We do encourage teams to check-in early if you are on site prior to your check-in date. However, priority will be given first to the age divisions designated day of check-in. Teams must be completely checked in prior to closure of registration (9PM) on their designated registration day. Teams that fail to check-in during this time frame will be subject to forfeiture of their first match of the tournament. Please arrange travel accordingly to ensure a team representative will arrive on your check-in day. Only the club director, team representative or coach should go to the check-in desk in the lobby of the Dallas Convention Center to register the team(s). The Team Representative / Coach will receive an Event Information Packet, Printed Programs and Credentials for players and team staff. Each player is required to wear the same jersey number throughout the entire event with limited exceptions as required by emergency or blood rule applications. This applies to ALL PLAYERS in the Libero position as well. The Team Representative / Coach will verify the team roster, uniforms, and uniform numbers. Once verified, the roster will be in effect throughout the Championships. No additions or uniform number changes to the roster are allowed once play begins. The team roster is limited to 15 players and 5 adults. ONLY those persons whose names appear on the verified roster receive credentials and are permitted to sit on the bench. 4

TOURNAMENT CREDENTIALS 1. The roster is limited to 15 players and 5 staff personnel (adults). 2. The roster must identify the following: Head Coach and Chaperone. Optional personnel to be identified can be an Assistant Coach, Assistant Coach II, Team Representative, Chaperone II and III, and Team Manager Note: The Team Manager is primarily reserved for teams with participating Junior members (members who are registered in a Junior membership category and/or under the age of 18.) on staff. Junior members cannot be placed in any other staff position other than Team Manager. Junior staff members must be a minimum of 10 years of age with an age difference no greater than four years between themselves and the age of the team division they are working for. USA Volleyball and the event arbitrators reserve the right to conduct random ID checks on any staff person listed on the roster at any time. Junior members 18 years old and above, serving in non-player positions, must apply for a background screening within 30 days of being placed on the roster. 3. ALL team personnel (players and staff) are to be registered with their USAV Region and USAV verified on the roster. Team staff must also clear a background screening. 4. Those persons whose names appear on the verified roster receive credentials for admission and are permitted to sit on the bench. Credentials will be issued to USAV verified personnel only. Duplication of personnel from one roster to another WILL NOT get additional credentials (example; team reps and coaches). Chaperones are expected to remain with the team at ALL times especially when the coach is not present or available. 5. The player credentials are NOT VALID for adults or parents of the players. ALL CREDENTIALS ARE NONTRANSFERABLE AND WILL BE CONFISCATED IF MISUSED. Misuse may result in expulsion from the remainder of the event. The Championship Committee reserves the right to conduct random and periodic ID checks during competition. WHAT TO BRING TO TEAM CHECK-IN Any one of the following for proof of age & identity for players: (NOTE: these just need to be shown at Check-in, they do not need to be turned in.) 1. A copy of a certified birth certificate 2. A copy of an original government issued photo ID with date of birth included 3. A copy of a driver s license with photo 4. A copy of a Passport A copy of the player medical release forms. These will remain with the team supervisor (coach / chaperone) at all times. They will need to be shown at Check-in. A signed Chaperone Responsibility Form with an attached copy of a photo id of the Team Chaperone. 5

IMPACT CERTIFICATION IMPORTANT IMPACT CERTIFICATION NOTICE!! IMPACT Clinics are not offered at the Junior National Championships. It is USA Volleyball policy that now requires that EVERY coach listed on a team roster to be minimally IMPACT Certified to coach at all National Qualifiers and Junior Nationals. Teams will be deemed ineligible and denied access to the 2013 USA Junior National Championships if their coaches are NOT IMPACT Certified. Coaches must be IMPACT certified before they can be registered and verified on the Team Roster in AES. See page 16 for details on Coaching Eligibility. Please make arrangements prior to the National Qualifiers & Championships to become IMPACT certified. For more information on IMPACT Certification, contact your local USAV Region Office. As an alternative, there will be IMPACT Webinars available through USA Volleyball beginning in January. Visit the USA Volleyball Cap Website for more information or email cap@usav.org. COACHES will NOT be eligible to coach at the Junior National Championships without meeting the coaching