4 WELCOME On behalf of British Cycling, UK Sport and Lee Valley Regional Park Authority, I m delighted to welcome you to the TISSOT UCI Track Cycling World Cup here in London. This event marks a welcome return to one of our sport s most iconic venues. Records have been broken, titles have been won and history has been made on these boards, and with Tokyo 2020 firmly in focus - this weekend represents a great opportunity for us all to enjoy yet more world-class competition at this venue. What s more, the event is also a historic one for track cycling and for British sport. For the first time at a TISSOT UCI Track Cycling World Cup, para-cycling events will run as part of this weekend s schedule. It is truly fitting that this milestone event takes place in the venue which was part of the most successful Paralympic Games in history, London 2012. The inclusion of para-cycling is a big step forward for the sport, and will be complemented when next year s UCI Road Cycling World Championships in Yorkshire include a para-cycling race for the first time in the event s history. Being at the forefront of this progress is something which we at British Cycling are extremely proud of, and I m sure we re all looking forward to seeing history being made on this track this weekend. Another thing that London 2012 and therefore this venue was synonymous with was the incredible contribution of volunteers, or Games Makers, which was acknowledged and appreciated the world over as a contributing factor to the fantastic success of those Olympic and Paralympic Games. At British Cycling, we simply couldn t function without volunteers. From the grassroots of our sport coaches, ride leaders, commissaires, event organisers and those who perform any number of other roles to staging some of world cycling s biggest events, our sport would grind to a halt were it not for their contribution. With this in mind, and in anticipation of another fantastic event, I would like to extend our thanks to everyone involved with staging this TISSOT UCI Track Cycling World Cup. 5 INTRODUCTION The purpose of this Event Manual is to ensure you are fully prepared for the 2018 TISSOT UCI Track Cycling World Cup in London, so please read the following information pages thoroughly. SCHEDULE Please note that the schedule has been structured to allow more spectators the opportunity to see the racing across the weekend and to create the best atmosphere possible for the finals on each day. Friday, Saturday and Sunday are split into separate ticketed sessions so during the gap between the day session and finals, the velodrome will be closed and cleared of spectators. Doors open 60 minutes before each session of competition (45 minutes on Sunday afternoon). Spectators will leave the velodrome immediately at the end of each session. Warm up periods before and between sessions are 2 hours in duration. Where the session gap is less than 2 hours then the track will be opened up once all spectators from the previous session have left. This will be approximately 20 minutes after completion of the session. Your co-operation in this respect is appreciated 7

