VILLAGE OF MAHOMET FLAG FOOTBALL GRADES 1 & 2 2011 As with all Village of Mahomet Parks & Recreation programs, our goal is to promote good sportsmanship among participants, coaches and parents and to have fun. Additional aims for this league are to teach skills, game rules and gain a better understanding of the game of flag football. With this in mind, the following rules have been adopted for the Recruits (Grades 1 & 2) League. The game is played 7 on 7. Since this is a developmental program, borrowing any necessary player(s) from the opposing team to ensure everyone is playing an equal amount of time is permitted and encouraged. The offensive positions are center, halfbacks and receivers. The coach will play quarterback. The defensive positions are defensive lineman and defensive backs. There two halves in a game: 1. Each half is 20 minutes in length using a running clock. 2. There is a 4 minute halftime. 3. The clock will stop after a touchdown, when a timeout is called or when an injury occurs. When a touchdown is scored, the clock will restart when the ball is placed ready for play for the offense to begin a new series on the 10 (7 ½) yard line. This means the clock will be stopped for all extra point tries. Each team has three one minute timeouts per half. The clock will stop for all timeouts. Timeouts may not be carried over from the first half to the second. Teams shall have 45 seconds to call a play; time will start at the whistle of the previous play and the snap of the ball for the next play. Coaches are asked to work to get players lined up properly in order to keep the game moving. Coaches are permitted to be present on the field to assist in positioning players. However, once the official declares the teams READY, the coaches should move toward the sidelines (except the coach/quarterback) in order to be away from the action. If a coach interferes with the execution of a play (offensively or defensively), the official may place the ball where he/she feels it would have been had the coach not committed the interference. This is not to be mistaken for a pass interference penalty. A first down is the next 20 (or 15) yard line. The offensive team has 4 downs to move the ball for a first down. A coin toss at the beginning of play determines possession and direction of play. The team winning the coin toss can elect to start on offense, defense or choose the goal to defend. The team winning the coin toss may NOT defer. Possession and direction of play alternates at the start of the 2 nd half. There are no kickoffs. Play which would usually begin with a returned kickoff (free kick) will begin from the offensive team s 10 (7 ½) yard line. Punting on 4 th down is an option. The punter has 5 seconds to punt the ball. After 5 seconds, a whistle will be blown and the 4 th down will be called at that point if the ball is not punted. The punting team must notify the referee and the defensive team of its intention to punt prior to the 4 th down. Fake punts are not permitted When the Offense is ready, the Defense has 10 seconds to get set. The official will notify both teams when the ball may be snapped. If a ball is fumbled when receiving a punt, the ball is dead at that point. There is no fumble. The receiving team will regain possession where the ball was first touched by either team. PENALTIES: Offside (offense or defense) 5 yards Holding 10 yards Illegal Block 10 yards Pass Interference (Defense) 10 yards & automatic FIRST DOWN (Offense) 10 yards & loss of down 1 of 9

Personal Foul/Unsportsmanlike Conduct 10 yards All penalties shall be enforced in accordance with the rules. A measurement cannot take the ball more than half the distance from the enforcement spot to the offending team s goal line. If the penalty is greater than this, the ball is placed halfway between the enforcement spot and the goal line. ROUGH PLAY RESTRICTIONS: There is not supposed to be any deliberate contact in flag football. Rough play or deliberate contact will be interpreted as a personal foul or unsportsmanlike conduct penalty. Players will be warned and removed from the game if rough play continues. 1 st incident player is warned (can also be penalized) 2 nd incident player must sit out 4 plays (mandatory 10 yard penalty) 3 rd incident player is ejected from the game (mandatory 10 yard penalty) Score is not kept in the Recruits division. After each touchdown, a conversion will be attempted from the 3 yard line. All conversion attempts must be a pass. All players must have shirts tucked inside pants. Clothing must not interfere with flags. Flags must be visible with one flag on each side of the player and worn at the hip. Flags cannot be worn on the front or back of the player. Headwear containing any hard, unyielding material, including billed hats or items containing exposed knots is illegal. Knit hats, stocking caps and sweat bands are legal as long as there are no exposed knots. Coaches are permitted to be present on the field to assist in positioning players. However, once the official declares the teams READY, the coaches should move toward the sidelines in order to be away from the action. If a coach interferes with the execution of a play (offensively or defensively), the official may place the ball where he/she feels it would have been had the coach not committed the interference. This is not to be mistaken for a pass interference penalty. All coaches on the field should wear their team shirts for identification purposes. All equipment will be distributed as follows: 1. If the field is not set up for a game, the HOME team (second team listed on the schedule) will set up all equipment and the HOME team for the last game of the day will take down and score the equipment. 