Risk assessment The LOC reassures all participating countries and officials that safety issues are their first target. Since the beginning of the regional crisis June 2017, the LOC engaged with the authorities regarding the organisation of international events in Qatar. No trouble has been reported. On an annual basis, more than 40 sporting events take place in Doha without any issues, nor concerns. The LOC guarantees a perfectly organised championship, in which all the concerned parties and stakeholders will do their utmost to deliver a safe and secured experience for all the participants. TECHNICAL DETAILS 1. Referees Each delegation participating in the championship with both a boys and a girls team shall appoint a pair of referees, preferably in cooperation with their respective National Handball Federation. All costs shall be covered by the delegation [ travel costs, participation fee and ISF levy - see Administration, point 3 a) and b) ]. Please notice that failing to appoint a pair of referees will result in a fine of 1800 Euros. Delegations participating with only one team (boys or girls) shall choose between the following: i. Appointing a pair of referees. Costs shall be covered by the delegation. ii. Appointing a pair of referees in consultation with another delegation with only one team. The pair has to be appointed by one of the two countries concerned. Costs shall be shared by the two delegations. iii. Paying a fine of 900 Euros. All referees shall preferably be under 28 years of age and in possession of the highest national level or beginning international level. All referees over 28 years of age shall be international referees. 2

3. Event Disciplinary Commission In accordance with the ISF General Competition Rules, the Disciplinary Commission will be composed of the ISF Delegate the President of the ISF Technical Commission Handball the President of the Local Organising Committee The Disciplinary Commission will deal with all matters relating to discipline arising during the championship matches and also during the period of the Championship where the matters are not covered by technical regulations. Issues related to discipline that cannot be solved by the Event Disciplinary Commission will be passed on to the Permanent ISF Disciplinary Commission. It should be noted that where there is a sufficiently serious lack of respect for ISF rules the Disciplinary Commission can disqualify participants, teams or delegations from the competition and to require them to return home before the conclusion of the event. 4. Appeal Jury In accordance with the ISF General Competition Rules, the Appeal Jury will be composed of the (Vice-)President of the ISF Technical Commission Handball an appointed member of the Local Organising Committee the Head Referee. The Appeal Jury will decide on all appeals concerning the results of the competition in the light of the rules of IHF and the rules of the ISF Technical Commission Handball. The Appeal Jury will not pronounce on disciplinary matters. Appeal Jury decisions are final and may not be appealed. 5. Appeals Appeals against results or any other appeal not concerning disciplinary matters will be heard by the Appeal Jury. The appeal must be lodged within 30 minutes of the incident and be in writing in English. The sum of 50 EUR must accompany the appeal. This sum will be refunded only if the appeal is upheld or at the discretion of the Appeal Jury. If not, the sum will be donated to the School Sport Foundation. 3

6. Obligations Each participant is required to be present throughout the whole duration of the event, from the day of arrival until the day of departure, specified in the programme in bulletin 1. Each participant is obliged to take part in all of the non-sport activities. Each team undertakes to compete against all other participating teams. Each participant undertakes to compete against all other participants. The absence of any member of a participating team from any part of the entire sport programme, opening-, prize-giving-, and closing ceremonies and socio-cultural programme may result in the disqualification of that team. 7. Cultural Festival Delegations are required to take part in an activity named Cultural Festival organised with the aim of encouraging exchanges between the different cultures of participating countries. The young people are invited to introduce and to promote their countries and their culture in an original way. Each delegation is to organise a stand that promotes your country specialties in terms of art crafts, visual materials, food, drinks (no alcohol), pins, leaflet, etc. In addition, each delegation shall introduce a facet of its country s culture on stage (with dance, songs, sketches, video, etc.) - maximum 4 minutes. ADMINISTRATION 1. ERAS - Registration 2 and 3 Phase 2 and 3 on ERAS will only be accessible when the ISF has duly received the deposit due on 10 th December 2017 at the latest. If you encounter any issue, please inform the ISF Secretariat and the LOC. Phase 2 requires the following information: Confirmation of the participating teams Information about the type of transport that will be used Information about the number of people registered in each category o Players o Coaches o Head of delegation o Additional adults Information about the type of room and gender for coaches and additional adults. This information is not required for players (fixed number per room) and for the Head of delegation (single room). 4

Phase 3 requires the following information: Travel a. Schedule b. Date c. Number of flights (if more than one) d. Number of people per flight (if more than one) School a. Name and address of the school for each team b. City For each accredited person a. First and last name b. Date of birth c. ID photo d. Email e. Diet or food restriction Additionally the Head of delegation shall provide a. His/her mobile phone number 2. Accreditation The accreditation will take place at the hotel Holiday Villa on the arrival day. The Control Commission composed of representatives of the ISF Technical Commission Handball and representatives of the Local Organising Committee will proceed to the check the following documents: 1. Finances: proof of payment of the balance including any bank charges and if not sent to the LOC before, the payment overview. To help the Organising Committee to process your payment correctly please complete the form 'payment overview' in attachment and send it to the LOC by e-mail when you pay the balance. 2. Accreditation For the delegation: a. the official form signed by the Headmaster of the school and the legal School Sport Entity, confirming that all players are full time students at the school, since the beginning of the school year. b. the document certifying that the delegation is covered by an insurance that at least covers civil liability, material damage and medical costs. For every student: a. the passport (or identity card) bearing family name, first name, photograph, nationality and date of birth b. the anti-doping consent form c. the use of image consent form When checking is finished the Head of delegation will receive the accreditation cards and welcome packages for each participant in his/her delegation. Participants must carry the accreditation card with them all the time to have access to transport, competition, activities and meals. 5

3. Fees a) Participation fee In accordance with the rules laid down by ISF, the payment to be made to the organisers of the event amounts to 50 per person and per night.
