Horse Show Office will close one hour prior to the scheduled start of each performance. Show Office telephone number is 919/839-4702. The Show Office will not be open on Sunday following the show, so be sure to settle your account before the last class Saturday evening. 2. Exhibitors wishing to pay individually must complete a separate entry form. If each owner is to receive premium money they must each have a separate entry blank and their name and information must be filled out at the bottom of the entry blank under Mail Premium Checks To and Refunds To. 3. STALLS will NOT be assigned until fees are paid. Stall fee is $110.00. All stalls are in permanent barns with full doors. Stalls under new permanent barn are charged at the same rate. It is a permanent building with solid stalls. 4. Horse Show requires that a signed open check policy shall prevail. Numbers will not be released without an open check on file. 5. The footing of the rings are dirt base with sand & sawdust mixture on top. The show arena is 136 X 248. The warm-up ring is 120 X 240. 6. PRIZE MONEY WILL BE PAID BY CHECK WITHIN 30 DAYS AND BECOMES NON- NEGOTIABLE AFTER 60 DAYS. 7. It is the RESPONSIBILITY OF EACH EXHIBITOR OR AGENT to settle his or her account by the end of the Horse Show. Failure to do so gives the Horse Show Secretary your permission to fill in the correct amount on the open check and the exhibitor or agent relinquishes the right for adjustment after leaving the show. ANY EXHIBITOR THAT HAS NOT NOTIFIED MANAGEMENT OF CORRECTIONS NEEDED TO ACCOUNT RELINQUISHES ALL RIGHTS TO CHANGE AFTER 30 DAYS FOLLOWING THE CLOSE OF THE HORSE SHOW. 8. A $50 return check fee will be in force. 9. COGGINS - All horses on the grounds must have a current negative coggins certificate (12 months). A copy must be mailed with entries and be left on file in the Show Office. If the office has to make a photocopy, there will be a $1 charge per page. You must also post a copy on the stall door for the State Veterinarian to check. All non showing horses on the grounds must be listed on entry blank and present coggins as listed above. ANY HORSE NOT IN COMPLIANCE MUST VACATE THE PREMISES. THERE WILL BE NO EXCEPTIONS.

10. MOTORIZED VEHICLE RULE -Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s) or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s) and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. RULES AND REGULATIONS "EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT US EQUESTRIAN FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH" RECENT IMPORTANT RULE CHANGES: GR845 Equine VACINATION RULE 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Copies of documentation must be submitted with entries. ALL ROADSTER HORSES must have a horse ID issued by ARHPA to compete. This is not the USEF ID issued in previous years. See USEF rule RD101.1. You may apply at the horse show if needed. MORGAN exhibitors must be members of AMHA at USEF shows. 1. ENTRIES: Entries must be postmarked by March 6, 2017 to avoid late penalty. Entries will not be accepted over the telephone. Proper horse identity should be specified on the entry form and not general words such as "Entry". All horses must be entered in at least one class to avoid a post penalty. All entry blanks must be properly signed by an adult. All horses will be charged a non-refundable office fee of $20 per horse. 2. POST ENTRIES: Entries postmarked after March 6, 2017 will be charged a post entry fee of $25 per horse. This will be in addition to all other normal fees. Entries will be accepted up to one hour before the scheduled start of each session. An unsigned open check mailed with entries will be considered as a POST ENTRY. Entries without payment will also be considered as a POST ENTRY and late fees will apply. Stalls will not be reserved unless proper payment is sent with entries. 3. EMERGENCY ENTRY: In cases where entries cannot be made at least one hour before the scheduled start of each session, an emergency penalty fee of $30.00 will be charged in addition to all other fees. 4. REGISTRATION PAPERS: A PHOTOSTAT COPY OF REGISTRATION PAPERS MUST ACCOMPANY EACH HORSE ENTERED in the American Saddlebred, Morgan, Hackney Pony and Road Horse Divisions. There will be a $1 per copy charge if the show office has to make these copies. We must keep a copy on file in the show office. Numbers will not be released for an entry in these divisions without proper proof of registration. 5. STABLING: Stalls with doors will be available at noon on Monday, March 20, 2017. Early arrivals will be charged a $15 per stall per day fee and will not be permitted unless approved by Horse Show Manager in advance. Stalls will not be reserved without payment. All non stalled horses must pay a $25 grounds fee, this includes non showing horses. INITIAL BEDDING WILL NOT BE PROVIDED. PRE BEDDING IS AVAILABLE. Bag shavings, hay and feed