9 TICKETS The venue is expected to be busy during the event with tickets for session four already sold out. All tickets are sold through Ticketmaster. More information regarding ticket prices and remaining availability is available at: http://www.trackworldcup.co.uk/tickets ACCREDITATION The venue will be fully accredited from 08:00 on Wednesday 12 December. A photo accreditation system has been implemented so please ensure that you collect your accreditation as soon as you arrive at the velodrome this is required for access to all parts of the venue. Please note that payments must be completed before team accreditation will be released, so please ensure you allow sufficient time for this process. Accreditations are provided with a lanyard and must be worn and visible whenever you pass through accreditation controls. Team accreditations can be collected from 08:00 on Tuesday 11 December, from the Permanence located on the ground floor (it will be clearly signposted). Due to the implementation of photos on all accreditation passes please allow extra time for collection should there be a need for additional accreditation to be printed. In order for us to process and prepare your teams accreditations in advance of your arrival, we ask team managers to please contact us at accreditation@britishcycling.org.uk as soon as possible, so you are not delayed in entering the venue upon your arrival. Other accreditations, including staff/volunteers/contractors are also available on arrival at the venue from 08:00 Tuesday 11 December from the Permanence. Volunteers are to collect accreditation on arrival to their first shift, or at volunteer training on Sunday 9 December. You are responsible for the safe keeping of your accreditation. If your pass is lost or stolen, please inform the Permanence immediately. There will be a 50 charge for replacing accreditation. Any abuse of the system such as passing your accreditation to another person will be reported to the UCI and the LOC and your will be withdrawn. Stewards and security personnel have been instructed to maintain access controls which allow the best conditions for people to do their jobs, keep equipment and personnel safe. Any abuse towards stewards will not be tolerated and all incidents will be reported immediately to the LOC and the UCI. If you feel that you do not have clearance for a zone which is necessary for your work please contact the Permanence. All accreditations grant you access to the spectator concourse but not to the seats. The event is sold out for some sessions therefore paying spectators have priority for seating and a steward will ask people without tickets to make way for spectators. Please also note that venue procedures dictate that spectators are not allowed to watch from the corridor areas and people will be kindly asked to move back to their seats from these areas. Please be mindful that many of the event personnel you will encounter at the Lee Valley Velolpark are volunteers, so please treat them with courtesy as without them the event would not be able to happen. TEAM ACCOMMODATION & MEALS PAYMENTS Corporate & Sporting Events (CSE) will be present in the Permanence to collect accommodation and meal payments from teams that have booked with them as follows: Tuesday 11 December 08:00-18:30 (full accreditation starts 08:00 on Wednesday 12) Wednesday 12 December 08:00-18:30 Thursday 13 December 08:30 16:00 IMPORTANT: Team accreditation will not be released until all payments are made. Access to the track centre and team pit areas is not possible unless accreditation is displayed. MEDIA ACCREDITATIONS / CENTRE Media accreditation is now closed. For any event media enquiries please contact Thomas Turner. Media accreditations can be collected from the Media Centre from 16:30 on Thursday 13 December. Photography bibs for access to the track apron will be distributed by the Media Manager from the media centre on the ground floor in conjunction with the Media Centre opening hours, which have been communicated to all accredited media by email.

11 The media centre and associated provisions are for accredited media use only. Team staff without media accreditation are not permitted to work in the media areas. OFFICIAL MEETINGS CONFIRMATION OF STARTERS Thursday 13 December - 09:30 until 11:30 Confirmation of starters will take place at Lee Valley VeloPark in the commissaires room, please follow the signage from venue main reception or track centre. Team managers must confirm all starters, present all licences and provide a sample of team kit. COMMISSAIRES MEETING Thursday 13 December 14:00 The commissaires meeting will take place in the commissaires room. TEAM MANAGERS MEETING Thursday 13 December 15:30 The team managers meeting, in the presence of the organisation team and commissaires, will take place in the Timber Lodge, a few minutes walk from the Lee Valley VeloPark. Due to the high number of teams entered, we request that a maximum representation of two people per team attend the meeting. The Team Managers Meeting will be signposted from the venue main reception. Attendance is required by: UCI Technical Delegate UCI Commissaires Chief Commissaire Adjoint Team Managers UCI Doping Control Officer Event Director Competition Manager Hotels Manager Event Manager Race Doctor RIDER NUMBERS Rider numbers will be distributed on Thursday 13 December at the conclusion of the team managers meeting. Please note rider numbers are not washable; therefore please ensure that numbers are removed before skin suits are washed.

