3- RIDERS CATEGORIES CATEGORY AND YEAR OF BIRTH Men elite 1996 and before Women elite 1996 and before Men under 23 1997 to 2000 Women under 23 1996 to 2002 Men junior 2001 and 2002 NOTE FOR THE 2020 UCI CYCLO-CROSS WORLD CHAMPIONSHIPS For the 2020 World Championships, the category Women junior will be created, with a separate Cyclo-cross World Championships dedicated to women with the age of 17 and 18 years during the 2020 year. The Women under 23 race will be dedicated to women with the age of 19 to 22 years during the 2020 year. 4- COMPETITORS SELECTION UCI RULES EXTRACTS The riders participation to the UCI Cyclo-cross World Championships is ruled by the articles 9.2.042 to 9.2.045. Please note the following change for the 2019 UCI Cyclo-cross World Championships: Change of the quota for the Women elite category, that is now the same as for the Men elite category: article 9.2.043. The article 9.2.045 has been abrogated: any federation is not required to include in the men elite and women elite team its first three riders ranked at the UCI Cyclo-cross individual ranking. NATIONS QUOTA 9.2.043 The maximum number of riders per men and women elite's national team shall be determined by the final ranking by nation of the UCI Cyclo-cross ranking for the preceding season: Nations ranked from 1 st to 5 th All other nations 9 riders, with 6 to start 8 riders, with 5 to start In the other categories, the number of riders per team is limited to 8, with 5 to start. The five first ranked nations of the UCI Cyclo-cross Ranking on 27.02.2018: Women elite Men elite 1 BELGIUM 1 BELGIUM 2 UNITED STATES OF AMERICA 2 NETHERLANDS 3 GREAT BRITAIN 3 UNITED STATES OF AMERICA 4 NETHERLANDS 4 FRANCE 5 ITALY 5 CZECH REPUBLIC QUOTAS SUPPLÉMENTAIRES 9.2.044 The national federations concerned may additionally enter the outgoing World Champions and the leaders of the final UCI Cyclo-cross World Cup standings Men elite, Men under 23, Men junior, Women and Women under 23. For the 2018 UCI Cyclo-cross World Championships : 2018 Men elite World Champion: the Belgian National Federation may enter in addition to its quota: Wout VAN AERT 2018 Women elite World Champion: the Belgian National Federation may enter in addition to its quota: Sanne CANT. 2018 Men under 23 World Champion: the Belgian National Federation may enter in addition to its quota: Eli ISERBYT. 2018 Women under 23 World Champion: the British National Federation may enter in addition to its quota: Evie RICHARDS. 2018 Men junior World Champion: the British National Federation may enter in addition to its quota: Ben TULETT. Following the final standings of the 2018-2019 Telenet UCI Cyclo-cross World Cup, after the round of Hoogerheide (NED), on 27.01.2019 : Winner of the final standings of the 2018-2019 Telenet UCI Cyclo-cross World Cup, Men elite Winner of the final standings of the 2018-2019 Telenet UCI Cyclo-cross World Cup, Men under 23 Winner of the final standings of the 2018-2019 Telenet UCI Cyclo-cross World Cup, Men junior Winner of the final standings of the 2018-2019 Telenet UCI Cyclo-cross World Cup, Women, if she is born in 1996 or before First rider Women under 23 of the final standings of the 2018-2019 Telenet UCI Cyclo-cross World Cup, Women 9.2.009 In all individual specialties, the outgoing World Champion may take part in addition to the number of starters that the National Federation of such Champions may enter under the qualification regulations. The same principle is applicable for the Continental Champion. This facility is limited to the first World Championships following the awarding of the title of Continental Champion. For the 2018 Cyclo-cross Continental Championships: Men elite Continental Champions: the National Federation of THE NETHERLANDS may enter in addition to its quota: Mathieu VAN DER POEL. The National Federation of the USA may enter in addition to its quota: Curtis WHITE. Women elite Continental Champions: the National Federation of THE NETHERLANDS may enter in addition to its quota: Annemarie WORST. The National Federation of CANADA may enter in addition to its quota: Maghalie ROCHETTE. Men under 23 Continental Champions: the British National Federation may enter in addition to its quota: Tom PIDCOCK, and the USA National Federation may enter in addition to its quota: Gage HECHT. Women under 23 Continental Champions: the Dutch National Federation may enter in addition to its quota: Ceylin Del Carmen ALVARADO, and the USA National Federation may enter in addition to its quota: Clara HONSIGER. Men junior Continental Champions: the Dutch National Federation may enter in addition to its quota: Pim RONHAAR, and the USA National Federation may enter in addition to its quota: Magnus SHEFFIELD. 