It has been another busy few weeks since I wrote my message last month. The Silverstone Spring Start meeting was run in sunny weather, if a little cool in the wind. Back to a one day event after the last two years it was a superb club meeting, run from a Competitors viewpoint like clockwork; a testament to the hard work put in by the Club s staff and the huge number of volunteer Marshals. I managed two fourth places, which unfortunately meant I missed out on the Champagne which was awarded to the first three in each race, as a result of our sponsorship deal with McKinley Vintners. The weekend after Silverstone saw around 50 Competitors converging on the home of Robert and Tanya Lewis for the Spring Rally, organised this year by the Chair of the Rally Sub-Committee, Dick Patten. Everyone was impressed, if not awestruck, by Robert and Tanya s marvellous collection of cars, as well as being envious of their facilities for working on them. The Rally was sufficiently challenging, everything worked and most people arrived back at the finish having found their way around. We managed to miss a route board, despite having driven past it, ensuring that a second class award was the best we could do. The picture shows Robert giving me a lesson in how to ride on one of his Segways. I missed Curborough Sprint due to a longstanding family commitment, but made the long trip down to Wiscombe Park the following weekend. Despite a very damp morning, which made the course so slippery it was like driving on ice, the afternoon turned out dry and reasonably warm and several personal bests and one class record were set. The subject of shortages of Marshals to run our events is one that I hear regarding nearly every event. Only two weeks before the Spring Rally it looked in jeopardy due to lack of Marshals and I am aware that a similar situation applied to Curborough even nearer the event. What is also worrying, as identified by Hugh Girvan s excellent survey into Marshals a couple of years ago, is that the average age of our Marshals is alarmingly high, no more so than on Trials where the requirements can be excessive for those of advanced age. This is a subject that has been debated at some length, but 4 PRESIDENT S MESSAGE Photo: David Grounds. we urgently need to address this. Quite a few ideas have been proposed and several tried, but I have added some new thoughts below: I believe it is incumbent on all of us who compete to make the effort to marshal on occasion. There are certain events that are frequently oversubscribed. If one is turned down for an event, why not consider marshalling? You were going anyway and may have already made travel arrangements, so why not put them to good use. I was pleased to see that some Competitors who were turned down for Curborough actually did this and I am sure they enjoyed the experience as well as helping support the meeting and putting something back into the Club. In addition, those who marshal have a better chance of an entry in future event where there is competition for places. A couple of years ago a rule was introduced that in order to be eligible for the John Rowley Trophy the Member must have marshalled at least once during the year. Perhaps a similar rule could be introduced for all Annual Aggregate Trophies, with one having to marshal in a Club event during the year in order to be eligible to win the award. Let me know if you have any other ideas, or give me feedback on those above. After enjoying reasonably full grids for Silverstone and good entries for all other recent events, we are hoping for a late flurry of entries for Cadwell Park in order to support our Race Meeting at one the best circuits in the UK for Pre-war cars. FROM THE SECRETARY S DESK Dear Club Member, Unfortunately the weather appears to have deserted us of late and the recent high winds have led to the old tree at the back of The Old Post Office shedding a few of the larger branches which somehow did not result in any damage to man nor machine. Hopefully, by the time you read this note normal service will have resumed with the return of sunshine and more Vitamin D for all! The events calendar is now in full swing and since my last update I was deployed North to help run the Scottish Trial. On the Friday before the Trial the weather was fantastic with glorious sunshine alighting a perfect natural setting. Sadly, by the time Saturday morning arrived we were signingon in the light rain, quickly followed by sleet, then snow, a hail storm and finally heavy rain before the sunshine belatedly returned for the afternoon. It really was all four Seasons in one day. My thanks go to Jock Mackinnon and Martin Jelley and their Team for making me so welcome so far from home. The following weekend we hosted Spring Start at Silverstone with an action packed programme and some very good grids, excellent races and surprisingly good weather, although there was still a brisk wind but it is Silverstone after all. This was a fantastic start to the Race season and I am grateful to the Competitors for continuing to support Club events and to the Officials, Marshals and Volunteers all of whom make these events possible. My final thanks go to McKinley Vintners who are our Champagne Sponsors for 2015 and kindly supply Gosset Champagne for the podium finishers at our Race Meetings. With very little time to catch our breath we then moved onto Churt in Surrey the next weekend for the Spring Rally which started and finished at one of the most impressive venues you could wish for at Robert and Tanya Lewis s Private Motor Museum. Our thanks go to Dick Patten and Team for organising such an excellent event. The following weekend witnessed the start of the Speed Season with the Curborough Speed Trials which this year was significantly oversubscribed and so my sincere apologies to those who entered but were not able to compete. Notwithstanding this, an outstanding event followed and again we are indebted to all the Volunteers and in particular to Julian Ghosh for spearheading the event. The last of the five consecutive events was the Hill Climb at Wiscombe Park which was very well supported by Competitors and Spectators alike despite the slightly inclement weather and long journey to the South West. We now have a few weeks to try and catch-up with all the jobs that should have been done in the Office, but for the competitions getting in the way!, as well as trying to take a little time off to so that we are all