RULES AND REGULATIONS MANAGEMENT DEBATE COMPETITION I. General Rules 1. Management Debate Competition (MDC) is one of the competitions held in EURECA 2019. 2. MDC will be conducted using English as the main language. 3. Participants will compete in teams. Each team will consist of three active high school students or undergraduates (15 to 25 years old - D1, D2, D3, or S1), they do not necessarily have to be in the same university/ institution, batch, major, or faculty. 4. The maximum quotas for MDC are 32 teams. 5. Teams that have already registered are required to complete the administrative process within the time given. Teams that are registered as participants of MDC EURECA 2019 are the teams that receive a confirmation e-mail from the EURECA 2019 committee. 6. Every team that has registered and has completed the administrative process is considered as fixed and may not be replaced for any reason. 7. Every round of MDC 2019 will be conducted in a closed condition away from the public with the exception of the semifinal and final round. Team s accompanists are allowed to enter the debating room of the teams they accompany during the debate, but they still have to comply with rules listed on the Extra Rules section. 8. Each team is allowed to bring supporters to watch the final round and third-place-match round that will be open for public viewing, with the understanding that the supporters must comply with all applicable regulations at Universitas Prasetiya Mulya and in EURECA 2019.

II. Format 1. Management Debate Competition (MDC) will use the Asian Parliamentary as its format. 2. Motions for the preliminary rounds will feature impromptu motions. 3. For the Breaking 8, semifinal round, the third-place match round, and the final round an impromptu motion will be launched before the debate and debaters will then be given 30 minutes to conduct a case building. 4. Electronic devices such as laptops and smartphones aren t allowed to be used during case building. However, books, newspapers, dictionaries, notes, and printed materials are allowed to be used during case building. 5. Team s accompanists and coaches are forbidden to assist the debaters during case building. Teams are also advised not to leave the area of case building during the case building itself. 6. Each round will be followed by a match of two teams, each consisting of three speakers. Both teams are opposite in terms of: a. Affirmative team (Pro) maintains the given motion in the following list of speakers: - Prime Minister (First Speaker of Affirmative) - Deputy Prime Minister (Second Speaker of Affirmative) - Government Whip (Third Speaker of Affirmative) - Government Reply b. Negative team (Contra) denies the given motion in the following list of speakers: - Leader of Opposition (First Speaker of Negative) - Deputy Leader of Opposition (Second Speaker of Negative) - Opposition Whip (Third Speaker of Negative) - Opposition Reply 7. Debaters will speak within the following orders: - Prime Minister (First Speaker of Affirmative) - Leader of Opposition (First Speaker of Negative) - Deputy Prime Minister (Second Speaker of Affirmative) - Deputy Leader of Opposition (Second Speaker of Negative) - Government Whip (Third Speaker of Affirmative) - Opposition Whip (Third Speaker of Negative) - Opposition Reply - Government Reply 8. Each speaker will be given 7 minutes and 20 seconds to deliver his/her constructive argument with the provisions of:

- After 1 minute, time keeper will ring the bell one time to inform POI can be offered. - After 6 minutes, time keeper will ring the bell one time to inform POI can t be offered again. - After 7 minutes, time keeper will ring the bell twice. - After 7 minutes and 20 seconds, time keepers will ring the bell continuously to show that the speaking time is up. 9. Either the first speaker or second speaker from both teams (Government Reply and Opposition Reply) are given 4 minutes and 20 seconds to deliver the final conclusions to the adjudicators on why affirmative or negative team deserves to win the debate. New materials aren t supposed to be brought in the reply speech. Reply speech is delivered with the provisions of: - After 1 minute, time keeper will ring the bell once. - After 4 minutes, time keeper will ring the bell twice. - After 4 minutes and 20 seconds, time keeper will ring the bell continuously to show that the speaking time is up. 10. The adjudication will follow these criteria: 1. Matter (40) Substances of the debate, argument and evidence presented, and logical reasoning 2. Manner (40) Style in delivering speech, persuasiveness, and the whole debating performance 3. Method (20) Response towards the dynamics of the debate, structure of speech, strategy of debating, and observance towards the debating rules. Adjudication will be counted as a whole from individual speeches given by the participants. 11. Matchup for the first round of the preliminary rounds will be based on the results of the draw made by committee of MDC during the day of the competition. 12. For the next rounds, the determination for the matchup will use the break and slide system. The break and slide system will compete teams with the same Victory Point against each other. 13. At the end of each round, all teams will be sorted by ranks according to the following priorities: a. Victory Point b. Margin c. Team s total score obtained from the accumulation of each speaker s score. 14. After breaking through 4 preliminary rounds, the top 8 teams will compete in the Breaking 8 round with the paper flip system and matchup as follows: Breaking 8-A: Rank 1 vs Rank 8 Breaking 8-B: Rank 2 vs Rank 7

