OPEN BELGIAN CHAMPIONSHIP 2012 LASER STANDARD, RADIAL & 4.7 SAT-SUN 22-23th September 2012 NOTICE OF RACE 1. RULES The regatta will be governed by the rules as defined in the Racing Rules of Sailing. - The prescriptions of the Belgian National Authority (KBYV FRBY) will apply. Laser class rule 7 (a) is restricted as follows: - Only one person shall be on board whilst racing. The person shall be named on the entry form. - Sails shall have the full sail number and NATIONAL LETTERS in accordance with the Class Rules and RRS. The national letters shall denote the National Authority of which the sailor is a member in accordance with RRS 75.2 and with 2.1 Entry regulations below. This changes RRS Appendix G 1.1. - If there is a conflict between languages the English text will take precedence. - All times mentioned are local summertime (UTC + 2) unless otherwise stated. 2. ENTRY REGULATIONS Only current fully paid members of the International Laser Class Association may enter the regatta. Crew substitution of the registered sailor is not permitted. No resale of entries will be allowed. The Open Belgian Championship is open to Belgian and non-belgian sailors. Entry is restricted to competitors who are, or will be at least 15 years old in the year which in which the championship is held i.e. born in 1997 or earlier. Proof of age will be required at registration. Each sailor under 18 years old on 22 September 2012 shall send to RBSC a completed parent/guardian consent form before 8 September 2012. This consent form will be automatically emailed to each sailor upon completing the online entry form. For the duration of the championship, each sailor under 18 years old shall be accompanied by the responsible adult who is named on the parent/guardian consent form.

The responsible adult (if applicable), coach and competitor shall register together on site at the race office before 10:00 on 22 September 2012. 3. ENTRY AND ENTRY FEES The entry fee for this event is 25. 4. Any race on Sunday 21 Aug 2011 for which a warning signal is not given by 16:00 will be abandoned and not re-sailed. 5. Sailing Instructions Sailing Instructions and Notice of Race will be posted on the Notice Board during the regatta. 6. RACE OFFICE The Race Office is situated in the RBSC Beachclub Duinbergen. MEASUREMENT / INSPECTION Wet clothing, measurement and equipment checks may be made throughout the Regatta at the discretion of the Class Representative, Race Committee or Jury. 8. BOATS AND EQUIPMENT All competitors shall use only one hull, sail, mast, boom, centreboard and rudder In the event of damage, boats and equipment may only be substituted with the written permission of the Regatta Measurer. If the damage occurs later than 120 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Jury or Race Committee and the written permission of the Jury or Race Committee shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place. Boats shall be kept in their assigned places at the venue. Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organising authority. Access to the boat park may be restricted during certain hours including the hours of darkness. 9. TEAM/COACH/SUPPORT BOATS Support boat drivers shall register their boats at the Race Office with their passports and submit names and boat numbers of the sailors they are supporting. Each coach/support boat shall be clearly identified with a number supplied by the Organising Authority. No other individual support boats shall be used. 10. COURSES

