UPON hearing the counsel the Court made the following O R D E R The learned Amicus has filed a Note for hearing. We have taken it into consideration. For the time being, we request Mr. Surinder Rathi, Director, NALSA to look into the issue of over crowding as highlighted by the learned Amicus and furnishing figures of the population in the jails where occupancy is more than 150% as on 31.12.2017. Mr. Rathi, Director, NALSA will also ascertain through the Member Secretary of the State Legal Services Authority the number of vacant posts lying in the major jails in all the States and Union Territories. The issue of standard Operating Procedure is still under consideration and will be taken up on the next date of hearing. With regard to the Summary of Responses Received on Open Jails, it will also be taken up on the next date of hearing. We have requested Mr. Gaurav Agarwal, learned Amicus to look 4

into the issue of rehabilitation / welfare of women prisoners as well as their children including education etc. of their children. List the matter on 27.03.2018. I.A. No. 26533/2018 (Application for intervention / impleadment) and I.A. No. 26542 of 2018 (Application for directions) As regards the applications filed on behalf of Dr. Anup Surendranath, liberty is granted to the applicant as well as learned counsel for the applicant to be in touch with the learned Amicus and assist him on the issues raised.
