1.0 Introduction and Purpose 1.01 To enable riders to prepare, train and schedule for the upcoming 2018 racing season, and for their potential selection to national Road Cycling teams, it is essential that clear guidelines and targets are set out for them to work to. That is thus the main purpose of this document. 1.02 While these Team Selection Criteria form an integral part of the Selection Qualification Program [SQP] program of CSA-ROAD. The selection criteria will be used to identify and select riders into the SQP program, but riders who are not yet on the SQP program are not necessarily excluded from selection. They must, however, still meet the criteria contained in this document. 1.03 The general guiding policy for selection to the Selection Qualification Program Squad is included as Addendum 1 1.04 The Team Selection Criteria will be used to select the teams to represent South Africa at: 1.04.001 Road Cycling World Championships 2018 1.04.002 Host nation RSA Team for any UCI Categorised road cycling events that may be held in South Africa from time to time; 1.04.003 Other events, if held, where selection of an RSA team is required; e.g. African Continental Championships, Africa Tour Events, European races 1.04.004 In collaboration with SASCOC guidelines and any applicable quotas, to nominate riders to compete at the 2018 Commonwealth Games. Any agreement between SASCOC and Cycling SA regarding qualification criteria will also be applied [to be made available as soon as published] 1.05 It is very important to understand at this stage that, by a rider meeting the performance criteria set out in this document, he/she will not automatically qualify for inclusion in the Selection Qualification Program squad and/or inclusion in ANY RSA ROAD team. A selection process and panel approval is also required. 1.06. The purpose of the SQP is to provide equal opportunity to all interested parties to be able to qualify for and be selected to represent South Africa in determined cycling events from time to time; 1.06.001 Cycling SA has determined to re-establish itself as the number 1 ranked nation in Africa 1.06.002 Cycling SA has determined to provide opportunity for qualifying riders to improve their international ranking, through (but not limited to) hosting of UCI events, participation in Africa Tour events, other international events; 1.06.003 Cycling SA-Road has determined that it will also provide information for regional and professional teams the opportunity to take up invites to participate in international events from time to time, should Cycling SA opt not to send a federation team to the specific event;

2.0 Selection Panel As part of the process to ensure that the selection panel operates in a fair, objective and transparent manner, the following principles will apply for the appointment and participation of panel members: 2.01 Eligibility: 2.01.001 Panel members should not be directly involved with contending riders in one or more of the following roles: Parent, coach, sponsor or manager 2.01.002 If any panel member in such a role is co-opted or appointed due to expertise and-or specialist knowledge, they will be expected to recuse themselves from any discussion relating to their riders 2.02 Panel members should be appointed on the basis of proven competence in at least one or more of: 2.02.001 Depth of knowledge and understanding of selection principles and policy 2.02.002 Ability to apply selection criteria fairly, objectively and consistently 2.02.003 Specific expertise that the event nature and conditions that specialist riders will be selected for 2.02.004 Specialist sports scientific knowledge and expertise, preferably related to road cycling 2.02.005 Direct observation and assessment of rider performances at selection events 2.02.006 Have an interest in and follow the performance of internationally based riders 2.03 Selection Panel 2018: 2.03.001 To retain institutional knowledge and promote continuity, panel members should serve for at least 2 years. 2.03.002 The Panel should strive not to replace more than 3 members in any one year. 2.03.003 As far as possible, the panel should consist of not more than 2 persons from the same affiliate; 2.04.001 The appointed panel members are: 2.04.002 Convenor of Selectors (Selection Qualification Program Manager) 2.04.004 Domestique Specialist: 2.04.005 Climbing Specialist: 2.04.006 Sprint specialist: 2.04.007 Transformation Representative: 2.04.008 Women Representative: 2.05 The role of the Convenor will generally be to: 2.05.001 Convene and guide the selection process, and Chair meetings of the Selection Panel (these can be done via electronic media means) 2.05.002 Gather and compile the performance data required by the selectors that has been provided by Provincial Road Commissions. 2.05.003 Ensure that the selectors apply the criteria fairly and objectively 2.05.004 Report to Cycling SA on the findings of the Selection Panel 2.06 Additional members may be co-opted to the selection panel, to provide further inputs and observations