fresh to go again on the weekend of 6/7 June for the Harewood Hill Climb, Scottish Tour and Cadwell Park Race Meeting. Of the latter, at the time of writing this message, entry levels are not where they need to be and so whilst I accept that it will be very late in the day by the time you read this note if you can support the event as a Competitor please do contact the Club Office to request a late entry. The overall financial success of the Club this year very much depends on all events being well supported, but none so much as our Race Meetings. Silverstone was a promising start but we must maintain the momentum and we cannot do this alone. Finally, a very quick update on my Pub Meet Tour which this time saw me visit Andy Cawley and local Members at the King William at Scaftworth and despite the M1 s sinister intentions I still managed to arrive well before closing time! A Portrait of the Vintage Sports-Car Club, 1934-2014 Written by Tom Pellow In 1934 a handful of motoring enthusiasts met to establish a club for owners of light cars of not more than 50 value and that were at least three years of age, hoping to hold Trials and other events suitable for such unassuming machinery. VSCC june 2015 Vintage Sports-Car Club Thomas Pellow Eighty years later the resultant Club has grown to over 7,000 Members, its calendar of events including Race Meetings, Sprints, Hill Climbs, Trials, Navigation Rallies, Autotests and Tours, with their owners competing in such varied vehicles as Austin Sevens and ERAs together with a wide range of sporting cars built from 1905 onwards and particularly those of the 1920s and 1930s. April 2015 The President welcomed the new Members of the Committee and explained the need for any conflicts of interest to be declared. The minutes of the last meeting were then amended to reflect that one of the hills had been closed on the Herefordshire Trial because of the problems some drivers were experiencing reversing their cars back down (as précised in the Committee Notes in the May Newsletter). It was noted that work was still ongoing to establish the potential income that could be offered by a separate advertising supplement to The Bulletin. It was confirmed that all of the Club s first aid kits needed to be replaced and action was in-hand to do this. It was agreed that the Champagne presentations at forthcoming Race Meetings should be made as public as possible to maximise exposure for the sponsor and that we should also seek to help Hagerty develop their presentation at events. The President confirmed that the Riley race at Cadwell Park would be renamed the Garry Whyte Trophy. He also pointed out that Powys County Council were becoming increasingly concerned at the level of motoring events taking place within the county and we needed to be mindful of this. The President had also received a handful of letters of concern over the move to a digital Newsletter. He then confirmed that he would be contacting the Chairs of the various Sub- Committees to ensure that they held at least three meetings a year with the minutes made available for discussion at the next main Committee meeting. The Treasurer presented the final budget for 2015 for the Committee s approval and after assurances that better checks were in place this year to ensure more accurate forecasting the budget was approved. It was noted from the first forecast for 2015 that there was already a sharp fall in the projected income from Newsletter advertising revenue and that the drop occurred before the move to a digital Newsletter. Efforts were already being made to try to address this. The Treasurer then confirmed that a financial update would be published in the Newsletter each quarter and that all expenses claimed by both Staff and Members must be supported by original receipts. It was agreed that the AGM minutes and the notes from the informal discussions that followed should be published in full in the Newsletter. It was also agreed that the Action List from the AGM would be a 8 COMMITTEE NOTES standing Agenda item through to August to address all the points raised. It was reported that the Club Meeting Point had proved very popular at Spring Start with good sales of Regalia and the Club Book. The price of the programmes was discussed and it was agreed that they represented good value for money and whilst more could be charged it may result in the numbers sold falling markedly. The election of 25 new Members was confirmed. The Librarian was disappointed to note that the odd book seemed to go missing from time to time from the Library. He was pleased to report that the Club had received 125 from the proceeds of books sold from a deceased Member. It was confirmed that there would be an independent review of the new Club Book in the next edition of The Bulletin together with an order form. It was reported that the Eligibility Sub-Committee were looking at a precise aspect ratio on tyres, would be asking for feedback through the Newsletter on the proposed list of tyres for Morgans and were concerned by what are known as Period Specials or Original Specials from before 1940 and whether a new name can be found for them to avoid confusion with our normal use of the term Specials to describe a type of car. The Duty Director s report for Silverstone was discussed and all agreed that overall this had been a very good meeting. Areas of concern included the limitations of the on-site catering, that the bar was not open and that the commentary was not clear in the BRDC stand. Duty Directors for the next four Speed events were agreed and nominations for the rest of the year would be decided at the next Committee meeting. A paper on hospitality at Race Meetings had been circulated and was discussed and it was agreed that this was not a matter that could be agreed without further investigation and so a small Working Party would be formed to consider the options and report back to the Committee with recommendations. It was also agreed that a Working Party should be set-up to co-ordinate the Sunday programme of events at Oulton Park. An update was then given on the negotiations with the DVLA and whilst the Bugatti Owners Club were not in a position to disclose the details the implications for the VSCC were not good. The Club would take a view once the details were announced. It was noted that many responses had been received to the Trials Discussion Paper and in the main Competitors did not see a need for a change.

