Acting Chairman (Peter Brown) The Acting Chairman reflected with disappointment on the increasing number of on field discipline issues that had been reported during March and the early part of April. Unfortunately having seen a spate of reports of alleged damage to changing facilities and pavilions during February, there seems to have been an increased number of cases where referees and assistant referees have been abused by spectators and officials this month. The committee echoed their dissatisfaction with this trend and agreed that any reports would be immediately forwarded to the Bedfordshire Football Association for further investigation and review.

Unfortunately a small number of people are reflecting badly on their clubs and this type of bad behaviour needs to be addressed to try and eradicate it. 2. General Secretary (Jonathan Brown) a. Team Withdrawals Since the last meeting, the following teams had given notice of withdrawing from the CYFL:- Bedford Town FC Eagles (Under 14) The committee agreed that the above teams should be fined 40, as per rule 14(B). As the team have played over 50% of their league fixtures, points are to be awarded to opposing teams in relation to the remaining games. The Fixture Secretary was asked to make the necessary changes to the League Table. b. Season 2016 / 17 Applications The General Secretary advised that he had received enquiries from the following clubs with regards to applying to join the CYFL for the 2016 / 17 season:- Everton Eagles (Under 16), MK Gallacticos (Under 15), Stotfold Juniors (Under 14 and Under 12), Co-op Sports (Under 11) and two unnamed clubs (1 x Under 14 and 1 x Under 13). The General Secretary advised that all enquiries had been responded to and the clubs supplied with an initital letter detailing information relating to the CYFL. Application forms are scheduled to be sent to all clubs (existing and new) by the end of April. The committee agreed that clubs should continue to be charged 2 per paper copy of the CYFL handbook (virtual copy to be provided as part of affiliation fee) and that payment would be requested at the time registration is made to make logistics easier. The number of copies printed would then be made in accordance with the orders placed. The General Secretary advised that he would make the necessary amendments to the application form. c. Committee Structure Season 2016 / 17 The General Secretary raised the question around the proposed committee structure for the coming season. All current committee members and officers of the league were asked to indicate to the Acting Chairman in the coming weeks whether they intended to stand for re-election for the 2016 / 17 season. The subject of again recruiting some additional volunteers to join the committee was discussed; any volunteers were asked to contact the General Secretary or Acting Chairman to discuss further. Details would be placed on the CYFL website. 3. Fixture Secretary (Tony Gee) a. Fixture Position By Division Mr. Gee advised the committee that all fixtures had now been published and scheduled to ensure that the season finishes on Sunday 15 th May. A number of midweek fixtures were required to ensure the successful completion of the season and clubs were asked to liaise with each other and the league if there are any issues; however notice must be given of any issues or proposed alternative dates for MIDWEEK fixtures. b. League Cup Draws Mr. Gee advised that all cup draws were in place and that the dates for future rounds had been planned to ensure that the relevant competitions would be completed on the appropriate Cup Final Days (17 th April and 15 th May). Presently it would appear that the Under 18 and Under 13 competitions would require semi-finals to be played on the Sundays preceding the Cup Final dates, so timelines are tight, but all in place. 4. Match Report Administration / Processes Mrs Hall and Mrs Johnson presented some suggestions for alterations to the player registration / ID card for the 2016 / 17 season. The ideas were discussed and reviewed and it was agreed to reach a decision at the next committee meeting. The Acting Chairman recorded his thanks to both Registration Secretaries for their thoughts and presentation. 6. Treasurer (Jane Brown) The Treasurer advised that the books representing the League s accounts had been closed at the end of March and were being prepared for a final statement of accounts before being submitted to the Auditor. 7. Website (Pamela Johnson / Tony Gee) Mrs Johnson reported that there continued to be encouraging visits to the league s website with increasing numbers of unique visitors (734) and page views (1694) in the past month. All summer tournaments that the league have been notified of, have been posted to the website for visitors to access. 8. Child Welfare Officer (Tony Gee) Mr. Gee reported concerns over the increasing number of reports of instances of parental (adults) versus children behaviour during and after CYFL fixtures. The subject of Working Together Policies was raised; the Acting Chairman agreed that he would speak to Sarah Da Costa (Bedfordshire Football Association - Inclusion and Safeguarding Officer) to discuss further. 9. Charter Standard League Update (Kerry Hall) Mrs Hall advised that she was continuing to update the League s Development Plan in readiness for submission to the Bedfordshire Football Association, so that the Charter Standard League status could be renewed.

10. Sponsorship Mr. Davison advised that he continued to work on sponsorship opportunities for the Cup Final Super Sunday. 11. Sub-committees 1. Sub-committee Discipline a. Sub-committee Trophies Mr. Gee advised that he had made arrangements with the trophy supplier for delivery of both the league / divisional momentos and also the Cup Final Medals. Once in receipt of these and at the conclusion of each division (i.e. winners and runners up positions decided upon), Mr. Gee advised that he would contact each club to make arrangements for collection. 3. Sub-committee - Cup Finals The committee agreed that for the Under 18 and Under 17 League Cup Finals (Sunday 17 th April) at Shefford Sports Club, the entrance fee of 3 per adult (including programme) should be charged. Under 16 s and concessions would be free of charge. Mr. Gee and Mrs. Johnson confirmed that details of both Cup Final Days had been published on The FA s Full-time website and also the league s website www.chilternyouthfootballleague.co.uk. Any Other Business Mr. Gee asked that team s be reminded that they are to confirm fixtures (to be played on a Sunday) by 9pm on the Tuesday prior to the game (both to the opposition and to the appointed match referee) A discussion took place regarding the implementation of a Twitter and Facebook account for the league. The committee agreed that this was a good move forward and Mrs Johnson agreed to work with Mr. Gee to set this up The question was asked as to whether there had been any update from the Bedfordshire Football Association regarding the Match Delegates scheme which had been presented to the member clubs at the

January 2016 Full Council Meeting. The General Secretary advised that no further communication had been received and that he would contact Alan Young / Sarah da Costa to obtain an update. Mr. Gee raised a concern about the reducing level of clubs using RESPECT barriers at their games, which may be attributable to the increasing number of discipline incidents being reported. Enquiries are to be made to find our whether further funding is available for clubs to replenish their stocks for the coming season. Mr. Gee advised that he was going to be out of the country on holiday between 2 nd and 8 th May, but would have access to the internet to keep up-to-date with league business!
