ADDITIONAL EXPLANATION: AGENDA REQUEST During a regular City Commission meeting in September, staff was asked to coordinate a presentation by the Department of Transportation representatives as to the status of the US 301 widening project. Scope of Work: This 18.3 million Florida Department of Transportation project provides major improvements along a 2.65-mile segment of U.S. 301 in downtown Sarasota, stretching from Wood Street to Myrtle Street. The project is divided into 3 segments which began in October of 2009 and is scheduled to be complete by early summer 2011. The contents of this report will focus primarily on: - Segment I Wood Street to 12th Street (replacement of existing street lights, new handicap ramps, new traffic signals, SCAT bus stop improvements, brand new traffic signal at 10th street, etc.) - Segment II U.S. 301/Fruitville Intersection (removed the hump and dedicated a right turn lane southbound, utility upgrades/adjustments, etc.) - Segment III 12th Street to Myrtle Street (reconstruction of U.S. 301 from four to six lanes; installation of bicycle and sidewalk lanes on both sides of U.S. 301, replacement of street lights, SCAT Improvements, and new sanitary sewer lines from the railroad crossing to Myrtle, etc.) - Pedestrian features: Upon project completion. KOPELOUSOS SECRETARY November 1, 2010 TO: FROM: RE: Sarasota City Commission Florida Department of Transportation Current Status of U.S. 301 Downtown (Wood Street to Myrtle Street) Project Per your request, here is a segment-by-segment update on the U.S. 301 (Washington Boulevard) Downtown Sarasota Project, a Florida Department of Transportation (FDOT) initiative providing major improvements along the 2.65-mile stretch of U.S. 301 (Washington Boulevard) from Wood Street to Myrtle Street. The project began on October 12, 2009 and is scheduled for completion in the early Summer, 2011. At the present time, the project, which was bid at 570 days, is on schedule. Specific improvements provided in each segment and their current status are as follows: SEGMENT 1 Wood Street to 12th Street: Replacement of existing streetlights, new handicap ramps, brand new traffic signal at 10 th Street, SCAT bus stop improvements. (Status: All of the new streetlights, handicap ramps and bus stop improvements are complete. The new traffic signal at 10 th Street is installed and will be activated by the end of the year once the sidewalk, driveway and roadway improvements along U.S. 301 between the railroad tracks and 12 th Street are complete. All of this work is now nearing completion.) U.S. 41 from Osprey Avenue to the U.S. 41/U.S. 301 Intersection: Expansion of southbound U.S. 41 from two to three lanes, traffic signal improvements at the U.S. 41/Osprey Avenue and U.S. 301/U.S. 41 intersections, streetlights and median improvements. (Status: The third southbound lane of U.S. 41 opened on July 9 and the new traffic signals at the U.S. 41/Osprey Avenue and U.S. 301/U.S. 41 intersections have been activated. The installation of new streetlights and median improvements along U.S. 41 between Osprey Avenue and U.S. 301 is scheduled for completion by the end of this year.) Page 4 of 12
SEGMENT 2 U.S. 301/Fruitville Road Intersection: Complete reconstruction, with a new dedicated right turn lane from southbound U.S. 301 to westbound Fruitville Road. (Status: The reconstruction of this intersection, including the activation of the new right turn lane, was completed over the weekend of June 11-13. This work was done on a Friday to Sunday schedule to minimize the impact on businesses and motorists.) SEGMENT 3 12 th Street to Myrtle Street: Reconstruction of U.S. 301 from four to six lanes, installation of sidewalks and bicycle lanes, replacement of existing streetlights, SCAT bus stop improvements, new signalization at 12 th Street, 17 th Street and Dr. Martin Luther King, Jr. Way, utility upgrades, retention pond at end of 21 st Street. (Status: The new traffic signal mast arms at 12 th Street are now in place and functioning, with those at 17 th Street and Dr. Martin Luther King, Jr. Way now in place and scheduled to be activated when the project is complete. Most of the curbs and sidewalks along southbound U.S. 301 are complete, with the installation