Balls: 2 ¼ balls. Cue balls are true-rolling Aramith red circle balls. Cue balls are the same size and weight as the object balls. Cues: Less than 40 in length are prohibited. Any individual caught stealing any equipment will be immediately disqualified from all divisions of the 2017 ACS Illinois State Championships. Dress Code Singles Competition - Men, Women, and Juniors must wear sleeved shirts of polo/golf-style or button-down style with a conventional fold-over collar. Absolutely no T-shirts allowed. Absolutely no sweats, warm-up suits or jogging suits allowed. - Billed or brimmed hats or caps that are clean, neat and worn with the bill straight forward will be allowed. No other headgear is allowed. - Men must wear long pants, either dress pants or neat, clean, untorn jeans. Women may wear dress pants, Capri-style pants, or neat, clean, untorn jeans. Women may also wear culottes, skirts or sleeved dresses, of conservative length. - Men, Women, and Juniors must wear clean, neat, close-toed shoes at all times. Should a player require a footwear exception for medical reasons, the player must provide a letter on official letterhead from the player s health care provider before the tournament (and keep a copy of the letter in their possession at all times, available for review by a referee, if requested). Scotch Doubles Same requirement as Singles competition. Matching shirts worn by Scotch Doubles teams are preferred, but not mandatory. Team Competition -! Team shirts are required for all teams during Team competition. -! Dress code must meet the Singles competition requirements. -! Color and style of team shirts must be matching (except for the players names) for all team members. This includes front and back of shirts, if they have a logo or monogram. -! Each member of a team must have their own team shirt/blouse. Borrowing the shirt of a teammate is not permitted. General -! The dress code will be in effect and enforced at all times when on the tournament floor. This includes all competition and practice, including Mini Tournaments and special events. -! A player who attempts to compete or practice while not in dress code will be required by a referee to comply with the dress code before continuing to play or practice. -! Any player found in violation of the dress code during match play will be given 15 minutes to correct the violation and return to the match site. If not back in 15 minutes, the player will lose one game of the match and will lose one additional game for each additional 5 minutes until he/she returns. A Team Captain may not substitute another player for a player found in violation of the dress code until after the player returns in proper attire. -! Players or teams may protest an opponent s dress code ONLY BEFORE the match begins. 3

-! During Mini-Tournaments or other special events, any player found in violation of the dress code will be asked to leave the tournament floor and will forfeit their position in the event. All players must abide by the tournament dress code. Referees are the final authority on dress code at all times. Referees may require immediate compliance or compliance at their discretion. Professional Player Definition Players of Professional Player status shall be ineligible to compete in any American CueSports Alliance sanctioned amateur event between the dates of June 1, and May 31, of the year in question. A player will be considered a professional if he or she is listed in the rankings of the various professional organizations in the year ending prior to the year of any ACS sanctioned amateur event. Top 128 men players of the World Pool-Billiard Association (WPA) Top 32 women players of the WPA Top 32 players of the United States Professional Pool Players Association (UPA) Top 32 players of the Women s Professional Billiard Association (WPBA) Second-Chance Tournaments Two Second Chance Open divisions: Second Chance 1 and Second Chance 2. Cutoff for each division will be determined based on the number of team entries. One Second-Chance Women s division: Out of the Money Substitutions will be allowed if all original members do not wish to play -! Must still have at least 3 original players for Open Teams -! Must still have at least 2 original players for Women s Teams -! Substitutes must be from same league Tournament Rules & Format Rules governing play are the WPA world-standardized recognized by the ACS and detailed on the websites www.americancuesports.org, www.acsisa.org and www.wpa-pool.com. Rule for all divisions If you are the breaker, you will rack your own rack. Rule for all divisions Any foul during the break will give the incoming player ball in hand anywhere on the table. Rule for all divisions Due to time restrictions, the shot clock will be reduced to 30 seconds. Tournament staff and referees are instructed to enforce this. The Tournament Director shall have the right to lower the race of a match or go to sudden death if the match is deemed as causing a delay in the tournament timelines. Players will flip a coin prior to the starting match, and the winner will have a choice of whether or not to break. Captains will flip a coin for their respective teams. All divisions feature a double-elimination. Singles Events 9-Ball Singles Limit to 128 for Open Division and 32 for Women s Division Open Division: race to 5/4 Women s Division: race to 4/3 If interested, players are encouraged to enter into both 9-Ball Singles and 8-Ball Singles competitions, with the exception of the Senior s event, which is the same day. Open to all amateur players regardless of their league affiliation. 8-Ball Singles All players for 8-Ball competitions, except for the Junior events, must be an ACS league player with a minimum of 6 full matches played over a minimum 6 weeks during one sanctioned session within a sanctioned ACS league since June 1, 2016. Juniors are not required to play in a league. No player may play in more than one 8-Ball Singles division; scheduling logistics make this impossible. Separate 8-Ball Singles divisions Masters (highest-skilled), Advanced, Open, Standard Competition in all Singles divisions will alternate breaks. Age Requirements Singles No age limit requirements to enter. 4