certification requirements. Coaches and other adults may attend an IMPACT course through a USA Volleyball RVA. Once IMPACT certification has been obtained, re-certification is not required unless the Member Organization requires recertification. Please verify IMPACT certification with your Regional Commissioner or Member Organization s designee prior to submitting your entry for the event. This will eliminate any potential problems prior to registering on-site. Your region office will verify your certification in the ADVANCED EVENT SYSTEMS (AES) system. If the region cannot verify your IMPACT certification, a copy of your certificate will be required. IMPACT Certification rating may be met by supplying proof of the following: USA Coaching Accreditation Program (CAP), Levels I, II or III RVA IMPACT course (region or National Office verification required) Canadian Volleyball Associations Levels 1-4 FIVB International Courses Levels 1-3 ACEP Principles of Coaching course with proof of purchase of the USAV IMPACT Manual USA CAP LEVEL I, II & III COURSES USAV CAP Certification Courses will be offered in conjunction with the USA Girls Junior National Volleyball Championships. SCORER (SCOREKEEPING CLINIC) USA Volleyball will offer scorer clinics at the 2013 Girls Junior National Volleyball Championships. DATE TIME DIVISION June 27 th 4:00 PM 18 Open, National, USA & American, 13 National, USA & American, & 11 Patriot June 28 th 4:00 PM 12 National & American, 17 Open, National, USA, American & Patriot June 29 th 4:00 PM 14 Open, National, USA, American & Patriot June 30 th 4:00 PM 15 Open, National, USA, American & Patriot July 1 st 4:00 PM 16 Open, National, USA, American & Patriot GIFT EXCHANGES Historically, teams have exchanged gifts at the beginning of their first encounter. This is more prevalent with the younger age classification teams than with the older ones. This is not a requirement. However, we encourage the exchange as a gesture of sportsmanship and good will. PRACTICE OPPORTUNITIES There will NOT be any practice times available in the Dallas Convention Center. USAV will do our best to locate information for local practice facilities in the Columbus area for you to secure at your own discretion however because of previous experience in some cities we cannot guarantee there will be available sites. We will post updates on the USAV web site on the 2013 GJNC home page. TOURNAMENT BALL 13-18s Age Divisions 12s Age Divisions Molten Super Touch IV58L-3 Molten VBLite SPORTS MEDICINE / TRAINERS A taping / training area and trainers will be available. Taping supplies will NOT be furnished. You must provide your own tape and / or bandage or you will be charged for your needed supplies. Hospitals are located near the playing venue / headquarters hotel and emergency transportation (to hospitals only) will be provided if needed. The training staff will be available free of charge to any member listed on the Official Roster. Their purpose is to support, evaluate and assist in athlete injuries and medical emergencies. The trainers facility will be located on the Convention Center floor in a central location near the Championship Desk. 7

RULES AND REGULATIONS The 2011-2013 Rules & Regulations will be in effect throughout the 2011-2013 Seasons and for the USA Girls Junior National Volleyball Championships. Participants, coaches and team representatives in the USA Girls Junior National Volleyball Championships are subject to and must obey ALL rules, regulations and policies of USA Volleyball. RULES OF PLAY The USA Junior National Volleyball Championships play in accordance with the United States Rules-Modified (current USA Volleyball Rulebook can be downloaded or purchased from the USAV web site), as approved by the United States Rules Testing Commission. Key rules are listed below. Rally Score to 25, all sets must be won by a margin of two (2) points. However, the ball may be retrieved from beyond the free zone as stated in Rule USAV 9. o o o If obstructions or other safety concerns prohibit retrieval from beyond the free zone, the player retrieving a ball over a non-playing area must be in contact with the playing surface when contact with the ball is made. Non-playing areas are defined as the: (1) walls, bleachers or other spectator seating areas; (2) team benches and any area behind the team benches; (3) area between the scorer s table and the team benches; (4) any other area outlined in the pre-match conference by the first referee. [Rule 23.2.5]. If nets or dividers are separating courts, only the player attempting to play the ball may move the net or divider to play the ball Libero Uniform Color Rule USAV 19.2 The libero player s jersey must contrast in color with that of the predominant colors of the jerseys or the other team members. Color combinations such as purple/black, dark green/black, navy/maroon and white/light yellow are not distinctive enough to comply with the rules. A jacket or bib can only be worn by the re-designated Libero. If a jacket or bib is worn by a redesignated Libero, the uniform number must still be visible. DUE