3.0 Minimum requirements for eligibility to the SQP: To be in contention for selection, all riders must:- 3.01 Be a South African Citizen 3.02 Meet the UCI requirements in terms of citizenship, particularly in cases where dual citizenship comes into question 3.03 Have a full racing Cycling SA license by the start of the season, or first selection race if earlier 3.04 Never bring the sport into disrepute 3.05 Participate in the 2018 SA National Road Cycling Championships 3.06 Participate in at least 3 Selection Races as listed below in point 7 for each specific discipline 3.05 Familiarize themselves with-, and comply with-, all the rules of the UCI and Cycling SA 3.06 Meet the performance criteria detailed below 3.07 Note that team selection is not automatic on meeting the performance criteria only. The ability of riders to meet the targets in competition will also be assessed 3.08 Note that if no riders in any specific category or group meet the criteria, then no riders will be selected for that Category or group 4.0 Team Squad sizes, PDI Representation and Budget constraints 4.01 Since the transformation and development plans and implementation of Cycling SA-ROAD are behind that of many other sports in South Africa, we will have a quota system in place to ensure we afford PDI Road Cycling s the best possible opportunity to develop into world-class Road Cyclists 4.02 While budget constraints will determine international event participation, the target will be to achieve a minimum of 30% PDI representation in teams. However, these riders also need to meet the selection criteria. 4.03 Within the targets set at 4.02 above, those PDI riders achieving the best overall results in selection races across all categories will be considered for selection. 4.03 Overall, however, teams will be limited as set out below at Clause 11.0. 4.04 Should there therefore be more riders who qualify through the performance criteria set out below, only the very best riders will be selected, based on the results they achieve in terms of the specific selection criteria. Please also see the tables of maximum team sizes below in this document. 4.05 It is specifically noted that any and all team selections are subject to budgets and the availability of funds. This means that any form of selection can only be implemented if sufficient funds are available.

5.0 Road Cycling Disciplines and Age Categories recognized 5.01 One day and multi-stage events (tours) 5.02 While Youth riders may not be selected to the team, this age group is considered the entry point for talent identification, and for potential inclusion into the SQP Squad 5.03 Only riders turning 17 years and older in 2018 will be considered for selection 5.04 Any rider of 30 years and older in 2018, and who wants to be considered for selection as an Elite, will be required to have an Elite Racing Licence at the start of the 2018 season 5.05 This implies that riders aiming for team selection will need to decide to obtain an Elite licence prior to the season commencing, and must then race Elite for the full season 6.0 Applicable Age Categories: 6.01 Men 6.01.001 Team: Junior and Elite/U23 racing categories only 6.01.002 Masters World Champs: 30yrs+, and with a full racing licence and-or current UCI points 6.01.003 Squad: Youth, Junior and Elite 6.02 Women: 6.02.001 Team: Junior and 19 years and older 6.02.002 Masters World Champs: 30yrs+, and with full racing licence and-or current UCI points 6.02.003 Squad: Youth, Junior and Elite

7.0 Performance Criteria 7.01 Automatic Selection to Selection Qualification Program squad Subject to all the above requirements, riders can qualify for automatic selection will be riders who are contracted to any World Tour Team, Pro-Continental Team or Continental Team, UCI Women s team or in one-, or more-, of the following ways: 7.01.001 2018 SA Road Champion 7.01.002 2018 African Continental Champion 7.02 Consideration as part of the Selection Qualification Program 7.02.001 In all cases below, where finish positions are taken into account, results where riders do not finish the events, will not be considered: 7.02.002 Mpumalanga Tour Men Only Elite/U23 Men Top 20 7.02.003 2018 SA Road Championships Elite/U23 Men & Women: Top 20 Junior Men & Women: Top 15 7.02.004 Junior Selection Race men and women: Junior men & Women Top 10 7.02.005 UCI World Rankings Elite Men and Women only: Any rider who is in the Top 10 of the UCI World Rankings at the time of selection, will be exempt from the requirements for both automatic selection and any further performance criteria. However, the minimum requirements of 3.0 above will still apply 7.02.003 UCI Junior World Series; Any Junior Men or Women who participates and finishes within the top 10 of a nations cup, and who may not have been included in the SQP, will qualify for inclusion into the SQP, subject to the minimum requirements of 3.0 above; 7.03 Further competitive assessment: If further assessment is required where riders are very close on performances achieved in terms of 7.01 and 7.02, the Selection Panel will also be required to assess performance in terms of results achieved, in the priority order shown, as to: 7.03.001 Top 3 positions achieved in selection races, with points 1 st = 3; 2 nd = 2; 3 rd = 1 7.03.002 UCI World ranking followed by RSA ranking 7.03.003 Current form, as determined by various scientific data tests;

