RocSports, LLC Rules and Regulations: RocHoops Last Updated: 1/8/2018 General All leagues shall be under the direction of the RocSports, LLC League Directors and governed by the United States Specialty Sports Association (USSSA). Rules are subject to modification at any point to the discretion and approval of the League Supervisor. Player/Team Eligibility Adults at least 18 years of age are eligible to play basketball. Players must be listed on the official roster before they may participate. Waiver/Roster Form Must be completed properly and turned in to the RocHoops league director by the second night of league play no exceptions! Team representative, by his/her signature must verify all information. Do not turn in forged signatures or incomplete rosters. Rosters must have each team members name, email address, and phone number. No player can be listed on more than one roster on the same night of play. Females may NOT play on men s teams due to insurance. The roster maximum is 12 players. Rosters, subject to league approval, may be added up to the 12- person limit any time prior to the start of the third game. Players must have played in three regular season games to be eligible for playoffs. Teams using illegal players will forfeit the game. An illegal player is defined as any player not listed on the official roster. This will not be tolerated and may lead to team being asked to leave the league. Protests must be filed with the RocHoops League Directors within 24 hours of the completion of the game. RocHoops League Directors will be responsible for validating teams rosters. General League Information Schedules: The regular season will begin in January. Schedules will be provided by the RocHoops League Directors prior to the first game of the season and posted online at www.rocsportsny.com. No games other than regularly scheduled games shall be played without the league director s approval. Teams will be placed into divisions by ability level, if applicable. The league reserves the right to place your team (this can change at any time during the regular season and/or prior to the postseason starting to ensure league parity). 1
o Playoffs will follow the completion of the regular season. Each team will make the playoffs and matchups will be determined by size of league (i.e. traditional format of top seed plays lowest seed based on regular season standings vs. tournament style format with play in games). Seeding tiebreakers will be based on regular season head-to-head matchup. Overall league champions will be eligible for postseason award. Game Times: 7:00pm and 8:00pm. At least four (4) players from each team s roster must be present and ready to play. At 7:00 p.m., if a team has four players, they must start the game. If a team has less than 4 players, there will be a 10-minute grace period*. Teams may enter the gymnasium area ten (10) minutes before their scheduled game for that night. Please do not enter the court area until previous games have been completed *Length of games when teams are late If teams are late by more than 10 minutes, the game will consist of two(2) 16 minute halves If teams are late by more than 20 minutes, the game will consist of two(2) 14 minute halves If teams are late by more than 30 minutes, late the game will consist of one(1) 20 minute half If teams are late by more than 35 minutes, the game will not be played Forfeit Policies: Forfeiting in advance if you know your team is going to forfeit and not show up, you must contact RocHoops 48 hours in advance of game time. If you leave a message or send e-mail it is not considered notification unless you receive a reply. If your team is a complete NO SHOW, failing to contact RocHoops and failing to have at least four players present at the game, your team will be subject to being charged a game AND both teams referee fees, can be ineligible for league playoffs and/or removed from the remainder of the schedule. Equipment and Attire Shirts must be worn at all times by those players participating in the game. The shirt does not have to be a team shirt. Player/Team Conduct (ZERO tolerance policy) The captain must be in control of his/her players at all times. No taking of drugs, swearing, fighting or use of abusive language by players or spectators will be tolerated. The RocHoops league directors reserve the right to remove violators from the program. Any captain, player or spectator who physically or verbally assaults another person will be removed from the league permanently and immediately. Any player ejected from a game must leave the gym. If the player refuses to do so, the game will automatically be forfeited against his/her team. First violation will result in one game suspension and the second violation will result in permanent suspension. Any injury and/or unusual incident (Fight, ejection) will need to have a City Department of Recreation and Youth Services report filled out within 24 hours Only team members and scorekeepers are permitted to occupy the players benches. 2