12 TEAM PARKING Teams will be met by the Team Cabin Coordinator on arrival at the car park entrance and will be directed to their allocated parking area and team cabin. Each team will be issued with one parking pass. These must be displayed to gain access to the team parking area. Lost passes will not be replaced. Car parking passes will be distributed by the Team Cabin Coordinator. TEAM MAINTENANCE AND STORAGE AREAS (CONTAINERS) Storage containers are allocated to teams according to the numbers of riders entered. These are located in the venue car park. Each container is provided with power and lighting. Access to containers will be from 12:00 midday Monday 10 th December unless otherwise arranged with the competition manager. The team container area is covered by a security guard 24 hours a day until Monday 17 th December at 12:00 midday. The Team Cabin Coordinator will meet each team on arrival and show you to your allocated container. It is important that teams only use the containers allocated to them. Due to the numbers of teams entered and space limitations it will be necessary for some smaller teams to share containers. Power to containers will be turned off overnight - containers need to be clear by 12:00 on Monday 17 th December for removal. For all teams who booked their accommodation and transport package via CSE, the cabin coordinator will require your assistance loading all bikes and equipment onto the CSE vehicles once competition has finished on Sunday 16 th December. The bikes and equipment will be stored at the airport hotel overnight ready to be collected by teams the following day for all departing flights. A deposit of 100 GBP/ 100 euro for the keys will be taken onsite. Please ensure you sign your key back in at the end of the event. Lost/unreturned keys will be charged at 100.00 GBP. TRACK CENTRE TEAM PENS Track centre pens will be available from Tuesday 11 December at 08:00. There is no access to track centre on Monday 10 December, unless a team has booked unofficial training through the Competition Manager. Any teams who have unofficial training on Monday 10 December will have to remove all equipment from track centre following their unofficial training session. Team pens are allocated in the track centre, taking into account the size of each team. There is a large number of people track centre and space is limited so please keep to your allocated area. To ensure the track centre can be cleared quickly and safely in an emergency please ensure equipment does not excessively narrow or block walkways. Each pen will be provided with two 3 pin sockets providing approximately 13amps, enough to charge a phone/run a laptop. Please do not plug extension leads or kettles, coffee machines or fan heaters into this socket, as they use high power consumption and may cause the supply to fail. Teams that repeatedly ignore this advice will not have connections restored if broken.

ACCESS TO SEATING FOR TEAM PERSONNEL Rider accreditation will allow access to the concourse. No other seating is available. All athletes and team officials must wear their accreditation to access these seats and the spectator concourse. 13 DOPING CONTROL Anti-doping tests will be carried out by the UCI Doping Control Officers appointed and in accordance with the UCI and CADF regulations. The doping control suite is located just off track centre, under corner 4 by the track centre toilets and will be signposted from the finish line. SPORTS PRESENTATION As typical of major track cycling events in the UK, the organisation has invested in sports presentation to create a show that entertains and educates spectators. As part of the countdown to the start of racing before each finals session, athletes will be asked to end their warm-up period 10 minutes before the start of competition. Athletes may also be approached during the official training days by a videographer wishing to film content for the big screen. Your cooperation in arranging a suitable time to do this is greatly appreciated. RIDER SAFETY Riders must wear a helmet at all times whilst on the track. The use of personal stereo or Go-Pro camera equipment whilst riding on the track is forbidden. Road bikes are not allowed on the track or the track apron safety zone. Do not ride your bike indoors at Lee Valley VeloPark. Whilst out on the roads remember vehicles drive on the left hand side in the UK and after dark you will require a front and back light fitted to your bike. Red traffic signal lights mean stop. Ensure you adhere to all road signs and do not ride on the footway - this is illegal and may result in a fine. It is the responsibility of the teams to supply the ice baths. This area will be unisex and athletes should dress accordingly. The organisers will not supply ice baths but will be able to supply the ice required. Please inform the Team Liaison Manager Kathryn McClelland - on arrival that you wish to use the ice bath area, so that preparations can be made. Please note that ice is not stored on site and so will not be available immediately after the request. It is very important not to empty ice baths into the shower drains as the volume of water causes the drainage to flood.

