1. CONDITIONS OF ENTRY a) Status f Players: Entries will be accepted frm players wh: Cnfrm in all respects t the current Amateur Status f the R&A; Are fully paid up r verseas members f the Ryal Malta Glf Club [RMGC]; and Hld a current valid RMGC handicap as prvided in the RMGC s General Cmpetitin Rules (RMGC lapsed handicap players, membersʹ guests and visitrs will be unable t win any prizes). b) Handicap Limits & Allwances: The Handicap Limit fr the Ladies will be 36 (max. exact CONGU Handicap 36.4). The Handicap Limit fr the Men will be 28 (maximum exact CONGU Handicap 28.4). The cmpetitin will be played n full handicap allwance*. The Handicap f a player at the beginning f day 1 f the cmpetitin shall apply als n day 2. Similar t ther RMGC Qualifying Cmpetitins, the cmpetitin s scres will g twards the RMGC s Eclectic table and fr the allcatin f Order f Merit pints. c) Entry Frm: Players must enter by filling in the draw sheet that will be psted n the RMGC s Cmpetitins Ntice Bard. All entries shall be subject t apprval by the Malta Glf Assciatin [MGA] Champinship Cmmittee which reserves the right t accept r refuse, r having accepted, t subsequently reject any entry withut giving reasn fr its decisin which shall be final. The Champinship Cmmittee reserves the right t disqualify any cmpetitr making a false statement n his entry frm. d) Clsing Date f Entry: Applicatins fr entry in the MGA Shield will be received until Tuesday, 5 th Nvember 2013 at 19.00 hurs. Late applicatins will nly be cnsidered by decisin f the Champinship Cmmittee. e) Entry Fee: The entry fee will be 15. This has t be paid prir t the first rund. N discunt r refund wuld be pssible fr playing nly 1 rund f the cmpetitin. Lunch will be available at the end f the cmpetitin and will be charged at the caterer s cst. A bking list will be displayed at the Club. 2. GENERAL CONDITIONS a) The cmpetitin shall be played in accrdance with the Rules f Glf as apprved by R&A Rules Limited and with the apprved Lcal Rules fr the RMGC curse. b) The Champinship Cmmittee will reserve the right t fix and/r alter the Cmpetitinʹs Cnditins and/r Starting Times. c) Players will be requested t register at the Clubhuse immediately n arrival.
d) The Champinship Cmmittee will be the final arbiter f all n and ff curse disputes. A player, in dubt f a prcedure, will be advised t play a secnd ball accrding t Rule 3 3 f the Rules f Glf. Players will be requested t refrain frm appraching a member f the Champinship Cmmittee fr a decisin during play, as they will nt be given an answer during the rund. e) Dress cde: Sft spikes will be bligatry fr players. If nt respected, access t the glf curse will be denied. Nrmal glf attire will be required n the curse. Denim jeans will nt allwed under any circumstances and gentlemen shuld wear cllared shirts, tailred shrts r slacks, scks and prper glf shes. The same will apply t ladies, but sleeveless shirts will be allwed. f) Smking: Smking is nt encuraged anywhere n the glf curse (hwever there is n penalty if a player decides t smke). g) Electrnic equipment: The use f mbile phnes and similar electrnic devices (radis, MP3 players, pagers, etc) by a player r caddie while n the glf curse during a stipulated rund is distracting and incnsiderate. If any player r caddie is in pssessin f such a device it shuld be turned ff befre cmmencement f play. Any use f such device will result in the Champinship Cmmittee taking disciplinary actin against the ffending persn(s) in accrdance with the cncluding paragraph f Sectin 1 f the Rules f Glf (Etiquette). Primarily this wuld mean the player being prhibited frm playing in the next tw RMGC cmpetitins and, if the ffence is persistent r very disturbing t thers, in a penalty f disqualificatin f the player being impsed under Rule 33 7. A mbile phne may exceptinally be used in case f emergency (fr medical reasns) r danger (e.g. lightning). h) Disclaimer: On entering the cmpetitin, players agree that there are certain risks inherent in the game f glf and accept persnal liability fr all such risks. 3. FORM OF PLAY a) The cmpetitin will be played by individual medal strke play in a tw day event ver 36 hles at the RMGC. b) Ladies will play frm the MGA red tees; men will play frm the MGA white tees. c) A cut will be applied after the first rund. T ensure prper cmpetitin fr the prizes, the cut will be based n the best scres in apprximate prprtin t the number f entries accrding t gender. d) Play will be in flights f 3 players all ff the first tee fr the first day and in flights f 3 players with multi tee start fr the secnd day f the cmpetitin. e) The player with the lwest aggregate net scre ver 36 hles will be the verall winner f the cmpetitin and will be presented with the MGA Shield*. In the event f a tie after the last rund, the fllwing prcedure will be applied in sequence t decide the result: best net scre f the last 18, 9, 6, 3, 2, 1 hle respectively; the same cunt back prcedures fr the best net scre f the previus rund respectively. The player s full handicap will be applied and calculated in this respect and will include any fractin f a strke, when necessary.