PROCESS, PROTESTS AND APPEALS The USAV Bylaws, Article XI and the USAV Operating Code, Article X govern protests, appeals, due process and ancillary procedures. Both of these documents are published in the USA Volleyball Guidebook and posted on the USA Volleyball web site. Protests, appeals and due process for this Event are specifically governed by these documents. Protests and appeals at this championship event are a simple one or two step process. PROTESTS OF THE RULES OF PLAY: Protests of the playing rules during a set / match must be lodged prior to the next service. A protest shall be handled by a committee of one (1) to three (3) members, one of whom must be a certified USA National referee or scorer, depending on the nature of the protest. The committee shall be composed of the following: 1. Committee Chair: The National Rules Interpreter or designee (Head Referee or Head Scorer for the Event) 2. A representative of the USAV Championship Committee, USAV Events Department staff or designee to be named by the Event Director. 8

All rulings of this committee are final and not subject to appeal. All protests will be settled at the time they are lodged. No match will be allowed to proceed until the protest is settled. Protests can be related ONLY to the rules of play. Rule 20.1.2 Participants must accept referees decisions with sportsmanlike conduct and without dispute. In the case of doubt, clarification may be requested through the game captain. What is considered to be an offense that may be protested? Judgment calls are NOT subject to protest. Rule USAV 5.1.2.1 states in part - Protests considered by the first referee include: misinterpretation of a playing rule, failure of the first referee to apply the correct rule to a given situation failure to charge the correct penalty-sanction for a given fault. TEAM UNIFORMS Team players shall wear uniforms that are in full compliance with the United States Volleyball Domestic Competition Regulations (see Rule USAV 4.3). If two or more sets of uniforms are used, players will be required to wear the identical number for each set of shirts. Shirt numbers must be clearly visible for identification by spectators, selection committees and scorers. The numbers 0 and 00 are unacceptable and will not be permitted. Team members shall be in proper uniform when warming up. All Libero shirts shall be numbered. If an individual competes in a position other than Libero as well, his/her number must be the same. NOTE: In order to alleviate any potential problems, inconvenience and/or extra expense to your team, please ensure that the numbers on each set of jerseys (shirts) are in clear contrast to the color of the jersey, are the correct size and are placed on the jersey as required by the Rules of Play. Rule USAV 4.3.5 states, For nationally-sanctioned USA Volleyball competition, uniforms (shirts and shorts) must be identical with the exception of the sleeve length and the Libero Player (Rule 19.2). Rule USAV 4.3 states: If undergarments, including but not limited to t-shirts, boxer shorts, tights, leotards, body suits, bicycle shorts, sports bras, etc., are worn in such a manner that they are exposed, they will be considered a part of the uniform. In that case, they must be similar and the same color for any team members who wear such a uniform. Socks and sport shoes are not part of the uniform. Uniform Requirements All uniforms must meet the USAV standards to include: minimum front number size of 4 and minimum back number of 6. The numbers must be centered. This is MANDATORY. All numbers still must be of a different and contrasting color to the jersey and the stripe forming the numbers must have a minimum width of 2cm (3/4 ). Each player is required to wear the same jersey number throughout the entire event, with limited exceptions as required by emergency or blood rule applications. This applies to ALL PLAYERS in the Libero position. If players share the Libero position from match to match, a player shall wear the same jersey number whenever they play, whether they are, or they are not, assigned to the Libero position. OFFICIALS The Officials Administrative Committee will assign the First and Second Referee for all matches. It is expected that enough Certified Referees / Candidates will be present so that USAV will be able to assign both First and Second Referees for every match. However, teams should be prepared to provide an adult Referee or player Referee. Anyone taking the assignment must be minimally certified through their region process and verified on the roster. 9