of the new southbound U.S. 301 travel lanes, sewer lines and water lines now underway and scheduled for completion by the end of this year or early next year. Once the new southbound lanes are complete, traffic will be shifted to them so work can begin on the new northbound curbs, sidewalks, driveways and travel lanes. Work on the retention pond is ongoing, with the liner now being installed.) Here is information on some additional issues you asked us to address: Possible factors causing delays: The major factor that could delay the project is the weather. Business outreach: The contractor and the Public Information Officer have worked closely with local businesses to address their concerns and keep them well informed. Access to all businesses in the construction zone has been maintained at all times. All businesses along U.S. 301 received two weeks advance notice, including a detailed flyer, before a detour was deployed due to the closing of the U.S. 301/Fruitville Road intersection for reconstruction. 50 percent completion report: The Public Information Office issued an update in early September to inform the public when the project reached the 50 percent completion level. One of the tools used to update the public was a flyer that was hand carried to all businesses along the U.S. 301 corridor between Wood Street and Myrtle Street. The flyer was also distributed to all contacts on the U.S. 301 e-mail distribution list, including the media and officials with the City of Sarasota, the Newtown Redevelopment Office and Sarasota County. Intersection upades: Residents and businesses in the vicinity of Dr. Martin Luther King, Jr. Way and 17 th Street received special notices this past week before work began on the paving of the new southbound lanes through the U.S. 301/Dr. Martin Luther King, Jr. Way and U.S. 301/17 th Street intersections. Advance notice of the closing of these intersections and detours deployed while they were closed, was posted on the <MyUS301Sarasota.com> Web site and shared with the media in press releases. Communications: All businesses received personal visits and flyers before the project began and before work was launched on the complete reconstruction of the U.S. 301/Fruitville Road intersection. Information on lane closures is available on the Web site at <MyUS301Sarasota.com> and through weekly RoadWatch Updates and Press Releases issued by the Public Information Office. A public meeting was held in the Newtown area before the project began. All agencies serving homeless people, the Sarasota Chamber of Commerce and the Newtown Redevelopment Office received special briefings. This dialogue continues with the dissemination of weekly RoadWatch Updates and Press Releases by e-mail to thousands of contacts, including the media, members of the Sarasota City Commission and city staff. The media, City of Sarasota PIO and the Newtown Redevelopment Office, among others, have been very helpful in keeping the public well informed about every aspect of the project. Page 6 of 12

The project covers the 2.65-mile stretch of U.S. 301 (Washington Boulevard) from Wood Street to Myrtle Street and the segment of U.S. 41 from Osprey Avenue to the U.S. 41/U.S. 301 intersection. Specific improvements designed to make the corridor safer and more pleasant for pedestrians of all ages are as follows: NEW SIDEWALKS: The most significant pedestrian improvement incorporated into the U.S. 301 Downtown Sarasota Project are the new concrete sidewalks along U.S. 301 in both directions between the Seminole Gulf Railroad tracks north of 10 th Street and Myrtle Street. All of the new sidewalks on both sides of U.S. 301 between 12 th Street and Myrtle Street are eight feet wide. (STATUS: Completely Installed: West side of U.S. 301 between Myrtle Street and Dr. Martin Luther King, Jr. Way, both sides of U.S. 301 between 12 th Street and the railroad tracks, west side of U.S. 41 between Osprey Avenue and the U.S. 41/U.S. 301 intersection; Under construction: West side of U.S. 301 between Dr. Martin Luther King, Jr. Way and 12 th Street; Starting soon: east side of U.S. 301 between 12 th Street and Myrtle Street) EXISTING SIDEWALKS (Upgrades): Sections of existing sidewalks along U.S. 301 between Wood Street and the railroad tracks north of 10 th Street are being upgraded. (STATUS: All of the improvements to existing sidewalks between Wood Street and 10 th Street are now complete or nearing completion. All of these sidewalks are open to the public.) SIDEWALK RAMPS: Ramps on existing sidewalks along U.S. 301 between Wood Street and the railroad tracks north of 10 th Street, as well as the new sidewalks from the Seminole Gulf Railroad tracks to Myrtle Street are designed to meet the needs of wheelchair-bound pedestrians www.dot.state.fl.us Page 7 of 12
