DMTRA Winter series Match racing 2016-2017 NOTICE OF RACE 1 ORGANISING AUTHORITY De Organising Authority (OA) is de Dutch Match & Team Racing Association (DMTRA), under the jurisdiction of the Royal Netherlands Watersport Association Contact: info@dmtra.nl Website: www.dmtra.nl 2 VENUE The venue will be Medemblik, the Netherlands. Address: ISC Medemblik, Vooroever 1, 1671 SG Medemblik. 3 EVENT GRADING The event has applied for World Sailing Grade 5. This grading is subject to review by the World Sailing. The event may be re-graded when there is clear reason to do so. 4 PROVISIONAL PROGRAMME 4.1 Schedule (a) De series consists of six independent events: Event 1: Saturday November 15 2016 Event 2: Saturday December 10 2016 Event 3: Saturday January 14 2017 Event 4: Saturday January 21 2017 SPARE Event 5 Saturday February 11 2012 Event 6: Saturday March 11 2017 Event 7: Saturday April 8 2017 (b) The regatta office will be the at ISC Medemblik and open for registration on each Saturday between 09:00 and 09:30. (c) First briefing on each Saturday at 09:30. (d) Racing days as indicated in 4.1 (a) (e) The time for the first race on each Saturday will be ± 10:00. (f) Prize giving on each Saturday at ± 18:00. 4.2 Unless excused by the OA, attendance at the following is mandatory: (a) Initial briefing for skippers. (b) Debriefing (c) Prize giving for the final skippers and crews. 5 SKIPPERS ELIGIBILITY 5.1 A maximum of fourteen skippers will be invited. Only skippers invited by the OA will be eligible to enter this event. The skippers will be placed in two groups (max 7 per group) based on experience in this discipline. 5.2 The registered skipper shall helm the boat at all times while racing, except in an emergency. 5.3 To remain eligible a skipper shall confirm acceptance of the invitation by e-mail to be received by the date specified on the letter of invitation. 5.4 All competitors shall meet the eligibility requirements of World Sailing regulation 19.2. 5.5 All competitors shall obtain a World Sailing Sailor ID by registering online at www.sailing.org/isafsailor. Skippers shall inform the OA of their World Sailing Sailor ID

6 ENTRIES 6.1 Entering The skipper shall be entered on completion of registration, the payment of all fees and deposits and signing of the Sailing Agreement. The entry fee must be paid by bank transfer and the damage deposit by signing a debit. 6.2 Entry Fee A non-refundable entry fee of 90,00 shall be paid two weeks before the event by transferring the entry fee to the account of DMTRA: IBAN NL33INGB0006734912 with reference to Winter series 2016/2017, the date of the event and the team name. 6.3 Withdrawal When a skipper accepts an invitation and later withdraws within four weeks of the event or leaves the event before the end without written approval from the OA, a zero score may be applied to their Ranking points for that event by World Sailing. (World Sailing Regulation 27.2). In that case the entry fee will not be refunded. 6.4 Damage deposit (a) An initial damage deposit of 500,00 shall be paid at registration, unless extended by the OA. This deposit is the maximum payable by the skipper as a result of any one incident. (b) If a deduction from the damage deposit is decided by the OA, it may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event. 6.5 Sailing Agreement A Sailing Agreement (see addendum B) shall be signed by each skipper at registration before going afloat. 6.6 Insurance All competitors are required to have adequate third party insurance. 7 RULES 7.1 General (a) The event will be governed by the rules as defined in the RRS (2013-2016), including Appendix C. (b) The rules for the handling of boats will apply, and will also apply to any practice sailing and sponsor races. Class rules will not apply. (c) The prescriptions of the Royal Netherlands Watersport Association (RNWA) will apply. 7.2 Major Alterations to the RRS (a) Under RRS 86.3, this event will test a package of test rules proposed for match racing. See detailed wording for these rule changes in NOR Addendum A. (b) RRS 31 (Touching a Mark) is changed to While racing, neither the crew nor any part of a boat's hull shall touch a starting mark before starting, a mark that begins, bounds or ends the leg of the course on which she is sailing, or a finishing mark after finishing. In addition, while racing, a boat shall not touch a race committee vessel that is also a mark. (c) Add to RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery. (d) Add to RRS C7.2: (g) If one boat has finished a match and the other boat has a penalty outstanding, the umpires may signal under rule C5.5 that the penalty is completed. (e) RRS C8.6 and C6.3 will be changed in the sailing instructions. Note that ISAF has approved a change to Appendix C from January 1, 2015 as follows: Delete current rule C2.9 and replace with: C2.9 Rule 22.3 is deleted. Pagina 2/6

