1863: Southampton constructs a new school house 1927: Southampton discontinues use of facility as a school December 1946: Southampton votes to raze the former school building October 1948: The town votes that the former school be established as a fire house 1971: Garage bays & office space constructed on three sides of original structure
Fire Department Building original building existing conditions Doors, windows and masonry piers removed to create overhead door openings (undersized for modern emergency vehicles)
Existing Fire Department Building Exterior Walls of Original Structure unsafe firefighter circulation inadequate door clearance
Existing Fire Department Building Exterior Walls of Original Structure turn-out gear proximity to emergency response vehicle tripping hazards
Southampton s Police Department is housed in the basement of the original town hall, constructed in 1904 The department initially occupied a 1972 addition which provided 2 offices and a garage. As additional basement space became available the PD developed holding cells and other necessary support spaces The structure lacks appropriate security design, has an inadequate utility infrastructure, does not comply with current codes or standards, and creates liability for the town

Existing Fire Department Building Remaining Historical Features
Options to address Existing Fire Station Avoid current fire station with new Public Safety complex - Results in compromised solution for new facility (poor traffic circulation; limits visibility & awareness of public safety services) - No identified use for existing building; high cost to renovate for other uses in order to meet building code Incorporate current fire station in new complex - Building is not appropriately sized for FD apparatus (best use when considering emergency response circulation) - Extremely costly to re-construct as an essential facility Relocate existing fire station building to new location - Costly; no identified town need for reuse - Potential to offer the building for public purchase and relocation? Raze Building - Incorporate historical masonry detailing on new facility?

Preliminary Public Safety Facility Project Budget Strictly escalating Ashburnham you comparable project would be $309/sf Construction cost. Due to Code, sustainable items and carrying a 10% design contingency, a better number would be $350/sf. The most recent police station bid of similar size and scope was Sudbury police bid summer 2014 at $375/sf. So with all this mind, taking into account western Massachusetts highly competitive bid market my preliminary budget estimate is $380/sf Total Program Space: 23,169 g.s.f. Current Construction Costs: $380-$400/sf Cost Factors: specialized construction type; size of facility; multiple small spaces; site development (topography/wetlands, etc.) & infrastructure needs Construction Costs: $8,804,220 - $9,267,600 Soft Costs (15%-30%): $1,800,000 ($9M @20%) OPM & Clerk Fees: $210,000 A/E Fees: $810,000 Furnishings & Equipment: $750,000 Legal & Bonding: $30,000 Other (printing, advertising, etc.) New Public Safety Facility Total Project Cost (TPC): $10,800,000
Preliminary Expanded Project Budget New Public Safety Facility: $10,800,000 ($388/sf) Maintain Existing Fire Station: (1,204 sf) (Information obtained from Southampton Historical Commission report) Engineering Analysis: $25,000-$35,000 Brick Repointing: $7,000-$10,000 Brick Infill: $10,750-$12,000 (reconstruction to recreate original?) Seismic Retrofit: $125,000-$200,000 Total: $167,750 - $257,000 ($213/sf) applies to structural elements only do estimates reflect prevailing wages? Demolition of additions: $ TBD Construct toilet facilities: $ TBD Doors / windows / etc: $ TBD HVAC: $ TBD Electrical: $ TBD Existing Fire Station: assuming $500,000 total cost ($415/sf) Expanded Total Project Cost : $10,800,000 + $500,000 = $11,300,000
At present there does not appear to be Federal or State grant funding available for Police / Fire / Public Safety construction projects Recommended local funding option: Debt Exclusion (retires after project is paid for) Fortunately the Town will be retiring other current debt in the near future which will help offset the costs of this project
Based on $10,000,000 Total Project Cost (prepared by UniBank Fiscal Advisory Services, Inc.) - DRAFT - Impact to Taxes Impact to taxes from the new Public Safety Building: $0.98 FY 2017 (initial year) Avg. home assessed at $253,708 (FY 2015) = $248.63/yr.
Preliminary Project Timeline October 2014: Caolo & Bieniek Associates hired to conduct the Feasibility Study & develop preliminary designs. October - December 2014: Programming & Site Analysis Preliminary Design Concept: early January 2015 Project cost estimates: February 2015 February - May 2015: Public discussions regarding the project May 2015: Annual town meeting vote to approve funding for 100% design and total project funding June - December 2015: Final design / engineering & bidding Spring 2016: Begin Construction June 2017: Occupy new facility
