Rules & Regulations 2018 1. RULES OF THE GAME ArosCupen 2018 will be played in accordance with applicable sections of the FIFA rules and the Swedish F.A. rules. In questions of interpretations of FIFA rules, the English text applies. In games including a non-swedish team screw-in-studs are allowed for both teams even under 15 years old. The use of return substitutions is permitted in all age classes. Maximum of substitutes in 11- and 9-aside is 7 players. In 5- and 7-aside there is no limitation of number of substitutes. Substitution can be done without stopping the game. Notice that the game must be stopped and the referee must be informed by substitution of a goalkeeper. All substitutions should be done within the technical area of the team. If there is no technical area the substitution should be made at the center line. The player that will be substituted should leave the field before the new player can enter the field. Incorrect substitutions will be punished with a yellow card. In a 7 a side game, the teams may use unlimited players in a match but only 7 can be on the field at the same time. It is permitted to use a player from the same club in several teams but not in the same class. This player should be on the participant list of all teams he/she will play for. The player also has to be present when identifying the age each specific time for all teams the player plays for. There is no maximum number of players on the participant list. Any player given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further game(s). Yellow cards are not accumulated. Severe offences will be reported to the FA of the nation concerned. IMPORTANT NOTE: If a player that is suspended is participating in a game, the team with the suspended player losses automatically the game with 3-0. 2. COMPETITION FORM The club has to be a member of their FIFA affiliated national association. In countries where football is operated by the schools we also allow teams affiliated by their school football association. Group stage The teams are divided into groups of five, six, seven or eight where all the teams will meet in a round robin series. The age classes F7/8 - F12 lätt and P7/8 - P12 lätt only play group stage without presentation of results. The age classes F12 tävling and P12 tävling and F13 - F15/16 and P13 - P18/19 play group stage and play off. The order among the teams will be decided according to points. Three points will be awarded for a win, one point for a draw and 0 points for a lost. If two or more teams have the same number of points, the order will be decided as follows: 1. Goal difference. 2. Highest number of goals scored. 3. Results of match(es) between teams with equal points. 4. Penalty kick contest according to FIFA rules. Play off The two best teams in each five-team group will advance to Play-off A, in six-team groups the three best teams will advance to Play-off A. The other teams in the group will advance to the Play-off B. All playoff

games will be decided by the cup system, i.e. by direct elimination. A draw in the play-off will be decided by penalty kicks according to FIFA rules. Penalty kicks All players participating in the actual game has to take part in the penalty kick (including substitutes and excluding players sent off). All players has to make a penalty kick (including the goalkeeper) before any player can make his/hers second penalty kick. 3. PERIODS OF PLAY 11 a side: Groups and Play off 2 25 min. 9 a side: Groups and Play off 2 20 min. 7 a side: Groups and Play off 2 20 min. 5 a side: Groups and Play off 2 15 min. 5. PROOF OF AGE/PARTICPIANT LIST All players MUST be able to identify themselves and to certify their age with a valid passport. A team can be excluded from the tournament if they are playing with unqualified player. 6. DISPENSATIONS Dispensations will automatically be given in 11 a side to two players per squad one year over aged. Do not applies in the classes P14/15, P16/17 and F15/16. Dispensations will automatically be given in 5,7 and 9 a side classes to one player one year over aged. Teams from countries that still use the 1st of August limit (mainly USA and England) may use a maximum of 3 players 5 months over aged for all age classes.