Breaking 8-C: Rank 3 vs Rank 6 Breaking 8-D: Rank 4 vs Rank 5 15. Winning teams from the Breaking 8 will compete in the semifinal round with the matchup as follows: Semifinal A: Winner of Breaking 8-A vs Winner of Breaking 8-B Semifinal B: Winner of Breaking 8-C vs Winner of Breaking 8-D 16. Winning teams from the semifinals will compete in the final round, while 3rd place and 4th place winners will be determined by the match between the losing teams of semifinal round. 17. There will be no draws during the matches. III. Additional Rules 1. Each participant must wear Participant ID card given by the committee of MDC. If participants do not wear the ID card, his/her team are not allowed to debate. 2. Each participant is expected to wear polite and professional clothing, without wearing any university's alma mater or attributes to ensure objectivity and avoid any bias from the adjudicator. 3. If a participant loses his/her ID card, then the participant must report immediately to the committee of MDC before the next debate starts and as a consequence, WO (Walk Out) money will be forfeited. 4. Participants must be on time. If until the scheduled time participants are not present for no apparent reason, then the participant s team will be disqualified (WO). 5. For participants and accompanists, please do not smoke anywhere in campus grounds and help us maintain Universitas Prasetiya Mulya s clean environment. 6. Any participants or accompanists caught smoking or littering around Universitas Prasetiya Mulya s area will result in their team s WO money forfeited. 7. During the debate, all participants and attendees are requested to respect the flows of the debate by: a. Disabling any gadgets from creating noises which can disturb the debate b. Do not talk, discuss or perform any activities that can create noises that may disturb the adjudicator while adjudicating or participants while delivering their arguments. c. Do not give excessive support or mock any teams during the debate process. Support can be expressed by giving applause to the speakers after they finish delivering their speeches. d. Do not provide assistance or instruction related to the motion in any ways or forms to any teams during the debating process.

e. Remaining in the room while any speakers are delivering his/her speeches. 8. The committee has full rights to impose sanctions on those who commit violations to those five points stated above, either in form of verbal warning or by removing the individual from the debate room. 9. All participants and attendees are not allowed to bring food of any kind/forms and are only allowed to bring drinks in plastic bottles to the debate room. 10. The adjudicator s decisions are final and cannot be objected. 11. While waiting for the results or the assessment from adjudicators, the two teams that have debated and all the audience are expected to wait outside the debate room. 12. Protests by participants associated with technical issues such as moderator s negligence while moderating the debate or if there is any violation of rules that are not recognized by the committee can be delivered before next game during the time when participants are in the Debater s Hall. 13. Any offenses committed by each participant will be punished with strict sanctions by the committee of MDC in the form of disqualification or WO money forfeited. IV. Administration and Payment Mechanism 1. Each team is required to fill in the registration form accordingly on EURECA 2019 s official website, www.eurecaid.com. 2. The application period of MDC 2019 is December, 1 st 2018 January, 26 th 2019. 3. Participants are required to pay a team registration fee of Rp650.000,- consisting of administrative registration fee of Rp450.000,- and WO (Walk Out) deposit fee Rp200.000,-. 4. The payment period for MDC 2019 participants in waiting list is December 1 st 2018 January 26 th 2019. 5. Participants in the waiting list will pay the registration fee only if, during the last day of registration there are still place available. 6. Registration for participants will use first pay first serve system. 7. Last day of payment period will be on February 15 th 2019. 8. Each participant must attend all events held by the EURECA 2019 committee in order for their WO money to be refunded. 9. WO money will be forfeited if the participant violates any rules and regulations of Universitas Prasetiya Mulya and MDC 2019 committee. 10. After the registration, participants can check the complete payment and administration procedures on EURECA 2019 s official website www.eurecaid.com.

January 26 th, 2019 Registration for Management Debate Competition (MDC) is closed. February 27 th, 2019 Technical meeting via e-mail. March 13 th, 2019 The opening of EURECA 2019 and one preliminary round where this round will feature impromptu motions. March 14 th, 2019 Two preliminary rounds, where impromptu motions will be used for all two rounds. March 15 th, 2019 One preliminary round and the announcements of who will proceed with Breaking 8 which will use an impromptu motion. March 16 th, 2019 Semi Finals, third-place match round, and Grand Finals, which will be followed up by Gala Dinner and the Awarding Night.