2. Equipment can be obtained from and returned to the pavilion or Recreation vehicle at Barber Park and to the concession stand at Taylor Field. OFFENSIVE RULES One running play is permitted per first down. If more than one run occurs per first down, the ball is dead as soon as the run begins and at that spot. Unused runs cannot be accumulated. ONE RUN PER FIRST DOWN. All forward passes must be thrown from behind the line of scrimmage and be touched beyond the line of scrimmage. Any pass caught behind the line of scrimmage is considered a run. No Running Zones are located five yards from each end zone. The coach is the quarterback in the Recruit Division. The coach may not cross the line of scrimmage at any time. Only the quarterback may pass the ball. If the quarterback fumbles, he/she may pick up the ball and pass it. If any other player fumbles the ball, play is dead and the ball is placed at that point. It does not change possession. If the ball carrier touches the ground with a knee or any other part of the body, the ball is down at that point. The ball shall be spotted at the point where the flag is pulled or the spot where the ball carrier went out of bounds. The center is an eligible receiver after the snap. Offense must wait to begin play until the defense is ready. The official will notify both teams when the ball may be snapped. If a ball carrier loses a flag, the ball is down at the point where the ball carrier s flag landed. 2 of 9

An offensive player cannot slap at or hold the defender s hand/arm in order to prevent the pulling of his/her flag. This is flag guarding and the penalty for the violation is a downed ball where the first hand slapping occurred. Same penalty will be given to straight arming another player. If flagrant, both violations shall carry a personal foul penalty and the offending player may be subject to the rough play restrictions listed above. There is no blocking in flag football. Blocking will carry a ten yard penalty and the offending player is subject to the Rough Play Restrictions listed earlier in these rules. DEFENSIVE RULES A defensive player cannot interfere with the receiver. Defensive players cannot rush, blitz or cross the line of scrimmage to get to the quarterback. The defense MAY rush on running plays once the ball has left the quarterback s hands. On an interception, the interceptor may run. On a conversion, if the defense intercepts, the interceptor may attempt to run the ball to the opponent s end zone. A defensive player s feet must be in contact with the ground when pulling a flag (no diving tackles). If flagrant, this violation is a personal foul and the offending player may be subject to the rough play restrictions listed above. Defense may play man to man or zone formations. No tackling, shoving or pushing in or outside the field of play. This is a personal foul/unsportsmanlike conduct penalty and the rough play restrictions shall be applied to the offending player. PLAYER CONDUCT The coach is the official representative of the team. The coach is responsible to see that his players are familiar with the rules of the Village of Mahomet Flag Football Rules. Coaches are responsible for the actions of their players, substitutes and spectators. Only the coach is permitted to question an official regarding a rule interpretation, but remember, the official s decision is final on all judgment rulings. Please keep in mind that no official is perfect and may make a call with which you do not agree. However, please show good sportsmanship in questioning an official s call. No tobacco or alcohol products of any kind are permitted at any Recreation Department facility and/or activity. Revised: 9/02/11 3 of 9

Additional aims for this league are to teach skills, game rules and gain a better understanding of the game of flag football. With this in mind, the following rules have been adopted for the Big 10 (Grades 3 & 4) League. The game is played 7 on 7. A team may play with a minimum of six roster players, but if the number falls below six, the game will be forfeited. Game time is forfeit time. The offensive positions are quarterback, center, halfback and receivers. The defensive positions are defensive linemen, linebackers and defensive backs. There are two halves in a game 1. Each half is 20 minutes in length using a running clock 2. There is a 4 minute halftime. 3. The clock will stop after a touchdown, at the end of a half, when a timeout is called or when an injury occurs. When a touchdown is scored, the clock will restart when the ball is placed ready for play for the offense to begin a new offensive series on the 10 yard line. Offside (offense or defense): 5 yards 2. Delay of game: 5 yards 3. Holding: 10 yards 4. Blocking (all blocks are illegal): 10 yards (See ROUGH PLAY below) 5. Pass Interference (Defense) 10 yards & automatic first down 6. Pass Interference (Offense) 10 yards & loss of down 7. Personal Foul/Unsportsmanlike Conduct: 10 yards (See ROUGH PLAY below) 4 of 9

