APOLOGIES FOR ABSENCE There were no apologies for absence. 2. MINUTES OF THE MEETING OF 27 TH FEBRUARY 2018 2.1 Accuracy. There were no matters of accuracy. 2.2. Matters arising. The Chairman thanked Anthony Golding for his past service on the Committee. 8.2 European Open Team Alan Mould commented that no feedback had been received as to whether the coaching for the team was worthwhile. David Burn had offered his services as coach free of charge to the Women s team. The Committee thought that a contribution should be made to the Junior fundraising in lieu of payment of fees and David was thanked for this generous contribution. 3. REVIEW OF DECISIONS TAKEN BETWEEN MEETINGS The Committee agreed that the following was an accurate record of decisions made by the Committee between meetings: Women s European Trials the team invited to represent England was: Sally Brock/Fiona Brown Heather Dhondy/Nevena Senior Catherine Draper/Gillian Fawcett NPC: Derek Patterson Coach: David Burn Camrose second weekend this had to be rescheduled due to the weather affecting flights to Dublin. The original selected team was unable to make the revised date. The Selection Committee therefore approved the following team, which had finished 3 rd in the Premier League, for selection:

The team that won the trials for the Senior Europeans was invited to play and a captain approved: Rob Cliffe/Alan Mayo Trevor Ward/Peter Shelley Malcolm Pryor/David Muller NPC David S Jones It was agreed that Marusa Basa and Ewa Kater be invited to be reserves for the Women s European Team. Sally Anoyrkatis was approved as a replacement for Abbey Smith for the Lady Milne. It was agreed that trials would be held on 7/8/9 September to select a team for the Mixed European Championships. The U26 team for the World Championships was approved: Michael Alishaw/Stephen Kennedy Shahzaad Natt/Ben Norton Toby Nonnenmacher/Kyle Lam NPC: Paul Barden The U26 Women s team for the World Championship was selected: Olivia Bailey/Ewa Wieczorek Laura Covill/Siyu Ren Liz Gahan/Yvonne Wiseman NPC Sally Brock The divisions for the 2018 Premier League were confirmed by those members of the Committee who were not conflicted, the others (Burn, Fawcett, Barden, Hasenson, Payn, Mould) recused themselves. Coaches for the junior world championships were approved: U26: Graham Osborne U26W: David Burn U21: Alex Roberts Alex Roberts was approved as captain for the players attending the European Youth Pairs tournament. Limited funding was agreed for the pairs playing in the event, and in addition EBED kindly offered some funding to those players who needed financial assistance in order to play.

Some amendments to teams that had entered the Premier League were approved. Some of the junior squad members asked if they could have England hoodies made, at their own expense. This was approved by the Selection Committee. 4. FINANCES 4.1 Report on finalised 2017/18 Open/Women s/seniors budgets. 4.2 Report on finalised 2017/18 Junior budgets. The Committee were pleased to note that the finalised accounts showed the total expenditure for Internationals for the year 2017/18 was just under that budgeted. The income received from Trials was also more than budgeted due to the larger than anticipated number of entries. 4.3 Report on 2018/2019 Open/Women s/seniors budgets. 4.4 Report on 2018/2019 Junior budgets. The financial reports up to the end of May 2018 were tabled. Several members of the Committee requested a simplified version of the accounts and the Chairman thought that a more up to date set of accounts should be made available to the Committee if only in the form of a short summary. This request will be passed on to the Accounts Manager, Gail Nancarrow for the next Meeting. The fundraising for the World Junior Internationals should exceed the amount budgeted. The Chairman thought that any excess raised should be put to use for the benefit of Juniors and will speak to the EBU Treasurer in this regard. 5. SENIORS EVENTS 5.1 Senior European Captain s Report. The NPC, David S Jones, was thanked for his comprehensive report and the team congratulated on qualifying for the Seniors d Orsi Bowl. 5.2 Selection and funding for Senior World Championships The Committee agreed that the team had exceeded expectations in qualifying for the Worlds and voted in favour of selecting the same team that competed in the European Championships subject to all six of the team being available. The team selected for the World Championships is therefore: Rob Cliffe/Alan Mayo David Muller/Malcolm Pryor Peter Shelley/Trevor Ward The EBU will pay for the entry fee and subject to budgets make a small contribution towards the Captain s expenses. The Secretary to write inviting the team and ask if they would like David S Jones to act as NPC again for this event. 5.3 Seniors Trials schedule and format for 2018/19 and ongoing. There will only be one Seniors Trial in 2018 which is for the 2019 Teltscher Trophy and this is scheduled for December. In 2020 there will be both the European Championships and the Olympiad. Peter Hasenson queried whether we would need to hold one or two sets of trials for these events and bearing in mind that additional trials may also be needed for the Open, Women s and Mixed Teams Peter suggested holding the trials earlier in the year in June or July 2019. The Committee agreed that Peter should put together a schedule for their consideration. The format for each trial would be a two or three-day trial with a play-off. 6. MIXED EVENTS 6.1 Mixed European Trials format and Conditions of Contest, including replacements and substitutes. The Conditions of Contest need to state that players must be eligible to play for England to play in the Trials and any player who has previously represented another NBO needs to contact the EBU to request that the EBL changes their allegiance. Sixteen teams have entered the Trials which will take place at the Young Chelsea Bridge Club, although the space is quite tight with screen tables. The Club need to use the venue on Friday evening so the schedule