7.04 SQP Squad Selection: 7.04.001 After having completed the above selection events, qualifying riders will be notified of their achievement, and which events Cycling SA will be targeting during the 2018 calendar 7.04.002 Riders will have 15 days to respond, to indicate the following: 1. The eligibility to be selected for the highlighted events; 2. Confirmation from their current team (where applicable) that they will be available for national representation and selection; 3. Details of their planned season including any other international racing during the year; 7.05 Riders not included in the initial SQP Squad selection 7.05.001 Riders who have not met the specific criteria of clauses 7.01 to 7.03 above, may apply to their Road Commission of their affiliate to provide a motivation to the Conveynor of Selectors for the inclusion into the SQP; 7.05.002 Any rider that provides a motivation, in the specified format, listed below, must have though fulfilled the criteria outlined in Clause 3.0 of this document; 7.05.003 The rider will need to submit a detailed set of racing and test results of events to his/her provincial road director, of their province, with a motivation as to their inclusion in the SQP; 7.05.004 The submission needs to contain the following detail: 7.05.005 Full results sheet of the Elite/U23 and/or Junior races they have compete in (minimum of 3 regional/provincial races) 7.05.006 Full set of test data, that includes FTP, Lung Function, Strength and power to weight ratio s 8.00 Tier Hierarchy for Selection and Funding 8.01 Cycling SA will endeavour to ensure all events where national teams are selected, are fully financially supported, however, this may determine the number of events that the national teams can participate; 8.02 Notwithstanding the objectives of this document, Cycling SA may, from time to time, consider cofunding opportunities with local professional and/or provincial teams; 8.03 Co-funding opportunities may be determined as follows: 8.03.001 Tier 1: Cycling SA Budgeted events: 100% funded 8.03.002 Tier 2: Strategic events to improve international rankings* 50% funded 8.03.003 Tier 3: Pro-Teams wanting to participate in international events self-funded (*these events will be determined by the CyclingSA road commission, as strategic, and invitations will be sent to the teams/provinces for co-funded tours this is not a per application from teams/riders) 9.0 SA Team Selection: World Championships [Junior, U-23 and Elite]: 9.01 Only riders who comply with all the requirements as set out in this document will be eligible for selection to represent South Africa at the World Road Cycling Championships; 9.02 The only exceptions to this would be South African riders who find themselves in the top 10 (ranking as per UCI) in the World at time of choosing the team to represent South Africa. 9.03 The number of riders per category will be determined by the UCI allocations/quota s; 9.04 World Championships is a strategic event, and only riders capable of achieving results at World Championships will be selected; Riders wanting experience at World Championships will not be considered;

