Overview Welcome to Vail Lake resort; home of the 2019 US Cup C1 XCO race, brought to you by Sho-Air International. A brand new venue and course awaits riders in the heart of Temecula wine country. Vail Lake resort will offer riders a flowy, fun and challenging course, with typical southern California desert like terrain. This 6km loop is sure to become a rider favorite. Technical Guide and Conditions of Participation This technical guide covers the procedures and information needed to participate in the Elite Men and Elite Women XCO races to be held on March 24 th, Important: In case of a conflict between the information presented in this technical guide and any other source (other than an official communiqué from the organization or the Commissaires Panel issued during the event), then the information found in this technical guide shall be taken as correct and final. By participating in this event, you are also agreeing to be bound by this technical guide, the instructions of the Commissaires and the Organization, and by the rules of the UCI. Sanction and Regulations The Elite Men and Elite Women XCO events are sanctioned by the International Cycling Union (UCI) as Class C1 XCO races. The UCI Regulations shall apply. Venue Location Located 90 miles South East of Los Angeles and 60 miles North of San Diego, the Vail Lake venue lies in the heart of wine country and rolling hills of Temecula, CA. All amenities are within 15-20min of the race venue. There is onsite RV camping with full hook ups offered at the venue. 4

Local Transportation Public transportation is limited in the area where the event is being held; also, due to frequently heavy traffic, we advise against riding to and from the venue. Rental vehicles are the best option for traveling throughout the region. All major car rental agencies are available at both recommended airports. Advance reservation is strongly recommended. Registration Information Registration Advance registration for Elite Men/ Women and JR. Men/Women is available online via the US Cup web site, as follows: http://shoaircyclinggroup.com/index.php/us-cup-series/ Once at this page, click on the online registration link for the event in question. Important: Online registration closes on March 21st, 2019. In person registration is also possible during the registration / package pickup hours on March 22nd, as found in the event schedule, below. Important: No new entries will be accepted on the day of the race, March 24 th, 2019. Whether registering online or in person, all riders (or their team representative) must attend the registration / package pickup session as per the schedule found below in order to show their 2019 UCI International racing license, pay any outstanding fees, and collect their number plate. Riders not doing so will not be entered on the start list. Licenses Important: As number plates are required in order to train on the course, all riders must first complete the registration process before training. Riders training found training without a number plate may be fined by the Commissaires Panel. A 2019 UCI International License issued by a national federation affiliated with the UCI is required in order to enter this event. 10
Medical Insurance It is strongly recommended that all riders, team staff and officials whether residing in the United States or not, should purchase medical insurance valid in the United States. Medical fees in the USA can be very expensive; in no case shall the organization be responsible for medical expenses incurred by a participant in the event. Registration Fees Men Elite and Women Elite (Class C1 XCO event): $80 (USD) As per the UCI Regulations, the registration fee is waived for members of 2019 UCI Elite teams (endurance only). This will be double-checked against the most recent available version of the UCI Elite Team list at registration. Event Procedures Staging and Call-up Staging and call-up will be done as per the current UCI Regulations. That is, call-up will be done based on the most recent UCI ranking (or using the ranking published on Dec. 31, 2018 if no new rankings have been issued by March 15 th, 2019. Podium Ceremony The top 5 Elite and Junior Men and Women must attend the podium ceremony, properly dressed in their team kit (jersey and shorts). The podium ceremony for each category will be done as soon as possible following the end of the race for that category (the times mentioned in the event schedule above are approximate). The top 5 riders should attend the podium area within 10 minutes of finishing their race. Anti-doping Given the high level of sanction, it is anticipated that this event will be selected for doping controls. The doping control station will be located within the venue, close to the start / finish area. It will be sign-posted. While chaperones will be present to notify riders of selection for testing, team managers and riders are still advised that it is always their responsibility to check at the doping control station to see whether or not they are required for testing. Any rider entered in the event may be selected at random for testing not just those who place on the podium. All riders selected for testing must bring a piece of government-issued photo identification and their UCI International License with them to present to the Doping Control Officer. As usual, chaperones will first accompany riders selected for testing to the podium (if they are required there) and then to the doping control station. 14
Timing and Results Event timing will be provided by Team Big Bear. In addition to manual scoring, the US Cup uses a transponder (chip) timing system by Innovative Timing. The Jaguar Timing System uses overhead or side antennas, so that no mats or ramps are needed. With Jaguar, you can display live results on TV screens, send text messages, update your web site live, post results on Facebook or Twitter, display race data on Kiosks, do live registrations pre-race and on site, print race certificates, capture photographs at all timing points, provide live tracking of athletes on iphones or Android. Important: The timing chip will be fixed to the back of each rider s number plate. For this reason, it is important to not severely bend or crease the number plate when attaching it to the bicycle. The chip is disposable and does not need to be returned following the race. The 80% Rule As per the UCI Regulations, the 80% Rule is in effect for Elite Men and Elite Women categories. Riders instructed by the Commissaires to withdraw from the race at the 80% Zone must do so. 15
General Information The venue for this event is Vail Lake resort in Temecula, California. Located off I-15 and Hwy 79, the venue is approximately 9 miles from the freeway junction. Participants are advised to take normal security precautions to prevent theft of equipment and bicycles. 16
Course Overview Course Length: 3.7 miles (6 km). Race direction is clockwise. Don t let the course profile fool you. This course will be fast and riders will maintain a high tempo throughout the race. With short, punchy climbs, long grinding fire road and single track, this course will throw a little of everything at the riders. Start Loop:.625 miles (1km) The start loop indicated in Blue on the map. Short Track: 1.7km loop indicated in RED and will in a clockwise direction. The Short track event is set for Friday, March 22 nd, 2019 Elevation Gain: 650 feet (198 metres) Feed / Technical Assistance Zones: There are two main tech zones and one feedzone on the course. Feed/Tech #1 is a few hundred meters past the start/finish line of the venue, located along the fire road. Tech #2 is on the East end of the course, they are indicated by GREEN box on the map 17

Prizes Prize money for the event will be paid in US Dollars, to at least the minimum specified by the UCI Financial Obligations for Class C1 XCO events, as in the table below. Prize money may be collected from the Race Office following the race. Prize amounts will be converted from Euros using the UCI s 2019 Euro to US Dollar exchange rate. The conversions in the table below are approximate; at present the UCI s 2019 exchange rate is 1.15 USD per 1 Euro). Points Awarded UCI Ranking Points Points for this event will be awarded in the UCI Individual Cross Country ranking for each of Men Elite and Women Elite. The points will be applied to the ranking on the date of the first UCI XCO Ranking update following the event.
