INTERNATIONAL SCHOOL SPORT FEDERATION & Ministerio da Educaçao Direçao de Serviços do Desporto Escolar Portugal WORLD SCHOOLS CHAMPIONSHIP ORIENTEERING 15/04 21/04/2013 Vila Real de Santo Antonio / Castro Marim Algarve Portugal BULLETIN 1 The Executive Committee (EC) of the International School Sport Federation (ISF) has decided to entrust the organisation of the World Schools Championship Orienteering 2013 to Vila Real de Santo Antonio / Castro Marim in Portugal. 1. Invitation. Invitations to participate in this World Schools Championship Orienteering are being sent to all school sport organisations which are full or associate members of ISF and for information to the members of the ISF Executive Committee, to the members of the ISF Technical Commission Orienteering and to the IOF (International Orienteering Federation). 2. Composition of teams and rules for participation. 2.1. The competition is open both to school teams and selected teams. In both boys and girls categories a country must have entered a school team before being allowed to enter a selected team in the same category. Countries cannot register selected teams only. There will be a competition organised in the following categories: school teams, boys (born in 1998 / 1999) = M1 school teams, girls (born in 1998 / 1999) = W1 school teams, boys (born in 1996 / 1997) = M2 school teams, girls (born in 1996 / 1997) = W2 selected teams, boys (born in 1998 / 1999) = M1 selected teams, girls (born in 1998 / 1999) = W1 selected teams boys (born in 1996 /1997) = M2 selected teams, girls (born in 1996 / 1997) = W2. Each student may only compete in one team. 2.2. All students of the school team must have been enrolled at the same school since the beginning of the school year 2012 / 2013. All students of the selected team must have been enrolled at a school in the country concerned since the beginning of the school year 2012 / 2013. 2.3. All students must have been born in 1996 / 1997 / 1998 / 1999. Neither older nor younger players will be accepted! 2

2.4. Each team shall be composed of 5 students and 1 teacher / coach. 2.5. Each delegation shall nominate a Head of Delegation who shall be responsible for the team or teams in his/her delegation. He/she may not combine the function of Head of Delegation and coach or another official function. He/she shall be the sole intermediary between his/her delegation and the OC, the TC and the ISF Delegate. Delegations from countries which enter more than 4 teams may nominate a deputy Head of Delegation. 2.6. A country may enter a maximum of 8 teams (1 school team of girls /W1, 1 school team of boys /M1, 1 school team of girls /W2, 1 school team boys /M2, 1 selected team of girls / W1, 1 selected team of boys /M1, 1 selected team of girls /W2 and 1 selected team for boys M2). 2.7. Where a country is represented by only one team, its delegation may comprise up to 7 persons. A full delegation will comprise 50 persons. 2.8. Each participating country has the right to include a maximum of 2 additional adults whose function must be specified: doctor, physiotherapist, interpreter, security personnel, ministerial representative, journalist, Any other additional persons will not be considered part of the official delegation. 2.9. Students must be enrolled as full-time students at the school which they represent. They must be attending schools which provide a general education The following are not eligible to participate: a. pupils of vocational schools who only attend that school as a complement to their vocational training, b. school teams and pupils enrolled at schools which provide sports training without any general education, c. part-time (e.g. afternoon) sports schools which take pupils from a variety of schools for training in one or more sports, d. teams formed as part of clubs, companies, universities or other institutions. 2.10. Each participating team must be nominated officially by the organisation responsible for school sport and which is member of ISF. 3. Provisional Programme. Travel as far as Faro International Airport is to be arranged and financed by each participating country. 4.2. The organisers will finance and be responsible for transfer of delegations between the International Airport of Faro and their accommodation on arrival and departure and similarly all transport in connection with the official programme (arrival, departure, sports and cultural programmes). 5. Finances and Insurance. 5.1. In return for the entry fees which are fixed by the ISF Executive Committee, the organising Committee will be responsible for board and lodging for participants for the duration of the championship, for the competition and the cultural programme activities and for all transport in connection with the official programme (arrival, departure, sports and cultural programmes). 5.2. In accordance with the rules laid down by ISF, the payment to be made to the organisers of the World Schools Championship amount to 44 per person and per night, for a maximum of 50 persons. 5.3. An additional ISF levy of 30 per delegation member will be collected at the time of registration. 5.4. The total sum per person is therefore 264 + 30 = 294. 5.5. When the distance between Faro and the capital of a participating country on another continent exceeds 5000 kilometres the delegation may extend its stay by arriving one day earlier or leaving one day later at the normal daily fee (44 ). 5.6. For two supplementary adults the following regulation applies: - for a single room 88 per night, - for a double/twin room (2 additional persons) 44 per night each, - for a double/twin room (1 additional person + teacher/coach) 44 per night each. Requests are to made by the country concerned. 5.7. If the delegation travels by bus, the driver of the bus will be considered as a member of the delegation and will be charged 44 per night. 5.8. The organisation of an extended stay for the delegation (before of after the event) is a matter for the country concerned. It shall not be the responsibility of the Organising Committee. 5.9. Each country is required to provide insurance for each member of its delegation. At a minimum the insurance is to cover civil liability, material damage and medical costs. 4