8 BOATS AND SAILS 8.1 The event will be sailed in Elliott 6M type boats. 8.2 Six boats will be provided (three for each group) 8.3 The following sails will be provided for each boat: Mainsail, Jib, Spinnaker. 8.4 Boats will be allocated by the Race Committee, either daily or for each round as decided by the Race Committee. 9 CREW (INCLUDING SKIPPER) 9.1 The number of crew (including the skipper) shall be three or four. All registered crew shall sail all races. 9.2 When a registered skipper is unable to continue in the event the OA may authorise an original crew member to substitute. 9.3 When a registered crew member is unable to continue in the event the OA may authorise a substitute, a temporary substitute or other adjustment. 10 EVENT FORMAT 10.1 The event will consist of the following stages: Stage 1: One round Robin Stage 2: Finals, knock out (first to score 2 points) 10.2 The OA may change the format, terminate or eliminate any round, when conditions or the remaining time scheduled do not permit the completion of the intended format. 11 COURSE 11.1 The course will be windward/leeward with starboard roundings, finishing downwind. 11.2 The intended course area is shown in addendum C. 12 ADVERTISING 12.1 As boats and equipment will be supplied by the Organising Authority, World Sailing regulation 20.4 applies. Each boat may be required to display advertising as supplied by the OA. 12.2 Boats shall not be permitted the right to protest for breaches of any rules regarding advertising (amends RRS 60.1). 13 PRIJZEN 13.1 A prize will be awarded to the winning team of each group. 14 MEDIA, IMAGES and SOUND 14.1 The OA has the right to use any images and sound recorded during the event free of any charge. 15 SPARE 16 SPARE 17 DISCLAIMER All those taking any part in the event do so at their own risk. The OA, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused. 18 INVITATIONS Entries will only be accepted from invited skippers. ADDENDUM A PACKAGE OF TEST MATCH RACING RULES These rules will all be in the 2017-2020 rulebook! Marginal markings indicate changes from the 2015 test rules. Below are the details of the changes to the RRS: A. Add new RRS 7 to Part 1: 7 LAST POINT OF CERTAINTY The umpires will assume that the state of a boat, or her relationship to another boat, has not changed, until they are certain that it has changed. B. Delete RRS 18, C2.6 and C2.7 and replace with: 18 MARK ROOM 18.1 When Rule 18 Applies Rule 18 applies between boats when they are required to leave a mark on the same side and at least one of them is in the zone. However, it does not apply between a boat approaching a mark and one leaving it. 18.2 Giving Mark-Room (a) When the first boat reaches the zone, (1) if boats are overlapped, the outside boat at that moment shall thereafter give the inside boat mark-room. (2) if boats are not overlapped, the boat that has not reached the zone shall thereafter give mark-room. (b) If the boat entitled to mark-room leaves the zone, the entitlement to mark-room ceases and rule 18.2(a) is applied again if required based on the relationship of the boats considered at the time rule 18.2(a) is re-applied. (c) If a boat obtained an inside overlap and, from the time the overlap began, the outside boat is unable to give mark-room, she is not required to give it. 18.3 Tacking or Gybing When an inside overlapped right-of-way boat must tack or gybe at a mark to sail her proper course, until she tacks or gybes she shall sail no farther from the mark than needed to sail that course. Rule 18.3 does not apply at a gate mark or a finishing mark and a boat shall not be penalized for breaking this rule unless the course of another boat was affected by the breach of this rule. C. Change definition of Mark-Room to: Mark-Room Room for a boat to sail her proper course to round or pass the mark on the required side. If room includes a change of tack, such tack or gybe shall be done no quicker than a tack or gybe to sail her proper course. D. Add the following new rule: C2.14 Rule 17 is deleted. Pagina 4/6

ADDENDUM B SAILING AGREEMENT This sailing agreement is to be completed and signed by the person in charge before sailing a Team name:... Name of person responsible for the boat (skipper):... In taking part in a DMTRA organised event using the Club-provided Elliott 6M and/or sailing in a Club-provided Elliott 6M, I declare that I and my team members are competent sailors and know of no reason why we should not undertake this activity. I agree to be bound by the Racing Rules of Sailing (when applicable), the national regulations Binnenvaartpolitiereglement (when applicable) and the byelaws of the International Sailing Centre (when applicable). In respect of damage, breakage or loss of equipment I agree to be bound by the following convention: To report to the designated person at the event any damage, breakage or loss of equipment, concerning either the boat in which I am sailing or another boat, of which I become aware. Where the damage, breakage or loss of equipment is identified as being my fault, the Club may debit my account or damage deposit or damage deposit up to the sum of 500 Euro (the insurance excess) in respect of that incident; Where the damage, breakage or loss of equipment is identified as being the result of an incident between two or more boats where responsibility cannot be apportioned, the Club may debit my account or damage deposit up to the sum of 500 Euro (the insurance excess) divided equally between all the parties involved in respect of that incident; Where the damage, breakage or loss of equipment is identified as having occurred during the event but a directly responsible party cannot be identified, the Club may debit my account or damage deposit up to the sum of 500 Euro (the insurance excess) divided equally between all competing participants in the event in respect of that incident.
