ENTRY CONDITIONS and INFORMATION Entries close on the Surfmate Carnival Manager Program on Monday 13 th January 2014 @ Midday No hand written or faxed entries from Queensland Clubs will be accepted. All entries must be done via the Carnival Manager Program. All payments are to be paid on receipt of a tax invoice, as per normal business practice. This will be sent to all clubs after the completion of the Carnival. All appointed officials, assessors, team managers and competitors are directed to obtain a copy of the current Surf Sports Manuals and Bulletins and make themselves familiar with the current procedures. All competing First Aid teams are required to provide a minimum of one patient for the event. This carnival will be conducted in accordance with the 34 th Edition of the Surf Sports Manual including Bulletins. Champion Life Saver: Please ensure that all competitors have been fully briefed on all sections of the Champion Life Saver event, including theory and resuscitation sections and that all competitors must complete all sections to gain a result. Patrol Competition: Please refer to section 3.5.5 of the 34 th Edition Surf Sports Manual (attached) for Award pre-requisites before nominating Patrol Competition Teams. The relevant awards must be adhered to. Competitors will not be allowed to compete without the relevant awards. Equipment: Branch will supply manikins, training defibs and rescue boards for scenarios, however if Clubs wish to supply their own defib they can do so, providing they also bring all necessary accessories. Competing clubs need to provide their own defibs (for resuscitation) and their own, first aid kits, oxy-vivas, rescue tubes and rescue boards for the rescue relay. Boards: As per 34 th Edition Surf Sports Manual: Patrol Competition and Champion Lifesaver Patrol Logbooks: The SLSA Patrol Logbook sheet as included in this bulletin will be used for the Branch championship event. (Attachment 1) Resuscitation Marking sheets: Please find attached the latest resuscitation marking sheets that will be used for the event. (Attachment 2) Competing Clubs shall provide officials/assessors and patients as listed below. Officials/Assessors and Patients are to be nominated on the attached form and forwarded by 12.00pm on Monday 13 th December 2014, to the Branch office. All competing clubs are required to provide officials/assessors and patients for this carnival. The ratio is one official; two assessors and one patient BOTH DAYS. Clubs that do not supply enough officials/assessor and patients will be excluded from competing. Nominated assessors must be proficient and preferably in ART. Exceptions can be made by application to the Carnival Referee via the Branch office. Team Changes can only be made with administration on the morning of the event. Team changes must not be made with the Marshall without first seeing Administration. ALLOCATION OF ASSESSORS, PATIENTS AND OFFICIALS: All Assessors, patients and carnival Officials will be appointed to their respective sections and duties. Appointments will be posted by the Wednesday prior the event onto the Branch website: www.rescuesunshinecoast.com under members/surf sports/officials appointments. AWARD ENTRY REQUIREMENTS Champion Lifesaver: All competitors are to be proficient Bronze Holders or Surf Rescue Certificate Holders. Patrol Competition: Open: Team shall consist of six competitors who are all proficient Bronze Holders and are all proficient Advanced Resuscitation Techniques certificate holders. In addition, at least one member of the Open team shall have an IRB drivers Certificate and at least one other member shall have either an IRB crew or IRB Drivers certificate. Under 17: Teams will consist of four competitors who are all proficient Bronze holders and all proficient Advanced Resuscitation Techniques certificate holders. Under 15: Teams will consist of four (4) members, and each team shall comprise a maximum of two (2) Bronze Medallion holders from the U15 age group and minimum of two (2) Surf Rescue Certificate holders from either the U14 or U15 age groups. LATE ENTRIES Carnival Close Date: Monday 13 th January 2014 at 12.00pm (midday). Late Entries: Late entry fees will be applied from Monday 13 th January 2014 at 12.01pm. Late entry fees will be charged at $34.00 per person + the appropriate entry fee (as above). Clubs may submit late and additional entries from Monday 13 th January 2014 from 12.01pm with the admin on the first day of the carnival by the closing time set below. Late Entry cut off times: 7.30 am (Carnival Entries Close) REPORTING TIMES Reporting times are as per the program. Note: Assessors are needed on Friday night and Sunday. Officials (including assessors who are also officials) will be needed Saturday. Event scorers will be needed for the entire weekend or as per roster once released depending on numbers. TEAM MANAGERS Team Managers nominated by the club are responsible for the behaviour of their club members whilst attending the event and during travel to and from. Sunshine Coast Branch and the host Club have gone to considerable effort to ensure the success of the event. It is therefore the responsibility of all managers to ensure that the behaviour of club members reflects the true image of surf lifesaving. A Disciplinary Committee has been appointed to deal with any misbehavior should the occasion arise. All Clubs MUST complete the Team Managers Declaration before the start of the carnival. Failure to do so may result in competitors being unable to start. Clubs are allowed one (1) Club Team Manager. Any changes of Team/Age Manager personnel must be reported to Carnival Referee and a current blue card must be produced. NO BLUE CARD, NO CHANGE. PROTESTS Will only be accepted from Team Managers on the approved "Protest Form" and lodged in accordance with the current edition SLSA Surf Sports Manual/Bulletins. In the event of a competitor requiring assistance - if official assistance is rendered, the competitor must retire from the race. All Protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the current edition SLSA Surf Sports Manual, and shall identify the specific sections/clauses in the Surf Sports Manual upon which the protest is based. Clubs may appeal a dismissed protest to the Appeals Committee. A fee of $110.00 per individual/team must be lodged. If the appeal is upheld the fee will be returned. If the appeal is dismissed the fee is retained by Sunshine Coast Branch. BEACH PROTECTION/CLUB TENTS Use of the dunal areas is prohibited during the event. To protect the dunal area, only formal beach access ways are to be used for access and all signage and fencing must be observed for coastal protection. Club tents are not to be erected on the sand dunes by direction of the Carnival referee and Sunshine Coast Regional council. SECURITY No security will be available at the carnival. Members and clubs who leave their equipment overnight at their own risk and the host club/branch will not accept any responsibility for lost, stolen or damaged equipment. DRUG USE Surf Life Saving Australia supports the Australian Government, the Australian Sports Commission, the Australian Olympic Federation, and the Australian Sports Drug Agency in their efforts to eradicate the use of drugs in sport. The Association has published a list of prohibited drugs, and provides for severe penalties in the event of drug use. Any event conducted by the Association is subject to random drug testing, without further notice. The very strict procedures laid down for the testing of drugs will be observed, and competitors refusing to submit to a drug test will be subject to prescribed penalties. Patrol Competitions. First-Aid Competitions. Competing clubs will be required to provide the full ratio of Assessors, Officials and patients as per the advertised carnival entry conditions. Support Clubs: Clubs will be awarded bonus points if they provide patients, officials and/or Assessors at the Surf Rescue Championships. Support Clubs will receive a maximum of one hundred (100) bonus points and totaled as follows: Assessors = 20 points per day Patients (or water safety) = 10 points per day Officials = 5 points per day ALL CLUBS AND TEAM MANAGERS ARE TO ENSURE THAT THERE IS PLENTY OF FLUIDS AVAILABLE FOR COMPETITORS. With the usual co-operation and assistance by all officials and competitors the carnival can be conducted so that competitors are given the opportunity to compete fairly and to the best of their ability.
