The Hurlstone Partnership 1 INTRODUCTION 1.1 Mr & Mrs T. Bebb purchased Mid Wales Golf Centre, Moat Lane, Caersws, which is located approximately 7 km west-southwest of Newtown and 1.6 km southeast of Caersws, Powys. The Golf Centre incorporates a 9 hole golf course, a 16 bay lit driving range and a pro shop, but is currently closed due to viability issues. 1.2 Planning permission for change of use of part of the site was granted by Powys County Council on 31 May 2018 to allow provision for 20 holiday lodges under application reference P/2016/0782 in order to diversify the offer of the Centre in the hope that its viability may be improved by attracting holiday accommodation at the golf course. The planning permission included access through the established entrance to the Centre and required the provision of 3 additional passing places along Moat Lane in order to facilitate improved two-way vehicular movement along the route. 1.3 Due to the ongoing uncertainty regarding the potential viability of the Mid Wales Golf Centre, planning permission is being sought for an additional 100 static caravans for private holiday use, together with an amenity building on the approximate location of the driving range shed to provide an on-site cafe, gym, enclosed swimming pool, studio, spa area and Manager s Accommodation. 1.4 The proposed development would replace the permitted golf use, as the static caravans would occupy the land containing the 9 hole course. 1.5 The Hurlstone Partnership Limited was instructed to review the acceptability of the proposed development in terms of its access and highway impact. 2 EXISTING SITUATION 2.1 Moat Lane meets the A470 at a recently constructed priority T junction located approximately 160m to the southwest of the level crossing which sits immediately adjacent to the junction between the A470 and A489 to the west of Newtown. 2.2 The new junction was created in association with the realignment of Moat Lane to facilitate development of Maesmawr Farm Resort, which offers holiday accommodation in lodges, static caravans together with touring caravan, motorhome and camping pitches. Based upon the layout plan 817/D03 submitted with application reference P/2017/1455, Maesmawr Farm Resort could provide 12 No. timber clad caravans/lodges, 40 No. static caravans and a further 40 No. touring caravan/camper pitches within the complex. 2.3 The new junction was located to achieve the desirable 160m visibility splay to the right towards the level crossing, which is appropriate for a trunk road subject to a 50 mph PROPOSED HOLIDAY LODGES AT MID WALES GOLF CENTRE, MOAT LANE, CAERSWS, SY17 5SB JPH/180802/D1 October 2018 1

The Hurlstone Partnership speed limit, as is in force in the vicinity. The visibility splay to the left from the junction significantly exceeds the desirable 160m distance. 2.4 The bellmouth of the junction was designed to accommodate all traffic movements to/from the A470 and represents a significant improvement when compared with the historic junction of Moat Lane, which remains and is adjacent to the level crossing; albeit restricted to pedestrian and cycle access only. 2.5 Moat Lane forms part of National Cycle Route 81, which connects Aberystwyth and Wolverhampton via Shrewsbury and Telford over a distance of 230 km (143 miles). More locally, the route connects to Newtown centre via a route of approximately 10 km (6.25 miles) distant and Caersws approximately 1.8 km (1.1 miles) distant, both of which provide connections to the national railway network at the respective local stations and also provide a range of facilities and services. 2.6 The existing site access is approximately 1.25km (0.78 miles) from the new junction with the A470. When leaving the A470, the initial length of Moat Lane is approximately 6.2m wide before the new construction narrows to 4.2m for a short distance along a straight section between two ninety degree bends. Within the straight there is a long passing place where the carriageway width increases to 6.2m, beyond which the carriageway narrows to 4.75m wide. The second right hand bend connects the new construction to the original line of Moat Lane. 2.7 As described above, the original line of Moat Lane is retained to the left as a cycle/pedestrian route to/from the A470 and Caersws. Following the vehicular route to the right around the bend, which is widened to accommodate turning traffic, Moat Lane narrows to 3.2m for a short distance of around 60m before reaching the access to Maesmawr Farm Resort. 2.8 Beyond the Maesmawr Farm Resort access the carriageway continues as a single track lane with a nominal width of between 3.1m and 4m. Approximately 120m beyond the Resort access there is a passing place on the north side of the carriageway, with a further passing place another 130m distant. Based upon the encroachment of vegetation from the neighbouring hedgerow/verge and that growing through the carriageway surface, it appears that the passing places are not used by vehicular traffic on a frequent basis. 2.9 Beyond the second passing place Moat Lane follows a slight left/right bend as it crosses over a watercourse before reaching a pair of gateways on opposite sides of the carriageway, approximately 80m distant and immediately beyond a bridge. There was little evidence of overrunning at the gateways which again suggest their use as an informal passing place is limited. 