SHC 888 and PDPM Chapter 31 Streets and Highways Code 888 The department shall not construct a state highway as a freeway that will result in the severance or destruction of an existing major route for nonmotorized transportation traffic and light motorcycles, unless it provides a reasonable, safe, and convenient alternate route or such a route exists. Project Development Procedures Manual Chapter 31 Introduction State and federal laws require Caltrans to promote and facilitate increased use of nonmotorized transportation. The purpose of this chapter is to outline pertinent statutory requirements, planning policies, and implementing procedures regarding nonmotorized transportation facilities. A nonmotorized transportation facility may be part of the highway (such as a shoulder) or it may be separated from highway traffic for exclusive nonmotorized use (such as a bike path or sidewalk) 11/18/2010 GDB Bike Ped Access R3.0 Slide # 6

PDPM: Existing Major Route Types ARTICLE 1 - Routes Severed by Freeways Preserving Existing Nonmotorized Capabilities [per SHC 888] Types of Existing Major Routes An existing major route for nonmotorized traffic may be any of the following: Conventional highway or expressway [Existing GDB] Sidewalk on a conventional highway: The sidewalk may be principally for pedestrian use but may also be used by bicyclists when permitted by local ordinance. [Existing GDB walkway] Freeway shoulder on which bicycle traffic is permitted in accordance with Vehicle Code, Section 21960, and for which no reasonable, safe, or convenient alternate route is available Path within the freeway right of way Path outside of the freeway right of way Path outside of the roadway 11/18/2010 GDB Bike Ped Access R3.0 Slide # 7

PDPM: Alt. Routes & Proposals After Alternative Routes A reasonable, safe, and convenient alternate route can consist of a system of local routes or State highways. The alternate route should not consist of significant out-of-direction travel, additional grades of significant length or slope, or high-volume routes with narrow shoulders. Proposals After Freeway Construction Pursuant to Section 888 of the S&H Code, nonmotorized facilities proposed after a freeway has been constructed DO NOT QUALIFY as an "alternate route" for a severed or destroyed nonmotorized route. Instead, such facilities are to be developed as a cooperative project under the provisions of Sections 887.6 and 888.2 of the S&H Code. 11/18/2010 GDB Bike Ped Access R3.0 Slide # 8

Gerald Desmond Bridge: Existing Major Bike Route Cyclists travelling EB & WB can simply travel straight through to Ocean Blvd. To do this they must traverse either the respective offramp or on-ramp merges shown by the ovals. I-710 SB Ramp To GDB West WB EB GDB EB Ramp To I-710 North Ocean Blvd Bridge GDB and Ocean Blvd Bridge are conventional highways which also have a sidewalk; thus they are major bike & ped routes per PPDM 9

GDB Replacement Bike Routes Fail Alt. Route Criteria Out-of-direction diversion to Pico Ave for both EB & WB cyclists to avoid the same direct merges that are now legal. Grades are also steep. Gerald Desmond Bridge: Existing Major Ped Route EB pedestrians after crossing the GDB must: 1) Descend stairs from the bridge to ground level 2) Traverse the ground level fenced-in walkway 3) Climb a second set of stairs up to the Ocean Blvd bridge 4) Cross three ramps on Ocean Blvd to reach downtown LB Per SHC 888/PPDM a similar (or safer) ped route must be built and ped routes cannot be added after the replacement is built GDB Ocean Blvd Bridge 4) Three uncontrolled on/off ramp crossings 1) GDB stairs to ground level 2) Fenced in walkway 3) Stairs from ground level to Ocean Bl bridge 1
