Welcome Message from the Chairman Welcome to Dalton, New Hampshire, and the first event of the 2010 Rally America Eastern Regional Rally Championship. We have moved the rally back to a non-winter event this year. We are hoping this will improve entries. No having to buy snow tyres! It will also make it warmer for the workers! At Team O Neil we have trained some of the best drivers in the United States, but we also know there is a little guy out there that can just barely afford to rally, but does it because they ve caught the rally bug. The Team O Neil Rally is aimed at that driver. The Team O Neil Rally is a low cost event that includes notes, and some of the best rally roads in the country. We want the beginning ralliest and the part-time ralliest to be able to run a technical, challenging, and affordable rally. Stage roads range from one and a half lane town roads, to the single lane, tree lined roads of the rally school, to the mostly two lane roads of the gravel company that also contains the famed switchback section that will take your breath away! Please note that Friday evening there will be a public supper put on by the local snowmobile club to raise money. We ask that you and your entire team try to attend the dinner. It is a great show of local support as well as a great place to mingle with locals and get a hearty home cooked meal. We are partnering with the Mountain View Grand Resort and Spa. They are our host hotel for the awards dinner and lodging. They are offering a special rate as it is their off season. Please try to patronize this hotel, as they are also giving us a great deal for the awards dinner. Also, it s one stop shopping, food, refreshments and place to crash in one place. Spectator areas are a little limited (see map), but in the end the best spectator areas are at Chick s Sand and Gravel and at the rally school itself. Most of the stages pass by these areas. 3. Jurisdiction The rally will be held under the Rally America rules and the current Rally America Regulations. These publications are available from the Rally America office and web site, whose addresses are listed below, and will be available for scrutiny at rally headquarters. Status The 2010 Team O Neil Rally counts towards: Rally America Eastern Regional Championship 5. Rally Headquarters Headquarters on Friday night and Saturday morning, before start of the rally, will be at the Town of Dalton Town Hall, 756 Dalton Road, Dalton, NH. During the run of the event on Saturday the Headquarters will be located at Service Park. The official Notice Board will be located at Headquarters. After finish of the rally the Official Notice Board will be located at Presidential Hall, Mountain View Grand Resort. 6. Schedule The organizers reserve the right to make changes in the location of events and / or the schedule if necessary. Type of Event This is a performance rally consisting of ~12 day stages, to be run over closed roads, linked by transit sections with liberal time allowances. All competitive driving will be on gravel stages. At this time of year, weather can be very unpredictable. Temperatures can range from 35F to +60F; Average precipitation for May is ~3 in. Competitors and service crews may encounter dry or wet gravel. Road condition updates will be posted on the official event website as the event approaches. Total length of the route will be ~110 miles, including ~40 miles of stage (44%) and ~70 miles of transit. Distances are subject to change. The Official Route Book will be distances and tulip diagrams. Organizer supplied notes will be provided in a separate book for the special stages. Both books are included in the entry fee. Organizers reserve the right to change number of stages and exact stage/transit mileage within reasonable margin. If it is changed competitors bulletin will be issued. 8. Altitude The Team O Neil Rally takes place within an elevation of 1300-1900ft (400-600m) above sea level. 9. Entry Closing Date Entries received online or by mail, by 1800 hrs on Thursday, May. 6, 2010 or by hand by 2000 hrs on Friday, May 7, 2010 Entries will not be accepted after 2000 hrs Fri, May 7, 2010. 10. Maximum number of Entries The maximum number of entries will be 30. If more than 30 entries are received, entry will be determined on a first pay / first serve basis (i.e. payment must be received before your entry is considered). 2010 Team O Neil Rally Page 7 of 14

