SPECIFIC REGULATIONS Article 1 ORGANIZATION Tour of Istria, International Cycling Race is organized by: BK Loborika-Favorit Team, Loborika 14, 52206 Marčana, Croatia, Tel/fax: 052 / 570-146, gsm: 098 / 254-284, e-mail:info@bk-loborika.hr. The event is organized under the regulations of the International Cycling Union (UCI) and will take place from 19th April 2011 to 21st April 2013. Article 2 TYPE OF EVENT The event is open to the athletes of the Men Junior Category. The event is entered on the UCI Junior Nation Cup calendar and is registered as a UCI class 2.MJ NCup event. In accordance with the UCI regulations, points are awarded as follows: For a stage race, points are awarded to the first 20 riders in the general classification as per the scale below: Classification Points 1 30 2 25 3 20 4 17 5 16 6 15 7 14 8 13 9 12 10 11 11 10 12 9 13 8 14 7 15 6 16 5 17 4 18 3 19 2 20 1 For each stage points are awarded to the first six riders classified as per the scale below: Classification Points 1 6 2 5 3 4 4 3 5 2 6 1

Article 3 PARTICIPATION As per article 2.1.005 of the UCI regulations, the event is open to the following teams: National Teams and Mixed Teams. As per article 2.2.003 of the UCI regulations, teams must be formed of minimum 4 and maximum 6 riders. Article 4 RACE HEADQUARTERS On Thursday, 18th April 2013, the race headquarters shall be open from 05.00 pm till 08.00 pm. The race headquarters are located at the following address: Hotel Valdaliso, Monsena bb, 52210 Rovinj tel.+385 52805500, e-mail: valdaliso@maistra.hr Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters from 6.00 pm to 8.00 pm on Thursday, 18th April 2013. The team managers' meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissars Panel, is scheduled on Thursday, 18th April 2013 at 09.00 pm in Hotel Valdaliso, Monsena bb, Rovinj. Article 5 RADIO TOUR Race information will be transmitted on the Channel 5 of Radio Tour in 27.065 Mhz AM-frequency. Teams will be provided with radio stations which will be placed in cars on Thursday, 18th April 2013 at 06.00 pm and on Friday, 19nd April 2013 from 8.00 am to 10.00am Article 6 NEUTRAL TECHNICAL SUPPORT The technical support service is handled by the FSA team. The neutral support is taken care of by three ŠKODA OCTAVIA vehicles. The obligatory ratio is 52x14. Article 7 FINISHING TIME LIMITS Any competitor finishing in a time exceeding that of the winner by more than 20% shall not be placed. The time limit may, in exceptional circumstances, be increased by the Commissars' Panel in agreement with the organizer, according to the article 2.6.032. Article 8 CLASSIFICATION TIME BONUSES Bonuses, under articles 2.6.019 to 2.6.029, may be entered as follow: 10-6 - 4 for the first three riders in each stage. Articles 2.6.027 and 2.6.028 shall not apply in 2 nd stage where the finish is at the top of a hill-climb, as per article 2.6.029.

The following classifications will be issued: Individual general time classification - Yellow Jersey By summary of all stage times for each rider including bonuses. In case of draw in times, the summary of placements in each stage will decide, and if in this case will be a draw, the placement in last stage will decide, as per article 2.6.032 Best placement in classification by points Red Jesey The winner will be the rider with the maximum points in every stage. The best young rider White Jersey In this placement will be entered only riders born at 1994 th year. Team time classification: - the team classification for the day shall be calculated on the sum of the three best individual times for each team. In the event of a tie, teams shall be separated by the sum of the places acquired by their three best placed riders on the stage. If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification. - the team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of draw, the following criteria shall be applied in order until the teams are separated: 1. number of first places in the daily team classifications 2.number of second places in the daily classifications, etc. -if there is still a draw, teams shall be separated by the placing of their best rider in general classification. Hill-climb Sprints classification (BC) - Blue jersey There are six mountain primes(two for every stage), all of the same category and marked with 5, 4, 3, 2, 1 points. The winner of Mountain Primes is the rider with the maximum number of points. In case of several riders with the same number of points the decision is in accordance with article 2.6.017 bis of the UCI regulations. 1. The number of wins in Hill-climb sprints 2. General individual classification. Hill-climb in the race: 1 st stage: 65 th km Katun 80 th km Kaldir križ 2 nd stage: 40 th km- Kaldir križ 60 th km- Drazej 3 rd stage: 17 th km- Sošiči

Intermediate Sprint (PC) Green jersey The summary of points obtained. There are six Intermediate Sprints (two for every stage), which are marked with 5, 3, 1 points plus time bonuses of 3-2 -1 in General Classification. The winner of Intermediate Sprints is the rider with the maximum number of points. In case of several riders with the same number of points the decisive elements are: 1. The number of wins/second, third or fourth places on Intermediate Sprints 2. general individual classification by time. Intermediated sprints in the race: 1 st stage: 25 th km Vodnjan 58 th km - Pazin 2 nd stage: 28 th km Oprtalj 57 th km - Pazin 3 rd stage: 24 th km Kanfanar- TDR 90 th km - Marčana Only competitors, who finish the race are entitled to prize money for Hill-climb Sprint classification and Intermediate Sprints. Priority of jerseys: 1. Yellow 2. Red 3. White 4. Blue 5. Green

Article 9 PRIZES A grand total of 1965,6 Euro will be awarded in prize money at the event. The antidoping tests will take place every day half an hour after award ceremony near arrival, exactly: 1 st Stage: Buzet- 250 mt before the finish line on the right side in the Buzets Majors Building, 2 nd Stage: Labin- 50 mt after the finish line on right side in the Labins Majors Building, 3 rd Stage:- Pula- 150 mt before finish line on right side in Italian Cultural Center Circolo. The antidoping place is represented in every Stages Maps and the direction will be signed from finish line to antidoping room.

Article 11- AWARDS CEREMONY In accordance with article 1.1.112 of the UCI rules, the following riders must present themselves for the official awards ceremony: - first three riders classificated of the stage -the leader of the classification for a Young riders - White jersey -the leader of the classification by Point - Red jersey - the leader of Intermediate Sprints classification - Green jersey - the leader of Hill-climb Sprint classification - Blue jersey - the leader in General classification - Yellow jersey The riders must present themselves at the podium in a time limit of 10 minutes after crossing the finish line. In accordance with article 2.14.043, the Team of the Nation leading the junior Nation Cup classification shall be presented on the start podium for each stage and the podium for the official ceremony after the final stage. Article 12- PENALTIES The UCI scale of penalties is the only one applicable. Article 13- REFRESHING STATIONS ALONG THE RACE Adding refreshment from the car is allowed from 50 th kilometer after the start until 20 th kilometer before the finish. Stationary refreshing area be located: 1 st stage from 62 nd to 69 th km 2 nd stage from 57 th to 64 st km 3 rd stage from 54 th to 60 th km Article 14 OTHER PROVISIONS The organizer will secure the racing course in compliance with the provisions of Ministry of the Interior. The racers and their attendants are obliged to consider the instructions of the race management, referees and policemen. The organizer will not be held responsible for any damages, which participants might cause one to another. The racers ride at their own responsibility. By signing the starting sheet they have fully accepted the rules of this Specific regulations. In accordance with Commissars panel the organizer reserves a right to modify this Specific Regulations.
