1. INTRODUCTION. USA DIVING SELECTION PROCEDURES FOR THE 2011 FINA WORLD Championships JULY 16-31, 2011 SHANGHAI, CHINA 1.1 Nature of the Selection Procedures. The procedures that follow will be used to select the Team to represent the United States in the 2011 FINA World Championships competition (the "Selection Procedures" or "Procedures"). These Procedures contemplate the selection of a team based on the results of two events, one for individual event selection and the other for synchronized event selection. 1.2 Team Size. The maximum number of divers which USA Diving may enter in the World Championships competition under the rules established by FINA is as follows: Event Women Men 1 M Springboard 2 2 3 M Springboard 2 2 Platform 2 2 3M Synchronized Diving 2 (1 team) 2 (1 team) 10M Synchronized Diving 2 (1 team) 2 (1 team) Through the application of these Selection Procedures, USA Diving reserves the right to select fewer than the maximum number of athletes allowed by FINA because some members of the Team participate in multiple events. 1.3 Selection Events. There will be two selection events for the 2011 World Championships Individual Events. The selection event for 3 meter and Platform events will be conducted in two parts. A separate selection event will be conducted for the 2011 World Championships Synchronized and 1 Meter Events 1.3.1 Individual Events 1.3.1.1 Part One of the selection for the 2011 FINA World Championships Individual Events for 3 meter and platform will take

place at the 2011 USA Diving Winter National Championships to be held February 2-6, 2011 ( Winter Nationals ) at The University of Iowa, Iowa City, Iowa. The Winter Nationals will be governed by the Committee for Competitive Excellence ("CCE") and the decisions as to which athletes will attend the Winter Nationals and who will represent the United States in the individual events at the 2011 FINA World Championships will be made in the manner described in these procedures. 1.3.1.2 Part Two of the selection for the Individual Events will be held in conjunction with the 2011 FINA USA Grand Prix in Ft Lauderdale, Florida, May 5-8, 2011. 1.3.1.3 The selection for the 2011 FINA World Championships Individual Events 1 meter will be held in conjunction with the Synchronized Selection Trials to be held May 12-15, 2011 ( Synchronized Trials ) at Tallahassee, FL. The selection event for the 1 meter events will be governed by the Committee for Competitive Excellence ("CCE") and the decisions as to which athletes will attend the selection event and who will represent the United States in the individual events at the 2011 FINA World Championships will be made in the manner described in these procedures. 1.3.2 Selection for the 2011 FINA World Championships Synchronized Events will take place at a Synchronized Selection Trials to be held May 12-15, 2011 at Tallahassee, FL. The Synchronized Trials will be governed by the Committee for Competitive Excellence ("CCE") and the decisions as to which athletes will attend the Synchronized Trials and who will represent the United States in the synchronized events at the 2011 FINA World Championships will be made in the manner described in these procedures. 1.4 Neutral Judges. 1.4.1 A. By January 15, 2011, the CCE will identify from the pool of Neutral Judges below, who will serve as the Neutral Judges ("the Neutral Judges") for the Winter Nationals. The CCE reserves the right to substitute for any identified Neutral Judge who is unable to participate at the Winter Nationals. These individuals must have extensive experience in international diving competition (whether as an athlete, coach, and/or judge). An individual is not, however, qualified to serve as a Neutral Judge if he or she is a relative of or is a coach of any athlete who may reasonably be considered to be a candidate for the Team, or otherwise has a relationship with an athlete or an athlete's coach that creates a

