Events CROSS ARM CHANGE OUT ENERGIZED 12-minute mean time 18-minute drop-dead time Event Summary: Teams will be replacing an eight-foot fiberglass crossarm and insulators. The two-phase conductors #2 are considered energized at 4 kv. A new crossarm, pin and insulators will be located at the base of the pole. Groundman may assemble during 5-minute set-up period. Competitors will replace existing crossarm with new equipment and re-secure conductors with new wrap lock ties. Event Specifications: Competitors will be provided a 5-minute Q&A and setup period. Time starts at the judge s signal with a fall arrest system detached from the pole. The neutral must be covered on both sides plus clevis. Conductors must be covered when working within the minimum approach distance. The phases must have two points of control at all times while tying and untying both lineman with one hand each while tying and untying will be accepted. Screwdrivers are acceptable tools to use while tying and untying wrap locks. Conductors can be floated as long as they are covered properly. After a new crossarm is installed, conductors must be re-secured with wrap lock ties. The old rubber grommet may fall to the ground, and a new one must be installed. Time stops when the last climber s first foot reaches the ground. TWO PHASE DEAD END BELL CHANGE OUT DEAD AND GROUNDED 12-minute mean time 16-minute drop-dead time Event Summary: This is a dead and grounded event. Competitors may wear leather gloves. Conductor is #2 with no center phase. Objective is to change out all four dead end bells in a professional and safe manner. Competitors may use slack blocks, jack straps or handline during change out. Event Specifications: Competitors will be provided a 5-minute Q&A and setup period. Time will start at the judge s signal with a fall arrest system detached from the pole. No coverup or rubber gloves necessary. Pins must be facing in toward the pole. Cotter key may be put in mouth while changing out pins. Time stops when the last climber s first foot reaches the ground.

Two-Phase Conductor Tie-in Dead and Grounded 11-minute mean time 15-minute drop-dead time Transformer Change Out Energized 16-minute mean time 24-minute drop-dead time Event summary: Competitors will be replacing a 10 kva 120/240v transformer. The event will start with the cutout already open. The old transformer will be lowered until it touches the ground and then sent back up to be re-hung. Event specifications: Competitors will be provided a 5-minute Q&A and setup period. Time will start at the judge s signal with a fall arrest system detached from pole. The neutral must covered on both sides plus clevis. Conductors must be covered when working within the minimum approach distance. Tap must be lifted/re-installed while safely below the neutral. A transformer gin must be used to raise and lower the transformer. Once properly installed and the tap is re-attached, the Event summary: This is a dead and grounded event. Competitors may wear leather gloves. Conductor is #2 with no center phase. Screwdrivers are an acceptable tool for tying or untying conductors. Event specifications: Competitors will be provided a 5-minute Q&A and set-up period. Time will start at the judge s signal with fall arrest system detached from the pole. The first climber will ascend the pole, have rollers sent up on handline and install rollers on crossarm. Both conductors will be untied and placed into rollers. The climber will descend to the ground and the second climber will ascend after the first climber is detached from the pole. The climber will remove the conductor from the rollers and re-tie it onto insulators while maintaining proper control of conductor. Rollers will be removed and sent down on handline. Time stops when the last climber s first foot reaches the ground.