10.0 Other ROAD Disciplines not listed 10.01 Individual Time Trial only riders selected for the road race will be allowed to apply for the ITT at events such as Road World Championships and African Continental Championships 11.0 Rider Responsibilities 11.01 The onus is on the rider who believes him/her-self to be eligible for selection for the 2018 World Champs team to provide the selectors with reasons for a DNS or DNF at selection races. 11.02 Reasons to be provided in writing within 48 hours of the selection race. 11.03 The only allowable reasons for a DNS and/or DNF will be sickness or verified mechanical breakdown. 11.04 Once a rider has started the race, sickness cannot be used as an excuse; 11.05 Mechanical problems can only be used as a reason once during the selection races; 11.06 All correspondence to be addressed to conveynor of selectors 12.0 Riders participating internationally 12.01 ALL riders who want to be considered for selection to the RSA Team for World ROAD Champs, must participate in the 2018 SA National Championships, and must also meet the performance criteria 12.02 Any rider who, for whatever reason, is unable to attend these events, must submit their reasons to the Selection Panel at least 30 days before the specific selection event. The selectors will have the discretion to decide as to whether the motivation submitted is valid, and to approve the absence. In such cases, proven performance within the required parameters for 2018 can be taken into account. 12.04 Where international results are considered, the UCI-rating of the event will also be taken into account, as well as the quality and world ranking of other riders participating in the same race. As these criteria are designed to select RSA riders who can achieve the targets as set out above, those targets will be applied to assess the level of competition at any specific race. 12.04.001 For example, a nations Cup event in Europe: The results of contending RSA riders, will be assessed against the world ranking of participating riders in each UCI-rated event. This may mean that they would need to meet- or exceed times achieved by riders who are ranked in the world top 30 at the same event. 12.05 These riders are required to submit their results within 10 days after a race, and providing the following information to the ROAD Convenor of Selectors via HP Manager 12.05.001 Name, date, venue and UCI Class of the event 12.05.002 Nature of the event, route profile and distance 12.05.003 Race winners name, nation, time and current world ranking 12.05.004 Complete set of official results as published by the event 12.05.005 Additional information on any mechanical failures, illness or unforeseen challenges 12.06 If riders do not submit results for any particular race, those results may be excluded from being assessed 12.07 The selection panel may also source results of races, in addition to those submitted by riders, to enable them to evaluate performances

13.0 Continental Champs, World Cups and World Championships 13.01 Host Nation Team Selection for any UCI categorised ROAD event that may be held in SA 13.01.001 Riders who are part of registered national or provincial teams, whose team may have determined not to participate in the event, may apply for inclusion into the national federation team; 13.01.002 Riders who are not part registered national or provincial teams may apply for inclusion into the national federation team; 13.01.003 The onus is on these riders to inform CSA-ROAD of their willingness to participate at least 1 month before the event; 13.02 African Continental Championships : 13.02.001 Selection races for Elite women for the 2018 Continental Championships will be: 100 Cycle Challenge 947 Elite Womens 1.1 race All women will be notified by end November of their inclusion in the team 13.02.002 Selection races for Elite/U23 men for the 2018 Continental Championships will be: Mpumalanga Tour KZN Summer series (3 x 1.2 races) Men will be notified of inclusion by end January 2018 13.02.003 Cycling SA road commission has determined that Junior riders may apply for inclusion, on a self-funded basis for continental championship participation, as provision will rather be made for a Junior tour to Europe in June/July post the May Selection race; 13.05 Masters World Champs : 2018 13.05.001 This section only applies to riders who are licensed in the official RSA Age Categories of 30yrs and older in 2018. Riders of 30yrs+ who have licensed as Elite for 2018, will not be eligible for Masters selection 13.05.002 Masters riders are required to have a full CSA racing licence in their age category at the time of entry to Masters World Champs, as well as proof of appropriate medical insurance 13.05.003 In addition, riders must not have accumulated any UCI points in the 12 months prior to the Masters World Champs 2018 13.05.004 As there will be no UWCT qualifying event in RSA prior to the event, Masters have to finish in the top 3 at SA Road Champs, in order to qualify for Road Masters, as per the UCI s cycling for all rules; 13.05.006 Any master can qualify for the UWCT finals by participating in a UWCT qualifier, and achieving a top 25% result in their respective age category; 14.0 Time lines for Selections, Approval, Appeals and announcements 14.01.001 Teams will be annouced within a minimum of 45 days of the event for which the riders are being selected, where possible; 14.01.002 Any Appeals to comply with Cycling SA general rules of selection, must be presented with motivation for a riders inclusion, and R5,000 proof of payment within 48 hours of the team announcement; 14.01.003 Motivation for the inclusion of a specific rider cannot be in any way defamatory of any other selected rider, or based on rumour or hearsay; 14.01.004 Any motivation for inclusion, must be completed and submitted by THE RIDER seeking inclusion, must include data supporting such inclusion that may have been overlooked by the selectors