conflict of interest or the appearance of such a conflict. Additionally, no athlete may serve as a Neutral Judge unless the athlete has been retired from competition for at least two years prior to the event. The list of Neutral Judges is attached to these procedures as Exhibit A. B. By April 15, 2011, the CCE will identify from the pool of Neutral Judges below, who will serve as the Neutral Judges ("the Neutral Judges") for the Synchronized Trials and the 1 meter selection event. The CCE reserves the right to substitute for any identified Neutral Judge who is unable to participate at the Synchronized Trials. These individuals must have extensive experience in international diving competition (whether as an athlete, coach, and/or judge). The CCE will select at least seven (7) and no more than eleven (11) individuals to serve as the Neutral Judges for Part One of the Individual selections at the Winter Nationals. The judges for Part Two of the Individual selections will be those judges selected for the Preliminary Events at the USA Diving Grand Prix who are chosen by FINA process and who are all FINA certified. B. The CCE will select at least eleven (11) and no more than thirteen (13) individuals to serve as the Neutral Judges at the Synchronized Trials and the 1 meter selection event. 2. ELIGIBILITY TO PARTICIPATE. 2.1. General Eligibility. Every candidate for the 2011 FINA World Championships Team must: 2.1.1 be a citizen of the United States, 2.1.2 not have competed for another country any time after June 30, 2010, and 2.1.3 be a member in good standing of USA Diving. 2.2 Winter Nationals Eligibility. Attendance at the Winter Nationals is by invitation issued in writing by USA Diving to individuals who qualify for an invitation in one of the following ways:

events. 2.2.1. 2009 FINA World Championship Team members in all individual 2.2.2. 2010 FINA World Cup Team members in all individual events. 2.2.3. Top twelve (12) divers in each individual event at the 2010 AT&T National Diving Championships in the events in which they placed in the top twelve. 2.2.4. Top six (6) divers in each individual event at the 2010 Winter National Diving Championships in the events in which they placed in the top six. 2.2.5. Members of the USA Team to the 2010 AT&T FINA USA Diving Grand Prix in the individual events in which they participated. 2.2.6. Top eight (8) divers who are U.S. citizens in each individual event at the 2010 NCAA Diving Championships in the events in which they placed;. 2.2.7. Top six (6) divers in each individual 1-meter, 3 meter and platform event in Group A (16-18) and the top three (3) divers in each individual 1-meter, 3 meter and platform event in Group B (14-15) at the 2010 Junior National Diving Championships. 2.2.8. Members of the U.S. team for the 2010 World Junior Diving Championships in the individual events in which they participated. 2.2.9. Invitation upon the decision of the Committee for Competitive Excellence ("CCE") subject to review by the Chief Executive Officer ("CEO") of USD or his/her designee. 2.2.10. Have a petition to participate in the 2011 USA Diving Winter Nationals approved by the CCE subject to the petition procedures set forth below (See 5.1). 2.2.11. (A) Participate in the 2011 USA Diving Winter National Championship Qualifying Meet. The number of athletes who may qualify from this meet will be determined by the CCE after all athletes who qualify pursuant to sections 2.2.1 through 2.2.10 above have registered for the 2011 USA Diving Winter National Championships which must occur on or before January 3, 2011.

(B) The CCE has determined that there will be a maximum of 33 divers in the each of the 1-meter, 3 Meter and Platform individual events. (C) After the registration deadline of January 3, 2011, USA Diving will announce the number of remaining positions in each individual 3 Meter and Platform event and the synchronized events that may be earned at the 2011 USA Diving Winter National Qualifying Event. 2.3 1 Meter Selection Event Eligibility. 2.3.1. 2009 FINA World Championship Team members in individual 1 meter events. 2.3.2. Top eight (8) divers in each 1-meter event at the 2011 Winter National Championships. 2.3.3. Top eight (8) divers in each 1 meter event at the 2010 AT&T National Diving Championships. 2.3.4. Top eight (8) divers in each 1 meter event at the 2010 Winter National Diving Championships. 2.3.5. Top eight (8) divers who are U.S. citizens in each 1 meter event at the 2011 NCAA Diving Championships. 2.3.6. Top six (6) divers in each individual 1 meter event in Group A (16-18) and the top three (3) divers in each individual 1 meter event in Group B (14-15) at the 2010 Junior National Diving Championships. 2.3.7. Invitation upon the decision of the Committee for Competitive Excellence ("CCE") subject to review by the Chief Executive Officer ("CEO") of USD or his/her designee. 2.3.8. Have a petition to participate in the 1-meter selection event approved by the CCE subject to the petition procedures set forth below (See 5.1). 2.4 Synchronized Trials Eligibility. Attendance at the Synchronized Trials is by invitation issued in writing by USA Diving to individuals who qualify for an invitation in one of the following ways: 2.4.1. 2008 Olympic Team members in all synchronized events. This will include members of a synchronized diving team even if with a new partner.