15 TEAM PERFORMANCE ANALYSTS A slightly raised area for Performance Analysts is provided on the home straight. Availability is limited and positions will be allocated to booked teams first. A wired connection will be available from the performance analysis position to the team pens. Teams are not permitted to run their own wireless networks without prior authorisation as they can interfere with the track centre wireless provided to teams. TEAM CHANGING ROOMS There are male and female changing rooms and shower facilities available at Lee Valley VeloPark on the ground floor (see venue map). If teams require further information whilst in track centre they should contact the Team Liaison Manager - Kathryn McClelland. TEAM OFFICIAL TRAINING SCHEDULE The track will be available for official team training on Tuesday 11 December until Thursday 13 December. There is no official training on Monday 10 December whilst the area is in construction. Teams may request unofficial training for Sunday 9 th December and Monday 10 December. Any requests should be made to the Competition Manager, are subject to availability and will be chargeable by the venue. Any teams participating in unofficial training will be required to remove all equipment from the track centre after their training session. Unofficial Training Sessions will be coach led and not supervised by Commissaires. Therefore please ensure you co-operate together fully. The schedule for Official Training will be available on the UCI website and will also be available to teams upon their arrival. It will also be available at the Permanence and on display at the team hotels. During competition, on Friday and on Saturday, the track will open two hours before qualifying sessions; the first hour is open to riders not competing on that day, while the second hour is open to riders competing on that day only.. On Sunday, there will be only 1 hour for riders competing in the upcoming session to warm up. For the finals sessions where there is less than 2 hours between sessions the track will reopen once spectators have cleared the arena. All training and warm-up sessions are under the control of the UCI Technical Delegate and appointed commissaires. Training behind dernys or motorbikes will not be permitted. TEAM MEDICAL A team of doctors, paramedics, emergency nurse practitioners will be present throughout official training and competition. The team will be based in the track centre during official training and racing. The medical team will also have the exclusive use of a medical room near to the athlete changing rooms. The medical team will also be available to treat riders, team officials and race personnel in this room before and after racing.

21 Please respect all instructions from security personnel or stewards. The locations have been agreed with the Venue Management and are in accordance with the Local Authority licence requirements. The Security Manager is responsible for security and safety issues. If you have any issues of concern on security or safety, please refer them to the nearest security guard or a member of the event management team. LOST PROPERTY Any lost property should be handed in to the nearest steward or to the Lee Valley VeloPark reception on the ground floor, where they will keep a record of any property handed in. LOST/FOUND CHILDREN Any lost children found, should be identified to the nearest steward. The steward will follow the event procedure and arrange for a PA announcement to be made. A missing child should also be reported to the nearest steward who will alert the venue control centre. GENERAL CATERING The Lee Valley VeloPark cafe is located on the concourse level and will serve hot and cold food and drinks throughout the training period. Payments will only be taken in pound sterling. On event days, additional food outlets will be open on the spectator concourse level during competition hours. CASH WITHDRAWAL / ATM The nearest ATM is located an eight-minute walk away at the local Sainsbury s on Celebration Avenue. There are a number of banks located in the Westfield Shopping Centre. BBC Please be aware that the BBC will be setting up their presentation studio in track centre on Saturday during the competition session break. Every effort will be made to avoid disruption to teams, but we ask for your cooperation during this time. CHRISTMAS CELEBRATIONS December is a period of Christmas festive celebration in Great Britain. Christmas is an annual commemoration of the birth of Jesus Christ and a widely observed cultural holiday in Great Britain, celebrated generally on December 25 by many people around the world.

Christmas is a civil holiday in Great Britain and is an integral part of the Christmas and holiday season. People in Great Britain celebrate Christmas by decorating their streets and houses with trees, lights and garlands. The Westfield Shopping Centre area near the Lee Valley VeloPark will be very busy at this time of year with shoppers and festivities including Christmas lights, food, drink and stalls. We encourage all those visiting to experience the festivities whilst in London. 22