Journeyman Hurt Man Rescue 4-minute mean time 6-minute drop-dead time Event summary: Competitors will be simulating a rescue of an injured climber. An ox block-equipped handline will be hung from a crossarm to be used to lower the dummy. Event specifications: Competitors will be provided a 5-minute Q&A and set-up period. Rubber gloves must be tested during the set-up period by either climber or groundman. Time will start at the judge s signal with all climbing equipment on the ground. Leather gloves will be worn while participants put the gear on. Rubber gloves may be placed against the pole in a bag with a flap over the gloves. Climber may attach to the pole without starting to climb and swap out leather gloves for rubber gloves. Handline must remain unbroken until time starts. It can then be broken by either groundman or climber at any time after time starts. A dummy will be tied around the chest using three half hitches. The load side of the handline must be wrapped around the ox block clip with two wraps. The groundman will control the handline while the dummy is lowered. Slack must be in the load line when the dummy is on the ground. The climber can descend as soon as dummy is on the ground. Time stops when the last climber s first foot reaches the ground. Each team s best time will serve as its overall score. Apprentice Obstacle Course 8-minute mean time 14-minute drop-dead time Event summary and specifications: Competitors will be provided a 5-minute Q&A and set-up period. Time will start at the judge s signal with a fall arrest system detached from the pole. The competitor must first use an extendo stick to open cutout door. Competitors will have the option to start with gear on. Gaff guards are required. The climber will attach to the pole and ascend to the first crossarm at 7 feet. There will be three ropes on either side of the arm, which the following knots will be tied to: bowline knot, clove hitch and timber hitch with two half hitches. The climber will then transfer over the first arm and go to the second arm with a bell and shoe on one side. The bell and shoe will be unpinned from that side and moved to the opposite side with both pins facing inward toward the pole and the nuts on the shoe facing the ground. The climber will then
transfer over that arm and ascend to the top arm with cutout. The fuse will be replaced and the door left hanging. Competitors will descend to the ground and have the option to complete the challenge with climbing gear and gaff guards on, or they can remove their gear and use an extendo stick to close the cutout door. Competitors must announce when they are coming hot, and time will stop when the door is closed and holds. Apprentice Lightning Arrestor Change Out 10-minute mean time 14-minute drop-dead time Event summary and specifications: Competitors will be provided a 5-minute Q&A and set-up period. Time will start at the judge s signal with a fall arrest system detached from the pole. Competitors will ascend to working positions and use handline or straight line to pull a toolbag or bucket up with two new arrestors. Competitors are not required to lift the taps because the event is dead and grounded. Remove arrestor leads and replace both arrestors. Competitor can descend after both arrestors are changed and leads are re-applied. Time will stop when the competitor s first foot reaches the ground. Apprentice 200-amp Residential Service Installation 8-minute mean time 12-minute drop-dead time Event summary and specifications: Competitors will be provided a 5-minute Q&A and set-up period. Rubber gloves are required and Triplex with pre-attached wedge clamps can be pre-positioned during set up. Meter socket will be at 5 feet and the top of the weatherhead will be at 7 feet. Step ladder will be provided if needed. All competitors will start with belts and fall arrest on but NO CLIMBERS. Bolt connectors will be provided for all connectors. Split bolts and/ or one-bolt connectors may and will be used, so be prepared for either. The judge will count down from three. Competitors will hang the triplex at the meter base and make the connections in the proper sequence, then put their climbers on and tie triplex to a straight line. Climbers will make their way to the transformer, hang the triplex then make the necessary connections in the correct sequence. Competitors will then descend the pole and remove climbers, then perform a 9-point meter check, calling out the correct readings for each step. After setting the meter, time will stop, but judging will continue until the service is lowered and coiled up.
Apprentice Copper Reel Pull 1-minute and 30-second mean time 3-minute drop-dead time Event summary and specifications: Competitors will be provided a 5-minute Q&A and set-up period. A 2 x4 x ½ pink insulation board will be placed at the base of the pole. Outside edges of hay bales will be 4 feet apart with a 25-pound copper reel securing the eiber board. A third reel of copper will be placed in the center of the bales with one end of the handline attached. All excess line will be coiled in a tool bucket placed between the bales and the pole. Line will run up the pole through a single sheave block suspended from an eye nut. The hook on the line will be placed in an eye nut on the opposite insulator pin. The judge will count down from three. Competitors will start with gear on, ascend the pole and unhook the hand-line hook from the eye nut. Competitors will then pull the 25-pound copper reel hand-over-hand until it touches the sheave block. The competitors will then lower the reel hand-over-hand onto the eiber board WITHOUT BREAKING THE BOARD. Time will stop when the reel is on the board and slack is in the line. If the board breaks after slack is in the line, no penalty will be accessed. Judging will continue until the competitor reaches the ground. Rules General rules for all rodeo competitors 1. All safety rules are to be observed during events. 