Trapezoid courses will be used with inner or outer loop and an upwind finish. The target time for the first boat in each race will be 60 minutes. 11. PENALTY SYSTEM Appendix P will apply, with the following amendments: a) If a first penalty is signalled after she has finished, a boat will be given a scoring penalty of 8 points without a hearing b) Appendix P3 is modified to read: If a boat has been penalised for the first time under Appendix P1 and the race committee signals a postponement, general recall or abandonment, the penalty is cancelled, but it is counted to determine the number of times she has been penalised during the regatta. If a boat has been penalised for the second or subsequent time under Appendix P1 and the race committee signals a postponement, general recall or the race is abandoned, the boat shall not sail in this race if it is restarted or re-sailed. If she does, she shall be disqualified without a hearing and her score shall not be excluded. c) Action by the jury under Appendix P shall not be grounds for a request for redress by a competitor. The jury however may initiate redress. This changes rule 60.1(b), 60.2(b) and Appendix P4 Measurement penalties a) If a boat is sailed without a centreboard stopper, or with no mast retention line attached (class rule 3(b) xi), a scoring penalty of 20 points will, without a hearing, be added to the boat s score in the last completed race in which she was racing without the centreboard stopper or retention line in regattas with 20 or 20 or more competitors, and a 10 point penalty in regattas with less than 20 competitors. However, she shall not be scored worse than DSQ. b) Any changes to the boat which have not been authorised as per S.I. 5.2. will result in the sailor s disqualification without a hearing from the last race completed when the change was made. c) For any other measurement protest, the jury may issue an alternative penalty to disqualification. 12.ALTERNATIVE PENALITIES For protests where only a rule of Part 2 is alleged to have been broken, an arbitration hearing may be offered prior to any formal protest hearing. 13.APPEALS Appeal from the decisions of protests is possible and should be lodged at the Belgian National Authority (Koninklijke Belgische Yachting Federatie Fédération Royale Belge de Yachting ) Vilvoordsesteenweg 1A, B1020 Brussels. See website www.belgiansailing.be concerning the procedure 14.RADIO COMMUNICATION A boat shall neither make radio communication while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 15.DRUG TESTING Competitors are required to comply with the rule 5 and ISAF Regulation 21, which ban the use of drugs. Drugs testing may take place during the event. 16.SAFETY Competitors shall wear a life jacket or other adequate personal buoyancy at all times when afloat. Wet suits and dry suits do not constitute adequate personal buoyancy. 17.SCORING The regatta will be scored as provided in RRS Appendix A using the Low Point System. For all classes, 2 races are required to be completed to constitute a regatta and 3 races to constitute a valid Open Belgian Championship. (a) When fewer than 4 races have been completed, a boat s regatta score will be the total of her race scores (b) When 4 to 7 races have been completed, a boat s regatta score will be the total of her race scores excluding her worst score. (c) When 8 races have been completed, a boat s regatta score will be the total of her race scores excluding her two worst scores.

If a points scoring penalty for a breach of RRS rule 42 or under the Arbitration System would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed. The scoring abbreviation for a discretionary penalty imposed under NOR 1.4, 13.2 and RI 12.2, 22, 24, 26 and 27 will be DPI. The scoring abbreviation for an arbitration penalty is ARB, and the scoring abbreviation PTS means scoring penalty for a yellow flag after finishing. 18.PRIZES Prizes will be awarded in the following categories subject to entry numbers: Laser Standard Rig: Laser Radial Rig: Laser 4.7 Rig: Blue ribbon as Open Belgian Champion Standard Rig Blue ribbon as Open Belgian Champion Radial Rig Women Blue ribbon as Open Belgian Champion Radial Rig Men Blue ribbon as Open Belgian Champion Radial Youth Boys Under 18 (3 prizes) Boys Under 16 (1 price) Girls Under 18 (3 prizes) Girls Under 16 (1 price) One sail for each rig (Standard, radial and 4.7) will be raffled between the sailors present at the prizegiving 19.PHOTOGRAPHY CONSENT By entering the Regatta competitors accept that they may be photographed and/or videotaped participating in the race and/or using the Regatta facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof. 20.LIABILITY Royal Belgian Sailing Club, Laser Group Belgium and the International Laser Class Association and their officers, members and volunteers do not accept liability for loss of life or property, or personal injury or damage caused by or arising out of the Belgian Open Championship 2011 and competitors take part in the championships at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he is sailing. The sailor shall own a boat or have arranged a charter boat and certifies that it is in a safe and seaworthy condition. A competitor must be of good health and a competent sailor capable of racing a Laser Radial in open water in 35 knot winds and it is his sole responsibility to decide to participate in a race or to continue racing. It is the responsibility of each sailor to decide to participate in a race or to continue racing. A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he is sailing and for his personal accident and health insurance. Proof of such insurance must be provided at registration. 21.INDEMNIFICATION To the fullest extent permitted by law, each competitor agrees to indemnify and hold the International Laser Class Association and Royal Belgian Sailing Club, Laser Group Belgium, owners, affiliates, officers, employees, agents, committee persons and race officials acting in their official capacities harmless, from any third party claim to the extent arising from a competitor's acts or omissions. 22.CHARTER BOATS No chartering is organised by the race Committee 23.CONTACT Website: www.rbsc.be