7. IMPORTANT MATCH DETAILS Team rosters A written team roster must be handed to the plan manager before each match for 11 a side, 9 a side and F12/P12 tävling 7 a side classes. The number each player has on the Participants list must be the same as the number of the shirt. All team shirts must be numbered and the numbers must correspond to the numbers on the team list. Numbers must be on the backs of the shirts. Two players may not use the same number in any given match. All players on the team list are considered as if they have participated in the game. Random controls of team lists and Participants lists will be carried out. Players uniforms If the referee decides that one team should change shirts due to similarity to the opposing team s shirts, the team appearing last in the program must change. Before game All teams must be ready at the field no later than 10 minutes before kick-off. The team shall provide a linesman upon request. The team manager must make sure that player sent off previous game is not playing. The team manager must make sure that his players are adequately insured. All players MUST wear shin pads. The teams are responsible for their supporters conduct. Ball sizes P14 - P18/19 11 a side size 5 F15/16 11 a side size 5 F14 11 a side size 4 P13 9 a side size 5 F13 9 a side size 4 P9 - P12 7 a side size 4 F9 - F12 7 a side size 4 P7/8 5 a side size 3 F7/8 5 a side size 3 8. SPECIAL RULES FOR 5 and 7 A SIDE Offside is not used. Goalkeeper can touch ball with hands after kicked to him by teammate. Goalkeeper can kick the ball from his hands, place it on the ground and kick it or throw the ball in play. The six second rule is not applied. 9. SPECIAL RULES FOR 9 A SIDE Same rules applies as 11 a side except: Is played between 11 a side penalty areas with goals for 7 a side. The size of penalty area for 7 a side is used and penalty mark as in 7 a side. Corners as in 11 a side at the corner of touch line and goal line. Note that offside rule is used.

10. PROTESTS AND PENALTIES Protests Protests must be made in writing by the team manager. Protests must be delivered to the plan manager no later than 30 minutes after the match 500 SEK will be paid at that time. This fee will be returned if the protest is approved. The decisions of the referee regarding facts connected with the play are final. (FIFA rule no. 5). No measures will be taken on protests on decisions made by referees. Decision made by the jury are final. Cautions and Sending-Off Offences Any player given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further game(s). Yellow cards are not accumulated. Severe offences will be reported to the FA of the nation concerned. IMPORTANT NOTE: If a player that is suspended is participating in a game, the team with the suspended player losses automatically the game with 3-0. 11. WALK OVER Any team not appearing within 10 minutes after the appointed time and place for a match without a valid excuse can be declared looser by 3-0, after a decision by the jury. If a team repeatedly fail to appear at the games, the team may be excluded from the tournament. In special cases, the tournament jury may decide to exclude a team at the first offence, i.e. if a deliberate WO favors the own team or is unfair to another team in the group. If a match is interrupted for some reason and can t be played to the end the jury will decide if the game has to be replayed, if the result will be fixed or if one of the teams or both teams lose 3-0. 12. MATCH SCHEDULE The organization committee has the right to change the groups times and fields. Notice about changes will be communicated to the leader of the teams concerned. 13. ORGANIZER The Swedish club Skiljebo SK organizes The ArosCupen. 14. REGULATIONS FOR ACCOMMODATION General The team manager as indicated on the Participants list is responsible for any damage caused by his/her players. Consumption of alcoholic beverages is absolutely forbidden in the schools. Silence is prescribed in each school between 11 p.m. 6 a.m. Before departure you have to clean your sleeping room. At least one coach shall be accommodate together with the team. In school restaurants, all guests shall carry own leftovers and waste to rubbish bins. The schools are rented out by Västerås Stad. Therefore, the participants who is staying in the schools should comply by the rules of procedure. It is not allowed to bring food and drink out of the school restaurants. Participants caught doing so will be excluded from the tournament. No football shoes in the school restaurants.

To prevent fire Smoking is prohibited in the schools. It is forbidden to cook (for instance make coffee) in the sleeping facilities and corridors. It is forbidden to put combustibles in the corridors, or to move out desks and chairs etc. Please note that the doors between the corridors and the stairs should be closed. FAILURE TO COMPLY TO THESE RULES WILL BE DEALT WITH BY THE JURY AND MAY RESULT IN EXCLUSION FROM THE TOURNAMENT AND ACCOMMODATIONS. 15. INSURANCE AND RESPONSIBILITY Make sure that all your players are insured both on and off the playing field. ArosCupen does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property. ArosCupen is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events. Participants from countries that have no medical insurance agreement with Sweden must have personal medical insurance. PLEASE DO NOT KEEP ANY MONEY OR VALUABLES AT YOUR ACCOMMODATION IN THE SCHOOL.