TEAM OFFICATING RESPONSIBILITIES A Junior National player may be permitted to function as the Second Referee if the player can provide proof of referee certification or that the certification is verified by their Regional Volleyball Association (RVA) Commissioner. Only certified adults, whose name(s) appear on the Official Roster, other than the Chaperone may be required to perform this duty. For your planning, be prepared to provide the following officials: Second Referee: an adult or player (if certified) whose name is on the Official Roster Scorer: player (failure to have qualified personnel will result in a fee per match) Assistant Scorer: player (Visible scoreboard operator/libero Tracker) 2 Line Judges: players A rostered adult must be present at the score table during the team s officiating assignment. Non-rostered personnel may be allowed to work on officiating team, provided they can provide documentation that they are registered with a region of USAV and have any required certifications at JOVC events. NOTE: A scorer s clinic will be held the day prior to the start of each competition session. If you do not have a player or adult on your roster who is a certified scorer, someone from the roster must attend the scorer s clinic. FAILURE TO PROVIDE THE OFFICIATING CREW FOR YOUR ASSIGNED MATCHES COULD RESULT IN THE FORFEIT OF THE FIRST SET OF YOUR NEXT MATCH. IN ADDITION, FOR EVERY MINUTE THE OFFICIATING TEAM IS LATE OR INCOMPLETE, ONE POINT WILL BE GIVEN TO THEIR NEXT OPPONENT (UP TO THE 25-0 FORFEIT). THE CLOCK BEGINS AT THE START OF THE RECEIVING TEAM S WARM-UP. THE SECOND OFFENSE RESULTS IN THE LOSS OF YOUR NEXT MATCH! TEAM FORFEITURES A team that intentionally forfeits a match will be excluded from further participation in the tournament. If a team forfeits a match, the forfeit will be considered intentional, unless the team shows good cause for the forfeit. The Event Arbitrator will determine if good cause exists. MATCH FORMAT / WARM-UP PROCEDURES Warm-ups will be 2-4-4 (2 minutes of ball handling followed by 4 minutes for each team beginning with the serving team). The same procedure applies to tie-breaking matches. All divisions will be the best 2 out of 3 (25 rally point sets). All deciding sets will be to 15 rally points. All tie-breaking matches at the Championships will be one rally score set to 25 points. NEW RULE USAV 7.2.2.b: For Junior competition, when one team has exclusive use of the court, the other team must either be at its team bench or out of the playing area. Warming up with balls at the team bench or in the spectator walkways is not permitted. AWARDS It is the obligation of the head coach to be aware of his / her individual State High School Association rules regarding the acceptance of awards. If necessary, present the properly signed papers as required by your State High School Activities Association. This will prevent a delay in the actual presentation of the awards at the Event. The top three finishers in each National Tournament will receive a team trophy plus individual medals. Players named to the All-Tournament Teams will receive an individual award. In divisions in which All-Tournament selections are made, a Most Valuable Player will be presented. Only USAV-approved awards will be presented at the Championships. 10

ALL-TOURNAMENT SELECTION The All-Tournament Committee was established to recognize outstanding athletes during their participation at the Junior National Championships. Individuals will be honored for: playing effectiveness and court leadership in the tournament demonstration of good sportsmanship, leadership, general attitude and conduct both on and off the court the best individual players with some regard for position basic skills and all-around ability those selected shall come primarily from Gold Flight teams (the committee reserves the right for exception), the MVP may or may not be selected from the first place team any player who has received behavioral sanctions from a referee, the Event Arbitrator or other USA Volleyball authorities during the current JOVC event WILL NOT be considered for All-Tournament Team selection All-Tournament and Most Valuable Player (MVP) awards will be given in the following age divisions: 18, 17, 16 and 15 Open, National and American divisions. Fourteen players in each division will be named to the All-Tournament Team. In addition, a MVP will be awarded. Team selection is made without regard to player position. The committee makes selections with input from coaches, college scouts, and referees. Players who have been selected to an All-Tournament team or as a tournament s Most Valuable Player and who have received disciplinary action by the Event Arbitrator or other USA Volleyball authorities prior to leaving the host city, shall be subject to a forfeit of these All-Tournament recognition honors. UNIVERSITY ATHLETE & COLLEGE RECRUITING INFORMATION University Athlete is the official college coach s communication tool for the Girls Junior National Event. All player data is extracted from Advanced Event Systems (AES) and supplied to colleges on their PDAs. Teams that submit incomplete player information are putting their athletes at a disadvantage for recruiting purposes. It is the responsibility of the Team Representative/designee to input the data into the registration system (AES) accurately and completely for all players. Player information will be supplied to colleges for 15-18 age divisions only. University Athlete is an important tool for all participants, parents and coaches. Most colleges obtain important information on student-athletes from data collected by University Athlete.
