5. Previous years activity report Activity report 2010-2012 was presented and approved. See ATTACHMENT 1. 6. Previous years financial report Robert Ericsson informed on the financial situation and presented to the board all available bank statements. See ATTACHMENT 1, POINT 9. At present time NPF has no bank account and no clear overview of the financial activity of the past years. No financial report has been approved by the board since September 2004. Former GS, Johann Westerberg, has terminated NPF s bank account without informing the board and without giving any documentation. Thomas Högberg will work to get an overview over the actual situation and present it to the board as soon as possible. The board voted unanimously to seek police investigation in this matter. 7. Approve freedom of responsibility for the NPF board Not acted upon. Practical legality of this is in question. 8. Action on proposals Proposals were made to change 4, 5, 6, 8, 9, 10 in the by-laws. See Attachment 2 4: proposal accepted unanimously 5: proposal denied unanimously 6: proposal accepted unanimously except the paragraph involving an auditor as 5 was not changed. To be reviewed at the next congress. 8: proposal accepted unanimously 9: proposal to change the timing of the Junior Championships accepted unanimously proposal from Iceland to seek IPF sanction for Nordic Championships denied against the votes of the Icelandic and Norwegian delegates. proposal put forward by the Swedish Federation to seek IPF sanction for Nordic Championships for juniors and subjuniors accepted by all countries. 10: not brought to vote 9. Set fees Annual fee: 550 (Euro) Nomination fees: Powerlifting: 400 for a national team or 45 per lifter up to 8 lifters Benchpress: 300 for a national team or 35 per lifter up to 8 lifters Actual costs for doping testing will be divided on the number of nominated lifters after the meet and paid by the respective federations accordingly. The annual fee for 2013 will be paid to the Icelandic federation to cover medals and travel expences. Accepted by all nations. 10. Set rates for travel expcence Compensaton unchanged, 0,20 Euro/km. Summary from the President First of all I would like to use this summary as an opportunity to thank the members of the NPF board 2010-2012 for their effort and contribution to good discussions and interest in finding good solutions for the future of the NPF. There has been a lot of good communication mainly by e-mail between all the boardmembers and some decisions on behalf of NPF have been made during the last two years. The biggest challenge for the NPF in the period stretching back to the NPF congress in 2010 has been the financial situation, or lack of insight into the NPF account. The former General Secretary has been difficult to get in contact with, and he made several promises to deliver financial reports from 2009 and 2010 without really doing so. None of the promises have been met, and as stated in the annual financial reports from 2010-2012 the NPF board has not been in control of the NPF account in this period. After the IPF congress held in South Africa in 2010 there were some major changes made in the IPF technical rules. Many of these have not yet been implemented in the NPF by-laws but these will be subject for discussion and proposal for changes at the NPF 2012 congress. One decision that has been made by the NPF board is to decide on a set of Nordic standard records. Kalevi Sorsa (Finland) made the proposal for the Nordic standards which eventually was decided on by the NPF board. In the two last years the NPF board have focused on the way forward for the NPF. This includes updated website, focus on financial situation and also on NPF structural guidelines. Guidelines for the NPF are included in an organisation handbook for the NPF, which will be published on the NPF website. The handbook shall be a live document which should be updated when changes occur. Thanks to the member federations for their good spirit and positive discussions over the two last years. Summary from the Webmaster NPF has a new website, launched February 9 th 2011 at http://npfpower.wordpress.com/ It is a simple wordpress blog site free of charge. The site language is English in accordance with the general consent of the last NPF congress in Norway 2010. The site gives information on Member federations, NPF by-laws and archives, calendar and results of Nordic Championships and register of Nordic records. I have chosen to keep this as an information site, not a news site. I update whenever there is a record update or new information regarding meets. I do not update with news from the member federations, but I have provided the national members with a login so they can post their own news to NPF site if they like. Traffic is subsequently concentrated around meets. On June 10 th there were 65 hits, most likely people checking on record updates from European Championship in Herning.

