academic year. You will provide more detail about this in your budget section. We are requesting $13,000 from the Green Fee Board for this project. This is our capital budget request and will be able to purchase enough bicycles to start the program. (40 Bikes) 2. Duration of project: State the anticipated duration of your project. Started as a USUAA Student Government Senator project, partnered with the Student Union and Commuter Student Services. The Special Projects fund gave $200 to purchase a tool box of bike specific tools to be used for the restoration of upkeep of the bikes. Business Services/Housing- Trying to work with housing to set up a bike rental area in the residential part of campus. Facilities/Risk Management- Have spoken with in regards to the universities risk and liabilities with having a bike share program. Working to see if there is storage available in the facility storage lots. E. Signature(s) II. Project details A. Tell us about your project and how you came up with the idea. Define the project goals, total cost, and the expected benefits The Green and Gold Bike Share is a program for sustainable alternative green transportation at the University of Alaska Anchorage. Bike share programs have become more and more popular over the past decade as more students are taking a liberal approach to transportation. Bike shares are so popular because it gives students staff and faculty who either would not otherwise have a bicycle to use or do not have a bike on campus that they can use the opportunity to ride. This program will greatly assist the University through adding green alternative transportation for everyone to utilize. The benefits include reduced traffic through the university, exercise, and a increased use of the bike trails. The goals of the project are to be able to secure funding in the spring 2013 semester and use the funding to purchase bicycles. These bicycles will be shipped to the UAA Main camps. Whereby a group of volunteers and myself will make a kickoff event where we assemble the bicycles, apply possible logos (Green and Gold Bike Share) (UAA) (Green Fee), and disperse the bikes to their destined locations (hopefully student union and residence halls). Once the bikes are finished, and in the proper locations we can set up the bike share program at both of these locations. Bikes will come with key locks, baskets, helmets, and seed money of up to $1,000 to
be used each year for any required maintenance on the bicycles. When students rent out the bikes they will do so through utilizing their wolf cards and the bike ID s will go onto their accounts. When the bikes are returned in good condition the bikes ID will be taken off of their account. B. Research and describe any similar project(s) conducted elsewhere. Summarize and cite any literature/documentation of the success or failure of those projects. If another project you describe was a failure, how do you plan to overcome the reasons for failure? The University of Alaska Fairbanks recently started a bike loaning program where they bought 50 bicycles to loan out to students for 6 weeks at a time. This program is new so we are still seeing how the program goes, but it does show that there is a demand for bike sharing programs in Alaska and campuses like Fairbanks and Anchorage can utilize bike share programs. http://juneauempire.com/state/2012-09-02/uaf-bike-loan-program-promotes-sustainability If the sustainability department would like, UAA could copy the UAF program and take responsibility of loaning out all the bikes to students. C. If the project builds on any previously funded proposals, mention those here and provide a short description of the status of this project. I have developed a number of proposals for the university that have not been successful due to high funding costs. I will attach the briefs of some of these projects so that the GFB can see the progression of the project. The previous proposals have not been funded. D. Describe how you plan to get the project completed and lay out your project goals and how those will be met in a table format (see example at the bottom of this document). E. Include a column that identifies the person(s) responsible for each implementation step and/or oversight of that step F. Specify when funds will be spent and when project completion will occur. Upon approval for the project to be funded an order will go out to the best bid to purchase the bicycles. We have requested price quotes from 4 different companies, including local vendors for bicycles to be purchased. The goal is to be able to place the order before April 25 th, and in August or September be able to start the bike share program on campus. G. How will you measure the results of your project (whether it was successful)? Examples: survey, cost savings, waste reduction. Describe what data you will use, how you will gather the data and how you will analyze the data. With the level 2 program being used, we will be able to quantitatively track and analyze users of the bike share program. With this data we will be able to determine the effectiveness of the program; and the projected growth and utilization over the next 15 years. From this we can determine whether expansion of the current program is justifiable or if modifications to the current program needs to be made. H. Projected long and short-term benefits and savings (if any) of the proposed project should be adequately documented with assumptions and details provided. The short term benefits of this program are easy to predict when looking at bike share programs across the nation. Bike share programs work especially on college campuses where more students are environmentally aware and wish to work towards a more sustainable future. The benefits of the program include a reduction of traffic on campus through students that would normally drive to class some now have the option to ride a bike, which includes the opportunity for students that don t own bikes to use the program, and bike shares are a form of alternative
green transportation. In the long run hopefully the bike share program will expanded and the university will become a bike friendly campus and students will utilize bikes as the ultimate form of transportation. I believe even with Alaska s weather conditions that a bike share at UAA would benefit the university and the entire student population in some form or another. I. Student involvement - What is your plan for letting students and the broader UAA community know about the project and that it was funded with the Student Green Fee? The project will be extremely visible to students, I will utilize avenues of free publicity on campus (TNL, KRUA, Green and Gold News) and also the bikes can be a form of advertisement themselves. I would like to have decals on the bicycles one stating Green and Gold Bike Share there can be another decal of the green fee logo (if there is one, if not a decal stating funded by green fee would work) as a way to get word about the green fee out to students. An additional cool feature of the bike share is that each bike will have a basket for students to store backpacks/purses while they ride, this can also be used as a form of advertisement and clubs could place advertisements into a plastic frame attached to the front of each bike Include a table that identifies what will happen, the person(s) responsible, and dates.