2.4.2. 2009 FINA World Championship Team members in all synchronized events. This will include members of a synchronized diving team even if with a new partner. 2.4.3. 2010 FINA World Cup Team members in all synchronized events. This will include members of a synchronized diving team even if with a new partner. 2.4.4 Top six (6) teams in each synchronized diving event at the 2010 World Cup synchronized diving selection trial. This will include members of a synchronized diving team even if with a new partner. 2.4.5. Top six (6) teams in each synchronized diving event at the 2010 AT&T National Diving Championships in the synchronized events in which they placed. This will include members of a synchronized diving team even if with a new partner. 2.4.6. Members of the USA Team to the 2010 and 2011 AT&T FINA USA Diving Grand Prix in the synchronized events in which they placed. This will include members of a synchronized diving team even if with a new partner. 2.4.7. Top six (6) teams in each synchronized diving event at the 2011 Winter Nationals who are not otherwise eligible for an invitation under these procedures in the synchronized events in which they placed. 2.4.8 Top 2 teams in each synchronized diving event at the 2010 USA Diving Junior Nationals 2.4.9. Synchronized diving teams in each synchronized diving event not otherwise eligible who are recommended by the USA Diving High Performance Director and approved by the Committee for Competitive Excellence. 2.4.10. Invitation upon the decision of the Committee for Competitive Excellence ("CCE") subject to review by the Chief Executive Officer ("CEO") of USD or his/her designee. 2.4.11. Have a petition to participate in the Synchronized Trials approved by the CCE subject to the petition procedures set forth below (See 5.1). 3. PROCEDURES. 3.1. Individuals 3 Meter and Platform Procedures. The following procedures will apply to the selection event for the 3 Meter and Platform Individual Events: 3.1.1.Minimum Degree of Difficulty

There will be no minimum degree of difficulty for a diver to participate in the Winter Nationals. HOWEVER, TO BE CONSIDERED FOR SELECTION TO THE TEAM IN AN INDIVIDUAL EVENT EACH DIVER MUST PERFORM ALL DIVES IN THEIR DIVE LISTS WITH THE FOLLOWING MINIMUM DD S. Women Men 3 Meter 14.4 18.4 10 Meter 15.3 19.2 3.1.2. Part One - Winter Nationals Each diver participating in the Winter Nationals will perform all dives in their list during the scheduled sessions of the Winter Nationals. The quarterfinals, semi-finals and finals of each event will be scored by the Neutral Judges 3.1.2.1 Each diver participating in the individual events at the Winter Nationals will perform in quarterfinals for each event. At the conclusion of the quarterfinals of each event the top 18 participants by place finish will move forward and carry their score to the semi-finals. 3.1.2.2 At the conclusion of the semi-finals in each of the individual events the top 12 individuals by place finish in the semi-finals based on cumulative scores will move forward and carry their cumulative score from the quarterfinals and semi-finals forward to the event final. The final placement will be determined by the cumulative scores from the quarterfinals, semifinals and finals. 3.1.2.3 At the conclusion of the finals in each of the individual events the top 4 individuals by place finish by cumulative score in the quarterfinals, semi-finals and finals will move forward to Part Two of the Individual Events Selection. 3.1.3 Part Two - FINA USA Grand Prix 3.1.3.1 The top four place finishers by cumulative score from Part One will compete in the quarterfinals of the FINA USA Grand Prix in the event for which they competed at the Winter Nationals. 3.1.3.2 Each participant will begin the preliminaries of the Grand Prix with a score equal to fifty percent (50%) of the cumulative score from the quarterfinals, semi-finals and finals in their event at the Winter Nationals. 3.1.3.2.1 For example: At the conclusion of the 3 Meter men s event at the Winter Nationals, Diver A has a cumulative score from the quarterfinals, semifinals and finals of 1,402.00 points. Then Diver A will begin the preliminaries at the Grand Prix with a score of 701.00 points.

