-: 2 ::- TECHNICAL BID FORM The following details /documents /certificates issued by the concerned Authorities in respect of the bidder are required to be submitted failing which tender will be rejected: 1. -: 3 ::- TECHNICAL SPECIFICATION OF THE BOXING RING (COMPETITION MODEL) a) Ring and Canvas Size. (i) (ii) (iii) The size of the ring must be 6.10 m square inside the line of the ropes. The size of the apron must extend for 85 cm outside the line of the ropes on each side including additional canvas necessary to tighten and secure it. The height of the ring must be 100 cm from the ground. b) Platform and Corner Pads. The water proof wooden Platform shall be safely constructed, level and free from any obstructing projections. It must be fitted with four (4) corner posts with four (4) corner pads in order to prevent injury to the Boxers. The corner pad must be arranged facing towards the supervisor as follows:- (i) In the near left side corner-red. (ii) In the far left side corner-white (iii)in the far right side corner-blue (iv) In the near right side corner-white The plateform must be 7.80 m squared. c). Surface of the Ring Floor. d). Ropes. (i) The floor must be covered with felt, rubber or other suitably approved material i.e soft quality and elasticity. It must not be less than 1.5 cm and not more than 2.0 cm. (ii) The canvas must cover the entire platform and must be made of nonslippery material. (iii)the canvas must be blue, pantone 299. (i) (ii) (iii) (iv) The rope must be covered by a thick padding. The ring must include four (4) separate rope on each side of the corner posts. They must be 4 cm thick, without considering the cover. The height of the four (4) ropes must be 40cm, 70cm, 100cm and 130cm from the canvas. The four (4) ropes must be joined on each side of the ring at equal intervals, by two (2) pieces of material (close to the texture of the canvas) 3 to 4 cm wide.. The two (2) pieces must not slide along the rope. e) Steps. The ring must be provided with three (3) sets of steps. Two (2) sets of steps at the opposite corners for the use of boxers and Second and one (1) set of step in the neutral corner for use by the Referees and Doctors. f) Plastic Bag. In the two neutral corners outside the ring, a small plastic bag shall be fixed in which the referee shall drop the cotton or tissue pads used by him to nurse bleedings. g) Boxing ring should be as per specification rules of the AIBA/Indian Boxing Federation.

-: 4 ::- TERMS AND CONDITIONS FOR SUPPLY OF TWO COMPLETE SET BOXING RING 1. The word Tender for supply of Boxing Ring should be super scribed on the top left corner of the envelope bearing the name & address of the tenderer. The sealed tender should accompany with the following :- a) Tender document completed in all respect duly signed by the tenderer, Tender cost of Rs. 500/- ( rupees five hundred only ) separately, along with Earnest money amounting to Rs. 15,000/- (Rupees fifteen thousand only) in the form of Demand Draft drawn in favour of Regional Director, Sports Authority of India, Netaji Subhash Regional Centre, payable at Lucknow, should be submitted in Envelope A. In case, the amount of EMD and tender cost deposited by cheque, the tender of the bidders will be rejected. b) The rates quoted as per performa at Annexure - II to be submitted in Envelope B. 2. The tender shall be submitted in one envelope (containing 02 separately sealed envelopes) as above, in the office of the Regional Director SAI Netaji Subhash Regional Centre, Sarojini Nagar, Kanpur Road, Lucknow. 3. The tenders received without the above will be summarily rejected. 4. The suppliers are required to submit a catalogue of Boxing Ring being supplied alongwith the tender documents. 5. In case of doubt in material, supplied by the firm/tenderer the expenditure on testing of material will be born by the tenderer. 6. If even after approval information / facts submitted by the tenderer are found misleading / incorrect etc., SAI reserves the right to disapprove the Boxing Rings for the current / future rate contract or may impose penalties as it deemed it. Non compliance of any of the terms of tender will also warrant above penalties. 7. The rates must be quoted inclusive of all taxes vats etc., freight for complete set including installation for Regional Centre, Sports Authority of India, Sarojini Nagar, Lucknow. 8. Interest free security money equivalent to 10% of the total value of the supply order will be deposited by the successful bidder within seven days of award of supply order. The EMD will be refunded after finalization of tender in respect of successful bidder. Security Money will be refunded within 60 days on completion of all contractual obligations, if no complaints are received during the period of warranty. 9. EMD to the unsuccessful bidder will be refunded after finalization of the Tender. 10. Material indented for shall be supplied in full quantity within stipulated time. In case of delay in supply/ non supply/ poor quality or any other complaint, SAI reserves the right to adjust extra liabilities from the Security Money, or may take any other action as deemed fit. 11. The Regional Director will have the right to reject any or all the bids without assigning any reason. 12. The supplies received, if not found as per specification of tendered items, are liable to be rejected.

