Opening of the Meeting Chris Grover welcomed the members of the Sub-Committee for Cross-Country World and Continental Cups and opened the meeting on Wednesday, 16 th May 2018, 08.00 hrs. 2. Approval of the Agenda The agenda was sent out on 17 th April 2018. As there were no additional items reported, the Sub-Committee for Cross-Country World and Continental Cups approved the agenda. 4. Approval of the minutes of the last meeting in Zürich (SUI) No remarks have been registered at the FIS Office. The Sub-Committee for Cross-Country World and Continental Cups approved the minutes. 5. Summary of the last FIS Council Meetings The Council approved all Cross-Country proposals. 6. Proposals from the Sub-Committees and National Ski Associations The following applications from NSAs were sent before the meeting: Joint proposal from SWE and NOR for competition formats USA proposal to add Minneapolis in the World Cup calendar Russian Ski Association competition formats proposal Swedish Ski Association proposal to sanction teams which order a cabin but then do not show up at the World Cup Proposal of Estonian Ski Association to change skiathlon to another format Calendar application from the Finnish Ski Association The Chairman informed the Sub-Committee members that all the other proposals will be discussed later during the meeting. 7. Analyses VIESSMANN FIS Cross-Country World Cup Season 2017/18 Short season summary (summary of point 6 of the Cross-Country Skiing Executive Board) The feedback from the Teams, Athletes, Medias, TV experts and FISMAG was sent to the members with the agenda and presented in detail during the Executive Board. The detailed presentation is available on the FIS Cloud. Athletes Commission representatives feedback by Marti Jylhae (FIN) and Virgina de Martin (ITA) Athletes Commission representatives Marti and Virgina presented results of the athletes survey. The detailed presentation is available on the FIS Cloud. Team feedback Pierre Mignerey informed the Sub-Committee about the team feedback on the 2017/18 season. One survey after the season was done; it was to all athletes, coaches, team service, etc. FIS Cross-Country World Cup organisers have put a lot of effort (financial, organisation and manpower) in improving sport/technical facilities in the past. However, expectations and requirements from the teams regarding wax cabins, other facilities should be realistic. 8. Draft World Cup Rules 2018/19 The last draft of the World Cup rules and detailed proposals were sent to the members with the agenda. The Chairman and the Race Director presented the most important World Cup rules proposals: World Cup rules Add an article about extreme weather conditions professional weather forecast is requested and has to be provided by the LOC. Decision making process in the case of extreme weather has to be better organised. The event preparation group (as described in the World Cup rules) will form a base and platform for the decision making process when it comes to postponement, cancellation or change of the competition programme. World Cup Quota The FIS Tour de Ski is a specific period. Therefore, an additional World Cup period was proposed in which COC athletes can get qualification for the World Cup. Precision of the World Cup rules when there is a tie in the COC standing how to break the tie. The tie will be broken by counting the highest number of COC wins, then most 2 nd and 3 rd places. If the tie still remains, then 2 COC leaders will get the World Cup spot for that period. For the World Cup quota in the Lillehammer Triple, the top 20 sprinters from the sprint World Cup standing 2017/18 + current Sprint World Cup standing will be eligible. Training bibs The opportunity to implement more restrictions on the training bibs next winter was discussed and the following basic principle was approved: each nation should use only its dedicated bibs when the snow conditions are challenging and/or critical. The final wording of this rule will be approved at the autumn meeting. Number of training bibs for the other teams, not ranked in the Team Cup Standing 2017/18: the number of bibs will be decided by the FIS Race Director. Bank transfer fees Bank transfer fees and value added tax (VAT) are covered by the Organiser. The below mentioned prize money is declared without VAT. This rule existed already in another wording and was just adapted to the wording used in Alpine/Ski Jumping and made in line with Nordic Combined. Wax cabins The proposal submitted by the Swedish Ski Association dealt with situation when a nation orders a wax cabin but then cancels the appearance at the World Cup at short notice or does not show up without informing the LOC. After discussion the proposal was rejected. The Sub-Committee confirmed the World Cup Rules 2018/19. 