11. Fees and charges Entry Fees Entry fees are detailed in the table below. Payments may be made by credit card (online at www.rally-america.com. Click on LOGIN in the right hand margin. There is also a link to this site at http://newenglandforestrally.com/regional-rallies/ton-rally-info/2) or by calling Team O Neil with your credit card information, or by cheque, money order or bank draft if paying by mail (Please make check payable to Team O Neil Regional Rally ). Please note that this represents no increase since we started this rally in 2006. Canadian entries will be at par. Entries that are not paid in full at this time will be charged the Late Entry Fee. Entries submitted day of the event must be paid in cash or check. Credit cards will not be accepted at registration. 12. How to enter After Wednesday, February 10, 2010 1200 AM hrs, entries can be remitted in the following ways: a) Online - at www.rally-america.com. Click on LOGIN in the right hand margin. For CARS license holders please use the SIGN UP screen on the Rally America website. b) Complete Rally America Registration Form and Waiver and mail or present it with full payment, to the Registrar. All cheques, money orders, or bank drafts must be made payable to Team O Neil Regional Rally". c) by calling Team O Neil with your entry and credit card information d) CARS license holders are required to fill out the Rally America entry form online but will be charged a nominal administrative fee of $40.00 for each season. Post dated cheques are not acceptable. NSF cheques will be subject to a $50.00 administration fee and entries will be considered Withdrawn until such time as replacement funds are received by the Registrar. Please allow five days for mailing from within USA. Entrants may confirm receipt of their entry by emailing the Registrar at: rallykat158@yahoo.com 13. Withdrawals and Refunds Entry fees will be refunded, less a $75.00 processing fee, if the entry is not accepted or if the team withdraws prior to April 15, 2010. If the team withdraws after April 15, 2010 the entry fee will be refunded less a $150.00 processing fee. 14. Starting order Starting order will be determined in accordance with Rally America rules and posted on official notice board as soon as possible after close of registration. 15. Reconnaissance A single-pass reconnaissance (recce) will take a place on Friday, May 7 between 3 pm & 5 pm. Registration for the May 7 th reconnaissance takes place on Friday, May 7 between 2 pm & 2:45 pm. There will be a second single-pass recce on Saturday, May 8 between 5:30 am & 7:30 am, by preregistration only and only 5 competitors will be allowed. I encourage competitors to take advantage of the Friday afternoon recce. If you wish to do recce on Saturday, May 8 th you must submit all necessary paperwork to the registrar, Kathy Moody, prior to May 8 th. Competitors may only take part in one recce, either Friday or Saturday, not both. The Stage Notes and recce instructions will be handed to competitors at recce registration. Competitors will be able to complete reconnaissance and be back in time to take their cars through scrutineering or Parc Expose. 2010 Team O Neil Rally Page 9 of 14

Competitors will be allowed to use their compeition vehicle during reconnaissance or any other sedan or small SUV vehicle. Rally prepared vehicles must have quiet exhausts to be allowed to do reconnaissance in them. No cube van, cargo van, pick up truck or any other large vehicle will be allowed at reconnaissance. The Clerk of the Course will be the final arbiter of the suitability of a vehicle intended to be used for reconnaissance. Reconnaissance will be conducted in a convoy; competitors leaving the convoy will be deemed to be in violation of Rally America rule 7.1.B Competitors must complete reconnaissance in order to be able to use stage notes. Competitors will be allowed to use only the route book if they did not participate in reconnaissance. 16. Eligibility Crew Eligibility Eligibility is as per Article 2.1. of Rally America rules. Note that CARS license holders are required to fill out a Rally America form online at www.rally-america.com. (Please use the SIGN UP screen available from the home page of the site. CARS license holders will be allowed to enter Rally America event s for the current year and are subject to a $40.00 administrative fee each season. To score points in the Rally America Eastern Regional Championship, competitors must be members of Rally America Vehicle All vehicles must comply with the Rally America rules. 17. Service park and Servicing Service on Saturday will be announced later through competitor s bulletin. No more than one service vehicle will be allowed per competitor due to the limited size of the area provided for our use. Each service vehicle and its personnel must be registered. All service crew participants, including minors, must sign a waiver at Registration. Proof of insurance (declarations page) for all service vehicles is required at registration. Due to the limited, but sufficient, room for servicing at the Service Area no trailers of any size will be allowed in service. The designated Service Area is not that big and the ingress and egress can be dangerous. This is an unpaved area. Trailers are to be left at the Dalton Fire Station during the rally. Penalties will be imposed on teams that fail to abide by this. 2010 Team O Neil Rally Page 10 of 14