2.10 Approximately 60m beyond the gateways is a large asphalt access serving a range of buildings set back from the road; 90m beyond which is another access to a dwelling, which sits on what appears to be the line of a former railway line. The route then follows a slight right hand bend before reaching a field gateway approximately 100m distant. The Hurlstone Partnership 2.11 Although the route incorporates a slight bend, forward visibility extends from the gateway to an reasonably large asphalt access approximately 110m distant, which sits on the outside of a right hand bend where the route begins to climb. At the bend, the verge width increases as the hedgerows and boundaries are set further back from the carriageway, which increases to a width of around 4m as Moat Lane runs into a left-hand bend as it continues to climb over a distance of approximately 80m before exiting the bend onto a straight section of road extending approximately 280m, within which the access to Mid Wales Golf Centre is located. 2.12 Beyond the bends, the carriageway width narrows to approximately 3.2m as the road continues to climb between the hedgerows on either side, which are set back behind grass verges. 2.13 The access to Mid Wales Golf Centre is located approximately 145m beyond the bend and extends around 23.5m along the southern edge of the carriageway before narrowing via kerbed radii to 5.7m at the gates which are set back 13.5m from the road edge. However, the clear opening width at the gates is 5.5m. Visibility at the existing access, which is surfaced in asphalt is good and was found to extend approximately 150m in both directions from a set-back of 2.4m from the near edge of Moat Lane. 2.14 The existing access is considered to be suitable to accommodate routine two-way vehicle movements, as confirmed by the recent planning permission for 20 holiday lodges (reference P/2016/0782), which specified the provision of 2.4m x 35m visibility splays in each direction at the site access at condition 5. 2.15 As described in the Introduction, the recent planning permission for the 20 holiday lodges imposed a condition requiring the provision of additional passing places along Moat Lane. Condition 6 of the planning permission states: Prior to any works being commenced on the development site the applicant shall construct 3 passing bays, in locations to be agreed in writing by the Local Planning Authority. The passing bays shall be constructed up to adoptable standard prior to any works being commenced on the development site. 2.16 At the time of writing, the locations of the 3 additional passing places have yet to be agreed. However, a review of the alignment of Moat Lane and the existing opportunities for vehicles to pass (both formal and informal passing places) provides an indication of where the passing places are likely to be most useful. 2.17 A review of the route indicates that the passing places may be located near the bridge over the watercourse; at the bend beyond the dwelling by what appeared to be a former railway line; and an area of localised widening on the bend to the northwest of the access to the Mid Wales Golf Centre, subject to agreement with the Council. The Hurlstone Partnership 3 HIGHWAY SAFETY 3.1 A review of the Crashmap website revealed that there have been no recorded injury accidents along Moat Lane between the access to Mid Wales Golf Centre and the A470 via the revised alignment and junction within the 19 year period for which data is available (1999 to 2017) and no recorded accidents at the original Moat Lane junction within the most recent 5 year period. A number of accidents had been recorded in the vicinity prior to the preferred 5 year period, but it appeared that they pre-date the imposition of the 50 mph speed limit via The A470 and A489 Trunk Roads (Moat Lane Junction, Caersws, Powys) (50 Mph Speed Limit) Order 201 of 2010. 3.2 Taking the foregoing into account and the recent improvements including the realignment of Moat Lane to its new vehicular junction with the A470, which meets current design standards in terms of its layout and visibility provision, it is apparent that there are no inherent characteristics of the local highway network that compromise safety to an unusual or unacceptable level. 4 EXISTING TRAFFIC FLOWS 4.1 In terms of traffic movements at the existing site, these are limited to the residential trips associated with Mr & Mrs Bebb s dwelling located adjacent to the driving range and occasional maintenance trips associated with the Centre, which remains closed. 4.2 The Mid Wales Golf Centre could re-open and permission for the 20 approved lodges has been granted. As a result, in terms of baseline potential flows to and from the site, it is appropriate to consider trip attractions to the permitted use. 4.3 The Golf Centre covers an area of approximately 10 hectares, including the golf course, 16 bay lit driving range, pro-shop and associated buildings. The approved 10 lodges would occupy an area of 1.08 hectares at the southern end of the driving range, when they are constructed. 4.4 In order to establish the potential vehicular activity associated with the approved development at the site, the TRICS database has been interrogated based on private 9 hole golf courses and static caravan holiday homes. 4.5 A review of the TRICS database revealed that in terms of the holiday lodges, based on the scale, location and proposed facilities, there are limited comparable sites. Many of the sites within the TRICS database are significantly larger and provide a mix of accommodation including touring caravan and camping pitches, with some of these providing extensive on-site facilities. Those sites have been excluded to avoid skewing the results. 