All Senior entrants must reach the designated age by March 15, 2017 Women s Seniors: 50; Men s Seniors: 55. No Advanced or Master players are allowed to play in the Senior event. All Super Senior entrants must reach the designated age by March 15, 2017 Women s Super Seniors: 60; Men s Super Seniors: 65. No Advanced or Master players are allowed to play in the Super Seniors event. Standard Singles Entry as a Standard player must be approved by the league operator. Standard player shall be defined based on the 10 handicap system. o! Players that have a handicap of 6 or under can be considered a Standard player. o! Players that have a handicap of 7 can be considered a Standard player or an Open player and will be left up to the discretion of the League Operator. o! Players that have a handicap of 8 or above will be considered an Open player, unless the player comes from a Standard division within the league system. A player with a handicap of 8 or above from a Standard division can be considered a Standard player and will be left up to the discretion of the League Operator. Any player that has cashed at any previous Illinois State Tournament Singles event is NOT allowed to play in the Standard Singles event. Advanced Singles ACSISA uses a traditional standard of upgrading the top 4% of an Open field to Advanced. Based on that standard, any player who meets any of the following criteria will automatically be placed in the Advanced Division. Any player on the ACSISA State Advanced list. At the discretion of the Tournament Committee, any player may be placed in the Advanced Division based on Known Ability KA. Any player desiring to play in the Advanced division may be placed in that division at his/her request. Voluntary entry in the Advanced division by a non-advanced or non-master player does not necessarily create future advanced status for that player. A State Advanced Singles player that has played two years as an Advanced player at the Illinois State Tournament and has not finished in the money can apply to be placed back into the Open division. A written request must be sent or emailed to the ACSISA. The board members will then discuss and decide whether to approve or deny the request.!! Any player that has received an approval from the board to be removed from State Advanced status after June 1, 2016 will be required to play in the Open Singles event at the next state tournament. If the player does not play in the Open Singles event and decides to play in the Team and/or Scotch Doubles events, the player will still be considered an Advanced Player for the team. Master Singles ACSISA uses a traditional standard of upgrading the top 4% of an Advanced field to Masters. Based on that standard, any player who meets any of the following criteria will automatically be placed in the Masters Division. Was deemed to be a Master-level player at the 2016 ACS or BCA National 8-Ball Championships and has played less than two years in the division or has finished in the money in either of the last two years in which the player has competed. Any Senior-aged player on the ACS or BCA Masters list at the 2016 Nationals. Any player on the ACSISA State Masters list. Any player on the ACS or BCA Masters list before the Illinois Championships. At the discretion of the Tournament Committee, any player may be placed in the Masters Division based on Known Ability KA. Any player desiring to play in the Master division may be placed in that division at his/her request. Voluntary entry in the Master division by a non-master player does not necessarily create future master status for that player. A State Master Singles player that has played two years as a Master player at the Illinois State Tournament and has not finished in the money can apply to be placed back into the Advanced division. If two (2) Open/Standard players comprise a team, the team will be considered an Open Scotch Doubles Team. If one (1) Open/Standard player and one (1) Advanced player comprise a team, the team will be considered an Advanced Scotch Doubles Team. If one (1) Open/Standard player and one (1) Master player comprise a team, the team will be considered a Master Scotch Doubles Team. If one (1) Advanced player and one (1) Master player comprise a team, the team will be considered a Master Scotch Doubles Team. If two (2) Advanced players comprise a team, the team will be considered an Advanced Scotch Doubles Team. If two (2) Master players comprise a team, the team will be considered a Master Scotch Doubles Team. Players on a team alternate each shot. The alternating team breaks; either team member may break. Teams may alternate shooting rotation after each game. Failure to stay in rotation once the game has started will result in a FOUL. The original rotation must be restored on their next turn. Note: It is permissible to inquire as to whose shot it is at anytime without fear of a coaching foul. Any further discussion when the team is deemed to be at the table will result in a FOUL. NO COACHING: When a team is not at the table, they may quietly discuss anything they please or not. No time outs or coaching allowed. Any assistance (verbal or non-verbal) by a team during their turn at the table is a FOUL. When the table is turned over to the incoming team, one of the partners must immediately approach the table. Any of the four players involved with the matches can call a FOUL. All other rules pertaining to 8-Ball apply. Team Events General Rules Competition will be double elimination. A player may compete on only one team and in only one team division throughout the Championships. Men s/mixed Open teams may be made up of any combination of male and female players. Women s Open will be composed exclusively of female players. Team rosters, including players and substitutes, are set once the team begins its first match. Team roster changes will not be allowed after March 10, 2017. The