BACKGROUND Step N.1: The first task in develping a Bike Path Plan fr Gallway Twnship was t lk at the verall layut and clfculatin fgallway Twnship. The prelinunary gal fthe Bike Path Plan was t prvide a circulatin that encmpassed the majnty f the Twnship while als linking existing and prpsed facilties such as play grunds, schls, and libraries. The first step f the preliminary Bike ath la.n was!!cate all existing facilities such as schl, pl3;y grunds.and pubhc.bulldmgs thn the Twnship. The next step was t identify the majr ppulaton areas Wthm the Twnship. The preliminary layut f the bike path was t prvide an verall rute encmpassing the majrity f the Twnship. Als, majr ppulatin.centers and existing publc facilities (schls, play grunds and librares) were als hnked t the veralf fayut f the bike path. The majrity f this infrmatin is shwn n the preliminary Facilities Map which has since been utdated because f further wrk. Step N.2: The next step in planning the bike path was t lk at the envirnmentally sensitive and wetlands area f thetwnship. The majrity f these areas are currently shwn n the Wastewater Management Plan and are designated as the pen clear space n the map. This map was tfien reviewed in cnjunctin with the preliminary bike p'ath layut. After review f the tw (2) plans, sme prpsed areas f the bike path had t be relcated. Als in cnjunctin with the envirnmentally sensitive areas, a field visit f the prpsed bike path rute was cnducted. The field visit indicated the existing lcatins f sidewalk, utility ples, drainage structures, and ther easily identifiable areas f cncern which wuld help t finalie the lcatin f the prpsed bike path. Step N.3: Last step - Finaliing the bike path. After the envirnmental cncerns and field study, the preliminarybike path layut was revised t take int accuntexisting field nditin. Als n the final Bike Path Plan and Recreatin Map, areas f public mterest were 'als indicated n the plan and were incrprated within the bike pth rue. The final Bike PathLRcreatinal Map. is indicated n the Facilities Map revsed t March 6, 1991. ThiS map accmplishes the gals f the bike path t encmpass the Twnship with ne main lp, while prviding access t all existing ppulatin centers, public facilities and areas f public interest. Lane Sharing: As per ASHTO Guidelines fr develpment f new bicycle facilities, 1981, highway sectins withut bicycle lanes can accmmdate bth bcycles and mtr vehicles in the same lane if that lane is wider than 12'. n general, a lane width f 14' is desired. As per NJDOT Standards, 15' f paved service in an utside lane is sufficient t accmmdate shared use by btfi the mtr vehicle and the bicycle traffic n radways where traffic vlumes are mderate t heavy with mimmal vlumes f heavy trucks and traffic speeds are 55 miles per hur r less. N lane markings are required fr lane sharing. (See Figure 1).. Bicycle Lane: As per ASHTO Standards, bicycle lane is defined as a prtin f the radway which has been designated by striping, signing and pavement markinss fr the preferential r exclusive use f bicyclists. Tw-way bicycle lanes n ne (1) side f tlle radway are unacceptable because they prmte riding against the flw f mtr vehicle traffic. Bicycle lanes shuld always be ne-way facilities and carry traffic in the same directin as the adjacent mtr vehicle traffic. Bicycle lanes alng the uter prtin f an urban curb street where parking is prhibited, shuld have a minimum width f 5 '. The signs and markins must all be in accrdance with the manual ununifrm. traffic cntrl devices (MUTeD). (See Figure 2) Bicycle Path: The final cnditin is a bicycle path. As per ASHTO, a bicycle path is defined as a bikev.:ay ppysically separated frm the mtried vehicular traffic by an pen space r barner. Under ptimum cnditins, the paved width fr a tw-directinal bicycle path is 10' with 2' shulder n either side. A wide separatin between a bicycle path and an adjacent highway is als desired. (See Figure 3) 2