4.6 Due to the leisure nature of the approved development, the trip attractions can be higher on Saturdays and Sundays than during the weekday (Monday to Friday). The Hurlstone Partnership analyses have therefore been undertaken based upon weekdays and weekends for the golf course and permitted lodges. 4.7 The closest matching site for the permitted lodges only provided data for Sunday. The TRICS site did not provide any on-site facilities other than toilets, showers and a laundry. As a result, the trip rates for the proposed development, which includes additional on-site facilities, were used to obtain weekday and Saturday rates. However, a comparison between the Sunday TRICS rates for the existing and proposed developments revealed the former were 4.695% higher than the latter, which is likely to be as a result of the additional facilities offered on site resulting in fewer trips off-site. Notwithstanding this, to provide a worst case assessment in terms of potential impact of increased traffic associated with the proposed development, the baseline traffic flows were not increased by the 4.695% differential for the weekday and Saturday periods. 4.8 The trip rates and corresponding traffic flows associated with the permitted developments are summarised in Appendix A, which also includes the TRICS output sheets for the permitted and proposed land uses. To allow direct comparison, trip rates have only been included for the time periods covered by the data for all uses considered on the relevant day of the week. 4.9 The trip analysis in Appendix A reveals that the permitted development could attract a total of 74 movements between 07:00 19:00 during a typical weekday with a peak hour flow of 11 movements (4 inbound / 7 outbound) between 12:00 13:00. Of the 71 movements, 51 are associated with the golf course and 23 with the holiday lodges. During the peak hour period, 9 movements are associated with the golf course and 2 with the lodges. 4.10 On Saturday the movements between 07:00 22:00 increase to 108, of which 65 relate to the golf course and 43 with the holiday lodges. The peak hour flow on Saturday is 12 movements (4 in / 8 out) between 16:00 17:00 comprising 8 related to the golf course and 4 related to the lodges. By way of comparison, between 07:00 19:00 the cumulative flow on Saturday is 99 movements comprising 64 golf and 35 lodge trips. 4.11 The movements between 07:00 19:00 on Sunday were 92 including 48 for the golf and 44 for the lodge elements of the site. The peak hour flow occurs between 13:00 14:00 with 7 golf and 9 lodge movements resulting in a cumulative traffic flow of 16 (6 inbound / 10 outbound). 4.12 In the absence of any recent traffic flow data, new traffic counts are being undertaken on Moat Lane using Automatic Traffic Counters (ATCs) between Tuesday 16 th and Monday 22 nd October 2018 inclusive. 4.13 Two ATCs have been installed on Moat Lane. One is located to the northwest of the access to Mid Wales Golf Centre and the other is located to the northwest of the access to Maesmawr Farm Resort. The Hurlstone Partnership 4.14 The traffic survey results will be used to assess the ability of the existing road network to accommodate the approved and proposed development, taking into account the required improvements associated with the permitted 20 lodges, and also the proposed development. Should the results demonstrate further improvements are required in order to accommodate the cumulative traffic flows, the data gained will underpin any associated design work. 5 PROPOSED DEVELOPMENT & IMPACT 5.1 The proposed development would replace the existing golf course and driving range uses with an additional 100 holiday homes located on the site of the 9 hole golf course. The permitted 20 lodges would be retained in their approved location. 5.2 In addition to the new holiday homes it is proposed to provide an on-site amenity building which would include: Swimming Pool 30x9 = 270m 2 Studio 5x9 = 45m 2 Gym 5x9 = 45m 2 Changing Rooms 4x7 = 28m 2 Spa 4x5 = 20m 2 Reception & Café 8x5 = 40m 2 Office & Store 4x5 = 20m 2 Manager s Accommodation = approx. 80m 2 5.3 The proposed development would be served by the existing access to the golf course, which was reviewed and found to be acceptable in terms of its geometric layout and visibility provision. 5.4 The proposed site layout is illustrated on the plan provided at the Figures section of this report, before the Appendices. 5.5 In terms of the proposed development traffic, the TRICS data and analysis provided in Appendix A reveals the proposed development would attract 129 movements during the weekday between 07:00 19:00 with a cumulative total of 152 movements in conjunction with the approved lodges. This represents an increase of 78 movements per day when compared with the permitted uses for the comparable time period. 5.6 The proposed development is predicted to attract a peak hour flow of 14 movements (7 in / 7 out) during the weekday and a cumulative total of 16 movements (8 in / 8 out) when combined with the permitted 20 lodges between 13:00 14:00. This represents an increase of 5 movements when compared with the peak hourly flow for the permitted use of the site during the weekday period. 5.7 On Saturdays, the proposed development is predicted to attract 219 movements between 07:00 22:00 with a cumulative total of 262 movements when including the permitted PROPOSED HOLIDAY LODGES AT MID WALES GOLF CENTRE, MOAT LANE, CAERSWS, SY17 5SB JPH/180802/D1 October 2018 6

