ACBL District 18 2017 2018 Grand National Teams Conditions of Contest A. General 1. National Conditions: The 2017-2018 Grand National Teams (GNT) Conditions of Contest, as published by the ACBL (http://web2.acbl.org/coc/gnt2017-18.pdf) govern and are incorporated into these conditions. These ACBL District 18 (D18) Conditions of Contest cover circumstances that are unique to D18 and clarify options available under the National Conditions of Contest. 2. Participation: Anyone from anywhere is permitted to play at the club level (non-members are allowed to play at the club level) To advance beyond the club level to the D18 Finals, a player must be an ACBL member in good standing (all dues or service fees paid) and a member of District 18 (see Appendix I of the National Conditions of Contest for clarification of District membership) 3. Flight Eligibility: Championship Flight is open to all players (Unlimited Masterpoints) Flight A is open to players with less than 6000 Masterpoints Flight B is open to players with less than 2500 Masterpoints Flight C is open to players with less than 500 Masterpoints who are Non-Life Masters Masterpoint totals for flight eligibility are determined by the ACBL s September masterpoint cycle (run on August 6, 2017). Masterpoints won after this cycle will not impact flight eligibility for these events.

B. Club Level 1. Qualifying Period: Club level events will be held between September 1, 2017 and March 31, 2018 2. Qualification Format: Clubs may either run separate games for one or more flights, or a combined stratified team event. Clubs may choose their own format. 3. Sanction Fees: ACBL sanction fees are $1.25 (US) per table per session for each event. In addition, a sanction fee of $7.00 (local currency) per table is due District 18. Reporting: Clubs must send the report file of all members who have qualified for the GNT (created by ACBLscore) to the District Coordinator via e-mail by the first week of April. C. Unit Level There are no unit level competitions in District 18. D. District Finals 1. Tournament Eligibility: All players who have qualified at a club level game are eligible to compete in the district final providing they meet the requirements listed under A.2 Participation (see above). In addition, all flight C players who participate in a club level event will automatically qualify to play in flight C of the District final if they meet the requirements listed under A.2 Participation (see above).

Any player who was unable to qualify at a game within the District, can buy an entry into the District final for a fee of $40 (local currency) if they meet the requirements listed under A.2 Participation (see above). Any player whose principal residence is greater than 100 Km/60 miles from a GNT qualifying host club may have the $40 fee waived if this is identified at the time of registration. Any player having met the distance criterion may advance to the second round but a $20 additional fee will be assessed to her/his team entry. 2. Event Date and Location: The District 18 GNT final will be on May 11-12, 2018. The final will be held ONLINE at multiple sites across the District. 3. Starting Times (Mountain time zone): Session #1 May 11 at approximately 19:30 Session #2 May 12 at approximately 09:00 Session #3 May 12 at approximately 13:30 Session #4 May 12 at approximately 19:30 Starting times may be staggered depending on the number of teams in each flight. All contestants will be notified of exact starting times prior to the start of the event. 4. Advance Entries: Teams wishing to participate in the District final must pre-register for the event by April 15, 2018. Please complete the attached entry form and e-mail it to the District Coordinator or complete the online entry form that can be found at www.wasumi.org. All correspondence will be through the team captain. The entry fee is $100 (local currency) per team. There is an additional charge of $50 (local currency) to advance to the 3 rd and an additional $50 to the 4 th round of the District Final. Please make cheques payable to ACBL District 18. Payment information will be provided when registration is confirmed. 5. Bridge Conventions: ACBL Mid-Chart conventions will be allowed in the Championship Flight and in Flight A of the D18 finals. 6. Event Format: If there is only one team entered in a flight, then the team will be given the option of representing the District at the Nationals with no travel subsidy. Their entry fee will be refunded to the team captain either immediately or if they decide to go to the Nationals, once they have returned from the competition. If there are only two teams entered in a flight, they will play a double session knockout to determine the winner of that flight.

Flights of 3 or 4 teams will play a two session round robin or swiss with 2 teams qualifying to a third session 24 board match to determine a winner. Flights with 5 or more teams will play a two session round robin or swiss. The top 4 teams in each flight advance to a 3 rd session of play which will be a knockout. There will be no carryover to the 3 rd session of play; the 1 st place team coming into the 3 rd session will select their opponents from the 3 rd and 4 th place finishers; the 2 nd place team will play the remaining team; both matches will be 24 board knockouts. The winners of the 3 rd session of play advance to the 4 th and final session to play a 24 board knockout. Scoring for round robin or swiss team games will be by victory point (20 point scale) scoring. In all cases, the Director in Charge may modify the number of boards and sessions to be played to accommodate unanticipated circumstances. 7. Substitution: If a player on a registered team becomes unavailable prior to the district final, the team captain must contact the District Coordinator and make arrangements for a substitute subject to the same conditions as described in D.1 above. 8. Online Competition: The Conditions of Contest for District GNT finals hosted online as specified in Appendix II of the ACBL Grand National Teams 2017-2018 Conditions of Contest apply to the District 18 final. As per these Conditions of Contest, Lack of proficiency with computers or the software used by the online host does not excuse any irregularity, or violation of these conditions. E. District Winners: The winning team in each flight of the district finals is eligible to compete in the National finals and will be granted a subsidy by District 18. The following conditions apply: - at least 2 of the original team members must compete in the National finals - any substitute player must have qualified in the applicable flight at a club level GNT qualifier or must have played in the District final - the District Coordinator must approve any substitutions If a winning team declines the opportunity to go to the National finals, the second place team will then be offered the opportunity (and offered the subsidy) to represent District 18 at the National finals. Substitution guidelines are the same as above.

F. Subsidies: D18 will provide a minimum subsidy of $1000 (local currency) to a maximum of $3000 (local currency) to each team representing District 18 at the National final subject to the conditions outlined in Section E (above). The subsidy amount for each team will be based on the revenues generated by club level qualifiers, the District final and any special games held within the district minus the expenses associated with running the GNT. The subsidy amount will be set and communicated before winning teams need to make a decision about going to the National finals. The subsidy monies will be paid out to the captain of each team upon return from the National finals. G. Contingencies The Director in Charge (DIC) will resolve all contingencies or ambiguities relating to the format or playing conditions of the D18 finals that are not specifically addressed by these conditions.

A venue and monitor must be found for each playing location. Note: BBO id s will be ASSIGNED for this event upon receipt of entry fee By entering this event, each team member certifies, subject to Penalties as provided in the conditions of contest for this event and in the ACBL Code of Disciplinary Regulations, that they are eligible to play in this event.
