Issue 3: Public Petition Petition to Modify Oregon Sportfishing Regulations to Require the Release of Wild Steelhead in All of Oregon's Southwest Zone Rivers 38
Wild Steelhead Petition Analysis 1. The continued need for the rule. 2. The nature of complaints or comments received concerning the rule from the public 3. The complexity of the rule. 4. The extent to which the rule overlaps, duplicates or conflicts with other state or federal regulations and, to the extent feasible, with local government regulations. 5. The degree to which technology, economic conditions or other factors have changed in the subject area affected by the rule. 6. The statutory citation or legal basis for the rule. 39
Staff Analysis Current regulations allow for a unique, limited, and conservative harvest opportunity of wild winter steelhead. Majority of anglers and the general public support opportunities to harvest wild steelhead. The current status of wild winter steelhead populations in the Southwest Zone concluded that the were highly viable. In 2016, removed from Oregon s list of sensitive species. Wild winter steelhead are not ESA listed. Anglers rarely harvest more than 2 wild winter steelhead annually. The limiting factors for wild winter steelhead is not harvest but are habitat access, habitat quality and juvenile rearing, and significant investments are ongoing throughout the Zone. 40
Staff Analysis There is no impending conservation concern for wild winter steelhead on the south coast. Develop a Rogue/South Coast multi species conservation plan. Allows for appropriate public involvement in the process. Uses the best available science to inform management decisions Fully consider harvest options 41
Issue 3: Staff Recommendation Deny the petition. Direct staff to develop a multi-species conservation plan for the Rogue and South Coast that includes consideration of harvest options. 42
