Team Registration/roster 1. All league business will be conducted through team Managers and/or coaches only. 2. League divisions are as followed: Varsity 4 th -5 th a. JV 4 th b. Freshman 2 nd 3 rd c. Gremlins K 1 st d. Girls 3 rd 5 th e. Players can play up divisions. 3. Teams will be registered to play upon receipt of entry fee. 4. Entry fees cover the cost of scorekeepers, Referees, building rental fee, awards and administrative fees. 5. If a team is removed from the league for any reason, no refund will be given. 6. All roster information must be complete, all players must sign a PLAYER WAIVER, and all coaches must sign a coach s conduct to be eligible. Any player not listed is considered ineligible and may result in a forfeit of any games he/she participates. 7. No player may participate with any team other than the one with which he/she is registered. Players can only register with one team, per season. 8. All rosters are final after week 2 of the regular season. 9. You may have one player per team that is not registered at your school. These players must still be in elementary school and no older than 11 years old. 10. Players are eligible to play until the age of 12 years old. Any player that turns 12 is declared ineligible from that point on. 11. Any falsification of roster information or use of illegal players will result in immediate forfeit of the game in which the illegal player played. It is the coach s responsibility to know who is on the roster and to confirm their eligibility. League Rules 1. League Coordinator will govern any rules not covered. 2. The team coach or representative must fill out score sheet roster at the scorer s table prior to the start of game. First and last names with jersey number must be listed. Any player arriving after start of game, may be added at any time during game, but must check in at the scores table prior to play. Failure to check in prior to play will result in a team technical foul. 3. Teams must supply their own matching uniform. Uniforms must be numbered. Any player without a like team uniform will not be permitted to play. 2
4. Only athletic type clothing and accessories are permitted. Any jewelry, doo-rags or other non-athletic type accessory must be removed prior to play. 5. Brackets will be set after the 3 rd week of games based on record and performance. This will help balance the teams to make for better games. Only teams in the top bracket can compete for the league championship. Brackets will be decided by directors of the league. If you do not agree with (your) teams placement, 6. you may appeal through an email simply stating where you believe your team should be placed. 7. Any team that is not considered a school team will not be eligible for the playoffs. Game Rules: (Girls, JV, Varsity) 1. A regulation game will consist of (2) twenty-minute halves, with running clock. Three minute half-time. 2. Basketball Size: 28.5 ball (Size 6) ball. 3. Height of Rim: 10 foot 4. Free Throw Distance: J.V. / Girls: 12 ft Varsity: 15ft 5. In the Lane Violation J.V. / Girls: 7 secs. Varsity: 5 secs. Game Rules: (Gremlins / Freshman) 1. A regulation game will consist of (2) fourteen-minute halves, with running clock. Three minute half time. 2. Gremlins (4 vs 4) Freshman (5 vs 5) 3. Basketball Size: 27.5 (Size 5) 4. Basket Height: 8.5ft (freshman) / 7.5ft (Gremlins) 5. Free Throw Distance: 12ft (freshman) / 9ft (Gremlins) Game Rules: All Divisions 1. Half-court defense: Under no circumstance can the defense steal or intercept the ball on the opposing teams half. 2. (4) thirty second time-outs per game to be used at the team s discretion. 3. The clock will stop on time-outs and during the last (2) minutes of the second half, on any official s whistle, as long as the point spread between the two teams is ten points or less. 4. No full court press until the last (2) minutes of the second half, as long as the point spread between the two teams is 15 points or less. 3
5. Mercy rule - twenty point spread or more teams must drop into a zone that stays inside the 3 point line. Players leaving the 3 point area results in two free throws for the opposing player who possesses the ball. No foul will be given. At 30 point difference, the team that is winning will be placed inside the paint. 6. A player will be disqualified from the game after receiving their 5 th personal foul. Technical fouls count as personal fouls. 7. The bonus takes effect on the 7 th team foul in each half. On the 10 th team foul in each half, double bonus will be awarded. 8. Official must check the ball when inbounding. 9. Players may leave free throw lanes on the shooters release of the ball. Shooters and any players coming from the top of the key must wait until the ball touches the rim. 10. Technical and flagrant fouls will be awarded two (2) points and the ball out of bounds for the opposing team at mid-court. 