AREA 4 & 5 TRAINING EXERCISES 2018 The Area 4 & 5 Training Exercises were held in Mainprize Regional Park (southeast of Weyburn, SK) and Moose Creek Regional Park (northeast of Estevan, SK). To assist in the exercises, Jonas Fenn of Matrix Solutions volunteered to coordinate the exercises. This report is based on the information obtained in the planning, observations and sequence of events during the exercises. Recommendations in this report are based on the coordinator s observations. EXERCISE FORMAT: MAY 16 th & 17 th 2018 MAINPRIZE REGIONAL PARK: SCENERIO: To simulate a crude oil spill on the Rafferty Reservoir using peat moss. Personnel will use the Area 4 & 5 spill equipment and selected teams will deploy the appropriate equipment to contain and recover the simulated crude oil. TIMES: 9:00 am and 1:00 pm LOCATION: The Rafferty Reservoir opposite the boat launch at the Mainprize Regional Park. Page 2 14
RAFFERTY RESERVOIR DETAILS: Teams were assigned to the following: a) Lake Boats b) Containment Booms c) Pumps d) Pipelines A team captain was selected to coordinate each area of responsibility. OBJECTIVES: 1. To contain the simulated oil spill. 2. To recover the simulated crude oil. 3. To familiarize the attending personnel with all aspects of the oil spill equipment. 4. To understand the spill coops mandate and members responsibilities Page 3 14
EXERCISE OBSERVATIONS: There was a total of four training sessions completed in the morning and afternoons of May 16 th and May 17 th 2018. Typical spring conditions were observed on both days, and due to windy conditions in the morning of May 17 th boats were not put in the water and the exercise was simulated on the shore line. The other training sessions had the skimmer installed in the water and all of the other equipment was assembled and a mock cleanup was executed. Excellent conditions for the next three sessions at Mainprize Provincial. A perfect number of attendees for all sessions and everyone was involved in the exercises. SIMULATED OIL GOING INTO SKIMMER EQIPMENT BEING RETURNED TO TRAILER OBSERVATIONS: On May 16 th and May 17th allowed the boom to be pulled to shoreline bringing the simulated oil (peat moss) to the skimmer. This was done extremely well by all teams for three training exercises, and one exercise the wind was too high, we only took the equipment out and set up on shore line. MOOSE CREEK REGIONAL PARK SCENERIO: To simulate a crude oil spill on the Alameda Dam Reservoir using peat moss. Personnel will use the Area 4 & 5 spill equipment and selected teams to deploy the appropriate equipment to contain and recover the simulated spill. LOCATION: North of the boat launch at the Moose Creek Regional Park, adjacent to the Golf Course. Page 12 14
SPILL EXERCISE AREA DETAILS: Teams were assigned to the following: a) Safety b) Lake Boats & Motors c) Lake Booms d) Pumps & Skimmers e) Pipelines OBJECTIVES: 1. To deploy a deflection boom to divert the simulated crude oil spill from reaching the shoreline or proceeding downstream. 2. To recover the simulated oil spill. 3. To familiarize personnel with all aspects of the oil spill containment equipment. OBSERVATIONS: The weather conditions were windy on both May 23 th and May 24 h. However we still deployed all of the equipment. Had to use both boats to retrieve the peat moss Page 13 14
ATTENDEES REVIEWING AND ASSMBLING EQUIPMENT RECOMMENDATIONS: 1. One boat has a slow leak. Needs a patch. 2. The boat motors are difficult to tilt. A procedure (with pictures) to be added to the Lake Boats & Motors Procedure. 3. New plugs need to be ordered for the boats.