winner of the coin toss has the choice of being home or visiting team. Teams will break according to the score sheet, with home breaking the first round and the visiting team breaking the second. Teams alternate breaks in the final round. Team Captains will sign score sheets for the entire team. Substitutions: The Team Captain may substitute any player in the lineup for any other player on the roster prior to the start of each round only. The opposing Team Captain must be notified of any change in the line-up. A player that is being substituted for another player must sit out for one complete round before being able to be substituted back in. All players must stay in their same numbered position in each successive round unless they sit out one round. A regular or substitute player may not play the same opponent twice. Should this occur, it will be a forfeit of that particular game only by the team causing the double play to occur. Once a round has begun, no lineup changes may be made. 6

A Master Team player that has played two years in the Team events at the ACS or BCA Nationals or Illinois State Tournament and has not finished in the top 4% at the ACS or BCA Nationals or 1 st or 2 nd place at Illinois State can apply to be given a One (1) year exemption to play as Open Team player. A written request must be sent or emailed to the ACSISA. The board members will then discuss and decide whether to approve or deny the request. Team Master Rule Team Master status will now be in effect for a five (5) year period. This means if an established Team Master player is not part of a team that becomes a Master Team for five (5) years, the player will not be considered a Team Master player after the five (5) year period. Men s/mixed Open Teams Each five-person Men s/mixed Open team must consist of at least 60% of original players from their local league team. Those original players from the local league team must compete in each round as well. All additions to the roster may come from any player within the league operator s system. Three alternates may be added to the roster for a total of 8 players. All players and alternates must have played in a minimum of six full regularly scheduled league matches played over a minimum of six weeks during a sanctioned session with the same league. Only 3 returning members from a Men s/mixed Open team finishing in the top 4% at the previous 5 ACS or BCA National Tournaments or the top 2 places at the 2012 2013 Illinois State Tournaments or the top 3 places at the 2014 Illinois State Tournament or the top 4 places at the 2015 2016 Illinois State Tournaments will be allowed to compete in the team championships. An Open team may have 2 Master players or 1 Advanced and 1 Master player, but only 1 may participate in any given round. An Open team is allowed the following on the same team and allowed to play in any particular round at one time!! 3 Master Team players!! 2 Advanced singles players and 1 Team Master player!! 1 Advanced singles player and 2 Team Master players!! 1 Master singles player and 2 Team Master players Format in Men s/mixed Open teams is a five-person team. Winner s side will be a 25 game format and 1 loss side will be a 20 game format, both using the 10 point system. Women s Open Teams Each four-person Women s Open team must consist of at least two original players from their local league team. At least two original players from the local league team must compete in each round as well. All additions to the roster may come from any player within the league operator s system. Four alternates may be added to the roster for a total of 8 players. All players and alternates must have played in a minimum of six full regularly scheduled league matches played over a minimum of six weeks during a sanctioned session with the same league. Only 2 returning members from a Women s Open team finishing in the top 4% at the previous 5 ACS or BCA National Tournaments or first place at the 2012 2014 Illinois State Tournaments or the top 2 places at the 2015-2016 Illinois State Tournaments will be allowed to compete in the team championships. 3 returning members are allowed on a team, but only 2 are allowed to play in any given round. A Women s team may have 2 Master players or 1 Advanced and 1 Master player, but only 1 may participate in any given round. A Women s team is allowed the following on the same team and allowed to play in any particular round at one time!! 2 Master Team players!! 2 Advanced players!! 1 Master or 1 Advanced player and 1 Team Master player Format in Women s Open teams is a four-person team. Winner s side will be a 16 game format and 1 loss side will be a 12 game format, both using the 10 point system. Any team meeting the following criteria will automatically not be allowed to enter as an Open team: Any team required to play in a Master Teams Division at the 2012 thru the 2016 BCA National 8-Ball Championships, the 2011 thru the 2016 ACS National 8-Ball, and based on past high finishes in Open or Master Divisions at the same tournaments, usually the top 4%. 7

Any current Master Team that has played in the Master Division less than two years or has finished in the money in either of the past Master Teams Championships (BCA or ACS). Second-Chance Team Tournaments Men s/open Division Any team that exits the tournament but did not finish in the money is eligible to participate in one of two Men s/open Second-Chance Tournaments. Women s Division Any team that exits the tournament but did not finish in the money is eligible to participate in the Women s Second-Chance Tournament. Three Second-Chance divisions: Men s/open Team 1, Men s/open Team 2 and Women s Team. Teams will be allowed to substitute players if not all original team members wish to compete in the Second Chance tournaments. Teams in the Second Chance tournaments will need at least 3 original members for an Open team and 2 original members for a Women s team to enter. Substitute players must still come from the same league system and have to follow the team criteria rules above. 8