3.1.3.3 To the beginning score will be added the score earned by the participant in the preliminaries of the Grand Prix. The top 2 finishers with the highest cumulative score will be selected to the team. 3.2. 1 Meter Selection Event Procedures. The following procedures will apply to the 1 Meter Selection Event ( Event ): 3.2.1. Minimum Degree of Difficulty There will be no minimum degree of difficulty for a diver to participate in the Event. HOWEVER, TO BE CONSIDERED FOR SELECTION TO THE TEAM IN A 1 METER EVENT EACH DIVER MUST PERFORM ALL DIVES IN THEIR DIVE LISTS WITH THE FOLLOWING MINIMUM DD S. Women Men 1 Meter 12.2 17.7 3.2.2. 1 Meter Selection Event Format Each diver participating in the Event will perform all dives in their list during the scheduled sessions of the Event. The quarterfinals and finals of each event will be scored by the Neutral Judges. 3.2.2.1 Each diver participating in the Event will perform in quarterfinals. At the conclusion of the quarterfinals of each event the top 12 participants by place finish will move forward to the finals. 3.2.2.2 The top 2 finishers with the highest cumulative score from preliminary and finals will be selected to the team. 3.3 Synchronized Trials Procedures. The following procedures will apply to the Synchronized Trials: 3.3.1. Minimum Degree of Difficulty All teams must perform all dives in their dive lists with the following minimum DD s. Women Men 3-Meter Synchro 12.4 16.1 10-Meter Synchro 13.0 16.7 3.3.2 Synchronized Trials Format Each team participating in the Synchronized Trials will perform all dives in their list during the scheduled sessions of the Synchronized Trials. The Synchronized Trials events will be scored by the Neutral Judges.

3.3.2.1 Each synchronized team will perform in the quarterfinals and semi-finals of the synchronized events. (Note: all participating teams, including all mix and match teams, will move forward from the quarterfinals to the semi-finals.) 3.3.2.2. A. At the conclusion of the semi-finals in each of the synchronized events the top 12 teams will proceed to the event Final. B. For the quarterfinals, semi-finals and finals of synchronized events, a diver may participate with more than one partner. In such case each pairing will be considered a different team and each such team will be eligible to move forward from semi-finals to finals. Each such team will be eligible for selection to the Team. To facilitate implementation of this provision, the meet director and meet referee may manage the diving order of the event to facilitate the efficient conduct of the event. 3.4. Scoring 3.4.1 FINA Scoring Rules will apply. 3.4.2 Neutral Judges will serve as judges for the quarterfinals, semi-finals and finals of each event for Part One of the 3 Meter and Platform events at the Winter Nationals. In individual events at the Winter Nationals cumulative scores from the quarterfinals, semi-finals and finals will determine place finish. 3.4.3 Neutral Judges will serve as judges for the quarterfinals and finals of the 1 Meter Selection Event and scores will carry forward from quarterfinals to finals and the cumulative score from the two lists will determine place finish. 3.4.4. For the Synchronized Trials event scores will carry forward from quarterfinals to semi-finals and from semi-finals to finals and the cumulative score from the quarterfinals, semi-finals and finals will determine place finish. 4. TEAM SELECTION. The 2011 FINA World Championships Team is selected as follows: 4.1. Individual Events (3 Meter & Platform) 4.1.1 The top two (2) place finishers at the conclusion of the quarterfinals of the individual events at the 2011 USA Grand Prix who are eligible for selection (see item 3.1 above) are selected to the Team. 4.1.1.1 The top two finishers will be determined by the combining the beginning score calculated from 3.1.3.2 and the score earned in the quarterfinals of the Grand Prix. 4.2. Individual Events (1 Meter)