5- RIDERS REGISTRATION AND ACCREDITATION WHEN? 5.1 ONLINE REGISTRATION HOW? The System will open on: The System will close on: Thursday 17 th January 2019, 12h00 CET Friday 25 th January 2019, 12h00 CET On the website www.uci.org, clicking as follows: direct link Web services (at the bottom of the homepage) UCI World Championships Riders registratio (accreditation included) Access: personal login and password of each National Federation IMPORTANT The name of the hotel where the riders will overnight must be given during the online registration. WHAT? WHEN? WHERE? 5.2 RIDERS CONFIRMATION AT THE VENUE All National Federations have to show up at the time of the riders confirmation to ensure the participation of their riders. The accreditation pick-up for a rider is different from the confirmation of his participation to commissaires. WHERE? Accreditation centre : Poppelvej 4, 5400 Bogense IMPORTANT The accreditation pick-up for a rider cannot be considered as a confirmation of his participation. All National Federations have to show up at the time of the riders confirmation to ensure the participation of their riders. UCI RULES 5.4 RIDERS ASSISTANTS AND STAFF Attendants 5.1.041 Each rider may be accompanied by a paramedical assistant and two mechanics. The paramedical assistant and the mechanics must be provided by the organiser with a free accreditation, which gives them access to the area reserved for them by virtue of their office. The accreditations must be distributed outside the circuit, in a clearly indicated place. For the UCI cyclo- ross orld up a d orld ha pio ships, a reditatio s for rider s para edi al assista t a d t o e ha i s ill e distri uted o issaires e lusi el, after that the li e se s he k of each paramedical assistant and the mechanics has been completed. 5.5.017 UCI cyclo-cross teams registered with the UCI receive a series of benefits which include 2 accreditations for the team managers zone in the pit area and 2 parking passes per UCI cyclo-cross team during UCI cyclocross world championships and UCI. IMPORTANT National coaches are asked to prepare in advance the list of assistants working with riders in the start / finish area and in the pit area. This list can be communicated to offroad@uci.ch for the pre-check of assista ts li e se the UCI: template form. Only those declared assistants will be allowed to receive bracelets to access the start / finish zone or the pit area. The bracelets have to be worn by the persons confirmed by the National Coach, he carries this responsibility. These bracelets give access to the course without accreditation. 6- DELEGATION MEMBERS ACCREDITATION EXCLUDING RIDERS WHO FOR? 6.1 ACCREDITATION REQUEST To avoid misunderstandings, the UCI has decided to grant a maximum number of accreditations to certain families according to the list below. However these quotas correspond to a complete team and will be adapted to the number of riders who will take part in the 2019 UCI Cyclo-cross World Championships. 8- START ORDER / RACE NUMBERS 8.1 START ORDER 5.1.042 The riders shall assemble in the call-up zone defined in article 5.1.019 at least 10 minutes before the start. Riders must wait for the start with at least one foot on the ground, or be penalized by being sent back to the last place in their start lane. 5.1.043 The start order of events is determined as follows: 1. As per the most recently published UCI cyclo-cross individual classification of the current season (or the final classification of the previous season if no classification has yet been published for the current season). 2. Unclassified riders: by nations in rotation (*). 5.1.053 At the UCI world championships, a classification by nation shall be drawn up by summing the places of the first three riders from each nation. Nations with two riders finishing shall be ranked after those with three. Nations with one rider finishing shall be ranked after those with two. In case of equal points in this classification, the place of the best ranked rider will break the tie. Separately for each category on the basis of the most recently published UCI cyclo-cross classification by nation of the current season for the category concerned (or the final classification of the previous season if no classification has yet been published for the current season); 2. The allocation of boxes to teams that do not feature in the relevant classification shall be by drawing lots; 3. The team leaders shall select their preferred box in the order thus determined. 12- RULES 12.1 PARTICIPATION IN WORLD CHAMPIONSHIPS 9.2.001 It is the National Federations who select riders to participate in World Championships. 9.2.003 National Federations shall enter with the UCI via its website. 