11. Players must remove all jewelry prior play. Earrings that cannot be removed must be taped. Player Conduct 1. Casual Profanity Casual profanity pertains to expletives and verbal unsportsmanlike language not necessarily directed at officials or opposing players. This type of behavior will not be tolerated and will result in a technical foul. This goes for coaches, players, and parents in the stands. 2. Taunting or trash talking as determined by the officials or staff is not permitted and may result in a technical foul. 3. It is at the sole discretion of the league official and/or representative from the SVSL staff, that should they determine a player/parent to be intoxicated or suspect a player/parent to be under the influence of a controlled substance, that the player/parent will be asked to leave the facility. 4. 1 st unsportsmanlike technical within the season, including tournament play Player will be required to sit for (5) minutes of clock time during the game as a cooling down period, regardless of how many players are eligible to play. Players who kick, throw or deface equipment will be assessed a technical foul. 5. 2 nd unsportsmanlike technical within the season, including tournament play - player will receive a (1) game suspension in addition to being ejected from the game in which the technical was received. 6. 3 rd unsportsmanlike technical within the season, including tournament play - player will receive a (3) game suspension in 4
addition to being ejected from the game in which the technical was received. 7. 4 th unsportsmanlike technical within the season, including tournament play - player will be suspended immediately from all SVSL programs, not limited to basketball for up to(1) calendar year. Depending on the severity, stiffer penalty may apply. Intentional Fouls 1. Any hard fouls as determined by the officials, with or without intent to harm, will be treated as an intentional foul. The team fouled will receive (2) points and their team will retain possession of the ball at half court. 2. Fouls intended to harm a player, as determined by the officials, will result in the previous action of (1) and the immediate ejection for the remainder of the game. Suspensions 1. Any player ejected from two games in the same season, for unsportsmanlike conduct will be suspended for the remainder of the season. 2. A player may be ejected from a game or league without receiving two technical fouls, depending on the severity of the offense. 3. Depending on the severity of the offense, players may be required to serve more than a one game suspension. The league coordinator has the authority to administer a stiffer suspension as deemed necessary. 4. Players who participate in a fight will automatically be suspended for the season from the date of the incident. 5. Any player or coach, who strikes an official or staff member before, during or after a game, will be suspended for life from all Sierra Valley Sports. Assault charges may also be filed with the Metropolitan Police Department. 6. Any player or coach, who harasses or threatens an official or staff member before, during or after a game, will be suspended for the remainder of the season from the date of the incident. 7. Any derogatory statements made before, during, or after a game, will be regarded as harassment, whether in the gym or parking lot. The final buzzer does not mean a player or coach may belittle or degrade officials or staff members. Overtime 1. The overtime period will consist of a (3) minute period. The team with the lead at the end of the (3) minute period will be awarded 5
the win. Clock will stop on timeouts and all whistles in the last minute. 2. If teams are still tied at the end of the (3) minute overtime period, sudden death overtime will be in effect, in which the first team to score will be declared the winner. Forfeits 1. If a team does not have at least four players on the floor and ready to play at the original scheduled time, the clock will be started at twenty minutes. The late team is penalized a point per minute, ten points maximum until play begins. 2. If the ten-minute grace period expires, the game is officially declared a forfeit. Tournament Play 1. A single elimination tournament will be held at the conclusion of the regular season for each division. Team eligibility will be determined by league standing. Standings 1. Standings and seeding for the tournament will be determined by win-loss record. Tie-Breaker: 1. Winner in head-to-head competition. 2. Point differential in head-to-head competition. 3. Point differential in common opponent games. 6