The top two (2) place finishers by cumulative score at the conclusion of the finals of the individual 1 Meter selection event who are eligible for selection (see item 3.1 above) are selected to the Team. 4.3. Synchronized Events The top team by place finish by cumulative score at the Synchronized Trials at the conclusion of the finals of each synchronized event is selected to the Team. 5. PETITION PROCESS 5.1. Petition to Participate in the Winter Nationals. An individual who has failed to qualify for an invitation to the Winter Nationals may petition to be invited to the Winter Nationals. The petition process is governed by the following rules and procedures. 5.1.1. A petition to be invited to the Winter Nationals or the 1 Meter Selection Event may be submitted to the CCE for consideration. The petition must include a detailed statement of the basis for the petition, supported, where appropriate, by performance results from prior competitions. The petition should also identify any extraordinary circumstances the athlete believes impacted the athlete's prior performances or ability to participate in qualifying events. Petitions to compete in the Winter Nationals or the 1 Meter Selection Event must contain a statement by the athlete and the athlete s coach that the athlete is prepared to perform a list of dives with the minimum DD stated in item 3.1.1 or 3.2.1 above as the case may be. 5.1.2. Petitions must be submitted in writing on the form attached hereto as Exhibit B to the CEO of USA-D or the CEO s designee on or before January 3, 2011, for the Winter Nationals or April 15, 2011 for the 1-Meter Selection Event, or as soon thereafter as is practical given the circumstances that give rise to the petition. 5.1.3. A petition to participate in the Winter Nationals or the 1 Meter Selection Event will be considered and acted on by the CCE. Decisions on petitions will be based on the various factors set forth in these Procedures as well as a consideration of the information provided by the athlete in his or her petition. 5.1.4. In the case of an injury or illness, the athlete(s) must:

i. Attach to the petition to be placed on the team the completed Medical Information in Support of Athlete Petition form attached to these procedures as Exhibit C; and ii. At petitioner s sole expense, make himself or herself available for examination by a physician selected by USA-D and must also authorize his or her personal physician to discuss the circumstances of the athlete's injury or illness with a physician selected by USA-D. 5.1.5. A petition to participate in the Winter Nationals or the 1 Meter Selection Event will be considered and acted on by the CCE. 5.1.6. The CCE will notify the athletes in writing of their decisions on any petition. 5.2. Petition to Participate in the Synchronized Trials A team which has failed to qualify for an invitation to the Synchronized Trials may petition to be invited to the Synchronized Trials. The petition process is governed by the following rules and procedures. 5.2.1. A petition to be invited to the Synchronized Trials may be submitted to the CCE for consideration. Petitions must be submitted in writing on the form attached hereto as Exhibit B to the CEO of USA-D or her designee on or before April 15, 2011, or as soon thereafter as is practical given the circumstances that give rise to the petition. 5.2.3. A petition to participate in the Synchronized Trials will be considered and acted on by the CCE. Decisions on petitions will be based on the various factors set forth in these Procedures as well as a consideration of the information provided by the athlete in his or her petition. 5.2.4. In the case of an injury or illness, the athlete(s) must:

i. Attach to the petition to be placed on the team the completed Medical Information in Support of Athlete Petition form attached to these procedures as Exhibit C; and ii. At petitioner s sole expense, make himself or herself available for examination by a physician selected by USA-D and must also authorize his or her personal physician to discuss the circumstances of the athlete's injury or illness with a physician selected by USA-D. 5.2.5. A petition to participate in the Synchronized Trials will be considered and acted on by the CCE. 5.2.6. The CCE will notify the athletes in writing of their decisions on any petition. 5.3. Petition to be selected directly to the Team An individual or a team which, although otherwise qualified, was unable to participate in the Winter Nationals, the 1 Meter Selection Event or the Synchronized Trials or was unable to complete their participation in the Winter Nationals or Synchronized Trials process due to injury, may petition to be selected to the 2011 World Championships Team. ONLY MEMBERS OF THE 2009 WORLD CHAMPIONSHIP TEAM OR THE 2010 WORLD CUP TEAM WHO FINISHED IN THE TOP EIGHT (8) PLACES IN AN INDIVIDUAL EVENT OR IN THE TOP THREE (3) PLACES IN A SYNCHRONIZED MAY PETITION TO BE PLACED ON THE 2011 WORLD CHAMPIONSHIPS TEAM IN THAT EVENT. The petition process is governed by the following rules and procedures. 5.3.1. Petitions for selection to the Team may only be granted in the case of: i. injury or illness which prevents or limits a diver/team's participation but would not normally be expected to in any way impair the diver/team's ability to perform in the 2011 FINA World Championships competition, or ii. other extraordinary circumstances (e.g. death of a family member) or act of God that has the effect of preventing a diver from participating in all or part of the 2011 Winter Nationals or a team from participating in all or part of the Synchronized Trials. 5.3.2. Petitions must be submitted in writing to the Vice-Chair, Competitive Excellence no later than one hour after the conclusion of the last event on Sunday, May 8, 2011 at the 2011 FINA USA Grand Prix for 3 Meter and