Safety: 2 points Touchback is not a score. If a punt goes into the end zone untouched, it is a touchback and the ball will be placed on the 10 yard line. During the regular season, if a game is tied at the end of the 4 th period, it shall be recorded as such. Playoff games will use a tiebreaker to determine a winner. All players must have shirts tucked inside pants. Clothing must not interfere with flags. If, in the event, it is difficult to keep team shirts tucked inside shorts/pants, the flag belt MUST be worn outside the team shirt. Flags must be visible with one flag on each side of the player and worn at the hip. Flags cannot be worn on the front or back of the player. The quarterback is defined as the player who receives the snap from the center. The quarterback shall not cross the line of scrimmage at any time. Only the quarterback may pass the ball. If the quarterback fumbles, he/she may pick up and pass the ball. Again, the quarterback may not advance the ball beyond the line of scrimmage. All forward passes thrown beyond the line of scrimmage will be considered a pass. A pass which is complete or incomplete behind the line of scrimmage is considered a run. After the quarterback completes a pass or hands the ball to a player for a running play, the ball may be laterally thrown or tossed in a backward manner to another player (not the quarterback) one time only during that play.. No player is permitted to be in motion prior to or at the snap of the ball. 5 of 9

If any player besides the quarterback fumbles, the play is dead and the ball is placed at that spot. It does not change possession. A ball cannot be fumbled forward into the opponent s end zone. If the ball carrier touches the ground with a knee or any other part of the body, the ball is down at that point. A receiver must have at least one foot in bounds when catching a forward pass. The other foot may not be touching the ground out of bounds. The ball is spotted at the point where the flag is pulled or the spot where the ball carrier went out of bounds. At least 3 offensive players must be on the line of scrimmage at the time the ball is snapped. All players, including the center, are eligible to receive a pass and/or run with the ball. The Offense must wait to begin play until the defense is ready (maximum of 10 seconds). The official will notify both teams when the ball may be snapped. There is no blocking in flag football. Moving screens are also illegal. If an offensive player is motionless and the play is moving toward that player, he/she is permitted to set a pick ; however, that player must keep his/her arms at his/her side and make no attempt to move or block a defensive player. If the ball carrier loses a flag and the defense cannot pull the flag, the ball is down at the point where the ball carrier s flag landed. If the flag is lost prior to that player becoming the ball carrier, the ball is down at the point said player becomes the ball carrier. Once the quarterback hands the ball off to a runner, laterals the ball to a runner, or throws a forward pass which is caught by a teammate behind the line of scrimmage, defensive players are eligible to rush, even if the 5 second count has not been completed. The Defensive team may play Man to Man or Zone formations. On an interception, the interceptor may run with the ball. However, this player may not lateral the ball to a teammate. If the interceptor fumbles while running, the ball shall be ruled down and the interceptor s team is now the offensive team. A defensive player must have at least one foot in contact with the ground when pulling a flag. Diving tackles are not permitted. This is a personal foul and if flagrant, the offending player shall be subject to the ROUGH PLAY RESTRICTIONS listed above. No tackling, shoving or pushing in or outside the field of play. This is a personal foul/unsportsmanlike conduct penalty and the ROUGH PLAY RESTRICTIONS shall be applied to the offending player(s). A coin toss at the beginning of play determines possession and direction of play. The team winning the coin toss can elect to start on offense, defense or choose the goal to defend. Possession and direction of play alternates at the start of the 2 nd half. The team winning the coin toss may NOT defer to the second half. There are no kickoffs. Play which would normally begin with a returned kickoff (free kick) will begin from the offensive team s 10 yard line. Punting on 4 th down is an option. The punter has 5 seconds to punt the ball. After 5 seconds, a whistle will be blown and the 4 th down will be called at that spot. The punting team must notify the referee and the defensive team prior to a punt. A punt which is fielded cleanly (in the air or on the ground) may be advanced by the receiving team. No laterals are permitted on a punt return. If the ball is fumbled (muffed) when receiving a punt, the ball is dead at that spot. There is no fumble. The receiving team will regain possession where the ball was first touched. PENALTIES: 1. Offside (offense or defense) 5 yards 2. Delay of game 5 yards 3. Holding 10 yards 4. Blocking (all blocks are illegal) 10 yards (See ROUGH PLAY below) 5. Personal Foul/Unsportsmanlike Conduct 10 yards (See ROUGH PLAY below) If a penalty occurs such that awarding said penalty would result in the ball being placed in the end zone, the ball will be spotted at half the distance to the goal line. ROUCH PLAY RESTRICTIONS: There is not supposed to be any deliberate contact in flag football. Rough play or deliberate contact will be interpreted as a personal foul or unsportsmanlike conduct penalty. Players will be warned and removed from the game if rough play continues. 