HATCHERY PROGRAM HISTORY Facilities constructed in the 1940s and are operated as mitigation for the construction and operation of Grand Coulee Dam (GCD). Funded by US Bureau of Reclamation and Bonneville Power Administration Historical intent is to provide a harvestable surplus of salmon and steelhead for Tribal, sport and commercial harvest. Production determined by the US v OR Columbia River Management Agreement
LEAVENWORTH NFH-Overview Annual release goal of 1.2 Million spring Chinook. Rears unlisted Carson stock and managed as a segregated hatchery program. Adult return 7,585 w/ 3,088 harvest, 2,658 excessed. Located at a usual and accustomed area for Tribal Harvest Significant cultural harvest benefits for the Colville and Yakama Tribes. Rearing space for the Yakama Nation Coho reintroduction program.
LEAVENWORTH NFH-Potential Impacts Genetic Ef fects: Straying into the primary spawning areas in the Wenatchee basin has been extraordinarily low and is managed by removal of LNFH-origin adults at TWD when encountered. LEAVENWORTH NFH-Potential Impacts Facility Ef fects: Adaptive management of passage since 2010, largely focused on bull trout and steelhead, spring Chinook are of secondary concern. Icicle Creek in-stream flow effects are being considered through a number of actions evaluation of pras, use of Alpine Lakes water, and groundwater development.
ENTIAT NFH-Overview Unlisted summer Chinook program. Release of 400,000 yearlings Program was initiated in 2009 and replaced a spring Chinook program that was terminated (2007) to minimize ESA impacts. WINTHROP NFH-Overview Spring Chinook Production Annual Release goal of 400,000 spring Chinook into the Methow River as a safety net to the Methow FH conservation program. Annual transfer of eyed eggs to support the release of 200,000 spring Chinook in the Okanogan as part of the Colville Tribes reintroduction effort (ESA 10J), started with BY 2013 Adult return is 1,825 w/ 179 CR harvest, 900 excessed, 343 spawning grounds.
WINTHROP NFH-Potential Impacts Spring Chinook Production Genetic ef fects: Program is managed using a stepping stone model of broodstock management Harvest, transfer to Okanogan, Safety Net Integration of Natural Population with hatchery NOR Spring Chinook phos/pni concerns: Supplementation of Natural Population Methow FH Winthrop NFH Program is uniquely marked, and has adopted aggressive phos and PNI goals. Began phos management in 2010 with basin-wide implementation in 2015. This has lead to a 62% reduction in phos. Integration of Methow FH with Winthrop NFH
WINTHROP NFH-Overview Steelhead Production Release of 100,000-200,000 2-year old steelhead. Program size dependent on ability to collect NOR brood and meet pnob goals. Switched from co-mingled Wells stock to local NOR returns. Transition began in BY 2010 and concluded in BY 2016. Transition to a 2-year smolt program was subject of an extensive evaluation effort with NMFS (BPA, USBR and FWS funded).
WINTHROP NFH-Potential Impacts Steelhead Production Ecological ef fects: Residual steelhead- Non-migrant steelhead are retained and transferred to terminal lakes to support harvest and minimize impacts.
QUESTIONS