Platform individual events, and one hour after the conclusion of the last event on Sunday, May 15, 2011 at the Synchronized Trials for synchronized events and the 1 Meter Individual Events. 5.3.3. In the case of an injury or illness, the athlete(s) must: i. Attach to the petition to be placed on the team the completed Medical Information in Support of Athlete Petition form attached to these procedures as Exhibit C; and ii. At the petitioner s sole expense, make himself or herself available for examination by a physician selected by USA-D and must also authorize his or her personal physician to discuss the circumstances of the athlete's injury or illness with a physician selected by USA-D. 5.3.4. A petition to be placed on the Team will be considered and acted on by the CCE. Decisions on petitions will be based on whether the individual finished among the top eight (8) places in that individual event or the synchronized team finished in the top three (3) places in that synchronized event at the 2009 FINA World Championships or the 2010 FINA World Cup, as well as a consideration of the information provided by the individual/team in the petition. 5.3.5. The CCE will identify in writing the basis of their decisions on any petition. 6. REMOVAL OF A DIVER FROM THE TEAM. 6.1. Removal from the Team A diver may be removed from the World Championships Team, or from any step in the process for selecting the Team, if he or she: 6.1.1. Voluntarily withdraws from the Team, 6.1.2. Suffers an injury or illness which is likely to inhibit the diver's performance at the 2011 FINA World Championships. Verification of the injury or illness will be by one or more doctors selected by the diver and USA-D. The final determination as to the severity of the injury or illness and the likelihood that it will inhibit the diver's performance in the World Championships is reserved to the discretion of the CCE. 6.1.3. The diver tests positive for a banned substance as defined by and through the testing procedures conducted by either the United States Anti- Doping Agency or the World Doping Agency.

6.1.4. The athlete engages in conduct which is a violation of USA-D s Code of Conduct which may be found on the USA-D website at www.usadiving.org/05redesign/resources/rulebook/usad02d08-f.pdf or which is inconsistent with his or her obligation to represent the United States in international competition. The removal of an athlete for misconduct may only occur by action of the CEO of USA-D after consultation with the CCE and an interview with the athlete and his or her coach. 6.1.5. The removal of one member a synchronized diving team results in the removal of the entire team. 6.2. Grievance Procedures Any decision initiated by USA-D to remove an athlete from the Team is subject to USA-D's Grievance Procedures and all of the protections afforded an athlete under the Bylaws of the United States Olympic Committee and the Ted Stevens Olympic and Amateur Sports Act. 6.3. Replacement In the event an athlete is removed from the Team under the procedures - and therefore the entire team - set forth in this section, the CCE, in consultation with the USA Diving High Performance Director, will use the selection procedures set forth above to name a replacement diver/team from among those divers/teams who participated in the finals of the Winter Nationals, provided such a substitution is permissible under FINA rules. 7. MODIFICATION OF THE RULES IN RESPONSE TO THE ACTIONS OF FINA These procedures are based on FINA Rules and Regulations and the rules of the USOC as presently known to USA-D. Any change in these Selection Procedures caused by a change in the FINA Rules and Regulations or the USOC's rules will be distributed to the affected athletes and coaches as soon as possible after any such change is made known to USA-D.