1 st incident player is warned (can also be penalized) 2 nd incident player must sit out 4 plays (mandatory 10 yard penalty) 3 rd incident player is ejected from the game (mandatory 10 yard penalty) SCORING: 1. Touchdown: 6 points 2. Conversion: 1 Point if successful try from the 3 yard line 2 Points if successful try from the 5 yard line Interception of a conversion attempt may be returned to the opponent s end zone and will result in 2 points being awarded to the intercepting team. 3. Safety: 2 Points Touchback is not a score. If any punt goes into the end zone untouched, it is a touchback and the ball shall be placed at the 10 yard line. During the regular season, if a game is tied at the end of the 4 th period, it shall be recorded as such. Playoff games will use a tiebreaker to determine a winner. All players must have shirts tucked inside pants. Clothing must not interfere with flags. If, in the event, it is difficult to keep team shirts tucked inside shorts/pants, the flag belt MUST be worn outside the team shirt. Flags must be visible with one flag on each side of the player and worn at the hip. Flags cannot be worn on the front or back of the player. Headwear containing any hard, unyielding material, including billed hats or items containing exposed knots is illegal. Knit hats, stocking caps and sweat bands are legal as long as there are no exposed knots. One coach per team is permitted to be present on the field to assist in positioning players. However, once the official declares the teams READY, each coach should move toward the sidelines in order to be away from the action. If a coach interferes with the execution of a play (offensively or defensively) the official may place the ball where he/she feels it would have been had the coach not committed the interference. This is not to be mistaken for a pass interference penalty. All coaches on the field should wear their team shirt for identification purposes. All equipment will be distributed as follows: 1. If the field is not set up for a game, the HOME team (second team listed on the schedule) will set up all equipment and the home team for the last game of the day will take down and store the equipment. 2. Equipment can be obtained and returned to the pavilion or Recreation vehicle at Barber Park and the concession stand at Taylor Field. OFFENSIVE RULES No running plays are permitted. All forward passes must be thrown by the quarterback from behind the line of scrimmage. A forward pass cannot be touched by a receiver until the ball has traveled beyond the line of scrimmage. One, and only one, player may legally be in motion prior to, or at the snap. If a pass is touched (caught or dropped) behind the line of scrimmage, the play is over. The ball is dead and placed at the point where it was first touched. If the quarterback fumbles prior to attempting a pass, he/she may pick up the fumbled ball and pass it downfield. If any player besides the quarterback fumbles, the play is dead and the ball is placed at that point. It does not change possession. 8 of 9

If the ball carrier touches the ground with a knee or any other part of the body, the ball is down at that point. The ball is spotted at the point where the flag is pulled or the spot where the ball carrier went out of bounds. After a forward pass has been completed beyond the line of scrimmage, it may be pitched or handed backwards (lateral) one time during a play. Offense must wait to begin play until defense is ready (maximum 10 seconds). The official will notify both teams when the ball may be snapped. At least 3 offensive players must be on the line of scrimmage when the ball is snapped. All players, including the center, are eligible to receive a pass and/or lateral after a pass completion. There is no blocking in flag football. Moving screens are also illegal. If an offensive player is motionless and the play is moving toward that player, he/she is permitted to set a pick ; however that player must keep his/her arms at his/her side and make no attempt to move or block a defensive player. If the ball carrier loses a flag, the ball is dead at the point where the ball carrier s flag landed. If the flag is lost prior to that player becoming the ball carrier, the ball is down at the point said player becomes the ball carrier (by receiving a pass, hand off or lateral). After the quarterback releases the ball, he/she may not touch the ball again during that play. An offensive player cannot slap at or hold the defender s hand/arm in order to prevent the pulling of his/her flag. This is flag guarding and the penalty for the violation is a dead ball where the first hand/arm slapping occurred. Same penalty will be given to straight arming another player. If flagrant, both violations shall carry a personal foul penalty and the offending player may be subject to the ROUGH PLAY RESTRICTIONS listed above. DEFENSIVE RULES A defensive player may not interfere with a receiver. Defensive players are not permitted to rush or cross the line of scrimmage until 5 seconds have been counted out by the referee. The defensive team may play man to man or zone formations. On an interception, the interceptor is permitted to run with the ball. However, this player may not lateral the ball to a teammate. If the interceptor fumbles the ball while running, the ball shall be ruled dead and the interceptor s team is now the offensive team. A defensive player must have at least one foot in contact with the ground when pulling a flag. Diving tackles are not permitted. This is a personal foul and if flagrant, the offending player shall be subject to the ROUGH PLAY RESTRICTIONS listed above. No tackling, shoving or pushing in or outside the field of play. This is a personal foul/unsportsmanlike conduct penalty and the ROUGH PLAY RESTRICTIONS shall be applied to the offending player(s). PLAYER CONDUCT The coach is the official representative of the team. The coach is responsible to see that his players are familiar with the rules of the Village of Mahomet Flag Football Rules. Coaches are responsible for the actions of their players, substitutes and spectators. Only the coach is permitted to question an official regarding a rule interpretation, but remember, the official s decision is final on all judgment rulings. Please keep in mind that no official is perfect and may make a call with which you do not agree. However, please show good sportsmanship in questioning an official s call.