2. A competitor may not compete if bleeding. 3. Rubber gloves are required for all simulated energized journeyman and apprentice events or as specified for each individual event. Rubber gloves may be inspected by the event staff prior to the start of each event. If rubber gloves are not required, work gloves shall be worn during the competition. 4. Safety glasses are required for all events. 5. Hard hats must be worn properly during all events. 6. Long-sleeve shirts are required. Sleeves can t be pushed or rolled up. 7. A random tool inspection may be conducted to check for safe condition and for any alterations to tools such as: a. Tapered cuts on straps b. Tape on straps c. Filed buckles d. Fingers cut out of gloves e. Elongated holes in straps and belts f. Improper gaff length g. Unsafe handlines If a judge discovers that tools and equipment are altered to be unsafe, five points will be deducted from the event that the competitor is competing in at the time the altered tool is discovered. 8. Competitors may ask the judge questions before the event begins, but not while judging, and it is his/her responsibility to do so. A maximum of 5 minutes to ask questions and layout tools will be given prior to starting the event. 9. Video footage will not be allowed to settle judging disputes. 10. No drones are allowed at the rodeo grounds with the exception of drones from the rodeo host. 11. Cheering is encouraged, but professional coaching from supporters outside individual event arenas will be controlled by immediately deducting two points to the competitor(s) followed by disqualification, if not stopped. 12. All tools shall be provided by the competitor(s) unless otherwise noted on the individual event specifications. 13. Battery powered tools are NOT allowed. 14. All permanent connections shall be wire brushed before completing connection, or as specified for each individual event. 15. All connections and hardware will be tightened to the appropriate torque rating using the proper tools (i.e. channel locks shall not be used to tighten nuts, etc.). 16. Time will start at the judge s signal. 17. The groundman on a team is permitted to time the event as well. 18. Work gloves shall be worn when performing any work on the ground. 19. A climber wearing his/her climbing gear may assist the ground man while framing material during the event; however gaff guards must be on gaffs. 20. Gaff guards must remain on climber s gaff when he/she is outside of the immediate work area (10 feet from the event pole). 21. Judging will continue until all materials are packed up and the event site is restored to the original condition. 22. It is mandatory for all Journeyman team and Apprentice climbing events that the climbing
competitors use personal fall protection systems. Fall protection systems shall be supplied by the competitor and must be used in accordance with the manufacturer s specifications along with the use of a secondary work positioning strap or lanyard while transitioning around attachments on the pole. The use of two fall arrest devices will not be permitted. While using the secondary positioning strap or lanyard the competitor shall not get into a position to allow for a free fall greater than 0.6 meters (2 feet). Code of conduct As a rodeo participant, I understand that I must follow these rules to stay in good standing: 1. Respect the rodeo, compete fairly and follow the rules and regulations. 2. Show respect for the authority of the rodeo judges. 3. Demonstrate good sportsmanship before, during and after events. 4. Help observers understand the lineworkers philosophy on safe work practices so that they can watch and enjoy the rodeo. 5. Be courteous to other teams and treat all competitors, coaches, judges, greeters, auditors, volunteers, staff and others with respect. 6. Respect the privilege of the use of public facilities. 7. Refrain from the use of drugs, alcohol and abusive language/gestures during the competition. 8. Represent your utility in a professional manner at all times. Any infractions regardless of when they occur will be reported back to your supervisor. fall arrest Due to the OSHA final rule effective April 1, 2015, Whiskey City Rodeo will be requiring the mandatory use of personal fall protection for all Journeyman Team and Apprentice climbing events. For the sake of competition, it will not be permissible to use two fall arrest devices in any climbing events. While using the secondary positioning strap or lanyard the competitor shall not get into a position to allow for a free fall greater than 0.6 meters (2 feet). Climbers will not be permitted to ascend or descend with both the fall arrest device and the secondary positioning lanyard around the pole. It will be a requirement for every event that the secondary positioning lanyard be disconnected and parked on a D-ring after transitioning above or below hardware on the pole. With that being said, no climber will be allowed to work from the secondary positioning lanyard alone and must make a full transition and be in full fall arrest prior to doing any work.