During the past 30 days there have been 746 hits. The Nordic countries top the list (Sweden Finland Norway Denmark Iceland Åland in set order), but we have visitors from most European countries and distant places like India, Taiwan and Australia. In the last quarter we had 7278 hits from the Nordic countries alone. The site seems to be working adequately at this time. It would be helpful if organizers of meets include NPF webmaster on their postlists to ensure that information gets published right away. Reykjavik 2012-06-13Gry Ek, webmaster 6. Summary from the Record registrar Since the beginning of this year (2012) 36 new records have been made in different weight classes and age groups. As well as the updated records from 2011 and almost all of these 2012 records I have updated record files by the feedback received from Kalevi Sorsa (FPF president). Only three to four record announcements have been sent by national record official from other Nordic countries (SWE, ISL, DEN, NOR). 9. Annual financial reports At the last NPF congress in august 2010 there was not presented any financial reports for the two previous years. It has been challenging to get in contact with the former General Secretary Mr. Johan Westerberg to sort out the financial situation for the NPF. In the following sub-chapters the summary of the known financial situation is included for reference. 1.1 Annual financial report 2010 No known financial transaction took place on behalf of NPF after the Nordic congress held in Bergen, August 2010 It has been impossible to get in contact with the former General secretary Mr. Johan Westerberg to transfer the NPF account to the new General Secretary Mr. Robert Ericsson. 1.2 Annual financial report 2011 It has been impossible to get in contact with the former General secretary Mr. Johan Westerberg to transfer the NPF account to the new General Secretary Mr. Robert Ericsson. Each of the NPF member federations was informed not to transfer the annual NPF fee to the NPF account since the NPF board did not have control of the bank account. No known expenses for the NPF in 2011. 1.3 Annual financial report 2012 Each of the NPF member federations was informed not to transfer the annual NPF fee to the NPF account since the NPF board did not have control of the bank account. Expenses paid by the Swedish powerlifitng federation: - medals for the Junior Nordic championship held in Norway - medals for the Open Nordic Powerlifting/Benchpress championship to be held in Sweden - cost for bank documentation 2006-2012 - Nordea Expenses paid by the Norwegian powerlifting federation: - travel for the NPF president to the NPF work-meeting held at the Junior champ. In Oslo (April 2012) In april Robert Ericsson visited Nordea bank in Sweden an asked what the NPF could do to get control of the NPF bank account. At the visit to the bank Mr. Ericsson was informed that the NPF account was closed down Mr. Ericsson finally succeeded to get in contact with Mr. Westerberg who informed that he had closed down the NPF account and that there was no money left. The NPF board agreed to get hold of all bank documentation to investigate the activities (income/expensed) for the NPF account before concluding on way forward. The result and proposal for way forward will be presented at the NPF congress 2012. ATTACHMENT2 : PROPOSALS TO CHANGES IN THE BY-LAWS (changes marked in red) 4 Order of business At every congress of the NPF the following will be the order of business: 1. Any other business 5 Election The NPF board is elected for two (2) years and the election takes part at the congress. The NPF board includes one president and one general sectretary which is elected at the congress in addition to national representatives for all member countries. The national representatives is nominated by their respective national federations. NEW in red: An auditor, webmaster and record registrar is appointed every second year (same year as the congress). The newly elected NPF board starts to act the first Monday after the congress is held. 6 Duties Duties for the President, General Secretary (GS), record registrar and webmaster of the NPF: All economical transcripts shall be approved and signed by the president and the GS at the congress. NEW: The financial report shall be quality checked by the appointed auditor NEW: One NPF member federation will lead the NPF board (Elected President and General secretary) in a two year period leading up to the named federation organising the Open Nordic championship and facilitating the Nordic biannular congress. President: make sure of the communication between the Nordic member federations and good collaboration between the members of the NPF board. General secretary: Treasurer Make notes on happenings, and fulfill the requirements for the congress Prepare the yearly activity report and the yearly financial report 1.4 Webmaster: keep the NPF website updated Record registrar: keep the NPF records updated, and send updated list to the webmaster for publishing on the website. NEW: Auditor: quality check the economical transcripts and the annual financial report 8 Nordic Championsships invitation and nomination All member nations which have payed the annual fee according to 7 have the right to participate in the Nordic Championships. NEW in red: Invitation to all NPF championships shall be sent all nations no later than two (2) three (3) months prior to the competition. Nomination of lifters and officials to Nordic championships shall be received by the NPF General Secretary with a copy to the Meet director within following time limits: Preliminary nomination not later than 60 days before the start date of each Nordic championship. Maximum nine (9) (10 UJ) women and ten (10) (11 UJ) men plus two (2) reserves with appointed weight class can be nominated. NEW in red: The maximum number of