18. Fuel/Refueling Fuel must meet Rally America rules. Please note that if you require fuel with an octane rating of higher than 93 octane you should plan on bringing it with you. The Sunoco station in Littleton has 93 octane gasoline and the Jiffy Mart in Whitefield has 93 octane. The only gas station in Dalton, near headquarters and service only carries 87 octane. There will be a designated refueling zone at the exit of the service park. Refueling must occur within this zone during the period MTC1 in until the vehicle finishes the rally (depart finish parc Ferme, or DNF). 19. Registration Required documentation per Rally America rules and Article 4 of these Regulations. 20. Unauthorized Practicing No practice of any nature is allowed on public roads within Coos County for a period of 90 days prior to or following the 2010 the Team O Neil Regional Rally. No team found in violation will be allowed to start The Team O Neil Regional Rally. Entry fees will not be refunded. As the property the event will run on is an active full time rally site, Team O Neil employee s, driving instructors and school participants by definition are not deemed to be practicing. The Clerk of the Course shall be the sole arbiter of any potential violation. The official Practice Stage if provided to competitors is not considered a violation during its official hours of operation. Participation in the official reconnaissance when provided is not considered a violation during its scheduled times. Note: this is an exception to RA 7.1.B 21. Scrutineering Scrutineering will be held at the Dalton Fire Department Garage. Competitors must present their vehicle log books at technical inspection. Only vehicles that have successfully passed scrutineering will be permitted to participate in the event. A maximum of six spaces will be available for technical inspection on the morning of Saturday May 08, 2010 by appointment only, (restricted to previously log booked vehicles only). Appointment requests are to be sent to shelbyeast@aol.com prior to 18:00 May 6, 2010 and will be accommodated in order, based upon the message receipt date and time. No last minute arrivals can be accommodated. NOTE: There will be no log books issued at scrutineering. Please book an appointment with an authorized Rally America scrutineer ahead of the time. 22. Shakedown Stage No Shakedown/Practice Stage will be provided for this event. 2010 Team O Neil Rally Page 11 of 14

23. Documents The completed Rally America registration must accompany the entry fee. The waiver must be signed by the driver, co-driver, and all service crew by the close of registration. All applicable documents must be presented at registration and must be valid on the day of the event. Rally licenses must be obtained prior to the rally. 24. Vehicle documents Competitor ID packages, including Rally America door panels, series sponsors decals, windshield decals, and number packages will be available from Rally America at registration when ordered in advance. There might also be event sponsors who require their stickers be placed on competing vehicles. Sponsors are entitled to receive the full benefit of their advertising. Please show your appreciation of their support by displaying their advertising with pride. Competitor ID materials and event sponsor decals must be applied to the satisfaction of the Scrutineers, and must be cleaned at every opportunity during the rally. 25. 26. Features of the Rally All time card exchanges are specified in the Route Book. Officials will be identified by the large laminated cards they will wear on their necks. All speed limits, which may differ from posted limits, are given in the Route Book. These are mandatory, and any penalties for excessive speed will be based on these speed limits. If a control issues a time that the competitor believes to be in error, the competitor will point out the problem to the control worker and request a correction. If the dispute cannot be solved immediately, the worker will, on request, initial the time and note the nature of the dispute in the Control Log. The competitor will then submit a written scoring inquiry to scoring. All rally officials and their delegates are Judges of Fact. Their observations constitute valid testimony, and they are authorized to report violations of these rules and the Rally America rules to the Stewards. Any circumstances not covered by these and the Rally America Rules shall be decided by the Chairman, Clerk of the Course, or the Stewards, as applicable. Please do not block side roads or driveways while waiting to check into an ATC. All competitors are advised to commit the paragraph in the Rally America rules (7.10) concerning Force Majeure to memory. Remember, all stages are hot until stopped by a red cross or the Organizers. 27. Park Ferme and Final Checks All finishing vehicles will be directed to Park Ferme at the final Main Time Control. The vehicles are required to remain in the Park Ferme area until released by the Event Steward or his designee, or referred for final check as directed. Selected vehicles may be subject to final check at a time and place to be announced. 28. Results and Awards Results will be posted in accordance with Rally America rules.