9.2.004 The e rol e t of the federatio s riders shall rea h the UCI ithi the follo i g deadli es: From Thursday 17.01.2019 12:00 CET until Friday 25.01.2019 12:00 CET 9.2.005 Save in the case of an act of God, a National Federation that has enrolled by returning the enrolment form for a World Championship and that does not participate shall be liable to a fine of CHF 500 to CHF. 9.2.007 Federations shall announce the names of the riders who are to take the start to the commissaires panel by noon at the latest on the eve of the first race of the competition: Friday 1st February 2019, riders o fir atio for all races, 9:00-12:00 CET A rider declared unfit following an abnormal blood test cannot be replaced. 9.2.008 Unless prevented by an act of God, a rider once announced as taking the start and who fails to present, shall be liable to a fine of CHF 5 to CHF 5. An injury or sickness shall be recognized as an act of God only if the rider is declared incapable of taking the start by the UCI official doctor. 12.2 OTHER EXTRACTS 1.3.031 Wearing a rigid safety helmet shall be mandatory during competitions and training sessions. 2.2.023 The article on the maximum gear ratio for junior- Part 2 road races - is not valid for Cyclo-cross events. 5.1.059 For the UCI cyclo-cross world cup and world championships, men elite and women races only, the use of radio-communication from the rider to his/her mechanics is allowed. The use of radio-communication from staff to the rider is forbidden. The use of such a system is subject to any relevant legal provisions. 1.3.025 Disc brakes are allowed in cyclo-cross training and competition. For races on the road and cyclo-cross, the use of fixed sprocket is forbidden: a braking system that acts on both wheels is required. 1.3.018 Wheels of the bicycle may vary in diameter between 70 cm maximum and 55 cm minimum, including the tyre. For the Cyclo-cross bicycle the width of the tyre (measured between the widest parts) shall not exceed 33 mm and it may not incorporate any form of spike or stud. 5.1.034 Personal high pressure cleaners are forbidden in the pit area during the UCI cyclo-cross world championships, the UCI cyclo-cross world cup and the continental cyclocross championships. 13- RACE CLOTHING Wearing of national team clothing shall be mandatory during the UCI World Championships. The team managers must therefore present the national jersey and shorts or the national skinsuit to the o issaires pa el at the starters o fir atio. Friday 1 st February 2019, from 09:00 am. to 12:00 1.3.056 Natio al federatio s shall su it to the o issaires panel of events as specified in art. 1.3.059, a sample of their national team clothing for validation. The design, color, place and size of the advertising spaces of the validated equipment must be identical for all athletes participating to the applicable events. We encourage you to present to the UCI your national apparels before sending them for final production. The apparel of the riders of a national team must always be identical to the last sample submitted. 1.3.057 The following advertising shall be authorized: - front of the jersey: 2 rectangular zones of 80 cm2 maximum; - rear of the jersey: rectangular strip maximum 20cm high; - area comprising shoulders and sleeves: strip of maximum 9 cm high; - on the sides of the jersey: a 9 cm wide strip; - sides of the shorts: a 9 cm wide strip; - rear of the shorts: rectangular strip of 10cm high; - the manufacturer's label (30 cm2) may appear once only on the jersey and once on each leg of the shorts. Advertising matter, as detailed a o e, shall e used at the atio al federatio s discretion. Advertising matter on jersey and shorts may vary from one rider to another. The design of the jersey and shorts may vary from one category of rider to another. Additionally, the rider's name may appear on the back of the jersey. The above measures also apply to other items of clothing worn during competition (rain jackets, etc.). 14- OFFICIAL CEREMONIES The following points apply to the official ceremonies: 9.1.044 Within 10 minutes following the end of each race (unless otherwise provided and duly recorded in an official communiqué), the World Champion, as well as the second and the third placed riders shall be ready for the official ceremony that shall be conducted under the responsibility of the president of the o issaires pa el. 9.1.046 Riders shall appear in racing attire, wearing their national jerseys but bare-headed and without headband or glasses, until they leave the official ceremony enclosure. 9.1.050 A World Champion may not wear the jersey identifying his title and bearing the regulation advertisement of his main sponsor(s) until, at earliest, the day following that on which he received it. 9.1.0.51 Any infringement of the provisions of articles 9.1.044 to 9.1.050 shall e pu ished a fi e of CHF to CHF i i u.
