C. M. RECOMMENDATION: Enact the attached Ordinance to Amend, Reenact and Recodify Chapter 14.2 (Motor Vehicles and Traffic) Section 14.2-12(a) of the Code of Arlington County, Virginia Concerning Maximum and Minimum Speed Limits by Decreasing the Speed Limit on Crystal Drive. ISSUES: County Board approval after public hearing is needed to reduce speed limits. There are no known outstanding issues as of the date of this report. SUMMARY: The State Code authorizes local governing bodies to enact and enforce ordinances to increase or decrease the speed limit on roadways within its boundaries, provided such increase or decrease is based upon a traffic engineering investigation. The Department of Environmental Services, Division of Transportation has conducted a traffic engineering investigation on Crystal Drive in its entirety from 12 th Street South to Jefferson Davis Highway (U.S. Route 1). This investigation included an analysis of speed statistics, collision history, pedestrian activity, and roadway characteristics. Based upon these factors, the investigation supports decreasing the speed limits on Crystal Drive by five (5) miles per hour, from 30 miles per hour to 25 miles per hour. BACKGROUND: As part of the Streets Element of the Master Transportation Plan, a policy was established to design streets to generally favor lower vehicle speeds without impeding or diverting existing vehicle volumes. One of the implementation actions for that policy is the adoption of 25 miles per hour as the standard speed limit for all arterial streets within Arlington s downtown districts on which there are high volumes of pedestrian crossings and higher density County Manager: ##### County Attorney: ***** 35. land development. Crystal Drive falls within this category of streets. Speed limits are determined by ordinance based upon a traffic engineering investigation, in accordance with Section 46.2-1300 A.1 of the Code of Virginia and Section 14.2-12 of the County Code. DISCUSSION: The Department of Environmental Services, Division of Transportation has conducted an engineering study on Crystal Drive, a minor arterial street in Arlington. This study compiled data on speed, collisions, traffic volumes, pedestrian and bicyclist activity, adjacent land uses and development patterns, and roadway characteristics. The data were then evaluated to determine if the existing speed limit was appropriate, or if it could be changed. This engineering study formed the basis of staff s recommendation to amend the code to lower the speed limit. This evaluation was performed at the request of the Crystal City Business Improvement District (BID) who will be informed of the proposed change. Crystal Drive was evaluated to determine if the current speed limit of 30 mph could be changed. For evaluation purposes, the street was broken into two segments. Speed and volume data were gathered in July and December 2017. Collisions from January 2013 thru December 2017 were reviewed. Bicycle and pedestrian counts were gathered in July 2017. Based on all factors considered, the study indicated that the speed limit could be decreased from 30 miles per hour to 25 miles per hour. New speed limit signs will be placed in accordance with the Manual on Uniform Traffic Control Devices (MUTCD). PUBLIC ENGAGEMENT: The speed limit study was requested by the Crystal City Business Improvement District. Public notices advertising the County Board s consideration of this item at its October 20, 2018, were published in the September 26, 2018, and October 3, 2018, editions of the Washington Times newspaper. FISCAL IMPACT: The total cost of installing speed limit signs to reflect these changes will be approximately $1,500. All funds are available in the Fiscal Year 2019 Department of Environmental Services Transportation Engineering and Operations operating budget for the signs. - 2 -

No person shall drive any vehicle upon a highway in this county at a speed in excess of twenty-five (25) miles per hour except upon the following highways or portions thereof on which the speed limits shall be as follows: Thirty (30) miles per hour upon: North 10th Street between Arlington Boulevard and North Washington Boulevard. Fairfax Drive between North Monroe Street and North Glebe Road. George Washington Parkway, marked portions either side of Key Bridge. Kirkwood Road from Washington Boulevard to Spout Run Parkway. Lorcom Lane from Old Dominion Drive to Spout Run Parkway. Nellie Custis Drive from Lorcom Lane to Military Road. South Arlington Mill Drive from Shirlington Road to Walter Reed Drive.
