Page 2 1. EVENT The 16 th FAI World Helicopter Championship (16 th WHC) and the 4th stage of the Helicopter World Cup 2018 (HWC) will take place from 23th to 29th of July 2018. The HWC 2018 will be hosted within the 4th Belarusian Air Sports Festival #PRONEBO. The aims of the event are promotion and popularization of helicopter sports, development of international aeronautical relationships, exchange of experience, determination of the World Champions in Overall Individual and National Team categories as well as Event Champions. 2. ORGANISERS The event will be organized by the Belarusian Federation of Air Sports (FAI active member) with the assistance of Minsk Aero Club DOSAAF (Voluntary Association for Assistance to Army, Air Force and Navy) and Ministry of Sport and Tourism of the Republic of Belarus and under the auspices of the Rotorcraft Commission, Federation Aeronautique Internationale (FAI/CIG). 3. RULES AND REGULATIONS The 16 th WHC and HWC will be held according to the Rules of the FAI CIG. The revised rules are to be published in March on the FAI website www.fai.org/cig-documents. The invitations will be sent to all Rotorcraft Commission members. The 16 th WHC and the 4 th stage of HWC will take place if at least 4 nations enter each event. Additional event Freestyle will not be flown due to insufficient size of the competition site. 4. VENUE The 16 th WHC and HWC will be held on Borovaya Airfield (see Annex 1). Location: N 53 57'40'' E 027 39'30'', 1,5 km NE of Minsk Airfield with grass surface Dimension: 1200 х 800 m Main runway 126-306 Elevation: +236 м (770 feet) Weather conditions: average temperatures in July day/night 24 /13,3 C, average monthly precipitation 45,2mm. No customs services are available.
Page 3 5. PARTICIPANTS. CATEGORIES Each competing crew consists of 2 persons: a pilot and a crewmember. A crew can be all male, all female or mixed - male and female. Both must be in possession of a valid FAI Sporting License (each competitor must be listed in the FAI Sporting License Database) issued by their own National Airsport Control (NAC). Pilots must be in possession of a valid Pilot License along with a valid Medical Certificate. All crews may participate in either WHC or HWС or in both events. 5.1. 16 th WHC: Each crew may compete for the individual title of Overall World Champions". Competitors may also compete for individual World titles in the following classes - E-1e, E-1c and E-1b provided there are more than 3 countries participating in each class (requires final approval by FAI CIG Commission) If there are more than 3 countries participating with all-female crews, an individual World Female Title will be awarded. Each National Team will be composed of a minimum of 3 and a maximum of 5 crews. Team crews must be declared and published not later than 12 hours before the competition starts. A NAC being unable to enter a team of 3 crews, required for team classification, may enter individual crews. 5.2. HWC: Each crew may compete for the individual title of Event stage winner for Parallel Slalom Heli Race and Event stage winner for Parallel Fender Heli Race. 6. HELICOPTERS Helicopters of any type with sufficient characteristics to execute FAI-CIG helicopter championships events will be allowed to compete in the 16 th WHC and HWC. Participants may bring their helicopters by air or in trucks upon their own responsibility. In case of an international flight please start organizational procedures not later than 1 month in advance. Traffic originating from Schengen should enter Belarus through an international airport with border and customs services available: Grodno Airport (UMMG), Gomel Airport (UMGG).