15.0 Team Management 15.01.001 Only A and B category, licensed managers will be eligible for selection as a team manager 15.01.002 The team managers B license will be upgraded to A category for the duration that he/she is the team manager; 15.01.003 Team managers will be selected a minimum of 60 days prior to the team announcement, ensuring effective communication and preparation for the specified event; 15.01.004 15.01.005 Team managers will be allowed to liaise with the conveynor of selectors regarding the final rider selection for the spefic event, and will determine the team captain for that event; 15.1.006 Team manager will provide the conveynor of selectors of additional staff required: for example mechanics, Soigneur, etc 15.01.007 Team management will be involved in all logistical arrangements for the team, and provide the team with any additional information that they may require to ensure a successful tour; 15.01.008 It is the duty of the team manager to ensure each rider has completed their code of conduct, and the Team SA, is well received and respected at each event they participate in; 15.01.009 The team manager will be responsible to provide a full report of the teams performances, and any financial reconciliations, with 10 (ten) working days post the event to the National Road Director and Conveynor of Selectors; 15.01.010 Failing to comply with term 15.01.008 may exclude the manager from future selection;

Addendum 1 A1 Policy for ROAD Selection Qualification Program Squad and Team Selection : Summary Outline Cycling South Africa Road Cycling Commission ROAD Squad and Team Selection Criteria A1.01 Introduction A1.01.001 The guiding principles and overall purpose of these criteria, is that there should be: Early identification of talent and potential to enable rider athletes to be nurtured and guided through a structured program to reach their potential A1.01.002 Scientifically-based assessment and testing, both to confirm potential and to set a base from which further development can be measured A1.01.003 The target for talent identification should be in the Youth age category, being 15 to 16 years; thereafter, the focus age groups will be between 17 and 23 years in both women and men. While exceptional athletes outside of these ranges could be included, the main focus will fall on those riders as indicated A1.01.004 From the talent ID and initial assessment, a Selection Qualification Program Squad will be selected A1.01.005 There must be specific attention to transformation at the entry stages, so that at teamselection level the affected athletes will be able to meet performance criteria A1.02 Term of Policy A1.02.001 It is envisaged that the strategy and policy would be implemented over a 5-year period, commencing in 2017, with the following targets as a guideline, over the short- and medium term: A1.02.002 1 3 yrs: Have 3 Elite athletes, in each ROAD discipline, ranked in the Top 20 in the world A1.02.003 4 5 yrs: Achieve podiums in each discipline A1.03 Levels and Structure As riders come into-, and exit-, the program, they would move through the following levels: A1.03.001 A1.03.002 A1.03.003 A1.03.004 A1.03.005 Level 1: Talent Identification and stock-taking ; this would include specific attention to transformation, and the identification of strong candidates from PDI groups Level 2: Evaluation and Assessment; this would include attention to the mental attitude and robustness of potential squad members Level 3: Selection to the Selection Qualification Program squad Level 4: Selection to the National ROAD Team, and further development Level 5: Exit process from the SQP squad A1.04 Exit Criteria A1.04.001 Once athletes have reached the top of their potential or, for whatever reason, need to start a

process of exiting the SQP program, the following criteria would be assessed to determine whether an athlete will proceed off the program: A1.04.002 A1.04.003 A1.04.004 A1.04.005 A1.04.006 Voluntary withdrawal Bringing the sport into disrepute [as determined within any approved CSA disciplinary4procedure] Failure to show any progress over a consecutive period of 18 months Reaching the nominal exit age of 25 years; but, also assessed on the basis of not showing further progress, despite good effort. This implies that there may well be exceptional athletes who would remain in the program after 25 yrs, if they are showing continued progress Failure to meet other basic squad selection criteria [such as submission of race results and other specific requirements] over a period of 3 months, without informing the SQP program manager A1.05 Management of the ROAD Selection Qualification Program Program A1.05.001 To ensure the best on going management of the program, it is considered essential to appoint a manager for the program. This would need to be an appropriately qualified individual, with an interest and preferably experience in ROAD. This person would work under the direction of the SQP program steering committee
