Minutes of the Previous Meeting Minutes To note the minutes of the Oceanic and Offshore Committee meeting of 9 November 2017 (circulated and approved after the meeting). Chairman s Report A verbal report from the Chairman regarding activity during the year. 4. Working Parties Universal Measurement System (UMS) i) To note that at the last meeting a Universal Measurement System Working Party was formed of Nathan Titcomb (US Sailing), Nicola Sironi (ORC) and Jason Smithwick IRC/RORC Rating Office. ii) A report from Jason Smithwick and Nicola Sironi on their work on UMS at the 2018 IRC/ORC World Championship at Scheveningen. iii) To receive an update from the working party Chairman, Nathan Titcomb, regarding the project to coordinate the continuing work to extend the UMS to incorporate all measurements used by any World Sailing Recognized or International Rating System. iv) to discuss and agree on the membership, leadership, and objectives for the UMS Working Party for the upcoming year. Rating Integrity and Cheating Noting the Scugnizza rating protest case from 2016 ORC European Championship in Porto Carras, Greece. (Minute 5 - O&O Committee 2017) and that World Sailing did not appeal the FIV Federal tribunal decision. To note a letter from Andrew McIrvine to Kim Andersen dated 30 January 2018. (d) An update from the Technical and Offshore Director. to discuss and consider a review of the entitlement to World Championships of Rating Systems. 7. Offshore World Championships 2019 Offshore World Championship One Design To receive an update regarding the World Sailing two-handed Offshore World Championship. World Championship Rating Systems i) To receive an update on any plans for future combined ORC/IRC World Championship from RORC/UNCL. ii) To receive an update on any plans for future combined ORC/IRC World Championship from ORC. [ORC World Championship will be held 1-8 June 2019 at Sibenik, Croatia.] 8. Keelboat Champion of Champions Championship An update on the establishment of a Champion of Champions event open to the defending World Champions of all World Sailing Keelboat Classes to promote keelboat sailing worldwide. Racing Rules of Sailing To note the following submissions: i) RRS 49 Crew Position; Lifelines Submission 166-18 from the ORC and ORC Rating Systems to delete: sitting on the deck from RRS 49.2. ii) RRS 41 Outside Help - Case Submission 203-18 from Danish Sailing Association, Real Federacion Española de Vela, and Royal Yachting Association to provide an RRS Case that interprets whether a race committee member is an interested source for the purpose of RRS 41 - Outside Help. iii) New RRS Part 8 - Equipment Submission 179-18 from the Chairman of the Racing Rules Committee to create a new Part 8- Equipment, to concentrate the equipment related rules in a designated section of the Racing Rules of Sailing. Offshore Special Regulations In accordance with World Sailing Regulation 15.17.6 the Offshore Committee is responsible for approving the Special Regulations on behalf of Council and the submissions are numbered SR. To note the agenda and supporting papers of the Offshore Special Regulations Sub-committee To receive recommendations from the Offshore Special Regulations Subcommittee on SR submissions 12. Reports & Opinions of Sub-committees Special Regulations Sub-committee i) To receive a report from the Chairman of the Special Regulations Subcommittee not based on submissions. ii) To note the incident reports relating to offshore races circulated with the Special Regulations Sub-committee agenda. iii) To review the in-build validation project regarding keels iv) To receive comments on any other matters arising. 13. World Sailing Regulation 10 Regulation 10. Sailor Classification Code A report from the Chairman of the Classification Commission. To note submission 009-18 from the Chairman of the Para World Sailing Committee to change the terminology from Classification to Group Designation. To note submission 017-18 from The Board on behalf of the Classification Commission regarding 1) 22.2.2, coaching and 2) 22.2.1 (ii) lowering age limit. 15.