23 INFORMATION FOR EVENT PERSONNEL EVENT CLOTHING If you have been allocated event clothing, please wear this at all times when you are representing the event at the TISSOT UCI Track Cycling World Cup. All personnel who are working to support the competition or are required to be in the track centre at any point are requested to wear black trousers or skirt and black footwear in conjunction with event clothing issued to them (as you are likely to be on TV). Jeans are not acceptable for any event personnel working in the track centre or public areas. Training shoes must be smart and tidy and preferably dark in colour. MEALS - KEY EVENT STAFF AND VOLUNTEERS Your team leader will inform you if you have meals allocated as part of your role and where/when they can be taken. Typically, all event staff and volunteers working over the period between 12 and 14:00 (day shift) will be entitled to a packed lunch and those working between the hours of 18:00 and 22:00 (evening shift) will be entitled to a hot meal. Your team leader will distribute your catering voucher to you if you are entitled to one. Please refer to the table below on timings and location of your allocated meals. Previously agreed expenses can be claimed by submitting an official expense form, which will be paid post-event to the bank account detailed on the form. Please collect your form from the Permanence. EVENT RADIOS Radios will be issued from the Permanence located on the ground floor of Lee Valley VeloPark. If a radio is assigned to you, (please note not all personnel are assigned radios) it will be signed out to you. The

radio is then your responsibility until it is signed back in and you will be charged 50 for any loss of equipment. All personnel are reminded that they are responsible for signing radios back in each night for re-charging at the end of every day. Commissaires are requested to return their radios to the Commissaires Room for recharging overnight. Channels Radio channels in use by the organisation are: Channel 1: Event Organisation Channel 2: Commissaires Channel 3: Tissot Timing Channel 4: Sport Operations Channel 5: Hospitality Channel 6: Event Support & last mile volunteers Channel 7: Wise Security Channels 8 10 will be used as spare channels. 24 In addition, the following groups will operate their own radios and comms process: 1. The venue cleaning and maintenance All equipment should be returned to the Permanence on the ground floor level of the between 18.00 and 20.30 on Sunday 16 December. VENUE CONTROL CENTRE (VCC) A Venue Control Centre (VCC) will be in operation at the event. This centre co-ordinates radio traffic at the event and makes it more efficient. The personnel in the VCC monitor all radio channels to ensure that all important issues are picked up and communicated across the event. The VCC also allows anyone on one channel to speak to someone on another channel without the need to change channel, ensuring that a consistent line of communication to all locations and personnel is maintained. The Venue Control Centre is located behind the reception desk in the velodrome and will have representatives from the organisers (British Cycling), Venue Management (Lee Valley VeloPark), Medics (Locations Medical Services Ltd) and Event Security (Wise Security Services Ltd).

PUBLIC TRANSPORT The area will be very busy with spectators travelling to the event so please make sure you plan your trip and allow plenty of time for your journey. All session times are subject to change so please check the latest competition schedule before you travel. Lee Valley VeloPark is situated at Abercrombie Road, Queen Elizabeth Olympic Park, London, E20 3AB. We strongly recommend travelling by public transport to Lee Valley VeloPark, allowing plenty of time to get to the venue. Please plan your journey ahead of your visit to check for any planned closures or engineering works. By Rail Nearest station/tube: Stratford/ Stratford International Lee Valley VeloPark is a 20-minute walk from both stations. For more information visit tfl.gov.uk. By Bike There are cycle routes connecting Lee Valley VeloPark to local residential areas as well as the cycle routes through Queen Elizabeth Olympic Park. The venue is close to Sustrans National Cycle Network Route 1 and Cycle Superhighway CS2. A limited number of bike racks are available at the venue although it is anticipated these will be in high demand during the event. Bikes are parked at the owner s risk and you will need to bring your own lock. On foot There are good pedestrian links to Lee Valley VeloPark from Westfield Stratford City, Hackney and Leyton. 26 By Car There is no spectator car parking at Lee Valley VeloPark during major events so we strongly advise travelling by public transport. The closest car parks are at Westfield shopping centre and Stratford International station. A limited number of blue badge parking spaces are available outside the venue. These must be pre-booked by contacting trackworldcup@britishcycling.org.uk with your name, vehicle registration and ticket booking reference. Blue badge holders who do not pre-book a space may find that none are available on the day. By taxi Taxi companies are available all over London and there are multiple local taxi firms operating in and around Queen Elizabeth Olympic Park At Westfield.