will be available through the Horse Show Office. Shavings may be pre-ordered on the entry blank. NEITHER BEDDING NOR FEED may be hauled in by an outside vendor. If an outside vendor hauls in bedding or feed for a client of his, he will be charged a show vendor fee of $250.00. Persons bringing their own bedding and feed may do so, but must haul it in on their own vehicle. 6. REFUNDS: Refunds requested before the closing date of entries will be made in full less a $15 Scratch Horse fee and the non-refundable $20 Office Fee. Refunds requested before the start of the show but after the closing date for entries must be accompanied by a veterinarian certificate of illness or lameness on an official letterhead and must be received by the Show Office before the end of the show. No request for stall refunds will be honored after March 18, 2017. All adds and/or scratches must be made one hour prior to the scheduled start of each session to avoid late fees and/or receive credit for scratches. 7. RESPONSIBILITY: The Raleigh Spring Premier Benefit Horse Show nor Show Management will in any way be responsible for any loss or damage that may occur, and it will be a condition of the entry that each Exhibitor shall hold the Horse Show and the NC State Fair Grounds blameless for any loss, or accident to his or her horse, horses or equipment that may occur from sickness, fire or otherwise. Nor shall they be responsible for any article of any kind or nature that may be lost, destroyed, or stolen; and will not be responsible for or liable for injury sustained in any way to exhibitors, spectators, employees or any other interested parties. All owners and exhibitors will be held responsible for any damages, incurred by them or their agents to barns or other properties on the show ground and will be billed accordingly. 8. DOGS will not be allowed on the Show Grounds unless restrained by a leash and under control of the owner or responsible person at all times. NO DOGS WILL BE ALLOWED IN THE HORSE COMPLEX RESTAURANT AREA. Exception: Handicap aide dogs. 9. PRIZE MONEY will be mailed within 30 days after completion of the horse show. No attempt will be made by Show Management to obtain addresses. All checks must be cashed within 60 days after date of issue or they will become non-negotiable and will not be re-issued. 10. CAMPER SPACES are available through the N.C. State Fair Security Officers on a first come, first serve basis. Camper sites have full hookups. Day/night fee is $30 for 2017. 11. USEF FEE & DRUG FEE / NON MEMBER FEE: USEF Federation fee $16.00 ($8.00 Drugs & Medication, $8.00 USEF). Non Member Show Pass fee $30.00 12. STRIPPING: Only the ASB Three Gaited and Five Gaited Championships will be stripped. None of the Morgan Division Championships will be stripped. 13. EMERGENCY REFUND POLICY in the event all or part of the competition is cancelled due to a storm, accident or other emergency. If the competition is cancelled prior to March 16, 2017 all fees including stall fees will be refunded in full minus the non-refundable office fee. If classes are cancelled once the competition has begun, entry fees for remaining classes will be refunded; however, stall fees will not be refunded.

14. FEDERATION ENTRY AGREEMENT: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc.(the "Federation") and the local rules of the Raleigh Spring Premier competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of State of New York, and any action instituted against the Federation must be filed in New York State. GR908.4 15. RETURNED CHECK FEE: Returned check fee of $50.00 for any non-negotiable checks. THE HORSE SHOW COMMITTEE RESERVES THE RIGHT TO: 1. Vary or add to the names of those Officials who have been invited to participate. 2. Cancel or combine any class with less than four entries. 3. Refuse any or all entries, return any money paid for stalls or entry fees without explanation or recourse to the Show for liability or compensation. 4. Limit the number of horses accepted in each division. Every animal entered for competition shall be under the control of the Management. 5. Only qualified persons shall be allowed in the ring during judging. Exhibitors are notified that any act of discourtesy or disobedience to the judge or officials on the part of the owner, rider or groom will disqualify horse or rider and the owner shall forfeit his entry fees and other fees. 6. Require a minimum of $300 sponsorship for an added class and $200 for moved class.

USEF MEMBERSHIP STATEMENT Life, senior active, and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions, and Combined Driving Competitions upon payment of a $30 Show Pass fee.