and feature detectible warning devices for the benefit of people with visual disabilities. Many of the existing ramps between Wood Street and the railroad tracks were previously upgraded as part of a milling and resurfacing project completed in 2005. (STATUS: Ramps on existing sidewalks: All work complete or nearing completion; Ramps on new sidewalks: Work ongoing along U.S. 301 in both directions between 12 th Street and Myrtle Street.) STREETLIGHTS: An estimated 165 streetlights are being installed along the U.S. 301 corridor from Wood Street to Myrtle Street. All existing streetlights are being replaced and many new streetlights are being added. (STATUS: All of the old streetlights between Wood Street and 10 th Street have been removed and replaced. The removal of old streetlights and installation of new fixtures between 10 th Street and Myrtle Street is currently underway.) MAJOR INTERSECTION CROSSINGS: Pedestrian friendly upgrades, including detectible warning devices, pedestrian signal countdowns, special curb ramps and instructional signs for using pedestrian buttons are featured at the intersections of U.S. 301 and Fruitville Road, 10 th Street, 12 th Street, 17 th Street and Dr. Martin Luther King, Jr. Way. The pedestrian crossing at 10 th Street is completely new. (STATUS: All of the pedestrian improvements at the U.S. 301/Fruitville Road intersection were installed and activated in mid June, with work now underway at the U.S. 301/12 th Street, U.S. 301/17 th Street and the U.S. 301/Dr. Martin Luther King, Jr. Way intersections. The traffic signal and pedestrian enhancements at the U.S. 301/10 th Street intersection are installed and scheduled for activation by the end of this year.) OTHER CROSSINGS: Pedestrian-friendly enhancements, including detectible warning devices, are earmarked for side streets at the points where they intersect with U.S. 301. These include: South of 10 th Street: Brother Geneen Way, the entrance to Payne Park, Oak Street, Laurel Street, Morril Street, Adams Lane, Golf Street, Ringling Boulevard, Main Street, 4 th Street, 5 th Street, 6 th Street, 7 th Street, 8 th Street and 9 th Street, Princeton Street, 11 th Street/Buffalo Street, Harvard Street, 13 th Street, 15 th Street; North of 10 th Street: 16 th Street, 18 th Street, 19 th Street, 20 th Street, 21 st Street, 24 th Street, 28 th Street, 29 th Street, 30 th Street, 30 th Street, Mabel Long Way, 32 nd Street and 33 rd Street. The crossings at U.S. 41 and Osprey Avenue and U.S. 41 and U.S. 301 have likewise been improved. (STATUS: Most of the crossing improvements at side streets south of 10 th Street are complete and serving the needs of pedestrians, with those at side streets north of 10 th Street in various stages of completion.) www.dot.state.fl.us Page 8 of 12
BUS STOPS: The project calls for 15 bus stations/pads along U.S. 301 between Oak Street and 17 th Street. Northbound stations: south of Oak Street, south of the railroad tracks, south of 12 th Street; Southbound stations: north of Buffalo Street, north of the railroad tracks; Northbound bus pads: south of Laurel Street, south of 4 th Street, south of 6 th Street, south of Princeton Street, south of 17 th Street; Southbound bus pads: north of Laurel Street, north of Adams Street, between 9 th and 10 th streets, north of 13 th Street, south of 17 th Street. (STATUS: The bus stations/pads are in various stages of completion, with many already being used by the public.) BICYCLE LANES: Dedicated bicycle lanes will be installed along U.S. 301 in both directions between 12 th Street and Myrtle Street. (STATUS: The bicycle lanes will be available for use by the public when the project is finished in early Summer of 2011.)