Judging guidelines 1. The fall arrest system is being used in accordance with the manufacturer s specifications. 2. The climber keeps the fall arrest system adjusted properly at all times. 3. The climber does not create a potential free fall greater than 0.6 meters (2 feet). 4. All cutouts will be judged the same as in the general rules (i.e. loss of control and fall to the ground). Note: All infractions will be a two-point deduction with the exception to a fall to the ground which will be assessed as a ten-point deduction. INFRACTIONS: 2-, 5- and 10-point deductions 2-point deduction: 1. Lose hard hat 2. Wearing hard hat backward 3. Not wearing safety glasses 4. Improper cover up i.e. no rubber in reach, fall or slip zone 5. Twisted handline operation 6. Dropping tools, materials, or equipment 7. Cutout with loss of control on the pole 8. Hot dogging 9. There must be one gaff in the pole at all times when climbing the pole 10. Handline operation when a climber is repositioning on the pole 11. Not using handline, bucket, or material bag for sending materials up and down the poles 12. Failure to railroad handline prior to descending pole 13. Misuse of tools 14. Misuse of insulating cover-up 15. Not wearing a long-sleeve shirt. Sleeves can t be pushed or rolled up. 16. Injuries or cuts, which result in bleeding. 17. Loss of control 18. Not wearing OSHA-approved lineworker s climbing belt. 19. Poor housekeeping 20. Exceeding the mean time to complete events 21. Groundman not wearing work gloves 22. Climbers not wearing work gloves (when rubber gloves are not required) to perform work on the ground 23. Fall arrest system not used within manufacturer s guidelines and/or not keeping system adjusted properly 24. Hanging tools on phase conductors, neutrals, crossarms or safety straps 25. Failure to maintain minimum approach distances as described by NESC 2017 26. Failure to follow event rotation schedule, unless instructed to do so by Master Judge. This includes checking in for events and staying in line. Only one hour is permitted for lunch and 30 minutes between events. 27. Being late for an event 28. Professional coaching from outside the event arena 29. Others as determined by individual event descriptions 5-point deduction 1. Hot dogging is defined as a lineworker being out of control. Examples: both gaffs out of the pole at the same time, drop steps, excessive uncontrolled speed 2. Continuing to work inside legal clearances after minimum approach distance has been violated 3. Exceeding the drop-dead time to complete events.
In addition, the competitor s time for the event will be doubled 3. Altering tools and equipment that renders them unsafe 10-point deduction 1. Accidental contact with phases (with any equipment other than approved live line tools) 2. Working opposite energized phases at the same time 3. Two lineworkers who share the same pole will be penalized if the second lineworker starts climbing before the first lineworker is in working position 4. Climber not wearing rubber gloves (in events where they are required) ground to ground 5. Cut-out and fall to ground. (Climber s feet are approximately six feet from ground level prior to fall) 6. Ascending or descending the pole while other climber is repositioning/transitioning, working or if the handline is being operated 7. Others as determined by individual event descriptions DISQUALIFICATION 1. Violating the Code of Conduct 2. Unprofessional behavior 3. Practicing on the rodeo event poles prior to the rodeo 4. Intentional sabotage or tampering with materials, tools, or equipment on the rodeo field 5. Protests need to be made by competitors only. No help from the spectators or others 6. Coaching from supporters outside the arena that does not stop after the first warning (automatic two-point deduction penalty) 7. Failure to attempt an event Contesting a call Although we try to avoid any contested calls, there may be a time when the competitor feels the need to contest a deduction. The journeyman team or apprentice must be the one to contest the call. Help from spectators or others in a contested call situation will result in the team or apprentice being disqualified. No team or apprentice will be allowed to protest another team or apprentice. If a competitor wishes to contest a call he/she must take his/her grievance to the chief event judge, who will have been pointed out by the greeter for the event. The competitor must make his/her grievance known to the chief event judge before the leaving the event area. The drop-dead time is defined as the time at which the competitor(s) must stop and reset the event. The chief event judge will settle the dispute. If the competitor is not satisfied with this ruling, the competitor may then elect to take his/her protest to the Appeals Committee. The Appeals Committee will consist of the journeyman master judge, the apprentice master judge and the chief event judge for the event of the call in question. If the Appeals Committee upholds the chief event judge s ruling, the team forfeits two points. The decision made by the Appeals Committee is final.