6. Deposit. 6.1. Along with the entry, each country must pay a deposit of 88 per person as confirmation of the entry. The deposit must be sent as a single payment for the whole delegation by the organisation responsible for school sport (federation, trust, ministry, ) Payments by individual schools will not be accepted. The sum of the deposit will be deducted from the total cost of participation. The sum of the deposit in non-refundable in the event of non-participation unless the delegation has informed the organisers at least one month before the start of competition or in case of force majeure. The latter instance will require the approval of the ISF Management Committee. 6.2. The ISF Secretariat is responsible for registering all deposits before 30 th November 2012. 6.3. The balance in cash in EUROS is to be paid on arrival in Monte Gordo (bank- and credit cards will not be accepted) or may be paid in EUROS to the organisers bank account as published in the Third Bulletin. 6.5. All bank charges (for both deposit and balance) are to be met by participating countries. 7. Commitments to be honoured by delegations. 7.1. Each participant is required to be present throughout the duration of the event. 7.2. Each participant is obliged to take part also in all of the non-sport activities. 7.3. Each team undertakes to compete against all other participating teams. 7.4. Each participant undertakes to compete against all other participants. 7.5. The absence of any member of a participating team from any part of the entire sport programme, opening-, prize-giving and closing ceremonies and socio-cultural programme may result in the team being excluded from the results. 8. Technical Rules. 8.1. The competition will be run according to current ISF and IOF rules under the direction of the ISF Technical Commission for orienteering. 8.2. Specific ISF regulations are: System of the competition: 5

a. Maps. The maps will be drawn according to IOF rules (scale 1: 10 000) b. Punching system: SPORT IDENT will be used in all races (www.sportident.com). c. Expected winning times: Long distance Categories: expected winning time / max. distance M1 boys 42-45 min 6.500 m M2 boys 32-35 min 4.500 m G1 girls 37-40 min 5.500 m G2 girls 30-33 min 3.500 m Middle distance Categories: expected winning time / max. distance M1 boys 25-27 min 4.000 m M2 boys 19-21 min 2.700 m G1 girls 19-21 min 2.700 m G2 girls 19-21 min 2.100 m d. School teams and selected teams in each category will race the same distance on separate courses. The courses will be in the same area and will have different control points. This will result in courses of varying difficulty e. The starting order for the official competitions will be determined by a draw. Students in the same category will start at intervals of 2 minutes (according to the number of participants in the different categories). f. Classification of the teams. For both races (long and middle distance), the classification of the teams will be made by adding three best individual times of each race. The general classification will be done by adding the results of both races (long and middle distance). The winning team will be the team with the best result. When two teams achieve the same time, the team showing the best result on the long distance will declared winner. When both teams are again equal, the second time decides who will be declared winner and so on. g. Prize-giving. Each participant will receive a commemorative certificate. The teams finishing first, second and third will rewarded with medals and trophies The first three individuals in each category will receive medals/ The ISF Fair Play Trophy will be awarded to a delegation by the Disciplinary Commission following consultation with the Technical Commission ISF, the Organizing Committee and the delegations. 8.3. Terrain description: a. Long distance competition 6

Flat to moderately hilly terrain covered by mixed tree forest. Intricate contour details near the beach, typical for sandy dunes. The terrain is mostly with semi- good runnability and visibility. Some areas with heavy undergrowth (gorse and bracken). Regular network of roads and rides. Soft sandy ground. Highest point about 50 m and lowest point about 0 m above sea level. b. Middle distance competition Flat to moderately hilly terrain. Intricate contour details. The terrain is mostly very open with a few remarkable trees and has a semi- good runnability and visibility. Some areas with heavy to very heavy undergrowth (gorse and bracken). Not so many roads and rides. Highest point about 100 m and lowest point about 50 m above sea level. 9. Doping. Dope testing (for use of banned substances) can take place during the competition according to current law / procedures in Portugal. If selected for testing a competitor may be accompanied by an adult. If a competitor is following a course of medical treatment he or she must obtain certification to that effect and inform the organisers immediately upon arrival. 10. Registration. The entry registration form should be duly completed on behalf of the organisation responsible for school sport and returned to the Secretariat General at the latest by 30 th September 2012.