As last year, the tour will be based on the Philipburn Country Hotel, TD7 5LS, outside Selkirk, covering around one hundred miles in a figure of eight route with the start and finish at the hotel. The lunch break will be at the Horse & Hounds, Bonchester Bridge, where we meet on 2nd January each year to celebrate New Year. The morning route will be to the north-west out of Selkirk, up the Ettrick Valley to the reputed wettest village in Scotland and home of the first Tibetan Monastery in the UK, then past Hermitage Castle, ancient home of the Elliot Clan, and through the Reiver Valleys to Bonchester Bridge for lunch. The afternoon route will head towards Carter Bar and then along the northern side of the Cheviot Hills, through Morebattle and then back to St Boswells and Selkirk. The run will be totally non-competitive and easy to follow navigational instructions will be given in a comprehensive Route Book. The entry fee of 25.00 will include tea and coffee at the start and finish, provided by the hotel, with lunch at the SATURDAY 6 JUNE Horse & Hounds at 15.00 per person, payable in advance with the Entry Fee. There will be a Tour Dinner in the evening at the Philipburn Country Hotel, at 25.00 per person for three courses, payable on the night. On the following day, the Borders Vintage Car Association hold their annual Motoring Extravaganza at Thirlestane Castle and all on the Tour are welcome to this event. The Tour is open to all cars made before 1st January 1941 and the route will include some of the best vintage driving in the country with open roads, spectacular views of Liddesdale, the Cheviot and Eildon Hills, and with little but courteous traffic. The Tour provides the opportunity to learn more about the Border Reivers where the English regularly plundered the Scots in Tudor times and earlier for their sheep and cattle, and probably their women, only for them to be re-paid by the Reiver Clans or Graynes, including the Elliots, Armstrongs, Scotts, Humes and Moffats, with interest. Entrants choosing to use the event as the basis of a weekend in the Scottish Borders can stay at the Philipburn County Hotel a Best Western hotel at a special B&B rate on either Friday, Saturday 20

BROOKLANDS DOUBLE TWELVE MOTOR SPORT FESTIVAL 2015 The 60th Anniversary of the launch of the MGA and the 45th of the Ford Escort s triumph in the World Cup Rally to Mexico are amongst the landmarks being celebrated with special classes in this year s Brooklands Double Twelve Motorsport Festival. The full list of classes is announced by Brooklands Museum and the Vintage Sports-Car Club, the joint organisers of the Festival. In true Brooklands tradition, the Festival will be held on the weekend closest to the date the original track opened in 1907, which this year is Saturday 13 and Sunday 14 June. Thanks go to Nigel Stennett-Cox who has so ably organised the event in the past and has decided to stand down and have a well earned rest. This year s Tour, organised by Club Member Stuart Halsall, will start and finish in Attleborough, although the start will be at a different venue to the finish in the town. The route is divided into three parts with the first section of approximately 20 miles to the 100th Bomber Group Memorial Museum. This is a well kept and presented museum with toilets and a café. VSCC SUPPORTERS CLUB DRAW This Private Lottery, which is within the meaning of the Lotteries and Amusements Act 1976, is intended to raise funds for the VSCC while at the same time give you the opportunity to get a handsome return on your investment. For as little as 1.00 per month you are entitled to take part in draws throughout one year starting in May. Anyone may purchase as many shares as he or she wishes to hold, but a minimum subscription of 12.00 (ie one share) is necessary in order to take part. Rights under the shares will lapse at the end of the year for which they are issued but they can be renewed and a convenient way of doing this is by use of Standing Order. LIBRARY & INFORMATION Donations Terry Harrison recently sent us a very generous cheque as part of the proceeds of the sale the collection of the late Roger Dobson of Wilmslow. Having decided belatedly to collect and bind Octane magazine we discovered that there were gaps in our collection. Thanks to Brian Gilbart- Smith we now have a complete run to date. Brian has also presented us with Vols 4-20 of Historic Motor Racing News. Member David Williams has donated 10 bound volumes of Motor Sport from the 70s and 80s. We would normally decline magazines from this period, but bound volumes are always popular for trading. Recent