This changes RRS 60.1(a). [DP] denotes a rule for which the penalty is at the discretion of the International Jury. 1. Rules 1.1. The race will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 1.2. National prescriptions will only apply as in NOR 1.3. 1.3. Breaches of Class Rules may be less than disqualification if the jury so decides. 2. Notices to competitors Notices to competitors will be posted on the official board located at the entrance of Balatonfüredi Yacht Club (BYC). 3. Changes to Sailing Instructions Any change to the sailing instructions will be posted on the official notice board until 08.00 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 18.00 hrs or by the end of the protest time limit of the day before it will take effect, which ever might be later. 4. Signals made ashore 4.1. Signals made ashore will be displayed on the signal mast located in the harbour of BYC. 4.2. Flags AP over H displayed with two sound signals mean: races not started are postponed. Competitors shall stay ashore. This changes RRS Race Signals. [DP] 4.3. Flag AP displayed alone with two sound signals means: races not started are postponed. The warning signal will be made not less than 60 minutes after lowering flag AP. This changes RRS Race Signals. 5. Schedule of races [NP] 5.1. Ten races are scheduled. 5.2. It is intended to sail three races on the first three days each, and one race on the last day. However, the Race Committee may schedule one extra race on any day, provided that racing becomes no more than one race ahead of schedule. 5.3. Races are scheduled according to the program as follows: 1

All boats must be afloat/launched by 12.00 hrs on May 22. [NP] [DP] 5.5. No new starting procedure will be started after 12.55 hrs on May 25. 6. Class flag Dragon class insignia on a white flag. 7. Racing area [NP] 7.1. Races will be held in the area marked by Balatonfüred, Alsóörs, Siófok and Zamárdi (main racing area). See Appendix 1. 7.2. In case of insufficient wind the waters west of the Tihany peninsula may be used (supplementary racing area). See Appendix 1. This changes NOR 9.3. 7.3. Competitors will be informed about the used racing area at the daily skippers briefings. 8. The courses 8.1. The course will be windward/leeward: Start 1 2 3P/3S 1 2 3P/3S Finish. See Appendix 2. 8.2. No later than the warning signal, the principal race committee boat will display the approximate compass bearing and the distance to mark 1. 8.3. The race will not be shortened before the end of the leg to Mark 1 for the second time. This changes RRS 32. 9. Marks 9.1. Marks 1, 2, 3P & 3S will be white cylindrical buoys. 9.2. The change of course mark will be red cylindrical buoys. 9.3. The pin end starting mark will be a staff on a RC boat flying an orange flag. 9.4. The finish mark will be a white buoy flying an orange flag. 10. Reporting at committee boat [NP] [DP] Before starting in the first race of the day, boats shall, while sailing on starboard tack, cross the line between the principal race committee boat and a white cylindrical buoy which will be laid approximately 10 meters behind the boat, and make sure they have been acknowledged. Boats failing to report may be scored "DNC". 11. The start 11.1. The starting line will be defined between the mast of the principal race committee boat flying an orange flag and the pin end mark defined in 9.3. 11.2. A boat starting later than 4 minutes after its starting signal will be scored DNS. 11.3.To alert boats that a race will soon start, an orange flag will be displayed with a sound signal at least 5 minutes before a warning signal will be made. 11.4. Boats recorded OCS, UFD or BFD will be, if possible, notified at the windward mark and shall immediately leave the course. 2
12. Changing the position of the next mark 12.1. To change the next leg of the course at marks 3P & 3S, the race committee will lay new marks 1& 2 (or move the finishing line) and remove the original marks as soon as practicable. 12.2. To change the next leg of the course at mark 2, the race committee will, if possible, lay new marks 3P and 3S. If only one mark is laid, it shall be left to port. 12.3. When changing the same leg again, the new mark will be replaced by the original one. 13. The finish The finishing line will be defined by the mast flying orange and blue flags on a race committee boat and the course side of the finishing mark. 14. Penalty system 14.1. RRS 44.1 is changed so that the two turns penalty is replaced by the one turn penalty. 14.2. A breach of rules other than 28 and 31 and those in Part 2 shall, after a hearing be given a penalty ranging from 10% of the number of boats registered, to disqualification. 14.3. If the international jury afloat witnesses an incident for which a boat is protesting another one, he will display a Blue Flag with a whistle which means The jury is a witness. It is then up to the competitors to take the appropriate action. 14.4. Appendix P will apply. Rule P2.3 will not apply and rule P2.2 is changed so that it will apply to any penalty after the first one. 15. Time limits 15.1. The overall time limit is two hours. 15.2. Boats failing to finish within 20 minutes after the first boat finishes will be scored DNF without a hearing. This changes Rules 35, A4 and A5. 16. Protests 16.1. Protests forms are available at the race office. Protests and requests for redress shall be delivered there before the end of the protest time limit. 16.2. The protest time limit is 60 minutes after the last boat has finished the last race of the day. This time will be posted on the official notice board. The same protest time applies to all protests by the race committee and jury, and requests for redress. 16.3. Notices will be posted within 20 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. 16.4. Hearings will be held in the Jury Room, located in the clubhouse opposite to the Race Office. 