4. CONDITIONS OF PLAY a) Time f Starting: If a player arrives at his starting pint, ready t play, within five minutes after his starting time, in the absence f circumstances which warrant waving the penalty f disqualificatin as prvided in Rule 33 7, the penalty fr failure t start n time is tw strkes at the first hle. b) Caddies: A player is prhibited frm having a prfessinal glfer serve as his caddie during a stipulated rund. Penalty fr breach f this cnditin is tw strkes fr each hle at which any breach ccurred; maximum penalty per rund fur strkes. A player having a caddie in breach f this cnditin must immediately upn discvery that a breach has ccurred ensure that he cnfrms t this cnditin fr the remainder f the stipulated rund. Otherwise the player is disqualified. c) Practice: Rule 7 1b f the Rules f Glf applies and therefre practice, n the cmpetitin curse r testing the surface f any putting green, befre a rund n the days f the cmpetitin is prhibited. Penalty fr breach f this cnditin: disqualificatin. Under Rule 33 2c the Champinship Cmmittee permits practice between runds f the cmpetitin. d) Trlleys & Buggies: Electric r manual trlleys may be used but shuld nt be taken nt tees r greens. The use f glf buggies wuld be accrding t RMGC Rules. e) Artificial Devices & Unusual Equipment: The use f distance measuring devices during a stipulated rund is prhibited. Penalty fr breach f this cnditin: disqualificatin. f) Driving Clubs: The driver the cmpetitr carries must have a club head, identified by mdel and lft, which is named n the current List f Cnfrming Driver Heads issued by R&A Rules Limited. Nte: Any individual driver n the List, if tested n pendulum testing apparatus apprved by R&A Rules Limited, must nt have a characteristic time greater than 257 micrsecnds Penalty fr breach f this cnditin: disqualificatin. g) Suspensin f Play Due t a Dangerus Situatin: When the Champinship Cmmittee suspends play due t a dangerus situatin, if the players are between the play f tw hles, they must nt resume play until the Cmmittee has rdered a resumptin f play. If they are in the prcess f playing a hle, they must discntinue play and nt resume play until the Cmmittee has rdered a resumptin f play. The signal fr suspending play immediately due t a dangerus situatin will be a prlnged nte f a siren. If a player fails t discntinue play immediately, he is disqualified unless circumstances warrant waiving the penalty as prvided in Rule 33 7. The signals used will be as fllws: Discntinue Play Immediately: One prlnged nte f siren. Discntinue Play: Three cnsecutive ntes f siren, repeated. Resume Play: Tw shrt ntes f siren, repeated. h) Returning a Screcard: Fllwing each f the strke play runds, players must return their screcards t an area designated by the Champinship Cmmittee. A player s screcard is deemed fficially returned when it has been recrded in the designated area/turnament ffice. i) Clse f a Cmpetitin: Any dispute r dubtful pint n the Rules must be referred t the Champinship Cmmittee as sn as pssible and befre the cnclusin f play n the final day. The Cmpetitin will be deemed clsed and the result fficially annunced when the final result sheet is placed n the fficial ntice bard, at the end f Day 2.
5. All prizewinners are expected t attend the prize presentatin, which will take place during lunch fllwing the last rund f the cmpetitin. N prize will be awarded t any cmpetitr wh is absent frm the prize presentatin unless there are very exceptinal circumstances and the Cmmittee is s advised. A junir (nt having reached the age f 18 at the start f the cmpetitin) member can be declared as the Overall Winner f the cmpetitin but cannt win the prize fr the Overall Best Net Aggregate Scre. A suitable alternative prize will be ffered and the next adult will win the prize fr the Overall Best Net Aggregate Scre. The Shield, althugh presented t the Overall Winner, will be retained by the MGA. 6. CHAMPIONSHIP COMMITTEE The authrised fficials fr disputes and dubtful pints are Mary Duglas, Ray Muntfrd and William Beck. N ther club member r fficial will give a decisin n a rule matter unless he has been authrised by this Cmmittee t give final decisins in its name. The decisin f this Cmmittee n any matter relating t the Rules f Glf r these Cnditins shall be final, and there shall be n right f appeal. With the kind auspices & cllabratin f: * The ladies are requested t apply their nrmal CONGU playing handicap n bth days f the cmpetitin. The Champinship Cmmittee will determine the verall winner by cnsidering the tw additinal strkes per 18 hles fr the ladies due t the curse rating.