Acquisitions To complement our existing Volume 1 of Pre- 1940 Triumph Motor Cars from Family Photograph Albums, our photo-archivist Derry Aust has presented us with Volumes 2 & 3. For each model there are the technical details as one would expect, but they are brilliantly brought to life by individual family pictures and reminiscences relating to that model. This is a novel approach and transforms what could be somewhat dry catalogues into delightful, and very readable books. Many Members will be familiar with the name Gransden Lodge where the first Post-WW2 Race Meeting was held in 1946, organised by Cambridge University Automobile Club (CUAC). The following year the first VSCC Post-war meeting was held jointly with CUAC, and the epic tale of how this was authorised is faithfully related in Trials and Tribulation The Story of RAF Gransden Lodge which has been presented by the author Chris Sullivan And finally the true anorak s book, ranking just above Pencils I have used, Tax Discs of the British Isles has been presented by our very own John Atkins who, fortunately, has a sense of humour. Visitors We re always delighted to welcome visitors to the Library, but sometimes we are just a bit overwhelmed when four or five of you arrive, and then we feel we can t give as much help as we would like. There isn t much we can do about it except to apologise to anyone who feels they have been somewhat neglected. MARSHALLING MATTERS Lakeland Trial Update for Marshals and Competitors Last year you will recall we were unable to gain access to Beck Wythop Forest due to harvesting the Forestry Commission does not use the word felling. The harvesting work has almost finished in Beck Wythop and we have had the opportunity of reviewing all hill sections we have used on past Trials with Paul Brown, the Forestry Commission Recreation Officer, and have agreed which sections need significant work to remove deeply embedded brush and put in new drains and others which are beyond reasonable repair. This will be a cost to the Club but well worth it. As for Whinlatter Forest we are waiting to hear whether access may be restricted due to Phytophthora Ramorum disease of Larch. If there are positive signs of the disease to the Larch standings they will have to be removed to prevent transmission of this fungus like pathogen. However we remain hopeful we will have access to a larger number of hills than last year as we noted many Competitors finished very early! MSA Multi-Venue Stage Rally Safety Requirements The MSA s requirements come into effect in June 2015 in England and Wales. Essentially they have taken the recommendations of the Scottish Government s Safety Review and set out what must be done by Clubs organising a multi-venue rally: they are not optional and by the end of this year the MSA will be publishing a comprehensive rally safety manual. How does it affect the Club we don t run multivenue stage rallies. The principles do. We run Trials on a multi-venue basis and we allow spectators at specific hill sections. But the speeds you say are very different. Yes but our spectators are probably standing on very steep muddy slopes very close to moving trials cars where one slip could mean sliding into the path of a car whether it is competing or reversing off the section. Therefore for Trials Organisers and Marshals whether you are a Hill Chief or a Marshal you need to understand where the MSA is coming from: it is all about safety being at the heart of every event and that must include our Trials. I am very keen disseminate this information and to have another meeting of the Trials Organisers, together with, this time, their Chief Marshals to go through what the MSA requires as the requirements are particularly relevant to us. It is a good document and clearly explains: roles and responsibilities the purpose of the safety plan what its content should be (there is guidance on the content of safety plans and incident management plans) the Spectator Safety Officer role Marshal numbers the Health & Safety principles (are you even aware there is an H&S Guidance document for Motor Sport Events?) Identifying and assessing risks (which we do) Identifying and managing the risks to spectators Identifying and managing the risks to cars and Competitors Handling the media Training and briefing of Marshals Communication with spectators I would like to see the Club being proactive here and whilst some Trials Organisers have been addressing some aspects, it would be good to see everyone taking this on board comprehensively as it puts everyone on a stronger footing should anything untoward happen.