16.5. On the last day of the regatta a request for reopening a hearing or for redress shall be delivered: 16.5.1. within the protest time limit if the party requesting reopening was informed of the decision on the previous day. 16.5.2. no later than 30 minutes after the party requesting reopening or redress was informed of the decision on that day. This changes RRS 62.2 and 66. 16.6. Decisions of the International Jury will be final as provided in RRS 70.5. 17. Scoring 17.1. Four races are required to complete the series. 17.2. If less than five races are completed, each boat's series score shall be the total of her race scores. 17.3. If five, six, seven or eight races are completed, each boat's series score shall be the total of her race scores excluding her worst score. 17.4. If nine or ten races are completed, each boat's series score shall be the total of her race scores excluding her two worst scores. 3
18. Safety regulations [NP] [DP] A boat that retires from a race shall notify the race committee as soon as possible. 19. Replacement of equipment or crew [NP] [DP] Substitution of equipment will not be allowed without prior written approval of the Technical Committee. Substitution of crew will not be allowed without prior written approval of the Race Committee. These requests shall be made in writing. 20. Equipment and measurement checks [NP] [DP] 20.1. A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. 20.2. On the water, a boat can be instructed by a technical committee member to proceed immediately to a designated area for inspection. 21. Race Committee boats at marks RC boats may be in position near each mark. Failure of an RC boat to be in position will not be ground for redress. This changes RRS 62.1(a). 22. Advertising [NP] [DP] Boats shall carry advertising which may be given at the registration by the organizing authority. 23. Bibs [NP] [DP] 23.1.The crew of the leading boats overall and in the Classic category according to the results after the races sailed until the evening of the preceding day shall wear a bib given to them by the Race Committee. 23.2.The bibs shall be worn upon all other clothes and the personal flotation device by all crew members on the boat from leaving harbor for the first race on each day until returning to harbor after the last race. 23.3.On the very first racing day bibs shall be worn by the Hungarian Champion crew of the last year and the best classic boat's crew from the last year. 23.4.Bibs shall be picked up in the Race Office between 8.00 and 9.00 hrs each day. 23.5.Bibs shall be returned to the Race Office until the protest time limit the latest on each day. 24. Support boats [DP] 24.1. Team leaders, coaches and other support personnel may use support craft to assist their competitors on the water. They shall register at the regatta office prior to the first scheduled race, providing details of their boats and distinctive identification, which shall include flying a WHITE flag showing the national 3 letter code in BLACK (minimum height 120mm), of the country of origin. 24.2. Coach/support boats shall not tow competitors out to the race course (unless requested to by the Race Committee) and may only tow boats in after the last competitor has finished. 24.3. Subject to 22.4, team leaders, coaches and other support boats shall stay more than 150 metres: to leeward of the starting line during the starting sequence and from any course mark and from any racing Dragon from the time of the preparatory signal until all boats have finished the race. 24.4. At all times, support boats shall comply with the directions given by the Race Committee. In particular this includes assisting with rescues when requested to do so. 24.5. Coach/support boats shall not make physical contact with their connected boats between races. 24.6. Support boats must be on call on VHF channel 27 at all times when afloat. 24.7. Reminder: RRS 60.3(d) applies. 24.8. See Appendix 3 for support boat staying areas. 4
25. Haul out restrictions [NP] Boats shall not be hauled out during the event except with, and according to, the terms of prior written permission of the Jury. Requests shall be made in writing. 26. Diving equipment Underwater breathing apparatus, including snorkels, shall not be used below the waterline after 09.00 hrs on May 28. 27. VHF radio 27.1. A boat can use a VHF radio in accordance with Class rules 11.11.1. 27.2. The Race Committee may broadcast information available to all competitors by using VHF radio on channel 18. 27.3. In the case of absolute emergency only, competitors may communicate with the Race Committee. 28. Official boats 28.1. The Race Committee Boats will display a white flag marked RC. 28.2. Jury boats will display a white flag marked "JURY". 28.3. Technical Committee boats will display a white flag marked TC. 28.4. Official media boats will display a green12 flag marked MEDIA. 29. Liability disclaimer 29.1. Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 29.2. It is for the boat to decide whether she is fit to sail in the conditions she will find herself. By going to water the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them. 29.3. The Hungarian Yachting Association, the Hungarian Dragon Association, the Balatonfüredi Yacht Club, the Race Committee, the Technical Committee, the International Jury, their employees or agents or sponsors, shall not be responsible for any loss, damage, death or personal injury, however caused to the owner/person in charge or crew, as a result of the boat taking part in the racing. 30. Insurance 30.1. Each participating boat shall be insured with valid third party liability insurance with a minimum cover of 1 500 000, and shall, by signing the Entry Form, state that they hold such insurance. 30.2. Competitors are advised to effect their own personal accident insurance. 5