participants per federation is according to the IPF technical rules. There is no maximum number of lifters in each weight class, but the maximum total number must not be exited. The nomination of a lifter in a class is fixed (no lifter can move up or down a weight class after final nomination) The lifters can only compete one time (i.e in one weight class) in every Nordic championship Final nomination, submitted no later than 21 days before the date of the Championship, must be made from those nominated in preliminary nomination. The final nomination shall include name and class for all athletes and name of nominated referees. After the deadline for the final nomination the nomination list will be published on the NPF website. (This list should not be published more than four weeks prior to the championship) Payment of nomination fees should be done to the organiser as stated in the invitation letter. The payment has the same deadline as the final nomination (21 days prior to the championship). Nomination fees: See latest congress protocol (As stated in the minutes from the congress, 2010 the nomination fee for powerlifting is 400 for a national team or 45 per lifter up to 8 lifters and the nomination fee for benchpress is 300 for a national team or 35 per lifter up to 8 lifters) Every nation is responsible for their own expences connected to the nordic championships. The championship organiser will give a proposal for cost of hotel and banquet as part of the invitation to the Championship. 9 Nordic Championsships competition (Iceland): Nordic Championships are sanctioned by IPF and doping tests are executed in accordance with the rules of IPF and WADA. (Sweden): Nordic Championships for juniors and subjuniors are sanctioned by IPF and doping tests are executed in accordance with the rules of IPF and WADA. The open Nordic Championship (NC) - powerlifting and benchpress (men and women) shall be organised every second year (even years) no later than mid september. The competetion should be organised over two days, but if number of nominated lifters is high the competition could be organised over three days. The Nordic Championship (NC) in powerlifting for Youth and Juniors (men and women) shall be organised every year preferably mid April February (no later than three weeks before the final nomination for the Word European Championship for Juniors). The competetion should be organised over two days (preferably Friday Saturday). Maximum number of athletes in each national team together with weightclasses for the NC are according to IPF technical rules. The NPF will not take responsibility for organising Nordic Championships for Masters. Any nordic national powerlifting federation can organise such a competition on their own effort and expence. Awards Number 1, 2 and 3 in each weight class is awarded the NPF championship medal. All athletes which breaks a nordic record recieves a record certificate. Expences to both medals and record certificates are covered by the NPF. In every Nordic Championship the three (3) best national teams wins a team award where the organiser covers the expences. There are separate men and women team competitions. Team points are calculated according to IPF technical rules (12, 9, 8 7, 6, 5, 4, 3, 2, 1) All lifters in the team counts in the team competition, but the team must consist of minimum three (3) lifters to be regarded as a team.

The following best national teams (top three) is awarded: Junior men powerlifting (both youth and junior lifters are included, all lifters) Junior women powerlifting (both youth and junior lifters are included, all lifters) Women powerlifting Men powerlifting Women benchpress Men benchpress The best lifter - Champ of champions (best class winner on Wilks points) is awarded: Nordic Championship powerlifting: Best men and best women Nordic Championship benchpress: Best men and best women Nordic Championship Junior powerlifting: Best men and best women (junior and youth respectively) 10 Nordic records Nordic records are listed in squat, benchpress, deadlift and total. NEW in red: Nordic standard records as of 1.1.2011 is valid until broken. Nordic records demands ruling of international category II referees. Exception: Nordic records can be broken at national championships in Sweden, Norway, Denmark, Finland and Iceland for respective age categories. The refeeres can have a category above the lowest possible category as long as there are a Jury present including at least one international category II referee to make sure of the standard of the competition. The record should be sent the NPF s record registrar no later than one (1) week after the record has been broken. The lifters weight at weight-in will apply for the record. Nordic records does not have a demand for a doping control.