Only the team captain may have a discussion with the referee over a particular call. If the captain is not present, he/she should assign an acting captain to handle debates. Protests based on the interpretation of rules and not a referees s judgment, must be submitted (in writing) to the RocHoops League Directors by close of the next business day after the game. o Protests will only be considered for rule violations, clarification, and misinterpretations. Teams cannot protest a game based on a judgment call by a referee. o Protested games will only be replayed (from the point of the protest) if the game has a bearing on 1 st place. For conduct violations not listed above, the penalty shall be decided by the RocHoops League Directors Scores The captain of the WINNING team is responsible for reporting scores. Acceptable methods of reporting scores are email (rocportsny@yahoo.com) or phone call/text (585-278-0654) by 10pm on game night. Reporting scores by the designated time is critical to updating league standings/scoreboards in a timely manner. All forfeited games will be scored 25-0 for the winning team. Injuries For emergencies, call 911. The RocHoops League Directors should be advised of any injury requiring medical attention. Miscellaneous The home team will be decided by the schedule during the regular season. Each team will have an equal mix of home and away games (reminder: home teams always provides basketball to be used for the game). In the playoffs the home team will always be the lower seeded team (ex. In a #2 vs. #3 matchup, the #2 seed is the home team). The RocHoops league directors may take any action deemed necessary to maintain order and safety within the league. The RocHoops league directors may request some teams to switch divisions for the following season in an attempt to maintain parity (competitive balance). RocHoops is not responsible for any damage to vehicles parked at any of the venues at which games are hosted, including, but not limited to: The Ryan Center (R-Center) RocHoops is not responsible for loss or damage of any article. The referee is empowered to call a game at any time because of panic or for any other cause which puts the referee, players or the patrons in peril. No alcoholic beverages are allowed anywhere per City of Rochester court, benches, bleachers, and parking lot 3
RocHoops Rules of Play for ALL Divisions MEN S AND COED The official USSSA rule book will govern play; local league rules below supersede if applicable. ALL leagues: A game consists of two (20) minute halves. The clock will remain running, except for the last 2 minutes of the second half and only if the score is within ten points or less. At any point within the last 2 minutes, if a team comes within 10 points, the clock will stop. If a team then falls behind by more than 10 pts, the clock will continue to run. There will only be one (4) minute overtime. Each team will receive one timeout for the overtime play. There will be a running clock, except for the last 2 minutes if score is within 10 points or less. If the game remains tied at the end of overtime, a sudden death first bucket scored will determine winner. Each team is responsible for keeping their own score (flip scoreboard or electronic scoreboard will be provided). Foul Shots Players may move on the release, not on the rim. Team fouls will be kept on a dry erase board. On the 7th team foul, opposing team will shoot 1 and 1 foul shots. On the 10th team foul, opposing team will shoot 2 shots. The clock will continue to run during foul shots, except during the final two (2) minutes of the game if score is within 10 points. Team fouls will reset in the 2nd half, individual fouls remain. Once a player gets 5 personal fouls, they are fouled out of the game. Time Outs Each team is allowed one timeout per half. Timeouts will be one minute in length (stop clock). In the second half only, in the final two (2) minutes, if the game is within ten (10) points, both teams will receive one (1) 30-second timeout (stop clock). The first half timeout does NOT carry over to the second half if not used in the 1st half. After a timeout is called, the clock will not begin until the ball is in play. (Scenario: 1st half, 10 seconds to go, a foul is called by the ref, team calls a timeout, the clock will not begin until after the foul shots are taken and the ball is in play.) Minimum 4 players to start game Ejected players can be replaced with subs that are on your roster. No Backcourt Defensive Press until the last two (2) minutes of the game. Individual Technical Fouls A player receiving two technical fouls is automatically ejected from the game and will be automatically suspended for the next week s game as well. Ejections Any player ejected from a game for any reason will be automatically suspended for at least his next game. Repeated offenses will result in expulsion from the league. Any fighting between players will result in immediate removal of the league for both players. Officials may correct a mistake by scorekeepers If a team requests a scoreboard correction, and no mistake is found, that team will be charged with a time out. 4
Liability Statement I, and my team, by receipt of this document agree to assume any and all risk of accident or injury related to the activity (basketball). We agree to release RocSports, LLC and its officers from any and all liability for any incident or injury caused by whatever reason, including, but not limited to, an act of omission. I, and my team, understand that NO medical insurance is provided. I, and my team, understand that ALL decisions made by the RocSports, LLC League directors are FINAL. It is also at the discretion of the RocSports LLC League directors to amend, delete, or add any rules that they may deem necessary. 5