This represents an increase of 154 movements when compared with the permitted uses over the same period. 5.8 The Saturday peak hour movements associated with the proposed development are 22 (13 in / 9 out) between 17:00 18:00. When including the permitted lodges the peak hour flow for the site is 27 movements (16 in / 11 out), which represents an increase of 15 movements compared with the Saturday peak hour of activity for the permitted development. 5.9 On Sunday, the proposed development is predicted to attract 208 movements between 07:00 19:00, which increases to 252 movements with the permitted 20 lodges included, based on the same trip rates being applied to the proposed development for consistency, given the occupants would benefit from the same on-site offer in terms of available facilities. This represents an increase of 160 movements over the 12 hour period when compared with the permitted uses. 5.10 The peak hour flow for the proposed development on Sunday is predicted to be 25 movements (12 in / 13 out) between 13:00 14:00. When adding the traffic associated with the permitted 20 lodges, the peak hour flow increases to 29 movements (14 in / 15 out) during the same time period. However, the trip analysis reveals the combined peak hourly flow of 29 movements is maintained between 11:00 14:00; albeit with slightly different directional distributions during each hour. It is therefore apparent that the peak hour flow under the proposed development scenario is 13 movements higher than that associated with the permitted land use. 5.11 The capacity of the local network is defined in terms of its ability to accommodate peak hour flows, when the road is placed under the highest demand. As is apparent from the foregoing, the peak hourly flow on Moat Lane as a result of the proposed development would occur on Sunday, when traffic activity on the wider highway network is typically reduced. 5.12 An increase of 13 movements per hour over the permitted scenario represents an additional traffic movement 4.65 minutes. This quantum of increase is considered to be modest in absolute, practical terms and correlates with the range of predicted hour to hour variations associated with the permitted land uses on Sunday (3 to 16 movements per hour). 5.13 When considered in the context of the route between the site access and A470 junction to the south, which has a journey time of around 2 minutes, it is apparent that the additional potential for vehicles travelling in opposite directions to meet as a result of the proposed development during the peak hour period is relatively limited. 5.14 A more detailed assessment of the capacity of Moat Lane and the potential requirement for further improvement beyond the three additional passing places specified under condition 6 of planning permission will be undertaken and reported in the Transport Assessment to accompany the planning application. The Hurlstone Partnership 6 SUMMARY 6.1 Mid Wales Golf Centre, Moat Lane, Caersws, is located approximately 7 km westsouthwest of Newtown and 1.6 km southeast of Caersws, Powys. The Golf Centre incorporates a 9 hole golf course a 16 bay lit driving range and a pro shop, but is currently closed due to viability issues. Planning permission was also recently granted for 20 holiday lodges within the site. 6.2 The planning permission for the lodges required the provision of 3 additional passing places along Moat Lane in order to facilitate improved two-way vehicular movement along the route. 6.3 Due to the ongoing uncertainty regarding the potential viability of the Mid Wales Golf Centre, planning permission is being sought for an additional 100 static caravans for private holiday use, together with an amenity building on the approximate location of the driving range shed to provide an on-site cafe, gym, enclosed swimming pool, studio, spa area and Manager s Accommodation. 6.4 The proposed development would replace the permitted golf use, as the static caravans would occupy the land containing the 9 hole course. 6.5 The Hurlstone Partnership Limited was instructed to review the acceptability of the proposed development in terms of its access and highway impact. 6.6 A review of trip attractions has been undertaken using the nationally recognised TRICS database, which revealed when compared with the permitted uses, the proposed development would result in an additional 13 movements during the peak hour period of the week, which would occur on Sunday. 6.7 The cumulative peak hour flow at the site with the proposed development in place was found to be 29 movements, compared with 16 under the permitted development fall-back. 6.8 Based on a review of the existing network, it is apparent that the site access to the Golf Centre, which would serve the site, is acceptable in terms of its layout and visibility. 6.9 When taking into account the require improvements to Moat Lane, which would provide three additional passing places, together with the modest increase in traffic activity during the period of peak attraction to the site, it is anticipated that the improved route would provide sufficient capacity to accommodate the proposed development. 6.10 Traffic surveys are currently being undertaken which will inform the capacity assessment of the route together with the requirement for any further improvements. The findings will be presented in a Transport Statement which will accompany the planning application.