Page 4 A valid Certificate of Airworthiness or equivalent document, a Certificate of Registration issued by an appropriate Authority and Third-party liability insurance must be submitted to the Organizer for every competing helicopter. Robinson R44 (Raven I, Raven II) helicopters will be available for rent in Minsk. Belarusain Federation of Air Sports will assist participants unable to bring their own competition aircraft in hiring helicopters on their request. FLIGHT SAFETY The competitors must observe and adhere to the Belarusian Flying Regulations, Competition Rules and Regulations, instructions of the host. 8. INSURANCE It is compulsory for each competing helicopter to have third party insurance policy for an amount of a minimum of 2,000,000 CHF (or equivalent), for the whole duration of the Event including training days and the flights over the Belarusian territory to the competition site and back. Personal insurance of pilots and insurance of helicopters will also be necessary. 9. AWARDS / TROPHIES Awards and prizes will be given in the following 16 th WHC categories: Teams: The Team Managers of the teams placed 1, 2 and 3 will be awarded gold, silver and bronze FAI medals. Small FAI medals and FAI diplomas will be awarded to all members of the teams. Event Winners: The members of the crews placed 1, 2 and 3 in the four Events will be awarded gold, silver and bronze medals and FAI diplomas (requires final approval by FAI CIG Commission). Overall Individual: The members of the crews placed 1, 2 and 3 will be awarded gold, silver and bronze medals and Organizer s prizes. The crews placed 1 to 10 will be awarded FAI diplomas. Females: The members of the all-female crews placed 1, 2 and 3 will be awarded gold, silver and bronze medals. The female crews placed 1 to 5 will be awarded FAI diplomas. Novice Pilots: The pilots placed 1, 2 and 3 in the junior category (with less than 250 hours total time) will be awarded FAI diplomas. Classes: The pilots placed 1, 2 and 3 in each class will be awarded gold, silver and bronze medals. FAI diplomas will be given to crews placed 1 to 5 (requires final approval by FAI CIG Commission).
Page 5 Awards and prizes will be given in the following HWC categories: The members of the crews placed 1, 2 and 3 in the Parallel Slalom Heli-Race and Parallel Fender Heli-Race events will be awarded FAI-CIG medals and diplomas. Award ceremony at WHC Test-event (July, 2017) 10. COMPLAINTS / PROTESTS Complaints and protests may be lodged in accordance with the FAI WHC rules. A protest will cost 600 Swiss Francs (or equivalent) and the deposit will be returned if the protest is upheld. 11. HELICOPTER RENTAL / FUEL Robinson R44 helicopters (Raven I, Raven II) will be available for rent. Current price is 500 USD per hour (fuel, insurance and maintenance included). Mi-2 helicopters will be available for rent. Current price is 650 USD per hour (fuel, insurance and maintenance included). AVGAS 100LL will be available on the airfield. Current price is 2,5 USD/litre. Jet A-1 will be available on the airfield. Current price is 0,7 USD/litre. All payments are to be made in cash in Belarusian rubles on the competition site. The Organizer will not supply non-standard fuel, oil or lubricants. 12. EVENT REGISTRATION, ENTRY FEES Preliminary entry form (see Annex 2) signed by the NAC should be submitted to the Organizer by March 19 th 2018 via email to info@whc2018.by Registration for delegation members (crews, team members, judges, observers) will be available through the official website: www.whc2018.by and should be done by each delegation member

The closing date for official registration is July 1 st 2018. Late entries may be accepted at the discretion of the Organizer. ACCOMODATION The event participants will be accommodated at the Victoria Olimp Hotel Minsk a 4-star hotel which is situated in an ecologically clean and peaceful district of Minsk, 10 minutes drive from the center of the city. The main feature of the Victoria s Olimp location is its proximity to the main sports facilities the National Olympic Committee headquarters and Minsk-arena (the biggest sports venue of Minsk). This requires filling in the form (see Annex 3) and sending it to the Organizer via email to info@whc2018.by. A visa support letter will be issued for all delegation members. There will be no visa application fee for all delegation members (head of delegation, team manager, pilots and crew members, FAI judges and assistant judges, mechanics, interpreter and additional personnel stated in the Entry Form). ORGANIZER ANTI-DOPING POLICY The Organizer is resolved to ensure that competitors neither seek nor gain any advantage by the use of banned or inappropriate substances, and that all pilots thus have the opportunity to compete in a fair and open contest. All competitors shall accept that they may be required to submit to and cooperate with doping control measures (WADA).
