Appendix 1 IINFORMATION ON COMMON ASEAN NEAR COASTAL VOYAGE LIMITS Country: Vietnam 1. Details of the geographical limits of near coastal voyage limits: Near coastal voyages means voyages of Vietnamese sea-going vessels of less than 500 GT, operating at a distance of not more than 100 nautical miles from the coast and within the area designated by the lines connecting the following points: (23 0 00 N, 114 0 20 E); (12 0 00 N, 116 0 00 E); (07 0 00 N, 116 0 00 E); (07 0 00 N, 102 0 30 E); (12 0 00 N, 100 0 00 E). Besides, voyages of sea-going vessels in the sea waters of the sovereignty and the continental shelf of Vietnam are also considered as near coastal voyages. 2. Name of Administration issuing Certificates of Competency (COC) for Near Coastal Voyage (NCV): Vietnam Maritime Administration (VINAMARINE) 3. Details and samples of certificates issued for NCV and their limits: Refer to Appendix 2. 5. Other information: a) The certification structure has been designed basing on the gross tonnage (GT) of the vessel in question, her navigational voyages and the total power of the main engine, taking into account the particular maritime needs of Viet Nam. There are four grades at the Master and Chief Officer levels, namely: - Vessels over 3000 GT (Unlimited Trading) - Vessels from 500 to 3000 GT (Unlimited Trading) - Vessels from 100 to 500 GT (Near Coastal Voyage only) - Vessels of below 100GT. For watchkeeping deck officers there are two grades - vessels of over 500 GT on unlimited trading, and vessels of from 100 to 500 GT on near coastal voyage only.

For the engine officer certification the structure at Chief Engineer and Second Engineer level is as follows: - Over 3000 KW - 750 to 3000 KW - 150 to below 750 KW - Below 150 KW. There is no differentiation for engineers with respect to Unlimited, Near Coastal Voyage or Vietnam Coastal Voyage. The engineering watchkeeping officers certificates are at two levels, namely over 750 KW and from 150 to below 750 KW. Vietnam Coastal Voyages mean voyages conducted by Vietnamese sea-going vessels of less than 100 GT at a distance of not more than 20 nautical miles from the Vietnam coast. Vessels of less than 500 GT not engaged in near coastal voyages shall be manned with appropriately certified seafarers as required for vessels of 500GT and over. Therefore, such vessels are expected to make voyages not only to ASEAN sea areas but also to reach other places in the world. b) Standards of certification of seafarers: Seafarers who wish to be issued with a COC of deck officer on board sea-going vessels of 100 GT to below 500 GT engaging in near coastal voyages shall have graduated from Maritime Secondary School: - At secondary level and have at least 36 months of experience of working on board vessels as rating forming part of a navigational watch and shall have passed an exam. Or - At technical level and have at least 36 months of experience of working on board vessels as rating forming part of a navigational watch and shall have passed an exam after having upgraded education through training programs for ship navigation from technical level to secondary level of 10 weeks (260 periods) Seafarers who wish to be issued with a COC of Deck Officer on board seagoing vessels of from 500 GT and upward shall have graduated from: - Maritime University or University of Transport in Ho Chi Minh City and have at least 36 months of experience of working on board vessels as rating forming part of a navigational watch and shall have passed an exam. Or - Maritime Secondary School and have at least 36 months of experience of working on board vessels as rating forming part of a navigational watch and shall have passed an exam after having upgrading education through training programs of 6 months (750 periods)

Seafarers who wish to be issued the COC as Chief Officer on board sea-going vessels of 100 GT to below 500 GT engaging in near coastal voyages shall have graduated from Maritime Secondary School at secondary level and have at least 12 months of experience of working on board vessels as Deck Officer on board sea-going vessels of from 100 GT to below 500 GT and shall have passed an exam after attending the training course of 8 weeks (240 periods). After that, he may be promoted to Master provided that a) the shipowner agrees and b) he has at least 12 months of experience of working as Chief Officer on board the sea-going vessels of from 100 GT to below 500 GT. Seafarers who wish to be issued with an COC of Chief Officer on board seagoing vessels of from 500 GT to below 3000 GT shall have graduated from Maritime University or University of Transport in HCM City and have at least 12 months of experience of working as deck officer on board the sea-going vessels of 500 GT or more and shall have passed an exam after having attended the training course of 3 months (350 periods). After that, he may be promoted to Master provided that a) the shipowner agrees and b) he has at least 12 months of experience of working as Chief Officer on board sea-going vessels of from 500 GT to below 3000 GT.
