include only convictions for serious indictable offences and sexual offences in the licence application declaration in respect of Fit and Proper Person; prior to cancelling, suspending or withdrawing a competitor s licence, provide the person with an opportunity to respond to the basis for this action; provide a written policy, rules and procedures for considering the cancellation, suspension or withdrawal of a competitor s licence, to include the provisions for independent appeal; and state the reasons for cancelling, suspending or withdrawing a competitor s licence to the person. MOTION CARRIED Graedyn Cameron Fundraiser Graedyn Cameron, a CAMS young official, is riding his bike from Geraldton to Perth to raise money for Camp Quality. Graedyn was diagnosed with leukemia when he was four years old and is aiming to raise $5000 through donations and a Bogan Bingo night, to be held on 14 September in East Fremantle.