9. Finalisation World Cup calendar 2018/19 Pierre Mignerey informed the sub-committee about the following information received from the National Ski Associations: The French Ski Association informed that La Clusaz will not be able to organise the World Cup weekend initially planned on December 2018. Due to financial problems (linked to the end of the centralised marketing concept). The wish of the Swiss Ski Association to change the race format in Val Müstair from a distance race to a sprint race. The wish of the German Ski Association to change the format in Oberstdorf from sprint to a distance race (Mass Start). In addition the following calendar applications were sent to the members together with the agenda: Request from the Estonian Ski Association to change the race format in Otepää from a skiathlon to an interval start race (infrastructure and snow conditions) Request from the Finnish Ski Association to change the race format in Lahti from a sprint F to an interval start classic. The FIS Cross-Country staff worked on different possible options and the Race Director presented the draft of the FIS Cross-Country World Cup calendar. Due to withdrawal of La Clusaz several changes had to be proposed and made. Here a summary after the discussion. Davos (SUI) has been moved one weekend later Beitostølen accepted the wish of the FIS and will organise the World Cup after Lillehammer, events will be Ladies 15 km and Men s 30 km interval start free and relay FIS Tour de Ski 2018/19 o Toblach (ITA) the second day will be interval start free o Val Mustair sprint free o Oberstdorf mass start classic Otepaa (EST) the Sub-Committee approved the proposal of the Estonian Ski Association and changed skiathlon to interval start classic. Pierre Mignerey thanked Swiss Ski for having accepted this late changes despite numerous of organisational and financial consequences. He also thanked the Norwegian Ski Association for its support. In order to compensate the loss of a classic sprint in the Tour de Ski the Race Director proposed to change the technique of the sprint event planned in Lahti from Free to Classic. This proposal was not supported by the Finnish Ski Association. Sweden and Norway also expressed their wish to keep this sprint event in free technique due to the WSC 2019 format (also sprint free). In addition the written proposal from the Finnish Ski Association to replace the Sprint Free by an Interval Start Classic was discussed and rejected by the sub-committee (this weekend must remain a sprint weekend). The sub-committee confirmed the race program in Lahti as it was planned: sprint F and Team Sprint C. The direct consequence of the change of format in Otepää is that no skiathlon will be organised at the World Cup level in 2018/19. The only possible alternative would have been Lillehammer but would have had the consequence to cancel the 3-days stage event and to re-schedule it in Ruka. possible this year. The Norwegian Ski Association proposed to plan the 3-days event in Ruka and a skiathlon in Lillehammer from the 19-20 World Cup season and later. This proposal was supported by the sub-committee and will be implemented in the long term calendars. The World Cup calendar 2018/19 is available on the FIS Website. 10. Draft World Cup calendars until 2020/21 U.S. Ski & Snowboard (represented by Chris Grover) presented its wish to organise a World Cup in Minneapolis in 2019/20 season. The frame of the calendar has been presented last year and it is not easy to find a spot for the U.S. organiser. However, the Sub-Committee realizes the importance of the U.S. market and agreed on the following compromise: Minneapolis, USA midweek sprint event. Day tbc Tuesday or Wednesday Cross-Country Canada will look into possibility to reduce the number of events in Canmore from 3 to 2. Final decision to be made in the FIS Autumn Meeting in Zurich this September. The Norwegian Ski Association indicated that some discussions are still taking place with Great Britain in order to finalize the organisation of the opening stage of the Scandinavian. Glasgow would be the chosen location but more information and a final confirmation is required latest at the autumn meeting. Pierre Mignerey informed the sub-committee that the German Ski Association and Oberstdorf will not be able to held Cross-Country events during the Tour de Ski in 2019/20 and 2020/21. DSV and Oberstdorf would like to host a regular World Cup weekend in January 2020 as test events for the 2021 Nordic World Ski Championships. This new situation will have an impact on both the Tour de Ski planning and the World Cup organisers currently included in the calendar in January 2020: Dresden (GER), Nove Mesto (CZE) and Planica (SLO). Liechtenstein Swiss Ski presented the project of Vaduz/Malbun (LIE) to be included in the FIS Tour de Ski. More information is required about the project at the FIS Autumn Meeting in Zurich this September. All possible options must be checked and discussed with the National Ski Associations during the summer. The sub-committee postponed the finalisation of the calendar 2020/21 until the autumn meeting but confirmed that the weekends before and after Tour de Ski should be sprint weekends. The Sub-Committee confirmed the calendar 2019/20. The World Cup calendars are available on available on the FIS Website. 11. JWSC Rules and calendar After FIS Council approval, the FIS Nordic Junior & U23 CC World Ski Championships 2019 will move from Vuokatti to Lahti. The dates will remain unchanged: 21st 27th January 2019. The FIS Nordic Junior & U23 World Ski Championships 2020 in Oberwiesenthal (GER) will take place from 28th February 8th March 2020. More narrowed period for the organisation of the JWSC & U23 CC WSC will be appreciated by NSAs. Ideal period for the JWSC & U23 CC WSC will be the first 2 weeks of February. 12. Other items arising Competition formats A discussion on the future of the competition formats took place with many NSAs expressing their opinions. The final decision has been sent to the Cross-Country Committee. 13. Next Meetings The next meetings will take place during the following FIS events: FIS Autumn meetings, Zürich (SUI), 25.-29.09.2018 FIS Calendar Conference, Cavtat-Dubrovnik (CRO), 29.05.-01.06.2019 14.
