Design Details All options where designed using NZTA MOTSAM part 2, NCC Land development manual 2010 and Cycling Aspects of Austroads Guides 2014 1 Option 1 The existing legal road corridor has an average width of 20.1m. 3 Concept options for the route have been investigated which vary in price. Only the full road upgrade option has been priced as this is the most expensive. This option takes every road user into consideration. On Road Options: Main Option Parking on both sides: This option has parking on both sides and on road cycle lanes. This is achieved by widening the existing road seal width, moving the existing parking closer to the boundary and narrowing the existing footpath. Relocate existing parallel parking closer to boundaries Remarked the road to fit on road cycleway in Narrow existing footpath and install new kerb & channel 3.5m wide road lanes, 1.8m cycle lanes & 2m wide parking bays Alternative Option Parking on one side: This option fits between the existing kerb & channel for most of the route. Parking is restricted to one side only (which side can vary) and new on road cycle lanes, this is achieved by removing parking on one side of the road and remarking the road layout. Alternative Option No parking: This option fits between the existing kerb & channel for most of the route. New on road cycle lanes and a median strip are marked along the whole route, this is achieved by removing parking on both sides of the road and remarking the road layout. A wider median can also be achieved in places where needed due to the extra shoulder width. Off Road Options: These where looked at along the route but due to the busy road and high access way numbers, an off road option was not considered. This was due to lack of width and safety zone next to adjoining boundaries and sight visibility for motorists driving out of their access ways. To achieve an off road option, parking would need to be removed along the route to allow for a safety buffer zone, the required safety width varies and would not meet the desired distance. 1 Date Edited: 10 July 2014 Opus International Consultants Ltd

Design Details 2 Option 2 Beach Road On Road: This section fits between the existing kerb & channel. New on road cycle lanes, this is achieved by removing parking on one side of the road and remarking the road layout. Remove the existing parallel parking on the Left Hand Side (LHS) of the road, (Right Hand side has existing angle parking) Move the road markings over closer to the LHS New LHS marked on road cycleway 3.5m wide marked road lanes New 1.5m wide RHS cycleway between existing dish channel and new white edge line (this utilises the existing shoulder strip between the angled parking and the road edge) Existing facility width is 7.2m (Page 36 Austroads Cycling Aspect guide) we are upgrading this to the minimum of 7.4m, this does not meet table 4-13 page 46 of the NCC land development manual. An option for widening the road to keep LHS parking was investigated but the cost outweighed the benefits. Alternative Beach Road - Off Road: As an alternative for an on road cycleway, the existing grass verge in the Tahunanui Playing fields was considered. This would require building a new 3m wide sealed shared space. Benefits: Doesn t affect the existing road layout Suitable for all cyclist levels Can plant around cycleway for better aesthetics Disbenefits: Higher cost over upgrading existing road markings Waikare Street: This option has parking on both sides and on road cycle lanes. This is achieved by widening the existing road seal width, moving the existing parking closer to the boundary and narrowing the existing grass berm. This will reduce parking on the existing berms and provide a better route for cyclists. Relocate existing parallel parking closer to boundaries, better parking area for residents Remarked the road to fit on road cycleway in Narrow existing grass berm for new footpath and install new kerb & channel 3.5m wide road lanes, 1.8m cycle lanes & 2m wide parking bays Benefits: Increased parking capacity for residents Marked on road cycle lanes, safer space for cyclists Tidy up area with new road layout Muritai Street: The existing legal road corridor is 20.1m wide and the existing road is of a high standard with good size lanes, parking and cycle lanes. Design Details has been done recently. It has been allowed for intersection upgrades with green paint for cyclists only which will provide a better route. Parkers Road: The existing road is very wide with 3.5m lanes and 3m wide shoulders that are no parking areas. This section is short and requires cyclists to cross the road in 2 locations, to achieve this new cycle lanes are added to the existing wide shoulder area and 2 new crossing points for cyclist are constructed. Benefits: Marked on road cycle lanes, safe space for cyclists Provides a safe place for cyclist and pedestrians to cross the busy parkers road Disbenefits: Large portion of heavy vehicles use this road Muritai Intersection has a few width constraints where cyclist may need to use the existing footpath for a small section Pascoe Street: This option only has parking on one side of the road and uses the existing right hand side kerb & channel. Parking is restricted to the left hand side only and new on road cycle lanes are created on both sides of the road. This is achieved by removing parking on the right hand side of the road, widening the left hand side and remarking the road layout. Also due to this being a built up industrial area with lots of entrances along the route, widening up to the boundary would create blind spots for vehicles exiting the driveways which could result in higher cycle crashes. Benefits: Marked on road cycle lanes, safe space for cyclists Less blind spots for all users Disbenefits: Large portion of heavy vehicles use this road Loss of parking on right hand side of the road Merton Place: The existing road is a side road with no marked on road parking. This option fits between the existing kerb & channel. New on road cycle lanes are created, this is achieved by removing parking on both sides of the road and remarking the road layout. By removing parking areas for this short stretch of route most of the businesses around here already have their own off road parking areas. Benefits: Marked on road cycle lanes, safe space for cyclists Disbenefits: Large portion of heavy vehicles use this road Loss of parking on road Nelson Junction (Mitre 10): The existing reserve and grassed land has plenty of open space to put a new cycleway / shared space through, a new bridge across Jenkins creek will need to be installed and approval from the land owners would need to be granted. Design Details 3 Option 4 Beach Road On Road: This option fits between the existing kerb & channel. New on road cycle lanes, this is achieved by removing parking on one side of the road and remarking the road layout. Remove the existing parallel parking on the Left Hand Side (LHS) of the road, (Right Hand side has existing angle parking) Move the road markings over closer to the LHS New LHS marked on road cycleway 3.5m wide marked road lanes New 1.5m wide RHS cycleway between existing dish channel and new white edge line (this utilises the existing shoulder strip between the angled parking and the road edge) Existing facility width is 7.2m (Page 36 Austroads Cycling Aspect guide) we are upgrading this to the minimum of 7.4m, this does not meet table 4-13 page 46 of the NCC land development manual. An option for widening the road to keep LHS parking was investigated but the cost outweighed the benefits. Waikare Street: This option has parking on both sides and on road cycle lanes. This is achieved by widening the existing road seal width, moving the existing parking closer to the boundary and narrowing the existing grass berm. This will reduce parking on the existing berms and provide a better route for cyclists. Relocate existing parallel parking closer to boundaries, better parking area for residents Remarked the road to fit on road cycleway in Narrow existing grass berm for new footpath and install new kerb & channel 3.5m wide road lanes, 1.8m cycle lanes & 2m wide parking bays Benefits: Increased parking capacity for residents Marked on road cycle lanes, safer space for cyclists Tidy up area with new road layout Muritai Street: The existing legal road corridor is 20.1m wide and the existing road is of a high standard with good size lanes, parking and cycle lanes. This section of the route does not have any major works as this has been done recently. It has been allowed for intersection upgrades with green paint for cyclists only which will provide a better route. Beavans Way: This option of the route utilises the existing footpath connection onto Roto Street. This section can be upgraded to better accommodate cyclists by widening the existing path and painting new markings for better delineation. Roto Street: This option uses the existing footpath and grass berm areas to create an off road cycleway. Bolt Road: The existing road is of a good standard with good size lanes, parking and cycle lanes, however the existing cycle lanes are only 1.5m wide past parallel parking which may need to be upgraded to the latest standard. This would need to be considered in more detail as this is already an established route. Bolt Road / Quarantine Road Roundabout: The existing bolt road / quarantine road roundabout is of minimal standard for cyclist.