-: 5 ::- 13. The Regional Director, SAI Netaji Subhas Regional Centre, Lucknow will be legally competent to cancel the supply order and also to take any other action against the supplier including imposing of any penalty on the supplier during pendency and till the final execution of the contract of the supply, in case the supplier is ever found to have committed any fraud against SAI Netaji Subhas Regional Centre, Lucknow in supplying the material or indulge in any other malpractices thereof causing any financial losses during contract period. 14. The successful tenderers will give an affidavit certifying that the quality and brand of goods quoted in the tender are correct, and are as per specifications/rules laid down by Boxing Federation of India/International Boxing Federation. The concerned party / supplier is liable to pay damage out of the security in case of any defect. Regional Director NSRC Lucknow may impose penalty as deemed fit and will have the right to make recovery from security or to make deduction from the bill. 15. SAI taking into accounts past performance of party, reserves the right to reject any tender. 16. In case any dispute arises in regard to the Tender, the decision of the Regional Director, SAI Netaji Subhas Regional Centre, Lucknow will be final and binding. 17. In case of litigation, the courts at Lucknow only will have jurisdiction for deciding case according to Indian law in force. 18. The technical bid of the bidders will be opened first and the financial bid will be opened only of those bidders whose Technical bid shall be accepted by the competent authority. 19. It must be noted that this is just an enquiry and does not amount to any commitment on the part of Sports Authority of India to order any products offered. The decision of Sports Authority of India in this regard would be final and be entirely, at its discretion. 20. If equipment is found to be defective in material, size, quality or any other defect of specification or manufacturing defect, then the penalty of 10% of total price of the Boxing Ring in addition to refund for returned / rejected goods, will become to payable to SAI. 21. The supplier shall not despatch the goods after expiry of the delivery period. The supplier is required to apply to the purchaser for extension of delivery period and obtain the same before despatch. In case the supplier despatches the goods without obtaining an extension, it would be doing so at its own risk and no claim for payment for such supply and / or any other expense related to such supply shall lie against the purchaser. 22. Subject to the provision of Force Majeure, if the supplier fails to deliver any or all of the goods or fails to perform the services within the time frame(s) incorporated in the contract, the purchaser shall, without prejudice to other rights and remedies available to the purchaser under the contract, deduct from the contract price, as liquidated damages, a sum equivalent to 0.5 % per week of delay or part thereof on delayed supply of goods and / or services until actual delivery or performance subject to a maximum of 10% of the contract price. 23. The purchaser, without prejudice to any other contractual rights and remedies available to it (the purchaser), may, by written notice of default sent to the supplier, terminate the contract in whole or in part, if the supplier fails to deliver any or all of the goods or fails to perform any other contractual obligation(s) within the time period specified in the contract, or within any extension thereof granted by the purchaser.

6 24. The warranty period of the Boxing Rings should be for a minimum period of two years. 25. The supplied goods, if not found a per the specification mentioned in the Tender documents, the same are liable to be rejected. 26. Supply will be made within 30 days from the date of Supply Order.