will be 15 x 10-board matches with five matches each day starting at 10.30am. Due to the number of entrants the play-off, which is scheduled for 8 th /9 th December, will be for the top four teams with a knockout format. The team qualifying in first place with have a choice of semi-final opponents from the 2 nd -4 th placed teams. A TD is still needed for the play-off as this is the EBU TD Training Weekend, but a County TD can be appointed who can consult by telephone if necessary. 6.2 Policy for players who may be qualified to play for more than one team. If the Mixed team playing in the Europeans qualify for the Worlds this may cause a clash with players already selected for the Open and Women s team. The Committee agreed If a player has already accepted an invitation to play in the Open or Women s team they will not be allowed to drop out to play for the Mixed team. The Conditions of Contest must state that the Europeans and World Championships are different events and although a team may earn qualification for the Worlds we may choose not to select the team. 6.3 Mixed Trial schedule and format for 2019/20 and ongoing. As 5.3 above Peter Hasenson will put together a suggested schedule for future Trials. 7. JUNIOR EVENTS 7.1 Update on World Championship preparation. Preparations for the Junior World Championships are going well and the Committee congratulated the pairs that had achieved good results in the recent European Youth Pairs Championships in Opatija. The U16 team, as part of their preparation, have reached the final of the WBF Youth Teams Online Championships. 7.2 Fundraising. A total of 51,000 has been raised to date which is excellent news. 7.3 Squad system and focus 2018/19. Harry Anoyrkatis is currently U26 Squad Leader and Paul Barden U26 Team Manager. Unfortunately, Harry feels he is unable to continue in his position. Alan Mould asked Paul if he felt he could cover both positions or if we should advertise for a new Squad Leader. Paul agreed to consider the matter and advise the Committee as soon as possible. 8. PREMIER LEAGUE 8.1 Format and timing for Division 3. The suggested format for Division 3 is a double round robin with 8 x 16-board matches the first weekend. 64 boards played each day. The format for the second and third weekends would be the same as Divisions 1 and 2 with 7 x 16 board matches and the same timings. The Committee agreed a venue that could hold all three divisions would be preferable for the future and Alan Mould suggested that either Coventry and North Warwickshire Bridge Club or the Derby Bridge Club may be a suitable size. Gordon agreed to investigate. 8.2 Conditions of Contest. Peter Hasenson queried the master point awards for the Premier League. The first division received similar awards to those for the Schapiro Spring Foursomes but the third division very few in comparison. The Committee had no strong views but asked Peter to submit his proposed suggestions for consideration. The Conditions of Contest need to be updated for 2018. Alan Mould proposed that the rules regarding substitutes need to be agreed before updating. David Burn commented that there were emergency substitutions and those known in advance, these are two different circumstances and does the Committee need to deal with them differently? It was commented that the regulations for the Women s trials did not cope with emergency substitutions but David Bakhshi felt it is a different situation with the Premier League held over three weekends and should be treated separately. A lengthy discussion ensued regarding the difference between replacements, which could be approved without penalty, or substitutes which could incur a fixed penalty and whether there should be different regulations for division 1, who are trying to qualify for International events (these same regulations would also apply to the Mixed Trials) and divisions 2 and 3.

It was generally agreed that a player that has already played cannot be replaced however a team of four can add players. Divisions 2 and 3 would be allowed an emergency substitute with a suggested fine of 1 Imp per board but can still win the division. For division 1 and Mixed trials a team of less than six can apply for additional player/s and if one member of the team has not played then the team can apply for a replacement. If all six have played, we cannot allow a seventh player. If therefore only three members of a team of six are available, then no substitutes would be allowed and the team would default. A formula would be needed for an un-played match. it was agreed that David Burn would circulate by email various scenarios for the Committee to vote on. 9. LADY MILNE 9.1 Lady Milne Captain s report. The NPC, David Burn, was thanked for his report on the event. 9.2 Lady Milne Trials 2019. Dates for a Pre-Trial and Trial have been arranged. All applications will be accepted for the Pre-Trial and a number of applicants may be exempted to the Trial. The number will depend on the suitability of the applicants and the size of the field. It is envisaged that the Trial will be for approximately 10 pairs. The Secretary to announce on the website that entries are now being taken with a closing date for applications of 30 th September. 10. SELECTION GENERALLY 10.1 Procedures for Selection and Appointment of NPC and Coach for International events. It was agreed that the procedures for Selection and the list of potential NPC s and Coach will be discussed at a later date. 10.2 Guidelines for Players, Coaches and Captains. Jeremy Dhondy has updated the guidelines for the Captains and David Burn will update the guidelines for the Coaches. The NPC s should be advised that their reports to the Committee should be objective and factual. 11. WORLD CHAMPIONSHIPS 11.1 European Open Team Captain s report. The NPC, Neil Rosen, was thanked for his report and the team congratulated on qualifying for the Bermuda Bowl. 11.2 European Women s Team Captain s report. The NPC, Derek Patterson, was thanked for his report and the team congratulated on qualifying for the Venice Cup. Alan Mould had written to Derek for clarification on some details in the report. 11.3 Open Team selection. David Bakhshi left the room for this item The Committee voted to select the same team that competed in European Championships and qualified for the World Championships. The team selected is therefore: The NPC/Coach to be confirmed. Jeffrey Allerton/Chris Jagger David Bakhshi/Artur Malinowski Tony Forrester/Andrew Robson 11.4 Women s Team selection. David Burn, Jeremy Dhondy and Gillian Fawcett left the room for this item The Committee voted to select the same team that competed in the European Championships and qualified for the World Championships.
